Preface

This white paper- The health risks associated with Electro-magnetic radiation and the solutiondocument has been created for an exclusive audience to cover the menace and health hazardsassociated with Electro Magnetic radiation (EMR).

It is a lowest denominator document i.e it starts from the base and builds the case upwards.

All facts, figures and numbers provided are documented in the open domain and with differentagencies and sources that have put forth these numbers.

We have not engaged on the monetization, costs , revenues of this space. This document is not abusiness case.

Summary

1. Electro Magnetic Radiation (EMR) is a natural by product of all electrical andwireless systems around us.

2. Over the last few decades, with the massive proliferation of telecommunicationand other electrical systems (mains as well as associated), EMR incidences havegrowth to the point where we now see them as a health hazard called ElectroSmog.

3. Excess EMR is said to have a negative effect on living tissues, flora, fauna andhumans. This is debated by public heath advocates and the industryconsortiums.

4. Even while we understand that EMR may have negative effects on us, it is notpossible to entirely do away with the sources of EMR (Telecoms, Electronics,Metro railways)

5. Different countries have different legislations to control EMR. Unfortunately inIndia, the legislations are not particularly strong enough and hence EMR risksbecoming a large public health hazard

6. Therefore, it is prudent to take personal measures to reduce EMR instances/outages/ exposures

7. EMR shielding and protection have different bearings on different groupssusceptible to these outages – we put pregnant women, kids less than 10 yearsage, even adults (infertility), call centre executives and patients as highlysusceptible groups.

8. Given this background, we have proposed a set of services that can helpeducate, identify and provide action steps for controlling EMR outages.

The age of the Electro-Smog

Over the last 3 decades, there has been a exponential increase in the adoption andwidespread use of personal, home and wireless electronic/electrical appliancesmultiplying human exposures to Electro Magnetic Radiation (EMR). Anotherrelated term, Electro-Smog1 refers to the invisible electromagnetic radiationresulting from the use of wireless technology and electricity based appliancesaround us. It is widely considered to be the 4th type of pollution. The health andecological risk of electro-smog is widely under-stated and de-emphasized. It iswidely believed that as a generation, we are currently exposed to 100 milliontimes greater artificial EMF radiation than our grandparents were, and thatexposure grows each year.

All mobile phone towers radiation, which is radio frequency radiation (RFR), part ofthe spectrum of electromagnetic waves. Long-term exposure to this has damagingeffects on the nervous system, immune system and navigational sense of smallanimals.

Birds and Bees are the initial threat perceivers for the eco-system – they have alighter exo-skeleton making them more susceptible to than larger animals orhumans. Long term death and disappearance of such species forebodes adverseconditions – include toxicity of the environment and other baleful agents. Areport2 by ministry of environments and forests released in August 2011 firmlyestablished the correlation between EMR and disappearance of species

Navigation skill of the birds and earth’s magnetic system are correlated. Naturalelectromagnetic radiation (EMR) and the earth oriented magnetic vibration isdirectly proportional, whereas technology induced EMR is inversely proportional.This has a disorienting effect on the birds and the bees who loose their sense ofdirection and are lost eventually fatiguing themselves to death.

The electromagnetic radiations are being associated with the observed decline inthe population of sparrow in London and several other European cities. In case ofbees, many recent studies have linked the electromagnetic radiations with anunusual phenomenon known as ‘Colony Collapse Disorder’. A vast majority ofscientific literature published across the world indicate deleterious effects of EMFsin various other species too.

We live in a hyper connected world where we are exposed to cell phone radiation inactive manner (call time or data time) or passive manner (in EMR heavy locations)for about 12-14 hours or more in a day. Add to this the elaborate WiFi and Smartcity projects – and our growing allegiance to everything electronic - microwaveoven, large screen TVs, ultra HiFi systems, Sensor based systems etcetera. Such ahigh chronic exposure to Electro magnetic radiation (EMR) has proven adversehealth effects on humans.

The womb of the mother acts as a natural shield to a large number ofenvironmental factors – however, with escalation of EMR outages, there is little thatthe newly formed fetal tissues can shield in terms of radiation outages. ThereforeEMR protection during the 48 week pregnancy period is extremely important. EMRis associated with Autism, Attention Deficit Disorder/ Attention Deficit HyperactiveDisorder, Allergic Reactions, Asthma, Bronchial Spams and even Leukemia &Lymphoma in extreme cases for children under age of 10 yrs.

Is EMR Microwaving you?

While the perceived threat is high in certain age groups (Unborn children and kidsupto 10 years age), there is empirical evidence that EMR has a harmful impact onadults as well. For other age groups and adults, EMR is associated with health risksand sustained health problems such as Disrupted sleep and Insomnia, Headaches,dizziness and nausea, Altered reflexes, Depression, Fatigue, Joint pains, Heartdisorders, Alzheimer’s, Parkinson, DNA damage, Memory Loss, Hearing Loss, Giloma,Skin Ailments, Inflammation and Rashes, Loss of Immunity, Allergy, Infertility andDrop in Sperm count.

Is there any evidence establishing the correlation between EMR and Public Health?

The health risks and consequent ailments associated with EMR exposure are wellresearched and documented even though there is no solid evidence linking EMR andhealth risks directly. There are two primary reasons for this to happen:

• Clinical proofing of the health effect of EMR will require lengthy control groupprocedures what will be put to observation for a period of time.

• There is a also a conscious effort by the industry lobby to sweep these issuesunder the carpet – because any mass awareness and legislation would meanadditional costs in deployment of better options.

Therefore there is a lack of any concrete correlation between EMR and public health.However, there are empirical evidences in India and in other different parts of theworld that EMR is a public health hazard that needs to be addressed right.

An Interphone study presented to the World Health Organization, and published inInternational Journal of Epidemiology on 17th May 2010 establishes a higher risk ofbrain tumor associated with higher usage of Cell phones.6

High risks of cancer occurrence in buildings with cell phone towers have beenregistered in Mumbai7 (Tehelka, Vol 7, Issue 23, Dated June 12, 2010), Delhi8.(Tehelka, Vol 7, Issue 22, Dated June 05, 2010) , Kolkata9 ( The Telegraph, October30th, 2013), Ahmedabad10 ( Ahmedabad Mirror, December 29th 2014), Indore(Patrika, September 22nd 2012). Other coverages include Barwani (MP)( September19th, 2012, Dainik Bhaskar, Patrika, Raj Express, NaiDuniya), ToI11 coverage on newMobile radiation norms (August 18, 2012).

On May31st, 2011, the International agency for research

on Cancer (IARC) classified, a working body affiliated to

World health organization (WHO), calcified EMR from

cell towers, WiFi as possibly carcinogenic to humans5.

Legislation and EMR

On 24th July 2012, the honorary high court of Rajasthan12 issued orders for removalof mobile towers adjacent to schools, hospitals and densely populated localities.However, this order was not executed in function13 and spirit and the effect fromEMR as a public health risk is waylaid because there is no specific law to deal withmobile tower installations and the ill effects of EMR. It neither falls under theEnvironment Act, 1986 nor in the AIR (prevention and control of pollution) act, 1981.

An inter-ministerial report13 submitted to the Department of Telecommunications(DoT) has recommended the cutting down of mobile phone tower radiation by1/10th of the present level. The current population of cell phone tower sites in Indianumber 775,000. India has the worst cell phone tower radiation norms in theworld14.

In December 2010, Prof. Girish Kumar from IIT Mumbai, who is also one of theforemost experts on EMR submitted a report15 to the Secretary, DoT, Delhi detailingthe biological effects of EMR on human biology including brain, pregnancy, fertility,DNA damage, skin, ear, eye, sleep disorders, cancer risks etcetera. Understandably,this report was archived without any discussion and action taken about thesefindings. Instead, a DoT committee raised red flag16 on the ethical conduct ofProfessor Girish Kumar citing his studies had a commercial interest.

Special regulation for installation of telecom towers in Urban areas have been laidout by several states including Maharashtra12, Delhi17,Chandigarh18, Odisha19. Thisreport detailed radial distances and exposure pointers (in terms of hours and daysper year limits) – however implementation of the recommendations provided havenot happened.

While the department of telecommunications (DoT) has issued guidelines13 tomonitor cell phone towers and EMR within permissible limits, there is no legalsanctity of this framework and hence these norms are openly flouted. What is sorelymissing in this context is a central legislation and a complete code of law to cover theinterest of population and citizens against EMR as a health threat.

The benefits of the telecom industry as an economic enabler is not lost

to any of us. However, what seems to be lost to the decision makers,

government executives and governments is that by ignoring the threat

from EMR, we are undertaking a huge public health risk

How are the developed economies reacting to EMR?

Sensitive and responsible governments are exercising tighter safety norms for mobile phones and wireless technology. Here are just a few examples

• German govt. has issued warnings around digital telephony and WiFi to health care ministry, all government offices and the German population

• Russian National Committee on Non Ionizing Radiation protection cites that the risk to children from mobile phones is not much lower than the risk to children’s health from tobacco or alcohol.

• Austrian Medical Association is lobbying against the deployment of Wi-Fi in schools, while the Public Health Department of Salzburg has warned that Wi-Fi should not be installed in schools or nurseries.

• France has imposed a moratorium on Wi-Fi networks in Paris have switched off Wi-Fi after staff reported ill effects.

In 1998, the European Union along with International commission on NonIonizing Radiation protection (ICNIRP) laid our the guidelines on EMF/ EMRnorms (21&22). This exercise is of less relevance today mainly because of the giantstrides in Telecom 1998 onwards – but this was the first set of boundary rulesinstituted for EMR. Here’s how countries stack up on this scale.

Why is the EMR case dire for India?

As highlighted earlier the ICNIRP22 norms are all but irrelevant in the presentcontext. A far more relevant standard would be the Bio-Initiative23 report which wasreleased in 2007.

Limits provided by the Bio-initiative report are –

The building Biology Institute, Germany, indicates that prolonged exposure in excessof 1000 micro-Watt/m2 is extremely unhealthy and injurious to health. Dependingupon the location of the tower and the density of population under this tower,Telecom towers in India emit radiation up to 50 times the outdoor RF exposure limitproposed by the Bio –Initiative report

Depending upon the choice of standard, Indian Telecom towers are

transmitting at ~ 50X the safety standards, routinely from a distances

less that 50 meters of human population and settlements

The growing number of WiFi hotspots at home and outside of homes,

increase the Electro-Smog.

Our cities are often crowded and very densely populated. Greater

coverage within limited CAPEX pushes Telecom operators to operate

towers towards the higher ranges of power dissipation

Smart Cities are the poster boys for centre and state governments.

Beaming WiFi signals @ 2.3GHz is .actually equivalent of Microwave-ing

yourself. Microwave Ovens work in the range of 2.4GHz- 3.2GHz.

• Delhi11 has a total of 5656 mobile towers, ofwhich 2656 (47%) are illegal/ 2011 data

• Area of Delhi is 1,484 sq.km (source: Wikipedia)

• ~ 4 towers per square km

• Estimated population of Delhi is 11,007,835 @11,297/sq.km (source: Wikipedia)

• On an average, a Delhite is 250 metres from atelephone tower

• With 8 operators operational in Delhi, Operatorsare constantly at war with each other formaximizing coverage

• Coverage can be increased by installing moretowers or increasing the radiation levels

• Current radiation norms in India are 10X therecommended EMF exposure norms

• What is ironical is that telecom companiescontinue to install towers, which have aradiation power level of 7620 microwatt/m2

despite the specified level being just 450- 600microwatt/m2.

In 2010, Tehelka magazine as an initial effort did a 100 spot EMR test8 at New Delhi. It found that 80% of Delhi lived in areas that had high EMR exposures. The 20% safe zone in Delhi was the Lutyens Delhi!

With launch of 2300 MHz LTE and Smart City WiFi program, the exposure to Electro Magnetic Radiation will multiply.

A holistic view of the EMR endemic

Cellphone towers, cellphones and WiFis are the chief villains of this plot. But theyare not the only ones. They are vilified because it is the easiest to transfer theblame on to these sources of radiation.

However, microwave ovens, flat panel large screen TVs, washing machines,electrical wiring and equipment – these are in house sources of the unhealthy EMRoutages. Outside of Telecommunications, Metro rail projects are also one of thegreatest EMR sources. Therefore, there needs to be a awareness on a lot of factorsand lifestyle changes that can help us reduce over exposures to EMR.

An Informed, aware person can limit EMR exposures by applying certainprecautions such as –

• Use of desk phones as much as possible. The EMR exposure in desk phones isnegligible

• Use of cell phone, only for short duration calls.• If one has to use a cell phone for a long duration call, use of a wired hands free

is most preferred.• Switching of WiFi if not being used. The WiFi router should be placed in a lower

traffic and living area of the house.• The use of smartphone or tablet in Airplane mode for gaming• It is advised not to sleep with smartphone/ cell phone close to the bed. It

disrupts sleep patterns• Don’t carry your smartphone to every place under it is really necessary. Don’t

carry the cellphone close to the breast pocket or trouser pockets.• Reduce dependence on Microwave cooking or Induction based cooking• If possible leave the kitchen in the period when the Microwave is on.• Maintain a safe distance between the electric ovens and the body. Safe distance

in the kitchen context would mean 10 meters or more.• If possible, the use of large base pans – that can absorb higher degrees of

microwave is advised. Smaller base pans – tend to “leak” EMR.• People with pacemakers are advised not to stay in a kitchen with Microwave

and Induction cooking systems for long periods.

The use of certain electronics and communication devices is now a basic wayand manner of life. A high degree of sensitivity, precaution and protectionneeds to be in place for managing EMR exposures and a healthy life

Who needs EMR protection?

While Electro Magnetic Radiation (EMR) is an emerging health risk for all age groups and sexes, there are those who are most susceptible to EMR health risks.

Pregnant Ladies: A developing fetus is highly susceptible to health risks associated with EMR. EMR

is associated with damage to DNA and sensitive brain tissue.

Young Kids: The kid’s skull is 75% thinner to adults. This increases risk of EMR hazard on the

developing brain of a kid.

Infertility in Adults: Clinical data estimates that 15% of Indian couples suffer from some form of

infertility. Cell phones worn on belt clips can reduce sperm count by 30%

Heart Patients: Elderly people with disabilities & heart problems need EMR protection. EMR

disrupts pacemaker functions.

While EMR protection is a personal lifestyle choice, we believe that there is a biggerand more organized market in terms of EMR protection at institutions (such ashospitals, schools, offices, call centers, offices, enterprises and factories). EMRcertification and EMR practices and protection could be key business drivers.

EMR: Solution Scope

It s very difficult to wish off EMR. We cannot ask people to stop using Metro trains,WiFi, telecommunications, home based appliances (Microwave, TV, WashingMachine). Therefore, we have to provide them solutions – in identifying outagesand reduce self and family exposures.

We are looking at a 4 stage/step solution scoping basis the following1. Awareness around EMR2. City Mapping to identify EMR hot spots3. Home Audits4. Products and Solutions

The intent is to create an understanding, transform certain lifestyle choices andenable better protection against EMR

Solution Scope: AwarenessThere is a basic awareness of the effects of cell phone tower radiation. However, theeffects are not fully realized. Unlike air, water and sound pollution, EMR pollutioncannot be tangibly felt.

On the other hand, there is a conscious effort to mask this threat by certain quartersof the industry.

Yet another gap is the complete ignorance on home based EMR sources – which areas dangerous as Cell phone towers

Therefore, a sustained effort on disseminating information and knowledge andbuilding a robust awareness and understanding is a key to handling the EMRmenace.

Fortunately, Social Media and Internet are able to provide a direct connect for anycampaign on this count. Our efforts in this space have been very encouraging andwe feel that people are very receptive to learning about EMR. A well directed andmanaged campaign on social media would be the key to initial awareness andcontinuous engagement of people.

Smart City, Metro Rail, Connected life –These are major sources of EMR. Thesecannot be wished away. They will have tobe. Therefore the key is EMR protection.

Solution Scope: City Mapping

The intent here is to provide customers an online and app based map of theircity with real time feeds on EMR outages. The maps can be color coded tosignify the current EMR levels in different parts of the city. In terms of utility,such maps could indicate high EMR zones which (if people have a choice) couldbe avoided else necessary precautions taken.

A smartphone application indicating radiationlevels along with a city map can enable each

other in terms of service layering. This

functionality can be enabled by the use ofsensitive equipment such as MVG Satimo Probesand modelling software. Low cost solutionscould also be to engage volunteer forces onstreet who would record EMR outages.

These units can be semi-permanently fixed tohigh EMR sites and can be programmed forfeeding data through a switch & spectrumanalyzer to a cloud server on a continuous basis

Solution Scope: EMR Audits

This solution implies a comprehensive auditing of the living space in terms ofEMR outage and sensitivity. This includes in site visits by trained professionalswith EMR measuring devices called Dossimeters. These Dossimeters can be usedfor on site readings as well as cloud repository of the EMR findings per home orwork place. This allows for a trend analysis on a periodic scale.

Basis these audits, EMR shielding and protection solutions can be proposed onsite.

One cannot stop the march of Smartphones andLTE, one cannot stop more metro railway lines to be laid out, one cannot stopsmart cities being built, one cannot stop the IoT and sensor network being takenover.
