ASSOCIATION REACH THREE-YEAR CONTRACT
AGREEMENTThe Saratoga Springs City School District and the Sara-toga Administrators Asso-ciation (SAA) have reached a three-year contract agree-ment. The contract for 2014-15 through 2016-17 covers 17 employees, including principals, assistant principals and the athletic director. The SAA has ratifi ed the contract, and the Board of Education approved it during a Jan. 29 school board meeting at Saratoga Springs High School. Signifi cant concessions regarding health insurance benefi ts are a foun-dational part of the settlement. The SAA have agreed to move members to a less costly benefi t plan with increased copays for services. “The move has long-term positive rami-fi cations for the district in counteracting the rising costs of health insurance. The savings generated by the changes to health insurance reduces the net cost of the annual salary increase to less than 2 percent,” said Michael Piccirillo, su-perintendent of schools. In addition to the health insurance concessions, key elements in the agreement include: • Sal-ary increase of 2.5 percent for 2014 – 2015 and 2.75 percent for 2015 – 2016 and 2016 – 2017. • No salary increments for administrators beyond the negotiated pay increases. “The agreement acknowledges the valuable work our building leaders perform each day to provide our students with safe learning environments. In addition, it assists in addressing the district’s fi scal sustainability,” said Piccirillo. ““We are very happy with the outcome of these negotiations. We were able to reward our administrators for the great work they do as well as be fi nancially conservative on behalf of the taxpayers,” said Chip Locke, president of the Saratoga Springs Board of Education. “We were pleased to collaborate with the district administration on what we believe is a fair contract for both sides. In this challenging fi scal environment, both sides re-alized concessions were needed and acted reasonably and responsibly to that end,” said Brett Miller, president of the Saratoga Administrators Association.

PARENT UNIVERSITY TO HOST DISTRACTED DRIVING PROGRAM FEB. 12
“What You Need to Know About the Dangers Associated with Distracted Driving” is the title of the Parent University pro-gram scheduled for Thursday, Feb. 12 from 7 to 8:00 p.m. The program will be held in the Saratoga Springs High School Library. O’Connell and Aronowitz will share what you need to know about distracted driving including: what it is, who’s doing it, who’s most at risk and what the consequences are. In addition, Kate McGuire, an RPI student, will share a per-sonal story about the tragic consequences of distracted driv-ing. Parents, students, teachers and community members are invited to attend. Parent University is a community collabora-tion that offers opportunities for parents and caregivers to continue their learning. All events are open to parents and caregivers of all buildings and grade levels.
VOLUNTEERS NEEDED FOR WILDLAND & UNDERWATER SEARCHES
CAPITAL DISTRICT - The Tri-State Emergency team is recruit-ing volunteers to provide wildland and underwater searches. This includes all aspects of field and underwater search. The tri-state emergency team responds when requested by NYS forest rangers and other police agencies throughout New York State, Western Vermont and Massachusetts. We are look-ing for certified scuba divers, experienced boat handlers, and people who enjoy hiking and the outdoors in general who wish to help people in need. PROACTIVE CHIROPRACTIC PRESENTS “TOUCH THE WALL”
SARATOGA SPRINGS – The inspirational story of Olympic swimmers Missy Franklin and Kara Lynn Joyce. Proactive Chi-ropractic is pleased to present “Touch the Wall,” an indepen-dent film that chronicles the rise of swimming phenom Missy Franklin and her two-time Olympian teammate, Kara Lynn Joyce, as they strive to make the 2012 London Olympic team. PROGRAM TO ASSIST LOW INCOME VETERANSSARATOGA CO. - Saratoga County RPC, through its VetHelp division, is pleased to announce a new program to aid vet-erans and their families in their struggle to maintain perma-nent housing. The Supportive Services for Veteran Families (SSVF) program can provide monetary relief as well as exten-sive case management for veteran families that are home-less or at imminent risk of becoming homeless. Temporary fi nancial assistance is available for rental assistance, utilities fees, security deposit, moving costs, emergency supplies, child care and transportation. Case management and refer-ral services include health care, daily living activities, fi nan-cial planning, transportation, income support and legal as-sistance. The goal of the SSVF program is to promote housing stability among very low income Veteran families who reside in or are transitioning to permanent housing in the follow-ing New York State counties; Washington, Warren, Saratoga, Schenectady, Montgomery, Fulton and Schoharie. GREETING CARD HISTORY AND ETIQUETTEBillions of greeting cards are sold and exchanged each year, and Valentine’s Day is one of the most popular days of the year to give a loved one a greeting card.
The Greeting Card Associa-tion says 145 million Valen-tine’s Day units are sold in the United States each year. The association says seven out of 10 surveyed card buy-ers consider greeting cards to be essential to them, and are passing on the greeting card tradition to younger generations.Though the tradition of ex-changing greeting cards is still going strong, few may know the history and etiquette behind this time-tested tradition.
Greeting card history
The tradition of exchanging greeting cards can be traced back to ancient China, where people exchanged messages of good will to celebrate the New Year. Over time, greeting cards were ex-changed for various reasons, and by the 1850s greeting cards were transformed from handmade, expensive purchases to relatively af-fordable means of personal communication and well-wishing.Valentine’s Day greetings have been popular since the Middle Ages, when they were sung or spoken aloud to special people. Cards were popularized in the 1400s, and the oldest known Valentine created during this era is on display in the British Museum in
London. Valentines were initially made by hand, but by the end of the 1800s, the process of making cards was handled by machinery. Es-ther Howland, an American printer and artist, was one of the first to publish and sell valentines in the United States. Yet it took a few more years for a card company to manufacture and distribute valentines.
Keeping cards
Although there are no rules governing just how long to keep and display a card, most people keep them for five to seven days. Some special occasion cards, such as milestone birthdays or re-ligious rites of passage, may warrant holding on to the card for posterity. However,
the length of time cards are kept is entirely at the discre-tion of the recipient.
EtiquetteSending cards requires a little know-how. Start out with a high-quality card to show that you value the re-cipient. If you’re taking the time to send a greeting card, make sure it looks like you put some effort into its se-lection.
Be sure your card list is con-tinually updated with new addresses and contact in-formation. If you do so regu-larly, it’s easier to send cards when the time comes.
Ensure greeting cards will ar-rive on time by mailing them out a week or two before the special day. Few things are worse than a card arriving late and seeming like an af-terthought.
Address cards by hand and sign them personally. Al-though desktop printers can make fast work of card mail-ings, writing things out by hand is a special touch that indicates you care. Personal greeting cards for close friends and family members may also deserve an extra special touch, like including a custom message or a pho-tograph.
Greeting cards are about expressing sentiments to special people in your life. They’re popular on Valen-tine’s Day and all year long to commemorate holidays and special occasions.

TURN VALENTINE’S DAY GREEN The world may turn red, pink and white come Febru-ary, but environmentalists urge the public not to forget about going green this time of year. Valentine’s Day can be made more earth-friend-ly with a few extra tips and some heightened awareness with regard to the planet.• Send a card made of re-cycled materials. Save paper and trees when purchasing cards by choosing those made of recycled materi-als. Or make your own cards from materials found around the home. A handmade card may appear more heartfelt anyway.• Give eco-friendly choco-lates. Purchase chocolates that were made under sus-tainable conditions and from companies that pro-vide farmers and other workers with good working
conditions. The Rainforest Alliance, for example, lists companies that are certified as environmentally respon-sible.• Research jewelry produc-tion. Gold mining can be destructive and cause en-vironmental blight. Aim to purchase from retailers that limit mining waste and envi-ronmental damage. Another idea is to recycle old gold jewelry into new items. Jew-elry stores can melt down precious metals and turn them into entirely new and beautiful pieces.• Give thoughtful gifts. If a loved one is involved with or supports a particular char-ity or environmental action group, consider giving a donation to that organiza-tion in lieu of a traditional Valentine’s Day gift.

At last it is fi nally February; a month whose primary virtue is that it is only 28 days long. By the time you’re halfway through it, it is almost over! One thing February has to offer holiday-wise is Valentine’s Day. So, how did this romantic holiday come about? It turns out that “romantic” is a very appropriate term since Valentine’s Day appears to have originated from an ancient Roman fertility rite. The Roman holiday Lupercalia was celebrated on February 15th to honor the founders of Rome and also to purify the women of Rome. This was accomplished as the priests of Lupercalia struck the women (gently, I hope) with the skin of a freshly slain goat called a “februa”. How amusing that my least favorite month of winter is named after the skin of a dead goat…just something else to not like about Febru-ary. Anyway, Roman tradition led them to believe that this grisly ritual would assure them fertility and easy childbirth.
Another aspect of this Roman holiday was the pairing of young boys and girls for the duration of the festivities. Later, as Rome was in its decline, the emperor Claudius the Cruel banned all marriages and engagements in an attempt to keep his legions at full strength. An early Christian priest named Valentine defi ed the emperor and continued to perform mar-riages in secret. Valentine was imprisoned for this transgression and died (or was executed according to other accounts) on February 14th in 270 A.D.
As Christianity spread, the original pagan fertility fl avor of the day was replaced with celebration of romantic love with the now Saint Valentine functioning as the patron saint of love.
Learning all this about Valentine’s Day didn’t increase its appeal as far as I’m concerned and I’ve decided that I MUCH prefer our modern customs of exchanging cards and fl owers with our loved ones to celebrate our affection for one another. As I’ve said before (and you can quote me), I’m pretty sure that my wife would rather get fl owers than a fl ogging with a dead animal’s skin.
Naturally, roses are high on the list of preferred gifts for Valentine’s day. Traditionally these are roses that are cut, bundled together with baby’s breath (now where did THAT name come from?) and presented to the object of our affection.
In the past I’ve presented such roses. These days however, I’m blessed with a wife who is as enamoured with fl ower gardening as I am. So, rather than giving my one true love cut rose that can only last a week or so, I prefer to give her a gift that refl ect the everlasting nature of my affection; a fl owering miniature rose bush!
I must not be the only one who prefers to give miniature roses bushes since they are now widely available at garden centers during Valentine’s week. What many who receive one as a gift fail to realize is that miniature roses, as delicate as they appear, are winter hardy. This means that they can be planted permanently in the garden (in a very sunny spot) and will endure our harsh winter and return each spring. I (or, rather, my wife) has one that will be starting its fi fth growing season this spring. One of the reasons these little beauties are so hardy is that they are NOT grafted roses. Grafted roses have the stems of one type of rose that’s not hardy grafted to the roots of another type that is hardy. If the stems (canes) are killed over winter, the shoots that emerge from below the graft will not have the same fl owers as the grafted canes.
Miniature roses aren’t grafted. This means that, even if the stems are killed over winter, the roots will send up new growth that will produce fl owers in abundance when summer rolls around. Remember that miniature roses that are sold on Valentine’s day have been grown in greenhouses to produce fl owers for the holiday. You’ll need to keep them growing on a sunny windowsill and wait until it’s nice and warm (June) before you transplant them into your garden. They’ll probably lose some of their leaves after the fl owers fi nish. Don’t overreact and over water when this happens. Just keep plucking off the spent fl owers and leaves and wait until planting time. Once they adjust to their new sunny location in your garden, they’ll fl ower again and again and come back year after year to remind your sweet-heart of just how thoughtful and romantic you really are. CAPITAL DISTRICT - Stuttering is a frustrating and embarrass-ing problem for millions of people, but it can be especially tough on elementary school-age children. Help is available for parents, teachers, and speech-language pathologists at most public libraries in the form of a DVD designed to help school-age children who stutter. Some libraries have an older video version. The DVD features students from first through sixth grade, some of whom talk about their experiences with stuttering. They talk openly about the teasing they face from classmates and how their stuttering sometimes makes them feel about themselves. The 38-minute DVD, entitled Therapy in Action: The School-age Child Who Stutters, produced by the 67-year-old nonprofit Stuttering Foundation is available free of charge to public libraries nationwide.
