TheCityofJacksonvilleinordertooptimizefireandrescueoperationcommunicationsonscenesoffireandotheremergenciesandtocomplywiththeFloridaFirePreventionCodeNFPA1Chapter11.10asmodifiedbyFloridaStatute633.202(18)willrequireminimumradiosignalstrengthlevelsforcommunicationsforallnewandexistingbuildings.(Seebelowforcode,statutorylanguage,andDeclaratoryStatement). NFPA1Chapter11.1011.10Two‐WayRadioCommunicationEnhancementSystems11.10.1Inallnewandexistingbuildings,minimumradiosignalstrengthforfiredepartmentcommunicationsshallbemaintainedataleveldeterminedbytheAHJ.TheleveldeterminedtobeacceptableintheCityofJacksonvillewillbeasstipulatedintheInternationalFireCodeSection510.4.1Thebuildingshallbeconsideredtohaveacceptableemergencyresponderradiocoveragewhensignalstrengthmeasurementsin95%ofallgeneralareasofthebuildingand99%incriticalareasincludingelevators(measuredattheprimaryrecallfloor),stairshaftsandFireCommandCenterswheretheminimumsignalstrengthof‐95dBmshallbereceivablewithinthebuilding.FS633.202 FloridaFirePreventionCode:(18)Theauthorityhavingjurisdictionshalldeterminetheminimumradiosignalstrengthforfiredepartmentcommunicationsinallnewhigh‐riseandexistinghigh‐risebuildings.Existingbuildingsarenotrequiredtocomplywithminimumradiostrengthforfiredepartmentcommunicationsandtwo‐wayradiosystemenhancementcommunicationsasrequiredbytheFloridaFirePreventionCodeuntilJanuary1,2022.However,byDecember31,2019,anexistingbuildingthatisnotincompliancewiththerequirementsforminimumradiostrengthforfiredepartmentcommunicationsmustapplyforanappropriatepermitfortherequiredinstallationwiththelocalgovernmentagencyhavingjurisdictionandmustdemonstratethatthebuildingwillbecomecompliantbyJanuary1,2022.ExistingapartmentbuildingsarenotrequiredtocomplyuntilJanuary1,2025.However,existingapartmentbuildingsarerequiredtoapplyfortheappropriatepermitfortherequiredcommunicationsinstallationbyDecember31,2022.

NOTICEISHEREBYGIVENthatDepartmentofFinancialServiceshasissuedanorder disposing of the petition for declaratory statement filed by Charles B.Parks, Chief Fire CodeOfficial ofBroward County on February 02, 2018.Thefollowingisasummaryoftheagency'sdispositionofthepetition:TheAmendedPetition requests a determination as towhether Section 633.202(18), FloridaStatutes,prohibitstheenforcementofNFPA1,section11.10,inbuildingsunder75 feet in height. The Department concludes section 633.202(18), FloridaStatutes,doesnotapplytotheenforcementofNFPA1,section11.10,inbuildingsunder75feetinheight.Sowhatdoesthatallmean?

Allnewandexistingbuildingsbelowrequiredthresholdmustcomply.Ifradiosignalstrengthaftersignalsurveyisfoundtobebelowacceptablethreshold,aBDAsystemwillberequired.

ExistingHigh‐risesmustcomplybyJan1,2022howeverapermitforsaidbuildingsmustbepulledbyDec.31,2019.

ExistingapartmentbuildingsarenotrequiredtocomplyuntilJanuary1,2025.However,existingapartmentbuildingsarerequiredtoapplyfortheappropriatepermitfortherequiredcommunicationsinstallationbyDecember31,2022.

Asperthe69ADec.statement(forclarification)allotherbuildingsnotmeetingminimumsignalstrengthsasdeterminedbyaradiosurveyperformedbyaFCClicensedentityaredeemednon‐compliantandwillberequiredtoinstallaBDA.TheCityofJacksonvillehasdeterminedthatthoseoccupancieswillbeallowedtoshowcompliancebyapplyingfortheappropriatepermitfortherequiredcommunicationsinstallationbyDecember31,2022withinstallationcompletednolaterthanJan1,2025.Allnewconstructionbuildingwillberequiredtocomplyaspartoftheirpermittingprocess.

ThecityofJacksonvilleutilizesa28channelMotorola800MhzLinearsimulcastP25radiosystem.Wehave4availablecontrolchannelstransmittingintherangeof855.2100Mhzand856.000Mhz.Oursystemfrequencyrangeis807.000Mhz.to816.00Mhz.forBaseRXand854.900Mhz.to861.000Mhz.forBaseTX.

Ourcontrolchannelsareasfollows:

Wearecurrentlyusechannel4asprimary.

Oncethebuildingissubstantiallycompleteoranexistingbuildingissuspectedofhavingcomplianceissues,aqualifiedFCCGrollicensedvendorwillperformthesignalsurveytocheckthecurrentradiosignallevelsinsidethebuilding.

Systemsshallbeupgradeabletoallowforinstanceswherethejurisdictionchangesoraddssystemfrequenciestomaintainradiosystemcoverageasitwasoriginallydesigned.

ComponentEnclosureRequirements:

Allrepeater,transmitter,receiver,signalboostercomponents,externalfilters,andbatterysystemcomponentsshallbecontainedinaNEMA4‐orNEMA4X‐typeenclosure(s).

RFemittingdevicesandcablingusedintheinstallationofthepublicsafetytwo‐wayradiocommunicationsenhancementsystemsshallbeapprovedbytheAHJ,andallRFemittingdevicesshallhavethecertificationofthe

RFemittingdevicesshallmeetthefollowingrequirementsinadditiontoanyotherrequirementsdeterminedbytheAHJ:

(1)RFemittingdevicesshallhavethecertificationoftheradiolicensingauthoritypriortoinstallation.(2)AllRFemittingdevicesshallbecompatiblewithbothanaloganddigitalcommunications,asrequiredtobeusedbytheradiolicensingauthorityandtheAHJ,simultaneouslyatthetimeofinstallation.

PowerSupplies:

AtleasttwoindependentandreliablepowersuppliesshallbeprovidedforallRFemittingdevicesandanyothercomponentsofthesystem:oneprimaryandonesecondary.

TheprimarypowersourceshallbesuppliedfromadedicatedbranchcircuitandcomplywithNFPA72.

Thesecondarypowersourceshallconsistofoneofthefollowing:Astoragebatterydedicatedtothesystemwith12hoursof100percentsystemoperationcapacity
