India has the largest, youngest population in the world, but also the most unemployable youth population due to lack of skilled workforce.

Causes of the problem

• Poverty.

• Low literacy level in rural and urban areas.

• Poor level of skills-

– English and Communication skills.

– Analytical and problem solving skills.

• Limited access to and capacity of vocational training institutes.

• Lack of domain specific knowledge.

• Lack of focus skills required in the current job market.

• Poor quality of mainstream education.

• Frequent technological changes.

• Annually over 40 million people register in employment exchanges, only 0.2 million get jobs.

• About 80% of the workforce does not possess identifiable marketable skills.

• over 75% of the new jobs to be created will be ‘skill-based’.

Even after special emphasis on skill development in the Eleventh Five Year Plan with the formation of a special task force, NSDC and other ministries have met only 16.5% of their target for 2012-13

• Set up Yuva Mitra Kendras upto Taluka level.

• Community driven employment.

• It will act as the information, Skill development and Community awareness Centre

Solution Proposed

• Expectation-“Coordinated Action on Skill Development” with 3-tier institutional skill development structure consisting of (i) PM’s National Council(ii) National Skill Development Coordination Board (NSDCB),(iii) National Skill Development Corporation (NSDC)created in early 2008 for developing the required employment facilities to tap most of the available job opportunities in the future .

• Hence the main concern is to map the right person to right skills and thus to the right employment.

Why this solution?

• Bottom-up instead of top-down approach for imparting skills.

• Region specific approach.

• Community driven approach.

• Filling the gaps in the existing system by ensuring right job for the right person with the right skills.

(A Community Driven Employment Centre)

Introduction:

It’s a community driven employment center at Taluka level to increase employability and ensuring employment at grass root level. it would have co-operative structure at Taluka level and federal structure at national level. YMK (Yuva Mitra Kendra) will act as the information, Skill development and Community awareness Centre.

VISION:

To maximize the Indian youth potential by providing them with the right skills and right employment opportunities thereby ensuring overall development of youth and the country.

Objectives:

• Information bank for skills available, employment opportunities and unemployed or under employed youth.

• Recognizing needs and devising solutions at local community level.

• Developing skills as per the current market demand.

• Creating awareness among the people in developing their skills to increase efficiency in their profession.

• Facilitating special training and awareness program for female citizen.
