DefinitionPerum
• State owned enterprises
• The capital come from government and not divided into shares
• Has a purposes to fulfill public benefits like providing high quality goods and services
• To pursue profits based on their principle of management
(PP no. 45 Tahun 2005)
CHARACTERISTICS
• An ultimate goal of serving the public interest as well as seeking profits
• State-owned capital with proceeds derived from loans
• Led by directors
• Has a state facility
• Employees are employees of state enterprises
• Moves on vital business
• Has a socioeconomic function
• It is a legal entity and may prosecute or be prosecuted under civil law
advantages
• Has a purposes to serve the residents
• All of their capital come from the government
• Compare to Perjan, Perum work more efficiently because they are required to earn profits and all of their profits are for the states
disadvantages
• The working process of Perum depends on the financial capacity of the state
• Some of the bureaucratic rules hamper the working process of Perum
• Often to be used for political tools in order to do the corruption
• If Perum incurred losses, it is including to the state losses
PERJAN
Definition
• Perjan is a form of state-owned companies that are owned by the government.
• Now, there is no state-owned companies that use perjan models, because of the cost to maintain perjan is too much. (Undang Undang (UU) Nomor 19 tahun 2003).
CHARACTERISTICS
• The main goal is to serve society
• Capital and the financing of the company is include in APBN
• Led by a chief who has responsible to the ministry
• Perjan employee is government employee
advantages
• All of the capital or budgeting is from the government
• All of the code of conduct of perjan is clear because it is included in constitution about perjan
• Perjan can receive help or subsidy which come from APBN, in term of money / item
disadvantages
• There’s limit about the budget from government
• Other parties are not allowed to get involve in managing perjan except board of directors.
• time maintenance and management of perjan restricted by laws applicable / not free in the manage perjan
