OTT - the definition(s)
• OTT – stands for applications and services that do not have any infrastructure
• OTT (Over-The-Top) refers to the content or services provided over an infrastructure that’s not under the control of the service provider or infrastructure operator.
• OTT refers to a form of service delivered via the Internet, bypassing the
traditional network service provider.

Regulatory Responses
National interest (including Security and government authority)
must be prioritized
National broadband plan must be implemented
and infrastructure deployment must be
secured
Level playing field must be maintain for healthy
competition.
Domestic OTTs should be supported to compete
with global OTTs
Regulation should anticipate the transition
of Telco business models and should not kill
innovations.
Personal data and privacy must be
protected by law and regulation.
