From The Editor In the past as readers will know, I have mentioned my love of British Birds. Well last month I had the pleasure to see my first Canada Geese fly-over of the year. They are majestic creatures. I love their long necks, the flapping sounds their wings make when in the air and that loud honking call they make to communicate with each other. I could watch them for hours and never get bored! As well as Geese, I do like my woodpeckers and was pleased to see my first Green Woodpecker of the year on April 19th in the small wood near Elworthy Avenue. The bird in question was a young one as it didn’t have it’s adult feathers. Due to the birds being well-camouflaged, they are difficult to see so whilst I was pleased to watch one for 15 minutes, I was slightly annoyed that I didn’t have my camera on me to record the evidence! As they say though, you can’t always have it all! Don't forget if you would rather read the New Penny News online via the Parish Council’s website and not receive a printed copy through the post, then just let me know by emailing me. Carbrooke Church News On Mothering Sunday, ‘Carbrooke Young Believers’, led the service telling the story of Jesus’ life. They also handed out the books, served the coffee, tidied up afterwards, and provided the music. Many thanks to them for doing such a good job, and to Julie and Helen for planning it all. Preparations are in full swing for our major fundraising event ‘Keith Skipper Con-cert’ on May 10th. So please support us if you can, by advertising and selling tickets. As I write this Easter hasn’t quite arrived, but will have passed by the time you read it, Carbrooke Church wishes you all a very happy and peaceful Easter. We are now looking forward to our PATRONAL FESTIVAL CELEBRATIONS (of St Peter and St Paul), for the weekend of 28-29th June. We would like to invite artists, photographers, sculptors, singers, musicians, dancers, sewers, knitters, woodwork-ers, poets, writers, flower arrangers, to display or demonstrate their work in the church. There will be actives including: Teddy Bear Parachuting from the Church tower, (Saturday and Sunday). Teas, Cakes, Refreshments served. Carbrooke Heritage Group On 16th April, we organised a trip to Norfolk Records Office (located at Norwich County Hall), which proved very interesting. We took the opportunity of studying the 1803 Enclosure map of Carbrooke, which showed which land was allotted to who. Then we had a look at the Tithe map of 1840 (a map of some 10’ square!), this also had a written account of land owners and occupiers and references. We have requested a digital copy of the written account, which will be available to study in Carbrooke when we have received it. Some of us took the opportunity to work on personal family histories, and others noted other interesting facts relating to this area, and the large amount of information relating to Carbrooke and stored at the Record Office. We hope to arrange another trip, to continue our investigations. We are looking forward to welcoming our visitors firstly, Lesley and Graham Brighting from New Zealand and descended from Henry Thimblethorpe, a carpenter, of Carbrooke on Friday May 9th. On June Friday June 6th we welcome John and Dorothy Johnson form America, descended from James and Elizabeth Sayer, and Robert Johnson all of Carbrooke. For both visits we plan on joining the school for their community assembly at 9am, followed by a tour of the church, look around the village, and a village tea party in the village hall at 2pm. We would love anybody with an interest to join us and welcome these families back, I’m sure they would like to hear stories of Carbrooke past and present. Minutes of the Meeting of Carbrooke Parish Council held on Monday 14th April 2014 in Carbrooke Village Hall

Present: D Muller (Chairperson). J Nind, P Sampher, N Webster, M Wormall. T Thurston (Clerk). Also present; J Rogers (District Councillor). S Hebborn (County Coun-cillor) and one member of the general public. 1) Apologies for absence: Councillors S Dunn and E Buscall. 2) Declaration of Interests: Councillors Nind, Sampher & Wormall. All matters relating to Blenheim Grange. 3) Minutes of the meeting held on March 10th 2014: It was resolved to approve these minutes as a true and correct record of what took place at the meeting. The minutes were duly signed . 4) Matters Arising: Letter to Anglian Water - The clerk reported that he had received a reply to his letter. This stated that the low mains pressure being experienced on the Blenheim Grange Estate (at peak times) was because there was, currently, only one water main feeding the estate. Anglian Water hoped to connect another water main to the estate with-in the next two to three months which should keep the water at the correct pressure during times of peak demand.

The flooding of the sewerage system in the Broadmoor Road and Mill Lane area of the village had been caused by the heavy rain experienced in the area at the time. The AW engineers had confirmed t.hat the pumping station was operating to capacity but could not cope with the amount of rain water it was receiving. The main reason for rainwater getting into the foul sewerage system is by the incorrect connections of drains and drainpipes from local properties. Many residents are unaware that this causes problems during times of heavy rain. Anglian Water confirmed that there were no current plans to upgrade the sewage network in Carbrooke. AW are happy to investigate any issues with individual customers who can contact AW using the 24 hour number.

Letter to Breckland Council - The clerk confirmed that he had written to Michael Wassell (The Leader of Breckland District Council) asking about the availability of funding for the proposed Community Centre at Blenheim Grange. Mr Wassell had replied stating that he had forwarded the email to the relevant grant officers. To date the clerk had not received a reply from the officers concerned.

Co-ordinator of New Penny News distribution on Blenheim Grange - Councillor Sampher reported that he was stepping down for health reasons. It was AGREED that Councillor Muller would ask the NPN Editor if he could take up this role.

Keep Off signs for Pillbox behind the Aerolite Garage - The clerk informed the councillors that there was a possibility that Norfolk County Council would be undertaking the resto-ration of the pillbox. As a result of this information he had not ordered any signs.

5) Suspension of meeting for public interest: Mr Vince Read stated his objections to the Dawes Estates planning application to build a Stand Alone Sprayer Shed very near the boundary of his property, Manor Bungalow, where he had lived since 1938. Mr Read’s objections were that the shed would overwhelm his bungalow, The shed which would be 5 metres high would block out light from his living room, kitchen and bathroom.

The building would also have a big impact on the TV reception as it would be in direct line with the TV Transmitter and the metal construction would prevent the signal reach-ing Mr Read’s TV arial. Mr Read was also concerned that the close proximity of spray chemicals would affect his health. He told the councillors that he had been to the Breck-land Offices to discuss the planning application and had subsequently written to the District Council objecting to the planning application. The Councillors AGREED to take Mr Reads views into account when considering Dawes Estate’s planning application.

6) Planning Applications: 3PL/2009/0118/D Taylor Wimpey to change the house size of their next Blenheim Grange Development. This had been granted. 3PL/2014/0176/F for a one and a half storey side and front extension at Hill House, Caudle Springs. This had been granted.

3PL/2014/0287/F. Application from Dawes Estates to build a new stand alone Sprayer Shed (next to Manor Bungalow) and to extend existing grain store to provide machinery store. The Councillors AGREED to object to the sprayer shed as it was right on the boundary with Mr Read’s bungalow. The Councillors AGREED to support Mr Read’s ob-jections that the shed would overwhelm his bungalow, block out light from the living room, kitchen & bathroom and that there could be interference with the TV signal reaching his TV arial. The Councillors felt that Dawes Estates had other sites, well away from private properties, where they could built a sprayer shed. The Councillors had no objections to the other Dawes Estate Applications to extend the existing grain store for machinery storage.

7) Correspondence: The clerk had received an email from a parishioner asking why the 2014/15 village precept had been increase by 11.7% .There was also a request for a copy the Parish Council’s 2013/14 expenditure and a copy of council’s Future Business plan/Expenditure for 2014/15. The clerk, after consulting with Councillor Muller, had replied stating that the village precept had not been increased for 5years while the population of the village had increased with the building of Blenheim Grange. The precept had to be increased as the Parish Council could no longer undertake its obligations with its..

..present funding. The 2013/14 accounts would be displayed on the Parish’s notice boards once they had been approved by the internal auditor and the Parish Council. This would occur on or after June 8th 2014. The clerk also stated in his reply that the Parish Council used a forecast of their likely expenditure when setting the next year’s precept. Councillor Nind had forwarded a email she had received from a Ashtree resident. This resident was concerned about a group of youths who congregated on the estate after dark and seemed to be acting suspiciously. The resident asked if the safer neighborhood team could be requested to become more visible after dark in these areas. Councillor Sampher AGREED to contact the safer neighborhood team. Drains. The resident was also concerned about blocked drains/sewerage pipes on the estate. The Councillors AGREED that this was a matter for the estates Management Com-mittee to resolve. The Councillors also AGREED that the Clerk should write to the resi-dent with regard to his question about the provision of village allotments and who was responsible for clearing the ditch along the front of Ashtree Park. The resident also voiced his safety concerns about Carbrooke’s pre-school having been given permission to build a play area outside the front of the village hall. The Councillors AGREED that the clerk should write to the Chairman of the Village Hall committee ex-pressing their concerns about the project given its close proximity to the main road and the hall’s propane gas tank. There was also the question of OFSTED’s approval for such a play area. The Parish Councillors also noted that they had not refused permission when asked if a play area could be built at the rear of the hall on Parish owned land. The clerk would also inform the resident that Summer Lane would not be closed during resurfac-ing work on the main Norwich to Watton road. 8) Finance: Account balances at March 31st. Towards partnership’s running costs. £750. 10) Consider 2014 Charity Donation: In the absence of a member from the Wayland First Responders it was AGREED to adjoin this matter to another meeting.

11) Blenheim Grange update: Heads of Terms document—The clerk reported that there had been little or no progress since the last meeting despite pressure from the Council’s solicitor. Play Area—Councillor Sampher and the clerk both confirmed that they were having difficulty in contacting the Chairperson of the Blenheim Project Group to arrange a meeting to discuss the design of the play area and equipment proposed by Miracle Play. The Councillors commented on the lack of a grass area for football. The Clerk AGREED to pass the Councillors comments onto Mr Bob Tash. 12) Proposed Community Centre for Blenheim Grange: Councillor Nind reported on a meeting held with Barry Duffin from the Norfolk Rural Community Council. The main points to come from that meeting was that before a bid for funding though the National Lottery can be made the following points have to be addressed. 1) Proof of consultation with the residents to obtain their views on whether a building was what they wanted as a need/want and also would they would use it. 2) At least 4 major outcomes of the building being built that would benefit the area. these had been identified as (A). Crime and the reduction of it. Scouts, Cubs & Guides. (B). Welfare/Health. Group users such as Social Services, Sure Start, Health Visitors/Midwifes, Nurses, Citizens Advice. (C) Education. Nursery and Pre-school- to Breakfast & After School Clubs, Mums and Toddlers Group. (D) Multicultural integration. Having somewhere where all the community can get together. 3) An idea of the costs involved to build a building, run it and maintain it. Barry Duffin advised that £25000 would need to be raised before a funding bid could be considered. A Blenheim Grange resident who has had experience of a similar project in Kent has agreed to join the committee as Funding Accountant. 4) To run a competition with the local Schools with a view to designing a logo for the new committee. Councillor Sampher was getting the contacts to move this along. 5) The need for a new Committee to run the funding application etc. It has been sug-gested that this is a Sub-Committee of the Residents Association - to be called Grange Park Community Association - with separate bank accounts. After discussion it was AGREED that Councillor Nind would be the Parish Council’s repre-sentative for the Grange Park Community Association. 13) Dog Waste Bins for Blenheim Grange: Councillor Sampher reported that Taylor Wimpey had offered to donate £ 100 towards the cost of purchasing dog waste bins and would erect them. Councillor Sampher also said that the Residents Association would also donate £100. It was AGREED to purchase 3 dog waste bins. It was also AGREED that the Parish Council would pay for a private company to empty the bins. This would cost £3/bin per week. 14 Representatives Reports: Millennium Green - Councillor Webster reported that 2 dog waste bins had been ordered for the Green. There was no news on the grant application for new play equipment. Mr Alun Gibbs had offered to become a Trustee and the Green’s AGM would be on May 21st, this date would be advertised in the NPN.

A recent highlight for me came in March when I enjoying a free-meal out at the Unique Spice restaurant next to the Spar near the Blenheim Grange estate. I was invited to attend a free-meal there (to mark the Indian restaurant’s third-year anniversary) with the Parish Council’s chairperson Debbie Muller. Breckland Council’s leader Michael Wassell was there too. We spent our meal chatting about local events, famous Norwich City results and the weather. I was astonished to hear from Debbie and Michael about a rather horrible flood in June of 2009 that wrecked our local area, forcing some Carbrooke residents out of their homes for several days.

To quote the leader of Breckland Council: “One minute it was a nice sunny day, the next it started bucketed down.” Let’s hope that Carbrooke and our surrounding countryside doesn’t meet weather like that in a long time. Just hearing about it gives me the creeps!

Blenheim Grange - Councillor Sampher reported that Orbit housing was taking action after it had been reported that one of its resi-dents had been parking a commercial vehicle in an car parking place. He had also contacted Taylor Wimpey of a security light that was not working. On Beechtree Park a house in the middle of a terrace was in danger of having its roof collapse. This was effecting the houses on either side. AGREED that Councillor Sampher should contact Breckland about the matter. Councillor Hebborn confirmed that the local Registrars had moved into Watton Library. It was hoped that they would be able to offer a better service and better hours. He also noted that there was some fly tipping in Summer Lane. The clerk informed him that the Landowner had been contacted about it. Councillor Muller commented about tin cans that had been dumped in a hedge/ditch on Broadmoor road and would like to publicly thank Brian and Renee Smith for clearing them up. The Councillors AGREED that the clerk should write to the owners of the land near the SPAR mini-market asking them to put the security fencing back up. Blenheim Grange Residents Association—Councillor Wormall reported on a dispute over a car park turning area on the Estate. It was AGREED that the clerk should write to Taylor Wimpey about the matter. (Councillor Wormall to draft the letter first). Councillor Wormall was also concerned about the adoption of the roads on the estate. Pre-School Group: Mel Finden reporting for the Pre-school group said that their Treasurer had resigned and there were problems getting new cheque signatories. RAF Marham is supporting the group and are willing to carry out some work for the Village Hall. Mel asked for ideas on how to survey Blenheim Grange where there are a number of children eligible to attend the pre-school. In order to improve their OFSTED rating the group wished to provide a 'Free flow' garden. Mel was advised to contact the Parish Council. Millennium Green: Nigel Webster informed the meeting that the next Bingo evening on the 12th March would be in aid of the Nepalese Charity supported by Terry Mahoney. The trustees were considering adapting the motor mower so that it can mow the paths around the green. Their next meeting is scheduled for the 27th March. Fete: In the absence of any one person to take charge of the fete, it is proposed that each village organisation should set up their own activity and keep any profit made. AOB: Alun Gibbs asked for any archive photographs of past committee members to be placed in the recently designated committee room. The cleaner has now been paid from petty cash for February 2014 - receipts for payment obtained. The Treasurer had contacted Wispire as agreed at the last Committee Meeting. He emailed to enquire whether they have any discounts for charity accounts. The reply stated, at this time, there are no discounts available. He replied by email ask-ing if there were any reductions for the installation fee and is awaiting a reply. The Valentine dance made a net profit of £139 which will be banked to the general fund. Bookings: Darren said that were two bookings that the Chairman had taken whilst he had been away. The forms had not been completed. Darren said he wished to resign as Booking Clerk and handed to the Chairman the booking diary. He was happy to continue as a trustee.

Correspondence: The Secretary had been forwarded a number of emails from Alun Gibbs to the Parish Council concerning a cable that was thought to be power but was a phone cable, parking near to the school and glass recycle bins. There was a discussion about the bins but no recommendations were made. The Secretary had also received an email from the pre-school supervisor stating that oil had been found on one of their low tables following the visit of the model aero club on the previous evening. The email had been forwarded to David Thomas, the club Chairman, who had replied that he did not know how it had a happened, offered an apology and outlined measures to prevent it happening again. A letter had been received explaining the TV licence regulations. Port-able devices capable of receiving TV programmes when using battery power are covered by the owner’s home TV licence. When they are connected to the main electricity sup-ply the building needs a TV licence.

Hall Maintenance: The front fire door needs insulation and the locking mechanism im-proved. The rail along the ramp needs replacing. It has been suggested that a wooden frame be constructed to support a 'skirt ' around the base of the hall. Checks would be made to ensure adequate ventilation. The stage floor requires sanding and sealing. The replacement of the toilet block was discussed but it was agreed that repair of the roof was the higher priority.

Parish Council: Nigel Webster reporting for the Parish Council was discussing funding for the Church. Dealing with grant applications and discussing issues with the Blenheim Grange development. It is possible that the next meeting will be held at Scoulton Village Hall.

Village Bar: The bar takings for February was £417. It is hoped to have 'Open Micro-phone' evenings on the 1ast Friday of each month. Stock checks are made each week and replaced from suppliers who offer the greatest discount. The old Makro cards have not yet been cancelled. A spring family dance is to be held on Saturday, 3rd May. Post-ers and notices will be prepared.

Alun Gibbs, Darren Dade Apologies for absence: None Minutes of the meeting 4th February 2014: The minutes were agreed as a correct re-cord and then signed by the Chairman. Matters arising: None Chairman’s Report: 1) Loft Insulation - I would like to say well done to the committee members and public spirited volunteers who gave up more time to work for the hall. From plumbing to insulation, cleaning, teas and the new hatch. Thanks to Brian Wells, Brian Clayton, Alun Gibbs and Jo Horan. We also removed the old gas pipes that are re-dundant. This was a job well done. A big thank you.

2) Gas Supply - The reading is now 40%. Previous reading 56%, used 16% since last meeting equating to probably 10% of a full tank.

3) I have put chairs and tables out for a number of hires and replaced after use to the store room. This is a better practice as we can then control the cleaning, accountability of stock and general tidiness of hall. I would like to report that the Aero club did..

..one of our tables covered in grease and a new radiator has been sprayed with a grease substance. This does show that our control of putting the tables/chairs away instead of the hirer will reduce any damage that should occur and remain unnoticed before the next hire.

4) I have booked the rubbish removal. 5) Jo Horan gave access to the caterers and hire people on 2 occasions. 6) Phoned PHS re visit - We are still awaiting the result of our enquiry regarding a small bin to try to reduce future costs. 7) Have now put more ties on the lagging and Brian Wells has now covered the pipes surrounding the door to the portacabin.

8) New padlocks have been put on the bar and the storeroom to control any unauthor-ised entry to stock areas. The reasoning behind this is that we have had an unfortunate incident in the bar on a period between our weekly stock takes. There was a discrepancy on the gin levels. We had 56 measures of gin on 4th February...our next stock take meas-ured 42. Therefore, we had a loss of 14 measures. We also had a difference of 6 bottles of tonic water - 3 slimline and 3 ordinary. The total loss is approximately £41.

9) Breckland Health & Safety visit - Julia contacted Breckland for a Health & Safety visit. Jeremy Hadaway kindly visited the hall on 14th February 2014. He was happy with the hall and commented on the improvements as he had visited the hall previously. He spoke about the finger guards to doors. He advised that we can fit these ourselves and we are awaiting an email to a link to suitable guards. We will discuss with the playgroup about sharing the costs of purchasing these guards.

10) Valentine’s dance - We were expecting to have no electric on the day due to the fact that we had a power cut in the village during the early hours of that day. However, we did have 2 generators on standby so that the dance could continue. Luckily, the power was restored. Everybody that attended had a good time. Alun Gibbs and Tracey Powell must be thanked for their hard work preparing the food as must Brian and Jane for the Disco and lights which they did free of charge yet again. The raffle did very well. A few raffle prizes were donated by Denise Taylor and Ruth Brown donated £10 towards the fund. Again, thanks to all.

11) Abacus alarms attended and reset alarm and new batteries after the power cut.

12) The boiler and all parts are now finished. 13) A very big thank you for a generous donation from the Cycling Club. Don Saunders visited the hall and gave me £100 cheque donation towards the next stage of heating to the new committee room and bar. This out of the blue donation is a great boost to the Hall.

15) Parish Council Meeting - As you all know, I was asked to attend a Parish Council Meeting to give a report as agreed. Unfortunately, I was unaware that the Council had changed the venue. I had already set up the tables and chairs. I eventually was told that the meeting had already begun over 30 minutes ago in the School. I was only able to gain access because the vicar was just leaving after her attendance. As I entered the room, I asked why I had not been informed. The Parish Clerk said that he had emailed me and Darren Dade. The reception that I received seemed quite offish and at some stage quite rude in manner to myself and my wife who was in fact attending as a mem-ber of the public as she has done a few times previously. Nigel Webster than com-mented that, at our last meeting, we had not let him speak and then proceeded to speak about the use of the portacabin. I gave my report and then left.

16 Bar Report - We are still open on Friday nights. At the moment, we are trying to set up an open mike session for the last Friday in the month. We have had a small response so far but hope to receive more enquiries as people become aware. Early days. We are still stock taking on a weekly basis and utilising the best way of buying in stock. We are going to have a dance on 3rd May. Want everyone to get behind this one and make it a success as fund raising is the way forward. The Bar takings for February gross are £416.93 which I am extremely pleased with..

17) Hall maintenance - Future projects that need ticking off...(a) front fire exit handrails need to be upgraded. (b) purchase of a new toilet roll holder in the men’s toilet which is now broken. Chairman will purchase. (c) skirt around the bottom of the village hall, to cut down heat loss but checking that we still have ventilation. (d) radiators to be in-stalled in the Bar and Committee Room. (e) boxing in pipes to the main hall etc. (f) toilet block.....this is a major project but one that needs to be sorted soon. (g) stage floor, needs to be re-sanded and this will improve bookings etc. (h) door to be fixed to com-mittee room. (i) finish new loft hatch. (j) installation of finger guards.....all these items need to be discussed and as part of the new work sub-committee.

Finance: The Treasurer reported that as of 3/3/2014 the Business Community account is £2,442.40 and the Business Saver account is £7,270.31. No transfers or debits from this Business account. A total of £619.07 has been banked since the last Committee Meeting. Included in this amount is a kind donation from East District Cycling Club for £100 which was banked yesterday. We received December’s payment for the Hall hire from the Play-group on 17th February. We have prepared an invoice against the remittance advice for payments from July 2013 to December 2013. We are still waiting for payments for the Hall hire for January 2014 and February 2014 which are still outstanding. Invoices were presented and cheques signed for: 1. G. Reynolds Bar supplies for the val-entine’s dance. 2. LB Heating & Plumbing full service and gas safety check for the heating installation. 3. Abacus Security - alarm system malfunction due to electricity cut off in village. 4. J. Fowler - reimbursement of bar stock and hall maintenance purchases.

A recent highlight for me came in March when I enjoying a free-meal out at the Unique Spice restaurant next to the Spar near the Blenheim Grange estate. I was invited to attend a free-meal there (to mark the Indian restaurant’s third-year anniversary) with the Parish Council’s chairperson Debbie Muller. Breckland Council’s leader Michael Wassell was there too. We spent our meal chatting about local events, famous Norwich City results and the weather. I was astonished to hear from Debbie and Michael about a rather horrible flood in June of 2009 that wrecked our local area, forcing some Carbrooke residents out of their homes for several days.

To quote the leader of Breckland Council: “One minute it was a nice sunny day, the next it started bucketed down.” Let’s hope that Carbrooke and our surrounding countryside doesn’t meet weather like that in a long time. Just hearing about it gives me the creeps!

11) Blenheim Grange update: Heads of Terms document—The clerk reported that there had been little or no progress since the last meeting despite pressure from the Council’s solicitor. Play Area—Councillor Sampher and the clerk both confirmed that they were having difficulty in contacting the Chairperson of the Blenheim Project Group to arrange a meeting to discuss the design of the play area and equipment proposed by Miracle Play. The Councillors commented on the lack of a grass area for football. The Clerk AGREED to pass the Councillors comments onto Mr Bob Tash. 12) Proposed Community Centre for Blenheim Grange: Councillor Nind reported on a meeting held with Barry Duffin from the Norfolk Rural Community Council. The main points to come from that meeting was that before a bid for funding though the National Lottery can be made the following points have to be addressed. 1) Proof of consultation with the residents to obtain their views on whether a building was what they wanted as a need/want and also would they would use it. 2) At least 4 major outcomes of the building being built that would benefit the area. these had been identified as (A). Crime and the reduction of it. Scouts, Cubs & Guides. (B). Welfare/Health. Group users such as Social Services, Sure Start, Health Visitors/Midwifes, Nurses, Citizens Advice. (C) Education. Nursery and Pre-school- to Breakfast & After School Clubs, Mums and Toddlers Group. (D) Multicultural integration. Having somewhere where all the community can get together. 3) An idea of the costs involved to build a building, run it and maintain it. Barry Duffin advised that £25000 would need to be raised before a funding bid could be considered. A Blenheim Grange resident who has had experience of a similar project in Kent has agreed to join the committee as Funding Accountant. 4) To run a competition with the local Schools with a view to designing a logo for the new committee. Councillor Sampher was getting the contacts to move this along. 5) The need for a new Committee to run the funding application etc. It has been sug-gested that this is a Sub-Committee of the Residents Association - to be called Grange Park Community Association - with separate bank accounts. After discussion it was AGREED that Councillor Nind would be the Parish Council’s repre-sentative for the Grange Park Community Association. 13) Dog Waste Bins for Blenheim Grange: Councillor Sampher reported that Taylor Wimpey had offered to donate £ 100 towards the cost of purchasing dog waste bins and would erect them. Councillor Sampher also said that the Residents Association would also donate £100. It was AGREED to purchase 3 dog waste bins. It was also AGREED that the Parish Council would pay for a private company to empty the bins. This would cost £3/bin per week. 14 Representatives Reports: Millennium Green - Councillor Webster reported that 2 dog waste bins had been ordered for the Green. There was no news on the grant application for new play equipment. Mr Alun Gibbs had offered to become a Trustee and the Green’s AGM would be on May 21st, this date would be advertised in the NPN.

..present funding. The 2013/14 accounts would be displayed on the Parish’s notice boards once they had been approved by the internal auditor and the Parish Council. This would occur on or after June 8th 2014. The clerk also stated in his reply that the Parish Council used a forecast of their likely expenditure when setting the next year’s precept. Councillor Nind had forwarded a email she had received from a Ashtree resident. This resident was concerned about a group of youths who congregated on the estate after dark and seemed to be acting suspiciously. The resident asked if the safer neighborhood team could be requested to become more visible after dark in these areas. Councillor Sampher AGREED to contact the safer neighborhood team. Drains. The resident was also concerned about blocked drains/sewerage pipes on the estate. The Councillors AGREED that this was a matter for the estates Management Com-mittee to resolve. The Councillors also AGREED that the Clerk should write to the resi-dent with regard to his question about the provision of village allotments and who was responsible for clearing the ditch along the front of Ashtree Park. The resident also voiced his safety concerns about Carbrooke’s pre-school having been given permission to build a play area outside the front of the village hall. The Councillors AGREED that the clerk should write to the Chairman of the Village Hall committee ex-pressing their concerns about the project given its close proximity to the main road and the hall’s propane gas tank. There was also the question of OFSTED’s approval for such a play area. The Parish Councillors also noted that they had not refused permission when asked if a play area could be built at the rear of the hall on Parish owned land. The clerk would also inform the resident that Summer Lane would not be closed during resurfac-ing work on the main Norwich to Watton road. 8) Finance: Account balances at March 31st. Keep Off signs for Pillbox behind the Aerolite Garage - The clerk informed the councillors that there was a possibility that Norfolk County Council would be undertaking the resto-ration of the pillbox. As a result of this information he had not ordered any signs.

5) Suspension of meeting for public interest: Mr Vince Read stated his objections to the Dawes Estates planning application to build a Stand Alone Sprayer Shed very near the boundary of his property, Manor Bungalow, where he had lived since 1938. Mr Read’s objections were that the shed would overwhelm his bungalow, The shed which would be 5 metres high would block out light from his living room, kitchen and bathroom.

The building would also have a big impact on the TV reception as it would be in direct line with the TV Transmitter and the metal construction would prevent the signal reach-ing Mr Read’s TV arial. Mr Read was also concerned that the close proximity of spray chemicals would affect his health. He told the councillors that he had been to the Breck-land Offices to discuss the planning application and had subsequently written to the District Council objecting to the planning application. The Councillors AGREED to take Mr Reads views into account when considering Dawes Estate’s planning application.

6) Planning Applications: 3PL/2009/0118/D Taylor Wimpey to change the house size of their next Blenheim Grange Development. This had been granted. 3PL/2014/0176/F for a one and a half storey side and front extension at Hill House, Caudle Springs. This had been granted.

3PL/2014/0287/F. Application from Dawes Estates to build a new stand alone Sprayer Shed (next to Manor Bungalow) and to extend existing grain store to provide machinery store. The Councillors AGREED to object to the sprayer shed as it was right on the boundary with Mr Read’s bungalow. The Councillors AGREED to support Mr Read’s ob-jections that the shed would overwhelm his bungalow, block out light from the living room, kitchen & bathroom and that there could be interference with the TV signal reaching his TV arial. The Councillors felt that Dawes Estates had other sites, well away from private properties, where they could built a sprayer shed. The Councillors had no objections to the other Dawes Estate Applications to extend the existing grain store for machinery storage.

7) Correspondence: The clerk had received an email from a parishioner asking why the 2014/15 village precept had been increase by 11.7% .There was also a request for a copy the Parish Council’s 2013/14 expenditure and a copy of council’s Future Business plan/Expenditure for 2014/15. The clerk, after consulting with Councillor Muller, had replied stating that the village precept had not been increased for 5years while the population of the village had increased with the building of Blenheim Grange. The precept had to be increased as the Parish Council could no longer undertake its obligations with its..

Minutes of the Meeting of Carbrooke Parish Council held on Monday 14th April 2014 in Carbrooke Village Hall

Present: D Muller (Chairperson). J Nind, P Sampher, N Webster, M Wormall. T Thurston (Clerk). Also present; J Rogers (District Councillor). S Hebborn (County Coun-cillor) and one member of the general public. 1) Apologies for absence: Councillors S Dunn and E Buscall. 2) Declaration of Interests: Councillors Nind, Sampher & Wormall. All matters relating to Blenheim Grange. 3) Minutes of the meeting held on March 10th 2014: It was resolved to approve these minutes as a true and correct record of what took place at the meeting. The minutes were duly signed . 4) Matters Arising: Letter to Anglian Water - The clerk reported that he had received a reply to his letter. This stated that the low mains pressure being experienced on the Blenheim Grange Estate (at peak times) was because there was, currently, only one water main feeding the estate. Anglian Water hoped to connect another water main to the estate with-in the next two to three months which should keep the water at the correct pressure during times of peak demand.

The flooding of the sewerage system in the Broadmoor Road and Mill Lane area of the village had been caused by the heavy rain experienced in the area at the time. The AW engineers had confirmed t.hat the pumping station was operating to capacity but could not cope with the amount of rain water it was receiving. The main reason for rainwater getting into the foul sewerage system is by the incorrect connections of drains and drainpipes from local properties. Many residents are unaware that this causes problems during times of heavy rain. Anglian Water confirmed that there were no current plans to upgrade the sewage network in Carbrooke. AW are happy to investigate any issues with individual customers who can contact AW using the 24 hour number.

Letter to Breckland Council - The clerk confirmed that he had written to Michael Wassell (The Leader of Breckland District Council) asking about the availability of funding for the proposed Community Centre at Blenheim Grange. Mr Wassell had replied stating that he had forwarded the email to the relevant grant officers. To date the clerk had not received a reply from the officers concerned.

Co-ordinator of New Penny News distribution on Blenheim Grange - Councillor Sampher reported that he was stepping down for health reasons. It was AGREED that Councillor Muller would ask the NPN Editor if he could take up this role.

Carbrooke Heritage Group On 16th April, we organised a trip to Norfolk Records Office (located at Norwich County Hall), which proved very interesting. We took the opportunity of studying the 1803 Enclosure map of Carbrooke, which showed which land was allotted to who. Then we had a look at the Tithe map of 1840 (a map of some 10’ square!), this also had a written account of land owners and occupiers and references. We have requested a digital copy of the written account, which will be available to study in Carbrooke when we have received it. Some of us took the opportunity to work on personal family histories, and others noted other interesting facts relating to this area, and the large amount of information relating to Carbrooke and stored at the Record Office. We hope to arrange another trip, to continue our investigations. We are looking forward to welcoming our visitors firstly, Lesley and Graham Brighting from New Zealand and descended from Henry Thimblethorpe, a carpenter, of Carbrooke on Friday May 9th. On June Friday June 6th we welcome John and Dorothy Johnson form America, descended from James and Elizabeth Sayer, and Robert Johnson all of Carbrooke. For both visits we plan on joining the school for their community assembly at 9am, followed by a tour of the church, look around the village, and a village tea party in the village hall at 2pm. We would love anybody with an interest to join us and welcome these families back, I’m sure they would like to hear stories of Carbrooke past and present. Carbrooke Church News On Mothering Sunday, ‘Carbrooke Young Believers’, led the service telling the story of Jesus’ life. They also handed out the books, served the coffee, tidied up afterwards, and provided the music. Many thanks to them for doing such a good job, and to Julie and Helen for planning it all. Preparations are in full swing for our major fundraising event ‘Keith Skipper Con-cert’ on May 10th. So please support us if you can, by advertising and selling tickets. From The Editor In the past as readers will know, I have mentioned my love of British Birds. Well last month I had the pleasure to see my first Canada Geese fly-over of the year. They are majestic creatures. I love their long necks, the flapping sounds their wings make when in the air and that loud honking call they make to communicate with each other. I could watch them for hours and never get bored! As well as Geese, I do like my woodpeckers and was pleased to see my first Green Woodpecker of the year on April 19th in the small wood near Elworthy Avenue. The bird in question was a young one as it didn’t have it’s adult feathers. Due to the birds being well-camouflaged, they are difficult to see so whilst I was pleased to watch one for 15 minutes, I was slightly annoyed that I didn’t have my camera on me to record the evidence! As they say though, you can’t always have it all! Don't forget if you would rather read the New Penny News online via the Parish Council’s website and not receive a printed copy through the post, then just let me know by emailing me.
