2The last three years – is a serious test for Donbas and

Ukraine as a whole. Thousands of innocent people were killed during the hostilities in the East. Millions were forced to leave their homeland.

Over the years, people no longer believe in beautiful words, high-flown statements, and loud declarations. While the power stays idle, the work of ordinary people, who unite their efforts in order to solve common problems, brings results.

Selflessness of the volunteers – is the only thing that keeps Ukraine from collapse and chaos. Activists of the «Restor-ing Donbas» community initiative choose their path in autumn 2014. We were united by common goal, namely, to bring peace to Donbas. We are ready to do anything in order to stop the war, to make Donbas prospering along with other regions of Ukraine.

We were ready for the fact that the government would not be our ally along this way. We were ready for the fact that we would be forced to work against the main vector of the state policy. However, we are still moving forward and uniting more and more people around us. We believe in what we do. We are honest with ourselves and with others. We will not stop until we achieve our goals! Join us, if you want the same thing.

bas» community ini-tiative turned 2 years old. We have come a long way.

The first year was a year of formation, when we came out of the virtual Internet platform to practical work.

During the second year we have passed through the way of development.

Experts and volunteers of the organization carried out plethora analytical, consulting, humanitarian and socio-eco-nomic projects.

We have expanded the geography of our work. Nowadays, our offices are located not only in Kyiv, but in Donetsk, Luhansk and Sumy regions. Volunteers of our ini-tiative are travelling around all the regions, where the IDPs from the ATO area are residing.

The team of the «Restoring Donbas» - it is not just specialists in plethora areas, but also people with active life position. During the last two years, their work has made our organization useful and recogniz-able not only in the field of resolving problems of IDPs and Donbas residents, but also in defining the strategy of resolving the conflict in the East of Ukraine.

ABOUT THE «RESTORING DONBAS» COMMUNITY INITIATIVE

«Restoring Donbas» community initiative was created by Olek-sandr Klymenko, Ukrainian politician, public figure, in November 2014.

The mission of the initiative is to bring together thoughtful and concerned people in a joint searching for ways to restore the life of Donbas region and to overcome the problems of its inhabitants – both those, who remained in the area of military action and those, who were forced to move outside the region. By today, the initiative has united more than 120,000 people via its offline- and online-projects.

Participants of the initiative work together in order to find ways out of the crisis caused by the military conflict, and paths for subse-quent development of the region. Areas of work of the «Restoring Don-bas» - are humanitarian and advisory projects, cultural and educational activities, expert work.

• Operation of 3 Centres of advisory help to IDPs in Kyiv, Sumy, Lisichansk

• Providing IDPs from Donbas with humanitarian assistance in 14 Ukrainian regions

• Support for 15 hospitals in Donetsk and Luhansk regions

• Assistance in searching for housing and employment for more than 60,000 IDPs.

Taking care of the future. Projects for children and youth

• Education and training on mine safety for Donbas children along the demarcation line (Marinka, Volnovakha, Mariupol, Lisichansk).

• Curatorship over foster families and orphanages of Donbas.

• Participation of more than 3,000 children from Donbas and other Ukrainian regions in contests, concerts and football matches, which were organized by the initiative.

• Organization of the exhibition of children’s drawings for MPs of the European Parliament and EU citizens in Brussels. Regional exhibitions for children from Kyiv, Zhytomyr, Chernivtsi, Sumy, Kharkiv, Kramatorsk and Lisichansk.

• Transfer of more than 150 projects of restoring Donbas, which were created by young Ukrainian architects and designers, to authorities.

Expert platform andcontrol over the power

• Providing state authorities and international organizations with 420 recommendations of experts concerning the reintegration, restoring and development of Donbas and Ukraine.

• Conducting the All-Ukrainian sociological research together with TNS Ukraine “12 steps towards the peace” – the only survey, which was carried out “face-to-face”, during the conflict on the uncontrolled territories of Donbas.

• Control over effectiveness of operation of state authorities. Creating and regular dimension of the “Index of IDP’s comfort”. Monitoring of the power’s effectiveness in terms of resolving the problems of IDPs and Donbas residents.

• Creating a platform for a dialogue between social activists, experts, authorities and international institutions - Annual Forum “Restoring Donbas and Ukraine”.

The strategy of resolving the conflict on the East «Restoring Donbas and Ukraine» was worked out and sent to the state authorities, embassies,

international institutions and experts.

It was prepared 150 architectural projects with the project of young scientists

«Restoring Donbas together».

The restoring-donbass.com interactive platform (with an audience more than

1,5 million users) was launched.

More than 150 representatives of authorities, public activists, experts

and representatives of scientific field and business came together on the

«Restoring Donbas and Ukraine» forum.

It was carried out a survey of 400 experts on Donbas problems. Its results were sent to representatives of central government.

The children’s drawing exhibition «Peace and war through the eyes of Donbas

children» was held in Brussels.

More than 300 children took part in the drawing contest «Peace and war

through the eyes of Donbas children».

The contest «Easter vernissage» among Donbas children was carried out.

The hotline for IDPs and Donbas residents was launched.

The Centre of advisory help to IDPs in Kyiv was opened.

The Centre of social assistance was opened in Lisichansk.

The All-Ukrainian sociological research “Index of IDP’s comfort” was carried out.

120 children from foster families and family-type orphanages visited the «The

forum of adoption: Donbas children».

The Centre of social assistance was opened in Sumy.

More than 500 works were sent to the photo contest «Donbas: peace in

objective lens».

The All-Ukrainian sociological research “12 steps towards the peace was

carried out and discussed.

The only survey, which was carried out “face-to-face”, during the conflict on

the uncontrolled territories of Donbas.

Aim: To support the IDPs and Donbas residents, give them a hope, demonstrate the unity of Ukrainians during the challenges.

Why is it important: Material problems – is the most urgent issue for thousands IDPs, who left their homes due to the war on the East. The «Restoring Donbas» community initiative provides them with regular humanitarian and charity assistance.

Participants: Volunteers of the «Restoring Donbas» community initia-tive in Kyiv and different regions.

Besides the assistance to IDPs, the initia-tive of Oleksandr Klymenko supports 15 medical institutions in Donetsk and Lu-hansk regions, church communities of the region, educational institutions.

The humanitarian cargo of the «Restor-ing Donbas» for hospitals and other social institutions includes hygiene products, household appliances and equipment, medical devices.

Humanitarian and charity projects

Nowadays, the «Restoring Don-bas» is operating in 14 Ukrainian regions in terms of providing direct assistance to IDPs. The biggest attention is paid to vul-

nerable people: pensioners and disabled people, orphans, fami-lies with many children and chil-dren awaiting parents.

Consulting and mutual assistance Aim: To inform IDPs and residents of ATO area create a platform for mutual assistance between them.

Why is it important: Pubic authorities are usually not able to provide quick and qualitative explanations of its novels related to events in Donbas. This problem has significantly escalated after introducing the pass-entry system and mass verification of IDPs.

Participants: Volunteers of the «Restoring Donbas» community initia-tive in Kyiv and different regions. Active audience of the website and social networks.

Since the first months of opera-tion of the «Restoring Donbas» via the restoring-donbass.com inter- active platforms, it has been col-lected and updated explanations for IDPs and residents of ATO area concerning the most common and problematic issues, namely, obtaining permissions to cross

the demarcation line, registration of IDP’s certificate, operation of the state authorities, charitable and volunteer organizations.

In July 2015, the initiative of Olek-sandr Klymenko launched the hotline and online-chat in 24/7 regime in order to extend the communication.

During the two years of operation, the «Restoring Donbas» website and its pages in social networks have become a powerful communication platform of mutu-al assistance, which unites more than 120,000 people.

Sections related to searching for housing and work, which were created on the website, helped more than 60,000 IDPs. The number of ads on the website has ex-ceeded 5,000. Nearly 10% of the offers provide IDPs with housing on preferential terms or for free.

In addition, in April 2015, it was launched the section of «Virtual offices of mutual assistance» on the initia-tive’s website for effective interaction between the victims of the war in Donbas, and those, who are ready to provide assistance.

Moreover, it was created a single map of providing IDPs and residents of ATO area. Nowadays, it unites 163 stations all over Ukraine and is being filled by or-dinary users and volunteers of the initiative every day.

Aim: To create and expand the network of centres of advisory help to IDPs, which operate on the basis of the «single-window» system.

Why is it important: Direct communication with IDPs and people in need – it is important part of their adaptation to new conditions. The centres of advisory help are the places, where the IDPs can always receive necessary legal, informational and moral support.

Participants: Activists and volunteers of the «Restoring Donbas» community initiative in Kyiv, Sumy and Lisichansk.

Centres of advisory help to IDPs

In July 2015, the «Restoring Donbas» initiative opened its

first Centre of comprehensive advisory help to IDPs in Kyiv.

One year later, in April and May 2016, volunteers of the initiative opened another two Centres of social assistance in Luhansk and Sumy regions.

Nowadays, more than 6,000 families are obtaining regular assistance in the Centres of social assistance «Restoring Donbas».

The Centres of social assistance «Restoring Donbas» are operating on the basis of the «single-window» system. Every day volunteers of the initiative carry out private appointments, provide assistance in

registration of IDP’s electronic certificates, legal advice and explanations on a wide range of issues.

Psychologists are working on a permanent basis in the Centres. Regular and free consultations for IDPs are carried out by neurologists, gastroenterologists, internists, cardiologists and other medics.

It was extremely difficult to find a job for my parents. We had no money.

We discovered the «Restoring Donbas» on the Internet. I came to child psychologist and a doctor several times. Many times I have visited matinee in the Centre of IDPs. It was so bright, colourful and fun. I like it!

Aim: To draw attention of the authorities and public to problems of foster families and orphanages from Donbas, who became IDPs. To es-tablish relations with such families and take them under the supervi-sion.

Why is it important: During the hostilities in Donbas in Ukraine, it has been formed a critical situation related to protection of the rights of children and ensuring decent standards of living. Especially it comes about the issue of foster children and orphans. The state was unable not only to provide them with financial support, but also to resolve a number of collisions in legal protection.

Participants: 20 families with 120 foster children, who were forced to leave their homes on the East due to the war.

Forums of adopters from Donbas

In summer 2015, the initiative of Oleksandr Klymenko took a number of orphanages and foster families, who were forced to leave their homes due to hostilities, under supervision. In September 2015, all of them were invited to Kyiv to the «Forum of adopters: Donbas children», which was dedicated to World adoption day.

During the Forum, some families and representatives of child care insti-tutions, who were risking their lives and ensured the evacuation of or-phans to peaceful territory, told their stories. Activists of the «Restoring Donbas» made short videos about married couples, who decided to adopt children during the hostilities and to take them out of the region affected by the war.

Family-type orphanage of Lyudmila Panchokha, November 2015.

Forums of adopters from DonbasOne of the families-participants of the Forum – family-type orphan-age of Lyudmila Panchokha – mother- governess from Makiyivka, Do-netsk region. She had been working in the state orphanage for a long time. After its closing she could not accept the fact that children, who have become her family, would be scattered over various institutions.

Thus, in 2006 she became a foster mother for four such children. All pupils of Lyudmila – are children not only with complicated life story, but also with special needs due to health state. Usually these children are not adopted by other people. However, it did not stop her. Since 2012 she has a family of 6 children with special needs. She became a lovely mum for them.

The war in Donbas region forced this family to live a vagabond life throughout Ukraine. Children have changed several homes and schools as well as the majority of IDPs. They had to live in old houses, and rented apartments. More than a year the Panchokha family was living in Kyiv region in the building of a rehabilitation centre.

In December 2015, as part of New Year’s action «Marathon for good», the “Restoring Donbas” initiative and the “Uspishna Kraina” political party of Oleksandr Klymenko were raising funds in order to help

Nowadays, she has her own house thanks to support of plethora caring people. Moreover, Lyudmila had 6 children one year ago. Today she has 8 children. The war did not make her to abandon the main goal of her life, namely, providing children with a future and a hope.

Volunteers of the «Restoring Donbas» always keep in touch with families and orphanages, who were taken under the supervision of the initiative.

The second Forum of adopters was held as a videoconference meeting on September 27, 2016. It brought together seven studios: in Kyiv, Zaporizhia, Kramatorsk, Odesa, Khmelnytsky and Uzhgorod.

Mine safety for Donbas children Aim: To protect children of all ages, who live in Donetsk and Luhansk regions, from the threats of explosive mine wounds.

Why is it important: Since the beginning of hostilities in Donbas, the problem of ensuring the safety of children, who are residing in military zone, received special relevance. According to the UN data, since the beginning of the armed conflict on the East of the country, Ukraine was included to the list of top five countries with high mortality level due to mines and explosive devices.

Participants:

• Children, who are residing in the cities along the demarcation line in Donetsk and Luhansk regions.

• 400 primary care physicians and ambulance doctors from Marinka, Lisichansk, Mariupol and Volnovakha.

During the work on protection of Donbas children from the threats of explosive mine wounds, the “Restoring Donbas” initiative has imple-mented a large-scale project related to trainings on mine safety and a contest of posters concerning this issue.

Trainings on mine safety

In April 2016, the «Restoring Donbas» initiative together with «Ukrainian Scientific and Practical Centre of Emergency Medical Care and Disaster Medicine of Ministry of Health of Ukraine» and The State Emergency Service of Ukraine decided to start a series of train-ings related to mine safety in the cities along the demarcation line, namely, in Marinka, Volnovakha, Mariupol and Lisichansk.

More than 500 students were visiting these trainings on basics of safe behaviour and providing pre-medical care in case of explosive mine injury. The participants were grant-ed with information leaflets and wound dressings at the end of each training.

Besides the trainings for pupils, volunteers of the initiative prepared and hold trainings on provid-ing pre-medical assistance in case of explosive mine wounds and modern ap-proaches of psychological assistance in case of emer-gency for 400 primary care physicians, ambulance doc-tors, who are working in the cities along the demarcation line.

Mine safety for Donbas children

Contest of children’s posters

In April 2016, volunteers of the “Restoring Donbas” launched thematic contest of children’s posters in Donetsk and Luhansk regions in order to involve children into education and draw parent’s attention to the exist-ing threat.

Children from 7 to 18 y.o. took part in the contest. In general, volunteers of the initiative have received 69 posters.

On July 15, 2016, it was determined 7 winners of the contest, who were granted with prizes, - cameras, e-books, mobile phones, painting sets.

Expositions of children’s posters, which took part in the contest, were or-ganized both in Donbas and other Ukrainian regions, namely, in Kyiv and Sumy.

The community initiative of Oleksandr Klymenko prepared a social vid-eo for children about the basics of safe behaviour with mines and other munitions.

Support for creativity and development of sports Aim: To help Donbas children with their self-realization, provide them with conditions for creative growth and development, unite Ukrainian children around the values of compassion and mutual assistance.

Why is it important: Nowadays, younger generation of Donbas are tak-en out of reality, which is common for other children, due to hostilities on the East of the country. The war has changed their daily lifestyle and way of thinking, perception of themselves, their region and Ukraine. Participation of Donbas children in All-Ukrainian competitions, their recognition and mer-its, dialogue between them and their peers from other regions – it is an im-portant part of the way towards reintegration and restoration of the region.

Participants: More than 3,000 creative and active children from Don-bas and other Ukrainian regions.

In March 2016, the «Restoring Donbas» supported 10 children from Donetsk and Luhansk regions and provided them with participation in international song contest called “Ukrainskyi Soloveyko” in Myrhorod.

Six participants received prizes in different categories. Besides the awards from con-test’s organizers, children were granted with radio microphones by volunteers of the initiative.

In February - May 2016, on the eve of Easter, volunteers of the “Restoring Don-bas” carried out the contest of embroi-dery, beading and decorative arts called «Easter vernissage».

More than 100 Donbas children took part in it. In April 2016, opening ceremo-ny of the exhibition and awards ceremo-ny took place in Kyiv.

In May 2016, the «Restoring Donbas» initiative organized open youth football tournament «Donbas: match for peace» in Sviatohirsk (Donetsk region) for chil-dren, who are interested in sports.

8 football teams from Donetsk and Lu-hansk regions - Bachmuth, Druzhkovka, Lyman, Slovyansk, and Severodonetsk, Popasnaya – took part in the tourna-ment.

In June 2016, the «Restoring Donbas» to-gether with Taras Shevchenko National Museum and Mayor’s Office in Druzhkov-ka opened cultural multi-centre «Graylik» on the basis of local library.

The Centre includes entertainment and educational centre “Ua”, extracurricular class “Reading for children”, social zone “ Amicable family”, «Librarynanny», inter-net-centre “Infomyshka”.

On June 1, 2016, volunteers of the «Restor-ing Donbas» organized a concert “We are your children, Ukraine” dedicated to the protection of children from armed conflict on the Singing Field in Kyiv.

It was attended by young artists and groups of children from Donbas. The concert brought together more than 500 children and ended with granting of chil-dren’s appeal to representatives of embas-sies and consulates calling for assistance in restoring peace in Ukraine.

In May 2015, the “Restoring Donbas” community initiative, announced about the beginning of children’s drawing competition «Peace and war through the eyes of Donbas children».

During this contest, the initiative of Oleksandr Klymenko has received more than 300 children’s drawings and letters about their life during the war.

Aim: To draw attention of authorities, Ukrainian and world community to problems, feelings and hopes of Donbas children. To call on the par-ties of the conflict to stop the military confrontation via the creativity of children. To bring together and introduce Donbas children to chil-dren from other Ukrainian regions.

Why is it important: One of the most significant problems of the con-flict in Donbas is the lack of true information or misinformation about the situation in the region. Children diplomacy is designed to effec-tively fight against it. Children’s drawings and stories tell about real situation in the region, share feelings and thoughts of people, who are living in the conflict zone.

Participants: More than 300 children-IDPs and Donbas residents. Partner of the contest – Donetsk “Youth organization “Maximal”.

As a result, 7 winners in different age groups were determined. Prizes for children from the uncontrolled territories of Donbas were sent by the partners of the competition, Donetsk «Youth organization «Maximal».

My name is Artem. My home was in Horliv-ka. Nowadays, me and my family (mother, dad, little brother, grandmother, and cat) live in Artemovsk. We left last summer due to the war and I had to go to the first form in a strange city. However, I like it. Here you can walk late in the evening. You shouldn’t hide here. I have found new friends and a good teacher. I’m studying well. My favou-rite subject is English. Most of all, I want to go home, and I believe that the war will end soon.

The drawing of Sofia Sbytneva (14 years old, Slovyansk) “Let there be no war” became a winner of the older age group of the competition.

In February 2016, the initiative of Oleksandr Klymenko carried out the exhibition of children’s drawings for Ukrainian MPs in Kyiv and MPs of European Parliament in Brussels.

The family of Sofia Sbitneva left Slovyansk only in mid-June 2014. Before that time, she was forced to hide from the fierce shelling. She started to draw during the attacks of her city. Nowadays, after all the difficulties of the war time, she continues to develop her talent.

After summarizing of the contest’s results, during October 2015 – February 2016, the exhibition was held in 7 Ukrainian regions, namely, Kyiv, Zhytomyr, Chernivtsi, Sumy, Kharkiv, Kramatorsk and Lisichansk. There were full halls of guests in each city.

The exhibition of drawings of Donbas children was opened at the Royal Belgian Institute of Natural Sciences. It was free of charge. Commenting on the main aim of the exhibition, Oleksandr Klymenko, the founder of the initiative, noted that Donbas problems are gradually being forgotten and faded into the background for Europe. The exhibition of children’s drawings in the EU capital, was designed to draw attention of European community to Ukrainian problems.

During that day, both children and adults, ordinary families, and representatives of the European Parliament, European journalists and experts (in particular, child psychologists) became the guests of the exhibition.

The exhibition was attended by citizens of Belgium, France, Poland, Lithuania, Turkey. In addition, there were guests from the countries of the former Soviet Union - Belarus, Moldova and Armenia.

19Aim: To unite young people from Donbas and other Ukrainian regions in joint work on renovation the destroyed buildings and infrastructure. To present prepared project solutions of reconstruction works to the power.

Why is it important: Active position of Ukrainian youth and its joint work in this direction is the key to success in resolving problems of Donbas and Ukraine. Involving young talents and fresh look will allow to use new, modern and atypical solutions, a new look at problem-solving difficulties.

Participants: Students of Donbas National Academy of Civil Engineering and Architecture, Kyiv National University of Construction and Architecture, Kharkiv National University of Construction and Architecture, National Aviation University (Architecture & Design Faculty).

The community initiative of Oleksandr Klymenko is carrying out competitions for young scientists focusing on resolving Donbas problems. The first such competition called «Let’s restore Donbas together» was announced in October 2015 among young architects and designers.

Young scientist’s competition “Let’s restore Donbas together”According to the results of the project, the community initiative of Oleksandr Klymenko has received more than 150 architectural solutions from students, PhD students, young architects and designers.

Nowadays, Olena is planning to apply for a Master’s degree in Germany in order to gain experience and to continue working in this direction in Ukraine, if she gets a chance.

Works of the contest’s participants were sent to authorities and investors on Donbas territories under Ukrainian control.

Creating a database of such projects will become a basis for large-scale construction works in Donetsk and Luhansk regions.

It was determined winning projects in each category. Its authors were granted with a prize of UAH 10 000 and two special prizes.

Strategy of resolving the conflict in DonbasAim: To create effective strategy to achieve peace and restoring Don-bas and Ukraine together with experts, public activists and construc-tive political forces.

Why is it important: Course of events during 2014-2016 yy. has demonstrated the importance of prolongation of negotiations in the Minsk format. However, it has confirmed the necessity of searching for Ukraine’s own, alternative scenario of resolving the conflict. Otherwise, there is a risk of its freezing for decades.

Participants: Experts in economy field, industry, taxation, business and law, social issues. Partners of the initiative - are Institute for Stra-tegic Studies “New Ukraine”, Ukrainian Institute of Policy Analysis and Management, Institute of citizen’s social protection.

In November 2014, strategy of resolving the conflict in Donbas called «Restoring Donbas and Ukraine» became the first expert project of the «Restoring Donbas» community initiative. It is a comprehensive doc-ument that covered the entire spectrum of existing problems and of-fered its gradual settlement, development of the region and the coun-try as a whole.

The strategy was sent to leaders of central authorities in Ukraine, heads of states and Minis-ters of Foreign Affairs of Partner countries, embassies, representatives of European institu-tions, international organizations and business associations.

In 2015, the initiative of Oleksandr Klymenko together with Ukrainian Institute of Policy Anal-ysis and Management and Institute for Strategic Studies “New Ukraine” created a platform for the dialogue between social activists, experts, authorities, business and international organi-zations. It comes about the annual Forum “Restoring Donbas and Ukraine.”

The first Forum was carried out in December 2015. It brought together more than 150 speak-ers and participants, including representatives of UNICEF, KPMG, PricewaterhouseCoopers, Ernst & Young.

Strategy of resolving the conflict in DonbasDuring the Forum, Olena Petryayeva – the head of the «Restoring Don-bas» community initiative – presented joint achievements in the form of program document “12 steps towards the peace, restoring and develop-ment of Donbas and Ukraine”.

Participants of the Forum fixed their intentions via the Memorandum on further cooperation and association of efforts. During 2016, in terms of aims of the Memorandum, charitable organizations “Gorlica” and “Sat-wa”, NGOs “People’s Ukraine”, “Kalinowo Grono”, “Samaritans of Sumy re-gion”, “Sumske Gromadska kolo”, Red Cross Society in Lisichansk became the partners of the «Restoring Donbas».

During the 2 years of operation in terms of searching for ways of resolving problems on the East of Ukraine, the initiative of Oleksandr Klymenko carried out a series of 4 meetings with the heads of international agencies, which are operating in Ukraine. It comes about UNICEF, United Nations Development Programme, Médecins sans Frontières, Internation-al HIV / AIDS Alliance.

In general, during the operation of the «Restoring Donbas», experts of the initiative sent more than 420 recommendations of experts concerning the reintegration, restoring and development of Donbas and Ukraine to state

authorities. Since that time, relevance of the majority issues has not changed. Moreover, it became obvious that it would be the only alternative to current government’s policy.

An important part of the survey was assessment of government services, which IDPs face with. In particular, it comes about management of labour and social protection, migration services, health agencies, employment offices, etc. Both summarized results of the survey and its regional sections were presented to central and regional authorities.

In April 2016, within the framework of the aims of the Forum «Restoring Donbas and Ukraine», the initiative of Oleksandr Klymenko to-gether with TNS Ukraine conducted the All-Ukrainian sociological research “12 steps towards the peace”, which covered not only all Ukrainian regions, but also residents of uncontrolled territories of Donbas, in “face-to-face” format.

The results of the sociological research were presented and discussed during a series of roundtables of the «Restoring Donbas» in July-September 2016.

Representatives of power, academic community, NGOs and media became its participants. Expert reviews and results of the survey were sent to central and regional authorities, inter-national organizations and foundations.

Aim: To get prompt measurements of public opinion and expert re-views for organization and adjustment of directions of the initiative’s operation.

Why is it important: Regular surveys of public opinion and expert re-view - it is an important part of work that allow the «Restoring Donbas» to focus on urgent needs of IDPs and residents of the conflict zone, to take into account positions of experts and provide its partners and state authorities with useful information.

In 2015, the «Restoring Donbas» community initiative started to cooperate with TNS Ukraine, which is the part of famous British group of Companies Taylor Nel-son Sofres. In September 2015, the «Restoring Donbas» com-munity initiative together with

TNS Ukraine company presented sociological research «Index of IDP’s comfort» – the first compre-hensive survey in Ukraine, which describes the problems of IDPs and ordinary resident’s attitude toward them.

In December 2014 - January 2015, the «Restoring Donbas» conducted its first survey among the experts from Donetsk and Luhansk regions, which was devoted to ways out of the crisis for Donbas and restoring the region.

400 volunteers, public leaders, journalists, businessmen, specialists in industrial sphere and managers of enterprises took part in the survey. Its results were sent to Ukrainian authorities and called on to take into account the opinion of the expert community in terms of making de-cisions related to Donbas. In addition, these results were taken into consideration during the planning the operation of the “Restoring Donbas”.

23Aim: Control over central and local authorities in terms of resolving problems of IDPs and Donbas residents, settlement of the situation on the East of Ukraine.

Why is it important: Public control over state authorities, which is based on principles of transparency and openness, - it is the most ef-fective way of cooperation with the government and ensuring its ef-fective operation.

Participants: Lawyers and media experts of the «Restoring Donbas» community initiative.

This survey represents the first comprehensive study of the work of authorities and government agencies in matters of the problems of IDPs and Donbas residents. It has covered the period from January 1 to August 1, 2015.

During July 2015, experts of the «Restoring Donbas» community initia-tive were carrying out the project called «Power efficiency in resolving problems of Donbas residents and IDPs».

It has been studied within the framework of monitoring:• Normative legal acts of the authorities;• Activities of Donetsk and Luhansk deputies, which are reflected on the official website of

the Verkhovna Rada of Ukraine;• Materials of Ukrainian state-owned media (the newspaper “Golos Ukrainy” and “Uriadovy

Courier”, “Pershiy natsіonalny” channel), which illuminate the issues of IDPs.

Providing IDPs with social, medical and psychological support via the Centres of advisory help of the «Re-storing Donbas». Adaptation and further extension of information services for IDPs.

Spiritual and moral education of children and youth through special assistance programs.

Providing IDPs and Donbas resi-dents, Universities and objects of social infrastructure of Donetsk and Luhansk regions with humanitarian assistance.

Extension and development of a uni-fied expert platform on working out a plan on restoring Donbas.

Implementation of socio-cultural ac-tivities that can unite IDPs and resi-dents of Ukrainian regions.

Submitting the package offers to state authorities with subsequent monitoring of its effectiveness.

Organization of sports events for children-IDPs and collecting money for charity.

Development of cooperation with international organizations in terms of providing consultative assistance, exchange of information.

The “Restoring Donbas” community initiative would like to apply to ordinary citizens as well as partner organizations and to call on to join the implementation of its projects during the next year.
