CAPTAIN’S LOGDECEMBER 2016

WHAT A JOURNEY!

When we set sail a short 5 years ago, who would have known the progress and growth we would achieve on behalf of small and mid-sized firms in the homeland and national security market! I am so proud to work with all of our members to build this incredibly

historic community and bring the best our country has to offer to the mission of securing our nation.

Small, mid-, and some prescient large companies have joined GTSC to bring new ideas, innovative solutions, and the latest technologies to our government partners.

WHY? Because this mission cannot wait.

Procurement and acquisition processes that take years are not good enough. Cyber laws and rules from before the internet are not good enough.

Stovepipes and turf battles are not good enough.

Our government partners have recognized that they must find answers much faster and change the way they do business to be dynamic and responsive to the threats. And they have turned to innovative companies to do so – looking to Silicon Valley and other

areas of the “cutting-edge” to bring what the private sector can do to the mission of our security.

I am heartened daily by all of our members. Our companies are the “Silicon Valley” of D.C. – standing ready to work with our government partners and one another to provide the best solutions. In the tumultuous, competitive, and tough business of federal contracting, our members hang tough and bring their best ideas, technologies, and answers to the mission. They see the benefit of

coming together to work with others to improve our collective security. They want to be differentiated for their excellence. They want to see the mission succeed – not just languish in contracts that never achieve their purpose.

GTSC has worked tirelessly to support these best of breed companies. We have initiated numerous programs to support their work and help our government partners find them. Our signature “CBP Day” and this year “USCIS Day,” our DHS and DOD business

development exchanges, our procurement training sessions, our “Smashing the Box” initiative, our member workgroups around procurement and acquisition and much, much more have united a community around improving the processes that support both the

mundane, and the exciting programs that surround how we protect our nation.

The congratulations and kudos for this first five years go to our members, our founders, and the many friends and advisors who have joined us to support our country.

For all of this, I thank you. I am constantly energized forward by knowing all of you are working to protect my daughter, our citizens, our cities, and ultimately our way of life. I look forward to continuing our growth and impact on how we protect our precious nation.

Thank you for what you do.

With great admiration,

Kristina TanasichukFounder & CEO

ABOUT US

The Government Technology & Services Coalition (GTSC) is a non profit, non partisan 501(c)(6) trade association of innovative, agile, small and mid-size company CEOs who create, develop, and implement solutions for the federal homeland and national security sector. These companies founded GTSC to band together and work with their federal partners to achieve their mission by bringing the innovation, creativity, and ingenuity of successful small businesses to the homeland and national security enterprise. These CEOs, many of whom are former government officials, joined together to share best practices, information, and resources to lead the initiatives and solutions that would bring the best of our community together to protect our homeland.

THE VISION of the Government Technology & Services Coalition (GTSC) is to provide an ethical, effective platform for information exchange between the public and private sector on homeland and national security ideas, technologies, and innovations.

OUR MISSION is to provide exceptional advocacy, capacity building, partnership opportunities, and marketing in the federal security space for small and mid-sized companies. To do that, GTSC must help our federal partners achieve their critical missions with the highest integrity; best and most innovative technologies; and results-based, quality products and services to prevent, protect against, mitigate, respond to, and recover from any terrorist attack or natural disaster.

GTSC focuses on the U.S. Departments of Homeland Security, Justice, Defense, State, Treasury, and the Office of the Director of National Intelligence.

“To improve is to change; to be perfect is to change often.” – Winston Churchill

Page 5: GTSC 5th Anniversary Annual Report: Steady in a Sea of Change

OUR PROGRAMMING For our first five years, we have focused on ways to make our members smarter, better, and more efficient at their business development, networking, partnering, and teaming. Our programming evolved over time to bring decision makers from our federal partners together with our members to take a “deep dive” into components and directorates. This has helped us understand the mission from end to end, and the services, technologies, and talents that enable that mission to move forward.

GTSC works to educate our members through the following types of sessions:

INSIGHT SESSIONS

The Market Solutions Series provides an inside look at creative, successful interactions as well as challenges that may be impeding growth in the federal homeland and national security market. These intimate roundtables take members inside the “story” and allow them to understand the market components and forces that result in success. GTSC developed this series in response to members who were interested in creative ways to partner and team to win business with the federal government.

MARKET SOLUTION

SERIES

No one understands the challenges and unique demands of our market like someone who has grown a successful company in it. Understanding that, CEOs of successful member companies join members to share their insights, lessons learned, and advice for others working in the federal homeland and national security markets.

MENTORSESSIONS

At GTSC Insight Sessions, federal or congressional officials discuss challenges in the federal security mission, host workshops on engagement with the federal customer, and promote the exchange of innovative ideas between the public and private sector.

Every company, whether small or large, faces a host of growing pains and internal challenges to meet the needs of success. Through exceptional relationships with an A-list of advisors, mentors, and luminaries in corporate growth, GTSC hosts hands-on sessions to assure that member companies have the best tools available to them to build their internal capacity and further their growth.

Throughout the year, executives from our mentor companies join our members and others from our broader community to share their advice and perspectives on the homeland and national security markets. These sessions provide invaluable insight into how large corporations are positioning themselves in the market, opportunities for teaming and partnership, and relationship building between large and small firms.

NEW IN 2016! SMASHING THE BOX EVENTSSince GTSC’s inception, our members have been concerned about how our public sector partners find and reach new ideas and innovations. With technology, threats, and ideas changing at the speed of light, those concerned about achieving the homeland and national security mission are concerned too. GTSC members launched “Smashing the Box” events in 2016, a project grown out of our efforts to help the government conduct market research more thoroughly and reach innovative new players. These events seek to provide our government partners with a method and mechanism to forage for the latest cutting-edge ideas to help protect the nation.

GTSC provides our members with numerous opportunities to have their voices heard on decisions, planning, and operations with our government partners. GTSC actively participates with the mission and procurement officials responsible for the decisions that can make or break your company.

Over the past five years, we have developed a number of active workgroups:

INDUSTRY OUTREACHAcross government our partners have struggled with finding the appropriate mechanisms to reach out to industry, not only to inform, but to solve problems as well. GTSC has worked with numerous components and agencies to help current and potential government contractors understand their clients and their mission. We also work with our government partners to find innovative ways to bring their needs to the contracting community.

ACQUISITION & PROCUREMENT ACTION GROUPOur federal partners face numerous challenges when buying the products and services they need. Rapidly changing technology and markets, delayed/cancelled procurements, protests, lack of information sharing, and workforce challenges are just a few of the roadblocks. Through the Acquisition & Procurement Action Group, GTSC has been working with the procurement officers within our partner agencies to improve the acquisition and procurement process. This action group focuses on providing member input to improve federal outreach to small and mid-sized business and is committed to ensuring that our members have a seat at the table. All GTSC members are welcome to participate.

Acquisition & Procurement Action Group Lead: Carolyn Muir, Executive Vice President, SE Solutions

DEBRIEF ACTION GROUPThe Debrief Action Group has been active since day one of GTSC. Because a debrief can make or break your company’s next proposal opportunity, members have taken a special interest in improving the content and timeliness of these important learning experiences. Since its inception, the group has helped train federal officials, and in 2016 the group developed a suggested mock-debrief process.

Debrief Action Group Lead: Andrea Stone, CEO, Dynamic Pro, Inc

GTSC COLLABORATION NETWORKGTSC is also host to a unique online collaboration platform where members can join groups, ask for help, and find partners and information by reaching out in a private forum, to their peers.

INNOVATION WORKGROUPNew in 2016, the Innovation Workgroup is a collection of companies, some of whom are outside the “traditional govcon box,” and others who constantly innovate to bring new, fresh ideas to their government clients. Their focus has been developing mechanisms to bring unique and interesting security and other solutions to our government partners. This year, the group launched the “Smashing the Box” events.

Innovation Workgroup Lead: Charles Sowell, Senior Vice President, SalientCRGT

BUSINESS DEVELOPMENT EXCHANGES (BDEs)The GTSC Business Development Exchanges are trusted environments to meet and develop potential teaming partners, improve business development efforts, and share information among peers. Participants are asked to attend each meeting, participate actively in the information exchange, and contribute their leadership in subject matter areas. The BDE groups meet monthly to share information and opportunities.

DHS Business Development Exchange Chair: Sara Kindsfater-Yerkes, Chief Strategy Officer, Alethix

DOD Business Development Exchange Chair: Chris Stockel, Director, Public Sector – Defense Market Lead MorganFranklin Consulting

GTSC ANNUAL HILL DAYFounded with GTSC Founding Strategic Advisor Michelle Mrdeza, Senior Advisor at Cornerstone Government Affairs, GTSC annually visits the House and Senate for our “Hill Day.” Open to all members, GTSC spends the day meeting with the Senators, Congressmen, and staff who appropriate budgets, authorize programs, and make decisions about the direction of the homeland and national security market. Members discuss the state of the small and mid-sized business markets and hear about legislation and initiatives currently under consideration.

MARKET SOLUTIONS

An Evening with Ted KoppelLights Out: A Cyberattack, A Nation Unprepared, Surviving the Aftermath

This year GTSC launched an effort to support and build our community by participating in charity efforts on behalf of homeland security causes. For our first effort, GTSC Members came out in force to support the Border Heroes Classic, a fundraiser founded by Nuri Vitiello and Debbie Adams to support the families of fallen Border Patrol Agents. Firebird AST, PotomacWave, TestPros, and the Wolverine Group joined the GTSC TEAM to show their spirit! GTSC Members & Strategic Partners E3 Federal, Grant Thornton , GSIS, and TCI were generous sponsors of the event and EY, Motorola Solutions, GDIT and Sentinel brought teams and played to support Border Patrol! We had a great time supporting the community and showing the GTSC spirit!! Thank you again to all of the GTSC members that give back to our community.

BUILDING THE HOMELAND SECURITY COMMUNITY

In February, the Government Technology & Services Coalition joined forces with InfraGard of the National Capital Area and Women in Homeland Security to host famed journalist Ted Koppel to discuss his latest journalistic endeavor, “Lights Out: A Cyberattack, A Nation Unprepared, Surviving the Aftermath.” The book and conversation focused on the impact of a major attack on the U.S. electric grid and revealed some gaps in our planning and execution of a strategy to protect our systems to prevent such an attack, and respond to and recover from an extended outage. Over 250 GTSC members and guests joined us to explore how we could marshal our resources to mitigate the impact of such an attack and in the process improve our resilience to any type of attack.

GTSC’s action item from the discussion was to become a Founding Partner of National Critical Infrastructure Security & Resilience Month (NCISRM) -- sponsored by the U.S. Department of Homeland Security’s National Protection and Programs Directorate (NPPD), Office of Infrastructure Protection. GTSC worked with InfraGardNCR to stand up a NCISRM website, contribute to raising awareness during November, and support a national facilitated discussion

around a Ukraine-style attack on our electric grid in November. Additionally, to support the security process of our members, GTSC once again co-hosted our DHS Personnel Security Forum to discuss the security clearance process and clarify questions around contracting and personnel security. Learn more and join the effort to protect our critical infrastructure at www.NCISRM.org

U.S. DEPARTMENT OF TREASURY – EXCELLENCE IN PARTNERSHIP AWARDIn 2015, the Treasury greatly expanded its small business program, hosting its first Small Business Roundtable with leadership from Treasury and small business organizations, hosted its first Small Business Industry Day, and worked with the U.S. General Services Administration to develop a video-training tool for Contracting Officers (COs) used government-wide. The U.S. Department of Treasury, Office of Small Disadvantaged Business Utilization, presented the Government Technology & Services Coalition (GTSC) with the Excellence in Partnership award for “Moving

Treasury’s Small Business Program Forward” through its work to develop a robust program for small businesses interested in working with the Department. “GTSC leadership worked with us to develop and execute an extensive program to help small companies understand the Department of the Treasury, our needs, and where small businesses could help our mission in both every day execution and in how they invest in their business. Their leadership and members participated with us in a number of projects to educate our contracting workforce and to improve the market research around how Treasury finds new vendors. We are extremely pleased to present GTSC with this award.” -- Jose Arrietta, Director, Office of Small and Disadvantaged Business Utilization for the Department, U.S. Department of Treasury.

GTSC is home to the Lion’s Den, a distinguished cadre of mid-sized companies devoted to the homeland and national security market. Their success, the result of exceptional work for their

clients and their outstanding business acumen, has graduated them to “other than small”

status in the federal market. This designation creates new and difficult challenges for mid-sized companies now ineligible for set-asides and facing intense competition from very large companies. The lion’s

den is focused on creating and supporting programs, policies, and ventures to support

the continuum of growth from small to mid-sized through partnership, advocacy, and

increased business opportunities.

STRATEGIC PARTNERSGTSC is proud to have strategic alliances with the foremost organizations in the homeland and national security industry. These organizations are committed to a robust and cooperative exchange and share their expertise to equip our members with the best resources available.

GTSC thanks all of our partners for their input and contributions throughout the year.

The Chertoff Group is a global security advisory firm that provides consulting, business development and M&A advisory services for clients in the security, defense and government services industries. The firm is headquartered in Washington, DC, with offices in London, New York and San Francisco. The Chertoff Group contributes to the Coalition’s thought leadership development on strategies and tactics for mid-sized companies in the Federal market; approaches for small companies to survive and thrive; and opportunities for GTSC Members to contribute in the Federal security space.

GTSC and Linden Resources have partnered to work with the Vets Ready2Work™ program that honors our service disabled veterans by helping them to find and keep community jobs. GTSC members committed to our veteran community will work with Linden to hire veterans, provide feedback on work place requirements and refer veterans to the program.

Global Security & Intelligence Strategies’ (GSIS) founders and partners blend unique knowledge and experience in national and homeland security, intelligence, jurisprudence and investigative capability with boardroom and private sector acumen to pattern strategic insight and solutions. With management who led the United States Government’s premier law enforcement, border and national security, investigative and intelligence agencies, GSIS provides offerings tailored to harness real-time requirements. GSIS offers industry, governments, individuals, non-profits, states and municipalities the next generation of risk and security solutions and strategic advisory capability from internationally recognized and respected leaders.

The Security Industry Association (SIA) is the leading trade association for electronic and physical security solution providers. SIA protects and advances its members’ interests by advocating pro-industry policies and legislation at the federal and state levels; creating open industry standards that enable integration; advancing industry professionalism through education and training; opening global market opportunities; and fostering collaboration with other like-minded organizations. As a proud sponsor of ISC Expos and Conferences, and owner of the Securing New Ground Conference, SIA ensures its members have access to top-level buyers and influencers, as well as unparalleled learning and networking opportunities.

Intelligence Community News is the only information source that provides breaking, unclassified news on a daily basis about the products, systems, and services being sold to the U.S. Intelligence community. The online publication for the U.S. Intelligence community, and the Government Technology & Services Coalition partnered in 2016 to help U.S. intelligence agencies with businesses that have innovative ideas to advance national security. Intelligence Community News readers who become members of GTSC will gain access to numerous benefits and ICN will also work with GTSC to promote private sector innovation through a number of initiatives, including “Smashing the Box” events, which connect U.S. intelligence agencies with businesses that have innovative ideas to advance national security.

The CLEAResources team mitigates business risks associated with ethical and compliance failures. Led by strategic advisor Amy McDougal, CLEARResources conducts ethics training for all GTSC members annually.
