INTRODUCTION

ThecollectionofgoodpracticesincludedinthisreportcorrespondstotheWP1.1–Mappingofexistinginitiatives,goodpracticeonrefugeeswelcomingandintegration,undertheprojectPreandPostArrivalSchemestofacilitateinclusionandpreventxenophobiaandradicalization.

The purpose of the collection of good practices is providing the possibility for operators,decision makers, and wider public to learn more about positive and innovative practicestargeted to refugees and asylum seekers support. The collection displays a variety ofinspirationalinitiatives,whichcanprovidefurtherideasonhowtoaddressaparticulartopicoratargetgroup,orwhatmethodstousewhenworkingonrefugeeswelcomingandintegration.Althoughthebeneficiariesofthegoodpracticesintheprojectarerefugeesandasylumseekers,the good practices collected have refugees, asylum seekers and economic migrants asbeneficiaries.

Thecollectionincludesthedescriptionoftheconsidered10besttransferablepractices;andastockofcomplementary22goodpractices,availableforuseanddissemination.ThePandPASpartnersidentifiedallthepractices.Allpracticesperareaofactioncanbeconsultedinthetableinannex1.Theyweredescribedandratedusingaspecifictemplate(asinannex2).

Inthefollowingsection,wepresentthegoodpracticedefinitionandcriteria,aswellasareasofactionthatemergedfromthecollection. Insection2, the10goodtransferablepracticesarelistedanddescribed.Insection3,thecomplementarypracticesarelistedbyareasofaction,andadescriptionofeachisprovided.

Thenamesofthepracticesarepresentedbothinitsoriginallanguages,andinEnglish.

1. GOODPRACTICEDEFINITION,CRITERIAANDAREASOFACTION

Forthepurposesofthiscollection,wehavedefinedgoodpracticeasapproaches,experiencesor initiatives that are working well and can be replicated elsewhere, with techniques andmethodsthatproduceeffectsandresults,consideredtobeeffectiveincontributingtorefugeeswelcomingandintegration,andthereforedeservingtobedisseminatedandproposedtootherorganisationalcontexts.

Good practices can be regarded both as processes or interventions that would be easilytransferred,andalsoasprocessesofplanningandsynthesisingresearchfromsources.Goodpractices,orbestpractices,are,sometimes,usedwiththesamemeaning.Bestpractice,intheinternational migration glossary, means “to further the application of existing norms andprinciples,bothattheinternationalandthenationallevels”,andarecharacterizedby“beinginnovative, developing creative solutions; showing a positive impact on the level ofimplementation of migrants’ rights; having a sustainable effect, especially by involving

migrantsthemselves;andhavingthepotentialforreplication”.1

Inthecontextofthiswork,weadoptedadefinitionthatsharessomecommonprincipleswiththeprevious,andcomesfromasourcerelatedtorefugees.Inthisdefinition,whichwehighlight,“agoodpracticeisaprocessormethodologythatisethical,fair,andreplicable,hasbeenshowntoworkwell,succeedsinachievingitsobjective(s),andthereforecanberecommendedasamodel’.2

Thislattersourcealsostressesthat“theessenceofidentifyingandsharinggoodpracticesistolearn from others and to encourage the application of knowledge and experience to newsituations.Agoodpracticeneednotbeviewedasprescriptive,butcanbeadaptedtomeetnewchallenges,becomingbetterasimprovementsarediscovered”.

Bearingthisdefinitioninmind,thegoodpracticeswereselectedonthebasisofeightcriteriawhich the practice should meet. The criteria were discussed and agreed upon within thePandPASpartnership,ataprojectmeeting.Theyaredescribedbelow.

Technicalfeasibility

Thegoodpracticeiseasytolearnandispossibletoimplement.

Efficacyandsuccess

Thegoodpracticehasprovenitsstrategicrelevanceasoneeffectivewayinachievingaspecificobjective. It has been successfully adopted and has a positive impact on refugees andcommunities.

Respectofthehumanrightsandequityframework

Thegoodpracticereflectsthebasicuniversalprinciplesofhumanrightslaw,humanitarianlaw,andrefugeelaw.Takingintoaccountthelocalcontexts,thepracticeaimstoreinforcerightsgrantedtoallrefugeesthroughtheseinstruments(e.g.therighttofreedomofmovement,therighttoeducation,therighttorecognitionbeforethelaw,therighttowork,therighttohealthcareandtherighttoaccesspublicservices)andalsoseektoprotectvulnerableindividualsandgroupswhoareatheightenedriskofhumanrightsviolations.

Replicabilityandadaptability

Thegoodpracticeisflexibleandhasthepotentialforreplicationandisadaptabletosimilarobjectivesinvaryingsituations,whichmaymeandifferentlocalornationalcontexts.

Thegoodpracticeimprovescollaborationbetweenprofessionals,institutionsandcitizensinwhat concerns implementation, follows a participatory approach, by promotingmeaningfulparticipationofrefugesandmigrants,andsupportsajointsenseofownershipofdecisionsandactions.

Networkcoordination

The good practice involves approaches of collaborative governance, and a community ofpractitionersthatmayincludemunicipalauthorities,community-basedgroupssuchasrefugeeassociations, faith organizations, local professional networks, business owners, academia,humanitarianorganizationsandtheparticipantsinthegoodpractice.

Gendersensitiveness

Thegoodpracticepromotesgenderequality,takesintoaccountthespecificgenderrealitiesofwomenandmen,andintegratesgenderissuesintoallaspectsoftheinitiatives.

Innovation

The good practice encompasses innovative efforts on refugees welcoming and integration,showsinnovativethinkingandcontributestoaninnovationinthelivelihoodsofparticipants.

Inthemappingofgoodpracticescarriedoutbythepartners,nineareasofactionemergedasmore frequent. These are not exhaustive, since they do not cover all the needs regardingmigrantandrefugees’integration.Moreover,theyarenotexclusive,meaningpracticesoftenhavemorethanoneareaofactionintheirscope.Forthepurposeofthiscollection,thepracticeswereorganizedaccordingtothedominantormostdistinctiveareaofaction.Theareasareasfollows.

Awareness

Goodpracticesoncross-culturalunderstandingbetweenrefugees’andthebroadercommunity(intercultural curriculum; intercultural competence for teachers; integration courses withintercultural elements; visibility and recognition of refugee experience; anti-discriminationcampaigns).

Education

Goodpracticesforlanguagelearningandtheeducationalneedsofrefugees,immigrantsandtheirfamilies(school;universities;informaleducation;activitiesforparents...).

Employment

Goodpracticesrelatingtoemployment,labourforceintegrationandtheeconomiccontributionofrefugeesandmigrantstotheterritories(accesstothelabourmarket,vocationaltrainingandcareerdevelopment;etc.).

Entrepreneurship

Good practices relating to refugees and migrants’ self-employment and access to loans;businessincubators;socialinnovation.

Governance

Goodpracticesoncoordinationandcooperationamongintegrationactors,comprehensiveandcoordinated policies, enhancing processes of sharing information between key partners inplace.

Housingandsettlement

Goodpractices that contribute to successful settlement,housingand theday-to-day livesofrefugeesandmigrants.

Politicalandpublicparticipation

Goodpracticesonthecivicparticipationofrefugeesandmigrantsincommunitylifeandpublicspaces(participatorybudget;networks;ITtoolsandonlineplatforms;supporttocivilsociety,programs,…)

SocialNetwork

Goodpracticesonsocialnetworksbuilding,mentoring,supportingrefugeesonsocialmattersandovercomingculturalgaps.

Welcoming

Good practices that contribute to successful welcoming of refugees and migrants (e.g.welcominginitiatives;firstsupports).

2. SELECTEDGOODPRACTICES

Thepartnersalsoevaluatedthemappedgoodpractices,inordertoidentifythemostinspiringpracticestotransmitandimplement.

Each mapped practice was scored between 1 and 4, resulting from the average of theevaluations,alsobetween1and4,ofeachoftheaforementionedcriteria(technicalfeasibility,efficacy and success, respect of the human rights and equity framework, replicability andadaptability, inherent participation, network coordination, gender sensitiveness andinnovation).The‘1’means‘strongdisagreementthatthegoodpracticemeetsthecriterion’;the‘2’means‘disagreementthatthegoodpracticemeetsthecriterion’;the‘3’means‘agreementthat the good practicemeets the criterion’; the ‘4’means ‘strong agreement that the goodpracticemeetsthecriterion’.

Fortheselectionofthebest10practices,weprivilegedboththebalancedrepresentationofeachpartner’scountryofPandPAS(2practicesperpartner/countrypresentedset),andthefinal evaluation score.We also endeavour to cover a variety of areas of action (awareness,education,employment,entrepreneurship,governance,housingandsettlement,politicalandpublicparticipation,socialnetwork,welcoming,eachofwhichexplainedinthepractice).Somepracticescouldhavemorethanoneareofactionintheirscope;wehavechosentheonethatbestdescribesthepracticeinitsoriginalform(idea,concept)i.e.itsmainorstrongeststructuralfeature. Each practice has its area of action identified. The 10 practices are organized inalphabeticalorder.

Thefollowing10practiceswereselectedbecausetheyofferauniqueperspectiveorlearningopportunityforpractitionersandpolicymakers.Theyshowavarietyofparticularlyinspiringinitiatives,whichprovidefurtherideasonhowtoaddressaparticulartopicoratargetgroup,orwhat innovative and provenmethods to usewhenworking on refugeeswelcoming andintegration.Forthisreason, theyprovidethepossibility foroperators,decisionmakers,andwiderpublictolearnmoreaboutpositivepracticestargetedtorefugeesandasylumseekerssupport.

GP 1 Biciklopopravljaona/Bike Repair Shop

Areaofaction:HousingandSettlement

Partnerwhoidentifiedthepractice:CentreforPeaceStudies,Croatia

Biciklopopravljaona(orBicPopasitismorecommonlyknown)isavolunteers’collectivebasedinZagreb,Croatia,withinGreenAction/FriendsoftheEarthCroatiaNGOfoundedin2009.ThemainideaofBiciklopopravljaonaisthestrengtheningofsocialsolidaritythroughfreeexchangeof knowledge and services and the promotion of sustainable transport. Theirmission is toprovidespace,toolsandadviceonhowtorepairabicycletoanyonewhowantsit.Also,theycollectoldbicycles,restorethemanddonatethem.TheyhaveawiderangeofbiketoolsandeveryThursdaybetween17:00and20:00theirvolunteersareavailabletohelponefixanything.There’s no charge for their help, but youmay need to go and buy parts if they need to bereplaced.

Itallstartedin2014whenBicPopdonatedbikesto10asylumseekersaccommodatedattheReception Centre for Asylum Seekers in Zagreb. In 2015 they provided assistance to therefugeesaccommodatedintheZagrebandKutinashelters.Asthenumberofrefugeesgrewandpeoplestartedtalkingabouttheminshelters,thedemandforbicyclesgotmuchbiggerandtheyhavestartedcollectingbicyclesonalargerscale.

First,thisbikeworkshopisbasedonDIYprinciples:yourepaireverythingyourselforyoulearnhowtorepairit.Unlikeotherbikeshops,youcannotleaveyourbikeandcomebackwhenitisdone.Youcanaskvolunteersforadviceandhelp,buttheyexpectthatyouwanttolearnaboutyourbikeandarewillingtogetoily.Second,itisfreeofchargeforeveryone.Useofthetoolsandvolunteers’helpcostsnothing.Ofcourse,youwillneedtobuynewpartsifyoursarewornoutorbroken,andyouwillneedtogoelsewhereforthisastheyarenotashopanddonothavepartsforsale.Allthedonationsarespentonnewtoolsandconsumables(variouslubricants,grease, degreasers, tyre patches...) which are also free of charge for all the customers. Butnobodyisobligedtogiveanything,regardlessofthejobdoneoramountofhelpreceived.

Thiskindofpracticeisauniquecombinationofenvironmental,practicalandrefugeeorientedservice.Itcombinespracticalworkinrepairingbikesandoffersspaceforspendingqualitytimewithotherpeople.

GP 2 Domaćigosti Choir

DomaćigostiChoirbringstogetherloversofsingingwhocontributetothemusicdiversityoftheCroatiansocietybysingingsongs fromallovertheworld.The idea for thechoirstartedbrewingbackin2015,butitwasinSeptember2016thatafewbravesoulscametogetherandfoundedthechoir.

The Centre for Peace Studies initiated the choir and at the moment supports its activitiesthroughanEACEAproject.Campaign”Dobridomaćini”,whichfocusedoncollectingdonationstosupportyoungmigrantartists,alsodecidedtogiveadonationtothechoir.

Everymember leavesamark inherorhisownwayby contributing to thedistinctmusicalexpressionofthechoirandbychoosingtherepertoire.Someofthemembersareprofessionalmusiciansandsomeareamateurs-butthisdistinctionisnotrelevantatallforDomaćigosti.Whatthechoirprimarilyvaluesisgoodwillandenergytocreateandexpressmusictogetherandtoshareitwiththeworld.

ThechoirdirectorisethnomusicologistJovanaLukić,andcurrentmemberscomefromSyria,AfghanistanandCroatia.Thechoirmeetsonceaweekforatwo-hourrehearsal.DomaćigostiChoirwelcomesnewmembersandespeciallyvaluesdiversity.

Maingoalsofthisgoodpracticeisculturalexchangeandpromotionofintegrationanddiversitythroughmusic.

GP 3 Família do Lado/Family Next Door

Partnerwhoidentifiedthepractice:CIES-IUL,Portugal

Theproject"NextDoorFamily"wascreatedin2004intheCzechRepublic.Undertheconcept"inclusive neighbourhoods", it relies on the interaction between immigrants and the hostsocietyandintheimportanceofstrengtheningsocialrelationshipsasawaytocontributetoamoreeffectiveintegration,removingbarriersandpromotingculturaldiversity.

Todoso,afamilyagreestowelcomeandhostanotherfamilytheydonotknowintheirhome,becomingpairsof families (onemigrant familyandonenative family) forholdinga typicalSundaylunchoftheircultureasawayofwelcomingthe"Other".

AllmeetingstakeplaceonaspecificSundayoftheyear,November,atthesametimeacrossthecountryandincountriesthatareassociatedwiththeimplementationofthisinitiative,suchastheCzechRepublicandSpain.

TheHighCommissionforMigrationpromotesthisinitiativeinPortugal,inapartnershipwithpublicandprivateentitiesthroughoutthecountry.Ifalocalentitywantstoboosttheinitiativeinthecounty,shallfillinanapplicationformandsendittotheorganizer.

The“NextDoorFamily”takesplaceinPortugaleveryyearsince2012.Therehavebeenmanypublicentities(municipalitiesandtowncouncils)andprivateentities(immigrantassociations,youthassociationsandothers,cooperatives,NGOs,companies,) thatallyearsareset for theimplementationatthelocallevel.Tothatend,asupportmethodologyintegrates10stepsforitssuccessfulimplementation.Themethodologyispartofabrochurethatincludesalltools.

ThistransnationalinitiativetakesplaceeveryyearinotherEuropeancountriesandPortugalhasbeenoneofthecountrieswiththelargestnumberofparticipants.Inthesixeditions,around600 lunches, involving 1,463 families from 60 different citizenships, were included in thisinitiative.Wehighlightthatin2017thereweremoreparticipantsthanever,andwiththemorecitizenships’variety,inatotalof1,036people(527migrantsand509nativepeople).Alltheinformationtoparticipateisavailableonthewebsite.

GP 4 Fluechtlingsdialoge/Dialogues with refugees

Theprojectpromotesthedialoguebetweenrefugeesandnativesthroughtheorganizationofevents.Municipalitiesandlocalauthoritiestopromotediscussionsinneighbourhoodaboutaninclusive, social and cultural coexistence. The main goals are to empower integration ofrefugeesandtoempowerthecommunity.

SinceApril2016,54dialogueswereorganizedaboutmanyintegrationtopics,andinparticular:languageandeducation,job,housing,involvementinthecommunity,safety.Thewebsiteisanimportantreferencepointformayors,administrators,politiciansandvolunteersconcernedbythemanagingofrefugees.Thewebsitereportsgoodpracticesandexperiences,examplesandpracticaltoolstohelptheintegrationofrefugees.Thedialoguesareusefultoallcommunitytodefineabetterintegrationpath.

Dialogs have experienced different format: world café, workshop, Breakfast ofFriedrichshafener,focusgroups.BreakfastofFriedrichshafener,forexample,isaprojectledinthemunicipalityofFriedrichshafen.Aftersomemeetingsaboutwell-succeededintegration,theCommunitydecidedtopromoteabuswithself-servicebreakfast,inordertoraiseawarenessofpeopleandtoapproachmorepeople.

From2016,about50municipalitiesareinvolvedinthedevelopmentofdialogues.FromApril2016toJanuary2018,27eventshavebeenorganized.2100peoplehavebeeninvolvedintheproject and 86% of involved people declare that dialogue was a “good” or “very good”experience.

Themostinnovativeaspectsofthispracticearetheparticipatoryapproach,theneighbourhoodactions, the practical tools in websites, the supervision of Stuttgart municipality and thedifferentformatofdialogs.

OpenkitchenisauniqueandthemostpopularfoodmarketinSloveniathathasbeenbringinginnovationoflocalandforeignchefsandcookstotheSlovenianculinaryscenesince2013.IthasbecomearegularLjubljanaeventandeverysunnyFridayfromearlyspringtolatefall,localandforeignfoodprovidersattractvisitorstotrylocalandinternationalcuisine.Maingoalsarebringingtogetherfoodfromallaroundtheworldandpresentingittothelocalpopulationandvisitorsofthecity;tocreatevividmeetingplaceinthecitycentretospendtimewithfriendsandfamilybythequalityfoodataffordableprices.

The foodmarket includesmigrantsaschefsandsupportstaffwhilepresentingculinaryandcultural characteristics of countries of their origin. Higher employment opportunities andentrepreneurship are also important facts relating this market to immigrants, who feelincreasedfeelingofbelonging.

EventhoughOpenkitchenbythatnameandinitiatorsstartedinLjubljana,similarevent(butdifferentorganizers)isalsoorganizedinMaribor(calledFullpot)andKoper.Thetendencyisthatitalsospreadstoothercities.

The practice is considered highly relevant due to widely accessible context; anybody whootherwiseprovidesfoodserviceshasthepossibilitytojoin.

TheRefugeeSupportPlatform(PAR)isaPortuguesenetworkoforganizationsfromcivilsocietywhose aim is to support hosting refugees during the current humanitarian crisis. Eachorganizationsharingthispurpose is invitedto integratetheplatform.Thenetwork includes360organizations.ThemissionofPARisto‘promoteacultureofacceptanceandsupportforrefugees,bothinthePortuguesesocietyandincountriesoforiginandtransit’.PARhasbeenformallyrecognizedbythePortugueseGovernmentthroughacooperationprotocoland isamemberoftheWorkingGroupfortheMigrationAgenda.It’s a community based model. Along with state aid, there are in Portugal numerousorganizationswithexpertisewillingtosupportrefugeesandmigrantsthroughanarticulatedand integrative model. By January 2016, PAR had brought together about 90 hostingorganisations(35 institutionsor foundations,26religious institutes,24parishes,20PrivateInstitutions of Social Solidarity, 6 enterprises, 5 schools, 3 civil parishes and 2 municipalcouncils),with119offerstohostrefugeefamilies(about600refugees).Concerningvolunteers,in January 2016, it a network of 6,206 volunteers. The offer of volunteers is divided intodifferentareas,includingbasicneeds;technicalsupport(legal,psychological,socialandhealth-900volunteers); integrationsupport(Portuguese language learning,education,etc. -2235volunteers);otherslanguagesupport(393volunteers,ofwhich69mastertheArabiclanguage);andmore.PARsetupthreebroadaxisofintervention:

The Memorandum of Understanding was approved on 14/02/2018 by the “ConsiglioTerritoriale per l’Immigrazione”. At the moment MoU is waiting for the final approval ofMinistryofinterior.

Guidelineshavebeenappliedsinceaugust2017bysomeCooperativeofConfcooperative,withgoodresults.Theexperimentalphaseinvolved200participants.

Thememorandumofunderstandingiscomposedbyguidelinesthatdrawaprojectofinclusioncomposedby5parts:

1)Reception:sharingofaninclusionagreement.

2)Step1(90days):IMPLEMENTINGLITERACYANDLINGUAGEEDUCATION:intensiveItalianlanguageclass(15hours/week)+civicandcitizenshipeducation+labourlowandimmigrationlow;involvementinasocialactivity.

3)Step2:ORIENTATIONTRAINING:90days’ orientation training (25h/w), Italian languageclass(8h/w),socialactivity(8h/w).

4)Step3:SUPPORTINGJOBPLACEMENT:fosterinternships(3-12monthfor25h/w),specificprofessionaltraining(120hin9month);optional:Italianclassandsocialactivity.

5)Conclusion:theprojectwillendwiththeconclusionofajobcontractsandtheexitfromthecentre(duringinthefollowing90days).

SkuhnaisasocialenterprisethatrunsarestaurantprovidingauthenticfoodfromAfrica,AsiaandSouthAmerica.TheSkuhnaprojectwas launched in2012asa three-yearprojectof theInstituteforGlobalLearningwithVoluntariatInstituteasapartnerorganization.TheprojectwasfundedbytheEuropeanUnionandtheSlovenianMinistryofLabour.Duringtheproject8migrantswereprovidedwithtrainingmainlyinculinarywork.Sixofthemwerethenemployedintheproject.

Aftersecuringaspacetorent,over40volunteerswereengagedtorenovatetherestauranttoitscurrentstate.Thentheystartedwithcaterings,cookingworkshopsandin2014openedtherestaurantforfivedaysaweek.Eachdayoftheweektheyhaddifferentcuisinepreparedbymigrants.

Bytheendoftheprojectin2015,theyalsojoinedtheOpenKitcheninitiativeinLjubljanawheretheyofferfoodonFridaysattheopenmarket.Skuhnatodayoperatesasasocialbusiness.TheprimarypurposeofSkuhnaistooffermigrantsopportunitiesthatfacilitatetheirenteringthejobmarket.Profitsarereinvestedintothebusiness.

Maingoalsoftheprojectare:toincreasetheemployabilityofmigrantsthroughculinarywork;tobridgetheunderstandinggapbetweenmigrantsandlocalswholiveinSlovenia.

ThepracticeisconsideredhighlyrelevantbecauseitcreatesworkopportunitiesforpeoplewhoaredifficulttoemployduetolimitedknowledgeofSlovenelanguageetc.Besidesthattheyalsoprovidesupportandtrainingatworkplacewhichenablesoverallgrowthandimprovementofmigrants.

Currently, SKUHNA is the onlymigrant restaurant in Slovenia that combines food from allaroundtheworld inoneplace.Peoplewithdifferentstatuseshavetheopportunity toworkthere(asylumseekers,refugees,undocumentedmigrants,citizens).

GP 9 The Refugee Project

Moreover,itpromotesvolunteerworkandskillsadvancementamongBulgarians,whointurn,helpgrown-upsandchildrenrefugeesandmigrantsbesociallyincludedbyteachingthemthehostlanguageandotheractivitiesincludingICTandartworkshops.

The initiativeenlists and trainsvolunteersof all ages tohelp refugeesandmigrants to feelincludedinBulgarianculture.

The Refugee Project brings together volunteers to organise a wide range of lessons andactivities for asylum seekers and refugees in the reception centres (also informally calledrefugeecamps)inSofia.Theperiodwhentheyliveinthesecampsisatimewhenmanyrefugeefamilies feel vulnerable; we try to help adults and children to integrate into their newenvironmentbyteachingthemlanguageskillsandgivingthemnewexperiencesandpositiveinteractions.

TheprojectisajointinitiativebetweenCooperationforVoluntaryService(CVS)BulgariaandCaritasSofia,since2011.

Themain innovation of the initiative is to utilise volunteers from Sofia to offer their time(minimum2hoursperweekfor4months)whilehelpingrefugeesassimilatewiththe localcultureandmaketheirfutureemploymenteasier.Forthistobesuccessful,itneedsastrongvolunteernetworkandmanagement.Sincethen,over300volunteershaveparticipatedintheproject.Theprojectwasverysuccessful,so in2011CVS-Bulgaria joinedforceswithCaritasSofiatocontinueworkingwithchildrenandadolescentsintheintegrationcentre.

Therefore,itstrengthensthecapacityofbothyouthandmigrantorganisationsthroughjointactivitiesandpromotesthecooperationbetweenthe2typesoforganisations.

Youthorganisationscancontributeandplayakeyroleinofferingopportunitiesforpersonaldevelopment,aswellasfordialogueandmutualunderstandingbetweenlocalsandimmigrants.However, the majority of organisations which include young nationals of third countriesdescribetheirparticipationlevelsasverylow.Thosesurveyedintheframeworkofthisprojectexpressed the wish to increase their involvement. In this context, Youth Included aims toincreasetheparticipationofthirdcountrynationalsinyouthactivitiesandultimatelyenhancetheirsmoothintegrationintothehostsocieties.

To reach this goal, project partners have organised a series of events - frommeetings toworkshops-inall3participatingcountries.

MigrantandyouthorganisationsarethedirectbeneficiariesoftheYouthIncludedprojectbutthemainbeneficiariesareexpectedtobetheyoungpeoplefromthirdcountrieslivinginEurope,astheincreaseoftheirparticipationinyouthactivitiesistohelpthemcombatmarginalisationandfacilitatetheirsmoothintegrationintothehostsocieties.Furthermore,Europeannativeyoungstersparticipating inyouthactivitiesarealsopotentialbeneficiaries,as theywillgaininterculturalskills.Themainresult is the improvementofyouthworkers'and(migrantcommunities')skills inreachingtheir targetgroups,networking,organising jointactivitiesandmanagingculturallymixedgroups.

Refugeesaregiventheopportunitytotelltheirpersonalstoriesintheclassroomthussharingtheirexperienceswiththeirclassmateswhoarethenbetterplacedtounderstandthehardshipsofwar,persecution,longjourneys,arrivalinanaliencountrythatrefugeeshavebeenthrough.Therefugeeisaccompaniedbyameetingfacilitatorwhointroducesthetopicofasylumandsupports the discussion. The methodology is interactive: the meeting lasts two hours,discussionandexchangeofideasarehighlyencouraged.

Inordertoprepareforthemeeting,theCentroAstallihasdevelopedtwodifferenteducationaltoolswhichareupdatedandrepublishedeverytwoyears.ThefirsttoolisdirectedatItalianstudentsandentitled“Intheirshoes”(Neipannideirifugiati),itismadeupofeightsectionseachfocusingononetopic.ThesecondprojecttoolisaGuideforTeachersdividedintoaGuidetoUsingSectionsandanIn-depthExaminationGuide.

ThematerialwasdevisedbytheFoundation’scentralcoordinationteamaswellasbywritersand journalistswhovolunteered(andarequoted inthematerial).Bycontrast,refugeesareremuneratedforsharingtheirstories.

The project is entirely free and exclusively advertised through word-of-mouth by the 400CentroAstallivolunteersandbyteacherswhoattendedprevioussessions.

GP 12 Enciclopédia dos Migrantes/The Encyclopaedia of Migrants

The Encyclopedia of Migrants is an international project (2014-2017) supported by theErasmus+programme.ItisbasedonanetworkofpartnercitiesontheAtlanticcoast(Brest,Rennes, Nantes, Gijón, Porto, Lisbon, Cadiz and Gibraltar), involving eight partners withdifferent profiles (associations, universities, museums, etc.) in France, Spain, Portugal andGibraltar.

TheprojectwascoordinatedbytheFrenchorganizationL’âgedelaTortue,whichworksinthevisual arts field.Designed by Paloma Fernández Sobrinho, the initiative has an artistic andexperimentaldimension,withtheaimtocreateanencyclopaediainpaperversionandindigitalversionwithapproximately400testimoniesmadebymigrants.TheEncyclopaediaformatwaschosen in this case in order to disseminate non-scientific knowledge, resulting from lifeexperiences,withall thesubjectivity that this involves.Themainideawastogatherdiversetestimoniesofmigrantsthatcouldbethesourceofanewknowledge,basedontheintimateandtheindividual.Thetestimoniesofmigrantshavethepeculiarityofhavingaspecificformat,aseachprotagonistwroteanintimateandpersonalletteraddressedtosomeonetheyleftbehindintheircountryoforigin.

In general, producing the Encyclopedia of Migrants involved 700 people, 103 representedcountries, 74 mother languages and it was published in four languages: French, Spanish,PortugueseandEnglish.

The idea of forming a club emerged early in2014.Disappointedwith the situation in theirfootballclub,questionablecompetitionintheFirstdivision,andthegeneralstateofCroatianfootball, apartofWhiteAngelsdecided to start anew football club.The clubwas formallyregisteredasacitizens’associationonFebruary19,2015.Themembersoftheassociationarelocal elementary school, local sports facilities owner, Home for children with behaviouralproblems, NGOs, local government, etc. Currently, the club boasts around one hundredmembers who, organized in a non-hierarchical, horizontal manner, participate in decisionmakingandclubactivitiesasequals.

Theaimistobringfootballbacktocommonpeopleandsupporters,bringsupportersbacktofootball,andbecomethefirstgenuinelocalcommunityfootballclubinCroatia,governedbysupportersandsympathizerswithaclearstanceagainstmodernfootball,andwithadirect-democraticorganizationalmodel.Theclubwillfightcorruptionandclientelismonalllevels,aswellasallkindsofdiscrimination.Themessageisthatfootballisasportofsolidarity,soundcompetition,respectfortheopponent,asportwelovebecauseofitssimplicityandbeauty.

GP 14 Living in a Different Culture

Between9Januaryand9February2017,afreecourseforintegrationinhighereducationtookplace inLisbonaimingat aiding refugees in communicationandunderstanding, taking intoaccountthatadaptationtonewwaysoflife,toadifferentcultural,social,politicalandeconomicsettinginanewcountrystartswiththoseskills.

ThispilotinitiativeresultedfromapartnershipbetweenLisbonMunicipality–DepartmentofSocial Rights, CRIA and ISCTE-IUL (Rectory, Department of Anthropology, School of SocialSciencesandtheTransversalSkillsLaboratory–whichhandledPortugueseclasses).

Language lessons were guaranteed throughout the course and specific modules about thePortuguesesocietyweretaughtbyCRIA-IULresearchers.TheyweredividedintosubjectssuchasPortugueseCultureandSociety,Religion,Institutions,AsylumLaw(rightsandduties),UrbanLiving, Social Relationships and Integration Practices in Portugal, under the rationale ofcreating an integration platform that escapes standardized stereotypes and subordinateconditionsattachedtothe‘refugee’label.

All participants (around20), had academic experience, either complete or uncomplete, andwereoriginatedfromEritrea,SyriaandIraq.Theparticipantswereexpectedtoexperienceahighereducationsettingandtoinitiateaneffectiveintegrationprocessbyacknowledgingtheireducationskills.

Feedback is highly positive and a new edition is expected, also free, with the voluntaryparticipationofteachersandresearchers.

Thespecificaimsconsistof:a)informingandsensitizingstudentsandteachersofthe1stCycleof the Basic Education aboutmigration and development, particularly the causes of forcedmigration and exile; b)making children aware of the challenges of refugee protection, theimportance of “shelter” (welcoming) and the role of Portugal as an asylum country forthousandsofrefugees;c)topreventracismandxenophobiabypromotingacultureofpeace,solidarityandrespectforotherpeopleandcultures;d)toencouragethepromotionofjustice,freedomandhumanrights;e)toprovidetheprimaryschoolwithspecificeducationalmaterialsonmigrationanddevelopmentandtotrainteacherssothattheycanfurtherdisseminateaftertheendofproject.

Thefirstphaseoftheprojectincludedtheproductionofdidacticmaterialandtheconstructionofthewebsite.Thedidacticmaterialunit,called“APequenaCarlota”/Carly,isabookillustratedbyAnnegertFuchshubertestedinPortugal,Spain,UnitedKingdomandMexico,bytheUNHCR.

Since then, we have beenadaptingmethodologies,bearinginmindtheneedsoftherefugees,aswellasorganisingsocial-cultural activities, aiming to facilitate intercultural dialogue and to bring together differentculturalexpressionsandknowledge”.

The theatre startedwith small sketches, about the situations related to their experience asasylumseekers,andtheirarrivalinPortugalandwithjokesaboutthemisunderstandingsandconstraintsinherenttolivinginaReceptionCentre,theobstaclesinobtainingdocumentationandthelearningconditionsanddifficultiesofthePortugueselanguage,withsomeaspectsoftheirintegrationprocess.Theprojecthascontinuedandthegrouphashadmanyrequeststoperformalloverthecountryandindifferentcontexts,inparticularlyinrecentyears.

TheCentre forPeaceStudiescarriedouta training forschool teachersas tohowtopresentstoriesforŠarenepriče.Itincludedteachersofdifferentbackgrounds.Therewasalsoatheatreshow based on the stories included in the collection. It was a puppet show so thereweredifferentprofessionsinvolved,likescriptwriters,directors,actorsandtheotherprofessionalnecessaryfortheproductionoftheshow.

TheinitiativewasdevelopedbytheCentreforPeaceStudiesandtheFacultyofArchitecture,UniversityofZagreb,underagrantoftheUSEmbassy.

Šarene priče has been used all over Croatia. It was presented in different fora, includingnurseriesandschools,festivalsofstoriesforchildren,conferencesandmeetings,since2015whenitstarted.

ThisinitiativeisuniqueinthatiteffectivelybringstogethertheeffortsandthecontributionsofthevariousstakeholderswillingtobackanemergencymechanismtosupportSyrianstudents:governments, international and regional organisations, donor agencies, universities,foundations,NGOsofdifferentculturalbackgroundsandfaith-basedorganizations,theprivatesectorandindividuals.ThroughaNetworkofPartners,anAcademicConsortium,andaSpecialEmergencyFund,theGlobalPlatformforSyrianStudentsworksinacollaborativeway.

It offers acomprehensive, integrated higher education services package to Syrian students who areselectedandawardedascholarship.Furthermore,italsoaimsatforgingcollectivepoliticalwillandtomobiliseconcertedactionaimedatpromotingHigherEducationinEmergenciesatlargeandtoplace ithighonthe internationalagenda. In2017,managedtomaintainanumberofscholarshipsuptoaround120students.RelevantprogresswasalsomadeinimplementingasmallpilotexperienceoftheRapidResponseMechanismforHigherEducationinEmergencies(RRM)inPortugal.ThecooperationagreementsignedinJuly2017betweenGP4SYSandthePortuguese High Commission for Migrants, made it possible to award 23 scholarships torefugeesofvariousnationalitiesinPortugal.

TheGlobalPlatformforSyrianStudentsjoinsotheron-goingeffortstocreatehighereducationopportunities for Syrians affected by the war, thus avoiding the loss of a generation ofuniversitygraduates.Itbuildsuponsuccessfulexperiencesdevelopedbyotherorganizations,suchastheAlbertEinsteinGermanAcademicRefugeeInitiativeFund(DAFI),implementedbytheUnitedNationsRefugeeAgency(UNHCR)andtheprogramstohelpstudentsandscholarsunderthreatworldwide,establishedbytheInstituteofInternationalEducation(IIE),aworld

leader.

Theemergenceofmulticulturalismwithintheschoolisnotjustaboutimmigrants(repatriatesoraliens),butitisageneralandhorizontalpedagogicalorientationthatpermeateseducationcurriculaandaimsattheinteractionbetweendifferentcultures,aswellastheincorporationofthe cultureof eachethnic, cultural and socio-economicgroupwithina commonandunifiedsocialexperience.Inthiscontext,theroleandlevelofinvolvementofparentsinschoolandthesupport of families are important components in improving the academic performance ofchildrenandinbetterpromotingvarioussocio-culturalandinterculturalcompetences.

TheResearchProgramme“LinkingSchoolandCommunity”hasbeenanationallevelproject,which aimed at combating school failure and possible social exclusion of the immigrantstudents, through the use of pioneering ways to get their families involved in variousdimensionsoftheschool’slife.

Itwascarriedoutinall13regionsofGreece,forthreeconsecutiveschoolyears(2010-2013),and included school units that had high percentages of immigrant student population (thecoordinatorswereacademicsand/orseniorresearchers fromtherespectiveregions’highereducationinstitutions).

Intotal,278primaryandsecondaryschoolstookpartintheproject,alsoinvolving462teachers.Morethan1,000familieswereinformedabouttheprojectandweregiventheopportunitytoparticipateinatleastoneoftheproject’sactions(thereisnoprecisenumberofparticipatingimmigrantpersons,becausenotallregionalcoordinatorsprovidedareliableestimateofthosepersons).

In2010,SALARproducedareportonbestpracticesineducationfornewlyarrivedpupils(forrefugee and asylum-seeking children and other immigrant children). They based theirinformationontenSwedishmunicipalities.Theresultsprovideexamplesandpresentsuccessfactorswhichhavecontributedtogoodresultsfornewcomerswithintheeducationalsystem:1)theorganizationofeducationfornewcomers;2)mothertongueandstudyguidance;3)thepoliticalprocess;4)cooperationoutsidetheschool.

The Swedish National Agency for Education has formulated recommendations for schoolintegration such as guidelines concerning education for newcomers (The SwedishNationalAgencyforEducation,2007/2008).

Theserecommendationsoffersupportindetermininghowschoolstatutes(laws,ordinancesandregulations)canbeapplied.Ageneralrecommendationderivesfromoneormorestatutes.Itspecifiestheactionsthatcanorshouldbetakenandaimsatinfluencingthedevelopmentinacertaindirection,thuspromotinguniformapplicationofthelaw.Thus,therecommendations

mustbe followedunless themunicipalityand the schools can show thateducation isbeingcarriedoutinsuchawayastoachievetherequirementsspecifiedbytheregulations.

The project assumes that interrupted pathways of education, language barriers, socialexclusionandlackofinformationarethemainreasonsfordiscriminationatthelabourmarket.

TheEPIMAprogramencompassedvariousmodules,whichsharedacommonstructureandatthe same timehadat leastone individual focalpointdependingon regional circumstances,wherethemoduleshavebeentakenplace.Groupworkstrengtheningteamworkcapacitywasalwayscomplementedbyindividualcoaching.

The modules were divided into a basic course and a specialised course. The basis courseincludedaGermanlanguagecourse,ITtrainingandbasiceducationinMathematics,Geography,English, health and social topics. Focus was always put on intercultural learning, i.e. bydiscussiononsocio-critical topics, religionandonchallengesarisen fromeveryday life.Thespecialisedcoursesfocusedonvocationalorientationandprofessionaltrainingintheoryandpractice.First, itwasimportanttodiscusswiththeparticipantstheirvariousperceptionsinrelationtoprofessionsandthequalificationsneeded.

Maingoalsof theprojectwere:preparationofyoungasylumseekers for the labourmarket;assistanceinplanningfurthereducationand/orinjoborientation,i.e.conveyingofinformationaboutaccesstolabourmarketandfurthereducation;improvementofprofessionalexperienceby vocational training and internships; strengthening the asylum seekers’ potential of self-determination;improvementofGermanlanguageskills.

Maingoalsare:promotionofyouthactivities,thoseinthefieldofcultureandarts,volunteering,ecologyandpromotionofinterculturaldialogue,especiallyformembersofminorities,suchasmigrants,refugees,Romapeople(withtheirhelptheyestablishedfirstRomarestaurantintheEU).Eventhoughatfirst,theirmainfocuswasonRomapopulation,inthepastfewyearstheyarealsospecificallypayingattentiontoincludemigrantsandrefugeesintheirprogramsandactivities,suchassportevents,youthexchanges,etc.Thisrepresentsan important toolandmeanfortheirempowerment,self-confidenceandrecognitionoftheirskillsandcompetences.

The association as a whole fights prejudices and stigma against minorities (Roma people,migrants, refugees)who benefited greatly from their activities and effort to empower andprovidemoresocial,educational,employmentandotheropportunities.

GP 26 Make Food Not War

Make Food NotWar started in October 2016 as a social project to help refugees, based ingastronomy of the Middle East. The associations Crescer/Grow and Cozinha Popular daMouraria/PopularCuisinefromMourariajoinedtheinitiativeandthefoodstartedtobecooked.

Thementoroftheinitiativeorganizedakindof“ArabicMasterChef”withpeoplefromIraq,Palestine,SyriaandEritrea.Amongthem,groupsoffivepeoplewerecreatedand,aftersomecastings,thefirstfivepeoplestartedtocookinCozinhaPopulardaMouraria(theplacewheretherestauranthasitspremises);thiswasthefirstgroupcalledMakeFoodNotWar,anamegivenbythepersoninchargeofCozinhaPopulardaMouraria.

MostoftheserefugeesarehavingPortugueseclassesandareenrolledininternshipsinfirms.

First luncheswere cooked only for friends. After the visit of the President of Portugal, theprojecthada boost. Lunches cost€15and themoney is given to the refugees, as themainmissionoftheprojectistofinanciallyhelpthem.Lunchesareservedtwiceamonth.

GP 27 Mezze - Comida do Médio Oriente/Food of the Middle East

Mezzes’startwasmotivatedbythedesireforbread,theflatbreadthatoneofthementors,aSyrian student living inPortugalsince2014,used toeatbackhome.TheassociationwhereMezzeisbasediscalledPãoaPão/BreadbyBread.Initiallythinkingofmakingabakery,soonafterthementorsdecidedtomakeafoodproject.

TherootsoftheprojectwerelaunchedinDecember2016attheSantaClaramarketinLisbon.

ThementorsoftheassociationPãoaPão(theSyrianstudent,ajournalistandtwomembersofacompanylinkedtosocialprojects)wantedtodosomethingtofacethecalamityoftherefugeecrisis. Therefore, they designed the project focused on the inclusion of women, the mostvulnerablegroup,andonthedisseminationofaculturethatisrelativelydistantfromtheday-to-dayofthePortuguesepeople.TheideawasthatSyrianrefugeeswouldshowcasetheirfoodatprivatedinnersduringthefestiveseason.

SixrefugeewomenrelocatedinPortugalhadvocationaltrainingandstartedtocookmealsandserving.Initiallytheyopenedforgroupsofmorethan20people,butneverhadlessthan100,even130.Accordingtothefounderoftheproject,itwasnotonlybecausepeoplewerecuriousaboutMiddleEastfood,itwasbecausepeoplewantedtohelpanddidnotknowhow.

Duetothehugesuccess,thefoundersdecidedtoopenapermanentrestaurantattheArroiosmarket.Theylaunchedacrowdfundingcampaigntoraisefundsfortherenovationand,withinamonth,theyreached€15,000.MezzeopenedinMaywith15refugees.

Counselling and Tutoring: project monitoring through weekly meetings with thefamily. Meetings main purpose is to verify goals of autonomy, and in particular:Autonomy in the territory, linguistic autonomy, job autonomy and social inclusion.Plyingonshortrelationships,familiesandthecommunitysupporttheachievementofthesegoals.CaritasandTradeAssociationstakecareofadministrativetopicsrelatedtojobinclusion.
