NESP Overview

• NESP is a technical cooperation programme supporting partner institutions mainly via the provision of expertise (short and long term experts)

• NESP is implemented by the German Agency for International Cooperation (GIZ) and funded by the German Government; additional funding is expected from the European Union

• Nigerian partner institutions: FMP, NERC, REA, NAPTIN, SON, etc.

• Aim: The conditions for the application of and investments in renewable energy and energy efficiency have been improved.

• Duration: 03/2013 – 02/2018

• Funding: 9 Mio EUR (German Government) + 15.5 Mio EUR (to be expected from European Union)

Component 1: Policy Reform and Renewable Energy

Objective

The policy, legal and regulatory framework for renewable energy (RE), energy efficiency (EE) and rural electrification (RrE) is in place and the

conditions for investments in grid-connected RE have improved.

Strategic actions:

• Facilitation of a harmonized policy framework and a coherent institutional set-up for RE, EE and RrE at national level

• Support the successful implementation of the sector reform in selected areas (e.g. restructuring of the FMP, integrated resource plan, etc.)

• Improve the legal and regulatory framework for on-grid RE (RE Policy, RE support mechanisms, grid integration of RE, etc.)

Component 2: Energy Efficiency

Objective

The framework conditions for energy efficiency (EE) are improved and concrete measures generate energy savings.

Strategic actions:

• Support the preparation of a national energy efficiency policy and subsequent measures to implement the policy (e.g. EE action plan, incentive mechanisms for EE in buildings and industry, etc.)

• Establish 2 further standards for energy efficiency incl. suitable enforcement mechanisms

• Implement 2 pilot projects demonstrating the technical and economic viability of energy efficiency in buildings and industry.

Component 3: Rural Electrification

Objective

Capacities, processes and framework conditions for renewable energy based rural electrification (RrE) are improved.

Strategic actions:

• Improve framework conditions for RrE at the national level (RrE policy, promotion mechanisms, business models, etc.)

• Support 5 States in drawing up Rural Electrification Plans for a coordinated large scale roll-out of off-grid electrification projects

• Implement 10 pilot projects in the selected States demonstrating the technical, economic and social viability of renewable energy based electrification.

Component 4: Capacity Development

Objective

The quality of the trainings offered by NAPTIN and other training institutions for the energy sector has improved and their customer

oriented services are marketed at commercial level.

Strategic actions:

• Support the transition of NAPTIN to a revenue generating training service provider through marketing, quality assurance and business and organisational development

• Strengthen capacities of NAPTIN and other training institutions especially in the areas of renewable energy, energy efficiency and rural electrification

• Develop job profiles and curricula for technical and managerial courses in RE, EE and RrE (incl. support to their implementation)

Achievements so far

• Programme launch on March 2013 with over 100 participants

• Institution and Policy Mapping Study giving recommendations on how to harmonize the policy framework and institutional set-up for RE, EE and RrE

• Advise on a new organisational structure for the FMP

• Inputs into RE and RrE policies

• Comprehensive baseline studies for energy efficiency in buildings and Solar Water Heaters

• Commencement of the training needs assessment for the restructured power sector

• Construction of a hybrid solar/wind demonstration plant (15 kW wind, 10 kW solar) at NAPTIN’s training centre in Kainji
