A. Welcome

Greg Youell, MAPA Executive Director

Mr. Youell welcomed committee members back for the third Steering Committee meeting, and introduced John Fregonese of Fregonese Associates. Mr. Fregonese’s firm has been procured to do the scenario planning analysis for Heartland 2050.

B. Community Values Exercise- Scenario Planning John Fregonese, President- Fregonese Associates Mr. Fregonese outlined their plans to initiate the scenario planning in his project overview presentation; download presentation here. The modeling will be focused on the Fiscal Impact Models (FIT) that estimate and compare county and municipal revenues and costs from scenarios, and convey sustainability indicators of different options.

C. Research Team Presentation: Transportation Barry Cleaveland, Iowa Transportation Commission Mr. Cleaveland provided data on Transportation in the region including average commute times, congestion rankings, and percentages who drive, carpool, or ride transit to work; download presentation here. Mr. Cleaveland noted a number of Planning Studies and Initiatives both underway and recently completed that this Steering Committee will be able to leverage moving forward later this year.

D. Research Team Presentation: Utilities Tim Burke, VP of Customer Service & Public Affairs- OPPD Todd Foje, CEO- Great Plains Communications Doug Clark, MUD President Jake Hansen, Community & Economic Development Manager- MAPA

Each member presented on their topic of expertise; Jake Hansen covered Sanitary Sewers; download presentation here. Some key takeaways include :

o Broadband- inconsistent state policy hampers the region; NE provides local providers with assistance through State Universal Fund; good established transport network (backbone)

o Electric- few negatives; high generation capabilities for expansion; competitive prices compared to peer regions; high customer service

o Water- again, rates are competitive; quality, source is greatest concern in rural areas; aging infrastructure issue regionally

E. Research Team Presentation: Health Care

Mikki Frost, Director, Community Benefits & Healthier Communities- Alegent Health Mike Cassling, CEO- CQuence Health Group

Ms. Frost and Mike Cassling explained the region’s health care capacity and highlighted these takeaways; download presentation here:

o There exists capacity (supply) to impact health outcomes; our larger opportunity is in affecting demand-side factors like Protective Interventions, making healthy decisions, and impacting socioeconomic factors.

o Diabetes rates are a challenge, STD rates are a concern, and though heart disease and stroke rates have decreased in the last 10 years, significant proportions of adults still carry risk.

o Further, increasing physical activity rates and reducing adult and childhood obesity rates represent opportunities to reduce risks of chronic disease. Chronic disease burdens our health system with higher care visits, readmissions, care, and costs. Those with higher numbers of chronic diseases are responsible for higher costs.

o Drivers of Risk include Food Accessibility, Access and Barriers to Primary Care, and Health Insurance Coverage.

o Spending is ballooning and challenges are converging, but overall takeaways were presented that outlined opportunities to consider.

The next meeting is scheduled for Friday August 9, 2013 at the same place and time – Scott Conference Center @ 10:00AM.
