The knowledge is an information or facts owned by theindividual in his mind about something, it is that qualifyhuman beings to face a very complex world andNegotiable change is competitive in performance andfreedom of service and quality, Information is a data havebeen processed in order to achieve a particular goal, sothat gives special meaning and the ideas and concepts ofthe Compound and homogeneous, enabling them to takeadvantage of the rights of access to knowledge anddiscovery.

Investment in Information:

Knowledge Society:

Knowledge Society which has become one of the mostprominent Reasons and the development of societiesstandards, it should be noted today that thecommunications and technology revolution havecontributed to the development of the knowledge societyand upbringing in new template, in addition to the roleplayed by the transformation of the world of papergovernments to electronic governments that arecompeting in the quality of service provided for itscitizens.

Process

E-Government:

Knowledge management is the latest management concepts and relatedliterature that has grown in quality and quantity. The past years havewitnessed a growing interest on the part of the business sector to adoptthe concept of knowledge management. I wonder what the intendedknowledge management. Knowledge management is a process that helpsorganizations to generate and access to knowledge, selected, organized,use, and dissemination, and convert the important experiences andinformation owned by the Organization and which are essential variousadministrative activities such as decision making, problem solving,learning, and strategic planning.

One of the important factors that help society to have a knowledgedevelopment in the areas of E-Learning and E-Health and E-Commerce, inaddition to the development of services in all directions in the communityand at the level of individuals (B2C) or businesses (B2B) or government(B2G).

Process/ Methodology

All the following service will be seen in next example:

G2C Government to the Citizen. Benefits in handling drugs in ministry of health (K.B).

G2B Government to Companies and Institutions. Pharmacy see K.B info (Drug Name, Price, etc. )

G2G Government to government. health center distribute drugs in efficiency with (K.B).

G2E Government to the employee. Doctor’s use (K.B) and make decision fast.

Process/ Methodology

We can put all E-Services on one website Window:

Example of E-Services for ministry of health (MOH) forPharmacies.In Pharmacy E-Services example we will show all services type(G2C), (G2G), (G2B), (G2E).1. in Ministry of Health (MOH)/ IT Design Knowledgebase (K.B)

Center for (MOH) Drugs Information Tables.2. Pharmacy select Drugs from (MOH K.B) to Sale it.3. Customer can review the Pharmacies Drugs Information

Table (Type, Price, Size, Notes, … etc. ) on website (PC,Mobiles) anywhere.

4. Pharmacy can not sale Drugs out of KRG.MOH.(K.B) Table.5. The doctors tells the patients the Drugs information spatially

the (type, price and place ) of before send him to Markets.

E-Gov. (E-Services), (K.B) Advantages:1. KRG / MoH (K.B).2. MoH set Hierarchy authorities.3. MoH write notifications to

Pharmacies and Doctor’s.4. Doctor’s and pharmacy feedback

information about drugs to MoH.5. Customer can check price and MoH

notifications before Buy Drugs.6. When pharmacies Display drugs

prices the competition among them will be occurred automatically, away from Monopoly and high prices.

Process/ Planning

One website window for E-Services:

Through watching of reality, I feel bitter aboutthe lack of favorable conditions so far todevelop the concept of E-Government in ourcountry and stalling in "stage definition" or whatis also called "display electronic content"without access "Interactive phase" satisfactorilyto the public and the citizen, where eveninteractive services still incomplete and it is notthe goal of a large segment of citizens and doesnot affect the daily needs.

Implications

Satisfactorily come from E-Government:

The application of the concept of E-Governmentwithin the state institutions will help to unifythe government information and arrange andorganize (How to unite government data), whichwill contribute to improving the efficiency ofgovernment institutions and agencies and theexploitation of the available resources withinthe state as the best.
