2009-2010Annual Report

Executive Summary The School of Education (SOE) continued its focus on excellence in the 2009-2010 Academic Year. The School climbed to 28 in the US News & World Report ranking of America’s Best Graduate Schools of Education. This is a leap from a ranking of 38 last Academic Year. The School’s teacher preparation program also continues to rank among the top 50 in the country.

Strategic Visioning. During the 2008-2009 Academic Year, the SOE engaged in a year-long strategic visioning process with the goal of refining the vision and mission of the unit. The visioning process culminated with faculty approval of a new vision statement for the School on November 10, 2009.

Program Review. The School of Education engaged in a significant program review that included consideration of program mission and fit within the School of Education; program strength in terms of admissions, enrollments, graduates, and program costs; and program viability for the future. The reviews were conducted by program faculty and provided an important catalyst for faculty discussion and initiation of several program changes.

Academic Programs. The delivery of high quality academic programs is the high priority for the School of Education. Major curricular revisions consistent with the School’s Six Year Plan are in-progress. The School is developing and initiating programs designed to expand our national reputation and capitalize on the strengths of our faculty. Major curriculum revisions include approval of three new programs including: 1) the Ed.D. in Leadership approved by SCHEV in July 2010; 2) the M.Ed in Sport Leadership has been combined with an MBA in the School of Business to form a new dual degree program that received Board of Visitor approval in May 2010; and 3) the undergraduate program in teaching Health and Physical Education has been transitioned to a five year program which culminates in the awarding of both the bachelor’s and master of teaching degree. Other curriculum revisions approved include elimination of the M.T. in Foreign Language Education; modification of admission and program policies; development of 12 new courses; and program revisions to Severe Disabilities, Adult Learning, Exercise Science and Community Health Education.

Program Statistics. Overall enrollment was up slightly from Fall 2008 (2,297) to Fall 2009 (2,301). The Doctoral Program maintained a steady enrollment of 181 (an increase from 180 last year) with on campus enrollment of 147. The Master’s enrollments also held fairly constant, but on-campus enrollment increased from 463 to 542, a 17% increase. Baccalaureate enrollment increased from 459 to 505, a 10% increase.

Scholarship. The SOE continues to make significant contributions in research in scholarly productivity as evidenced by 6 books, 42 book chapters, 30 international/national publications, and 116 international/national professional presentations. The SOE’s $22 million in external funding ranked first on the Monroe Park Campus and was second only to the School of Medicine for total University FY10 funding.

New Faculty and Promotions. The School welcomed Dr. Cindy Jong, Department of Teaching and Learning, Dr. Lee Franco, Department of Health and Human Performance, Dr. Brendan Dwyer, Center for Sport Leadership, and Dr. Muriel Azria-Evans, Department of Teaching and Learning and Director, VCU Child Development Center. The School celebrates the promotion of Dr. Lisa Abrams and Dr. Kurt Stemhagen who were promoted to Associate Professor and Dr. Donna Gilles who was promoted to Assistant Professor. Also, Donna Sharits was hired as Director of Annual Giving and Alumni Engagement.

Service. The School of Education continues to make significant contributions in public, community, and professional service. The ten School of Education Centers continue to be highly active and visible in delivery of training, workshops, and seminars across the Commonwealth. Highlights of these activities include: The Center for Teacher Leadership continued to prepare teachers for service as Clinical Faculty. Since 2001, 442

Clinical Faculty have been trained. There are 367 active Level 1 Clinical Faculty, and 64 Level II Clinical Faculty (university supervisors); 278 teachers have achieved National Board Certification. SOE Associates had a stellar year with continued coordination of 19 cohorts for the Master’s/Post Master’s Certificate in Educational Leadership and 15 additional cohorts in other programs, implementation of the Leadership Series, and delivery of the first SLLA tutorial. The Metropolitan Education Research Consortium continued to conduct applied research with community partners including eight school divisions: Richmond, Chesterfield, Goochland, Hanover, Henrico, Powhatan, Colonial Heights, and Hopewell. The Rehabilitation Research and Training Center collaborated with numerous business partners in research, training, and dissemination activities. The Literacy Institute with the VA Adult Learning Resource Center and the Office of Adult Education and Literacy and the VA Department of Education co-sponsored the Summit on the Future of Adult Education in the New Digital Age. The Child Development Center established collaborative relationships with the VCU School of Pharmacy, VCU Theatre Department, and Barnes and Noble Bookstore to provide special programming for children in the Center.

Partnerships. The School of Education continued to strengthen existing partnerships and developed a number of new partnerships, particularly with K-12 school divisions. Significant projects include:

Dr. Therese Dozier secured a $5.9 million grant from the USDOE for the Urban Teacher Residency Grant to support secondary intern teachers in Richmond Public Schools.

Dr. Jackie McDonnough secured a $809,000 NSF NOYCE Scholarship Grant for Minorities in Science Education to prepare minority preservice secondary science teachers.

The Center for School Improvement has become a national demonstration site for best practices in urban education with the implementation of Bridging Richmond, a Richmond Metro P-20 Partnership Implementation Network.

The Center for Sport Leadership developed a two year dual degree program in Sport Leadership (M.Ed.)/Master of Business Administration (MBA) with the VCU School of Business; The Center also received the Presidential Award for the Kickin’4 Kidz program.

Dr. Charol Shakeshaft received a $5 million grant for Project All to help strengthen the skills of administrators in Richmond Public Schools.

The School of Education has had a highly productive year in support of the triad mission of teaching, research, and service. We look forward to working together to advance the following initiatives in the 2010-2011 year:

This is a precursor to application for national accreditation Continued to serve students, faculty, and the public through an active Student Services Center as

evidenced by its activities which can be summed as 5,618 total actions on behalf of students and faculty in the School of Education. The Student Services Center served 2,167 students in the areas of advising, clinical placements and licensure, graduate admissions, graduation related issues, and general programmatic inquiry. The SSC arranged for over 500 clinical placements in practica, student teaching and internships; processed 445 applications for licensure in Virginia and out-of-state, 954 applications for admission to programs in the School of Education; 240 applications for admission to teacher preparation; 493 graduation applications; and 450 special action forms; SSC staff members participated in 19 recruiting events and 25 new student orientations; offered 2 sections of the HUMS 291 exploring secondary education with total enrollment of 53 students; and received a total of 1291 podcast hits for HHP, English, Math, Science, and Social Studies. The use of social media networking for delivery of timely information to students has also been productive for the SSC with 267 members of the SSC Facebook page.

Hearing Room Presented the fourth Urban Teacher Institute in Mathematics and Science in collaboration with J.

Sargeant Reynolds Community College Educational Leadership held three open houses to recruit candidates for the Ph.D. and Ed. D in

Richmond, Fredericksburg, and at Longwood University with more than 100 participants which resulted in 52 applications

Held several events in Educational Leadership to encourage student engagement including two doctoral social events; a doctoral policy forum, and supporting 5 doctoral students presentations at national conferences

Created and offered a new service initiative to accompany the Multicultural Counseling course in Counselor Education Department

Sponsored vibrant student organizations including the Student Education Association (SVEA), the Counselor Education Student Network (CESNA)

Held joint lecture with the Department of Epidemiology and Community Health sponsored by the Exercise Science Undergraduate Club. Dr. Steven Blair, senior scientific editor for the U.S. Surgeon General’s Report on Physical Activity, presented a lecture entitled, “Fitness, Fatness, and Health Outcomes”.

Received recognition as Third Place out of 21 universities in the SEACSM College Bowl in which the Exercise Science Club members participated.

Theme III: Assure continued international recognition for our research, scholarship, and creative expression

Initiative 2: Require each school and the College to develop a detailed plan for identifying and, over time, achieving an appropriate mix of tenure-eligible, collateral, and part-time faculty and graduate assistants

Initiative 4: As VCU develops new graduate programs, concentrating on doctoral-level education, it needs to double the total number of graduate students by 2020, increase the proportion of full-time graduate students, provide funded assistantship opportunities for at least 50% of doctoral students

Initiative 6: Establish a mechanism for sensibly identifying the needs for, the initiation of, and maintenance and oversight of core scientific instrumentation and research computing facilities to support current and emerging research priorities

Initiative 7: Increase total non-NIH federal research to a level that is at or above 50 percent of the level of NIH-sponsored research

Initiative 9: Enhance strong faculty development and mentoring programs intended to increase and sustain faculty excellence in research, scholarship and creative expression. Attention must be given to issues of balance in faculty workloads….in recognition of differential balance in assigned workload and consequent expectations

Initiative 10: Initiate strong and mutually reinforcing interdisciplinary research and training relationships with carefully selected sister institutions…provide opportunities for international exchanges of student and faculty scholars with VCU.

The School of Education contributed the following:

As of July 15, 2010, the School of Education secured $22 million in external funding, a $1 million increase over last year; ranked first on Monroe Park Campus in external funding and second only to the School of Medicine for total FY 10 university external funding.

Continued to bring regional and national recognition to VCU through the Center for Teacher Leadership’s (CTL) high-quality teacher leadership training. CTL is a national training site for the New Teacher Center Santa Cruz mentor teacher training program which provides high-quality training throughout the Atlantic region.

Brought national and international recognition to VCU through the Rehabilitation Research and Training Center’s leadership in designing and implementing supported employment, now found in over 4,000 programs in the U.S. and over 30 countries worldwide.

Dr. Lisa Abrams and Dr. Patricia Slattum, School of Pharmacy, received a $1.3 million NIH grant for Project CRESST: Enhancing Clinical Research Education for Science Students and Teachers

Dr. Leila Christenbury was promoted to Commonwealth Professor; She also co-edited the Handbook of Adult Literacy Research which won the National Reading Conference Edward B. Fry Book Award

Dr. Charol Shakeshaft served as the Hicks Executive Professor in Residence at Ohio University Dr. Paul Gerber was named The Ruth Harris Professor of Special Education and Disability Policy Dr. Lisa

Abrams, Chair of Panel B, provided faculty development seminars in negotiating the IRB process provided faculty development, and IRB procedures.

Dr. Therese Dozier received a $5.9 million Urban Teacher Residency Grant for secondary intern teachers in Richmond Public Schools.

Dr. Jackie McDonnough received a NSF NOYCE Scholarship Grant for Minorities in Science Education Scholarship grant for $809,730 to prepare minority preservice secondary science teachers

Dr. Ena Gross was honored with the VCU Excellence in Teaching Award Dr. Bill Muth received the student nominated SOE Ruch Award for Outstanding Teaching Dr. Yaoying Xu and Dr. Kevin Sutherland were awarded the VCU Presidential Research Incentive

Program grants during this inaugural year of the program. Drs. Joan Rhodes and Tammy Milby led their fourth study abroad group to provide our students an

opportunity to work in local schools. This summer, they took students to New Zealand Dr. Donna Dockery, faculty member in Counselor Education, traveled to Guatemala to conduct

research in a school Teaching and Learning faculty, led by Dr. Leila Christenbury, participated in two days of interviews with

NPR education reporter Claudio Sanchez, who also visited classes on campus and off. Mr. Sanchez produced a 5-minute segment on NPR’s All Things Considered regarding teacher preparation and the VCU School of Education and elsewhere

Theme V: Maintain VCU as a model for university-community partnerships

Initiative 1: Enhance and extend a culture of community engagement within all campus unitsInitiative 2: Work collaboratively with VCU’s community to be a catalyst to enhance access and improve

outcomes for health care for the population of Central Virginia

The faculty in the School of Education continue to participate in partnerships, most notably

Health and Human Performance faculty engage in numerous K-12 partnerships including the Teaching Encouragement, Exercise, Nutrition and Support Program at VCU (TEENS) led by Dr. Ronald Evans. This initiative with the Departments of Pediatrics and Psychology, is a healthy weight management program for children 11-18 years old. Other partnerships include: exercise programming for Charles City Middle School Childhood Obesity Prevention Program, a fitness program and field day for students and faculty at Mary Munford Elementary School, and the provision of athletic training services in Richmond Public Schools.

The newly funded Richmond Teacher Residency and the Noyce Scholarship Grant for Minorities in Science Education are stellar examples of partnerships with K-12 education

Counselor Education faculty and students participated in mentoring programs at St. Andrews School and Richmond Community High School and in the KIPP School-Philadelphia project

Educational Leadership continues to collaborate with Richmond City Schools for delivery of Post Master’s Certificate program in Educational Leadership

The Metropolitan Education Research Consortium conducted and disseminated applied research on topics of concern and interest identified by local school divisions. Community partners include eight school divisions: Richmond, Chesterfield, Goochland, Hanover, Henrico, Powhatan, colonial Heights, and Hopewell

Educational Leadership continued to coordinate efforts to expand the graduate study partnership created with Visiting International Faculty (VIF). Students and alumni now extend to Argentina, Austria, Bulgaria, Canada, Chile, Colombia, Costa Rica, Ecuador, England, Jamaica, India, Peru, Phillippines, Romania , Russia, South Africa, Venezuela, Zaire, Zimbabwe.

The School of Education sponsors ten Centers that have contributed significantly to an improved quality of life for citizenry on the local, state and national levels:

SOEA coordinates 19 Master’s/Post-Master’s Certificate Cohorts in Educational Leadership in Richmond, Henrico, Hanover, Chesterfield, Essex, Fredericksburg, and Goochland and Essex County; recruits and manages several programs including COVE, the Post-Baccalaureate Certificate in Autism Spectrum Disorders and Severe Disabilities Consortium, the Post-Baccalaureate Certificate in Educational Leadership and the Master’s program in Instructional Technology, and the B.S. degree program in Health and Human Performance. SOEA has also been highly successful in the delivery of non-credit activities.

The VCU Child Development Center collaborated with the School of Pharmacy to have their students present a “safe vs unsafe materials” presentation/lesson to children at the CDC; VCU Theatre students acted out children’s stories for the children, and a local Barnes and Noble Bookstore offered weekly story times for children in three preschool classrooms.

Highlights Ranked 28th by U.S. News & World Report as among America’s Best Graduate Schools of

Education. The School’s teacher preparation program is ranked among the top 50 in the Nation. Two faculty members were promoted to the rank of Associate Professor. One faculty member

was promoted to Assistant Professor. As of July 15, 2010, the School of Education has secured $22 million in external funding, a $1

Counselor Education offered the National Counselor Education Examination for graduates to become National Certified Counselors

Health and Human Performance Chair, Dr. Edmund Acevedo, was named a fellow of the American College of Sports Medicine and the American Psychological Association; Dr. Brent Arnold was named a fellow of the National Athletic Trainers’ Association

Increased student research Aaron Kunk, a Foreign Language Education major received a Fulbright Grant to teach English in

Germany in 2010-2011 Eight doctoral students in Health and Human Performance regularly participated in a doctoral

seminar (14 seminars presented throughout the academic year) Drs. Joan Rhodes and Tammy Milby are leading a study group to New Zealand to work in local

schools in Summer 2010; Approximately ten students will be participating. Sandra Fritton, Special Education and Disability Policy, and Jason Smith, Urban Services

Leadership, received the School of Education Outstanding Dissertation Award Two undergraduate students in Health and Human Performance presented their research at

national conferences Six doctoral students in Health and Human Performance gave 16 presentations with faculty and

shared authorship with faculty on three publications. Shelly Linens, doctoral student in Health and Human Performance, received the Doctoral

Student Oral Presentation Award from National Athletic Trainers Association.

National recognition Five doctoral students in Health and Human Performance are now employed in positions in

higher education: Gray Lipford, UNC Chapel Hill, Jeff Herrick, Southern Illinois University, Chung Jung Huang, Florida Atlantic University, Shelley Linens, Georgia State University, and Robert Franco, VCU

Counselor Education graduated its first student in College Student Development and Counseling track in December 2009.

$5.9M Urban Residency Grant, a collaboration with Richmond Public Schools, will recruit and prepare secondary teachers for urban schools. The grant is based on a residency model where students spend the majority of their time in the classroom working with master teachers, and plans are underway to refigure the curriculum for the new teacher resident students

A new SEDP doctoral track student organization was established with regular meetings to promote collegial support and address student-identified issues

Ryan Beck, an undergraduate student in Health and Human Performance received the Research and Creative Scholarship Summer Fellowship Award ($3,000 plus $500 for expenses)

Exercise Science Club participated in SEACSM College Bowl and won Third Place out of 21 universities from the southeast region of the country.

A Promethean board was installed in Oliver Hall, 3090, and Department faculty trained in its use. Teaching and program collaborations Educational Leadership collaborated with Richmond Public Schools for delivery of a Post

SEDP continues to be a partner with the Virginia LEND program, an advanced level interdisciplinary leadership training program for health professionals and related disciplines in the field of childhood neurodevelopmental disabilities

Dr. Yaoying Xu offers the SEDP/TEDU 611 Multicultural Perspectives in Education course, required in the M.Ed. in Special Education program to other graduate students in the School of Eduation and the School of Social Work who take the course as an elective

Dr. Jacqueline McDonnough received funding for an i3Vista grant in collaboration with George Mason University and the College of William and Mary.

Dr. William Muth created the five course online sequence of courses in Adult Learning and Adult Literacy for correctional educators. A second cohort began in January 2010

the School of Education after admission to teacher preparation.

Student Services Center Staff. Dr. Jennifer Sherry and Dr. Pam Weigardt continue to participate in summer recruitment activities in collaboration with the College of Humanities and Sciences. Dr. Sherry also participates in recruitment activities at the local community colleges, local high schools, at military bases with the Troops to Teachers Program, and with the Richmond Area Teacher Cadet programs.

Service-learning courses Special Education and Disability Policy offers a service learning course to provide direct

experience and learning in community early intervention and special education programs; the Department also offers community based learning incorporated in four core ECSE courses, in collaboration with four inclusive community early childhood programs.

Counselor Education designed a new service learning course to accompany the Multicultural Counseling course that was approved and offered in fall 2009

Dr. Joan Rhodes and Dr. Valerie Robnolt will offer TEDU 101 sections off-campus with a service learning component

Student engagement initiatives Educational Leadership: Hosted social events for doctoral students—one in fall and one in

spring, held a doctoral policy forum, and supported three doctoral students who gave papers at AERA and two gave papers at UCEA

Dr. Tammy Milby, continued to serve as sponsor for the Student Education Association. She also attended the Teacher of Promise conference at James Madison University with a group of teacher education students.

Faculty development activities Educational Leadership sponsored a faculty learning community. Department faculty spent two

hours each month learning more about how to use technology in teaching Educational Foundations faculty member, Dr. Maike Philipsen led initiatives in the Center for

Teaching Effectiveness Special Education and Disability Policy faculty gained new knowledge and skills from

participation in international and national conferences, training in utilization of national databases, interdisciplinary research consortia, training in specific evaluation methods, and Center for Teaching Excellence.

Public and Community Service ActivitiesThe ten School of Education Centers continue to be highly active, visible, and engaged with our community partners as evidenced by the delivery of training, workshops, and seminars across the Commonwealth. Highlights of these activities include:

The Center for Teacher Leadership had a very successful and productive year. The $5.9 Million Metropolitan Educational Training Alliance (META) Teacher Development and Retention Project funded by the U.S. Department of Education will complete its no cost extension year on September 30, 2010. This funding supported the first ever Center for Teacher Leadership Symposium on June 28-29, 2010 which was attended by more than 100 people representing 10 states and the District of Columbia.

o The Metropolitan Education Training Alliance (META) was awarded a $5.9 million grant by the U.S. Department of Education to design and implement a Richmond Teacher Residency (RTR) Program that integrates the research and theory behind effective urban teaching with a year-long residency under the mentorship of an exemplary classroom teacher before teaching residents become the independent teacher of record. The project will (1) recruit and prepare four cohorts of 20 teaching residents based on the staffing needs of RPS secondary schools; (2) provide support through highly trained mentors for program participants for at least the first two years of their teaching careers; (3) develop and support teacher leaders for RPS through a structured continuum of teacher leadership development that includes general, content-specific, and role-specific training; and (4) strengthen the role of RPS secondary school administrators in supporting novice teachers and teacher leaders through training in how to use teacher observations and feedback to improve student achievement and how to develop teacher leaders.

o The Clinical Faculty Program, a component of META, continued to prepare teachers for service as Clinical Faculty. Since 2001, 442 Clinical Faculty have been trained. There are 367 active Level 1 Clinical Faculty, and 64 Level II Clinical Faculty (university supervisors); 278 teachers have achieved National Board Certification.

SOE Associates had a stellar year with continued coordination of 19 cohorts for the Master’s/Post Master’s Certificate in Educational Leadership and 15 additional cohorts in other programs, implementation of the Leadership Series, and delivery of the first SLLA tutorial. SOE Associates serves approximately 1,500 students throughout the Commonwealth each semester by coordinating all off-campus courses for the School of Education. The Office, in close cooperation with the school divisions, agencies and health institutions, professional development opportunities for teachers, clinicians, administrators and others seeking to further their education.

The Metropolitan Education Research Consortium continued to conduct applied research with community partners including eight school divisions: Richmond, Chesterfield, Goochland, Hanover, Henrico, Powhatan, Colonial Heights, and Hopewell. MERC conducts and disseminates applied research on topics of concern and interest identified by local school divisions.

The Rehabilitation Research and Training Center collaborated with numerous business partners in research, training, and dissemination activities to promote the employment and job retention of individuals with disabilities. The Center is an internationally recognized leader in the field of supported employment, a program now found in over 4,000 programs in the U.S. and over 30 countries worldwide. Currently, the program serves approximately 300,000 individuals with disabilities in over 400,000 local programs in the U.S. each year.

The Literacy Institute with the VA Adult Learning Resource Center and the Office of Adult Education and Literacy and the VA Department of Education co-sponsored the Summit on the Future of Adult Education in the New Digital Age. The purpose of the Institute is to conduct research and development projects and to provide professional development in all areas of

literacy across the lifespan. Founded in 2003, the Institute has received over $23 million in grants and contracts.

The Child Development Center established collaborative relationships with the VCU School of Pharmacy, VCU Theatre Department, and Barnes and Noble Bookstore to provide special programming for children in the Center. The CDC currently serves 72 children, an increase of 12 from last year. Several key initiatives including upgrade of the physical plant with new windows and a playground, enhanced communication with parents via newsletters new list serve, Website, and Parent Advisory Council.

The Partnership for People with Disabilities felt the effect of the economic downturn in our economy but received new and continuing awards, totaling $8,854,298. New awards expanded the work of the Va-LEND Program around training for children with autism, the work of the Partnership in family support and self-advocacy, professional development in early intervention through ARRA funds, early childhood personnel preparation programming, and helped to link Wounded Warriors and community support providers.

All personnel preparation programs are required to have a partnership with K-12 schools. A listing of 31 partnerships implemented by specific programs (teacher preparation and educational leadership) are described in Appendix A. Report to the VA Department of Education on K-12 Partnerships, 2009-2010. For additional information on partnerships by Center and Department, see Appendix B. School of Education Partnerships and Awards by Center or Department, FY2010.

International Activities Educational Leadership continues to coordinate efforts to expand the graduate study

partnership created with Visiting International Faculty. As a result, VCU SOE students and alumni now extend to Argentina, Austria, Bulgaria, Canada, Chile, Colombia, South Africa, Venezuela, Zaire, and Zimbabwe

Dr. John Kregel presented a paper on “Real work for real play: A 40-year history of supported employment & technical assistance in the U.S.” (Invited presentation), Sydney, Australia.
