the future of Statistical ProductionCSPA
This webinar on CSPA (common statistical production architecture) is part of a series of lectures on the main projects undertaken by the High Level Group for the Modernization of Official Statistics (HLG-MOS)
We need to moderniseWe have a burning platform with: • rigid processes and methods;• inflexible ageing technology;• increasing cost of traditional data collection methods;• inability to quickly respond to emerging information needs;• slow to harness new and alternative sources of data (such
as sensor, satellite); • difficulty in attracting and retaining skilled staff in the
competitive labour market.
In an increasingly digital and data rich environment statistical organizations are struggling to remain relevant.

Historically statistical organisations have produced specialised business processes and IT systems
The problem we are trying to solve
How does Architecture help?• Many statistical organisations are modernising and transforming using
Enterprise Architecture• Enterprise Architecture shows what the business needs are and
where the organisation wants to be, then aligns efforts accordingly• It can help to remove silos and improve collaboration across an
organisation

What is CSPA?
• CSPA provides a template architecture for official statistics, describing:
− What the official statistical industry wants to achieve
− How the industry can achieve this, i.e. principles that guide how statistics are produced
− What the industry will have to do, compliance with the CSPA
Modernisation blueprint existsCSPA provides a reference architecture to help each agency modernisation, based on common standards:• GSBPM• GSIM • DDI / SDMXCSPA allows us to modernise our environment and use existing international solutions.

• Statistical Service:
• Standardised input and output• Meet generic nonfunctional requirements• Can be easily used and reused in a number of different processes

The CSPA Catalogue
• Statistical organisations already participate in many international engagement activities that facilitate sharing.
• All statistical organisations need to modernise and standardise their systems and processes.
• The marginal cost of doing this in a way that supports collaboration and complies with CSPA is relatively low, but the potential savings enabled by such a standard approach are high.
Sharing in the Community
• Extending our existing sharing practices to the next level.
• Heads of Organizations agree in principle to sharing and collaborating in the community.
• Organizations contribute as much as they can, in what form they can (capability, funding, etc.)
Sharing in the Community
Five Quick Facts1) CSPA will provide services built by the statistical industry using
architectural standards. 2) CSPA gives the statistical community a framework for collaborating
and sharing effectively. 3) A full set of tools, templates and guidelines are available to help
your organization implement CSPA 4) CSPA provides support for the whole span of the statistical
production process. 5) CSPA has a vibrant international community actively supporting and
implementing the framework.
