MAJ. DUBOSE HITS THE NAIL.Maj. DuBose aaid tbat Mr. Boyle missed

the entire point of the matter. He wantedthe election of school commissioners takenfrom the hands of tbe ward bummers. Hesaid tbere waa no question that the SchoolBoard had come in for its legitimate shareof criticism, and that tbe public were entirelyaissausiiea with it.

CAPT. JACK'S VETO.

Mr. Walsh said tbat be did not like thisthing of appointing by tbe governor. Hethought tbe present board had conductedthe financial affjirs of tbe county as well aaany bode of men from Memphis to Philadel-phia.- When he came into the board therewas a debt of J 30,000; now it was only abouttTOOO or S8000, and he thought in a shorttime it would be wiped out entirely.

Maj. Bambaut alated that the bill hadbeen carefully prepared. He regarded tbenewspapers as the exponents of public opinion, and he believed tbat without an exception they favored the change in the form ofthe School BoarJ. He was in favor of paying tbe school commissioners.

Mr. Lynn aaid that the amendment of Mr.Boyle practically killed tha bill. While hewas the youogtst school visitor, he waa anold citixen. He took ao interest in schoolmatters, and he did not think he misapprehended public sentiment. He was confidentthat Major DuBose voiced that sentiment.He said there were no wards in the Taxing- -

District, He wished lo conform to the general progress of government and simplify theoperations cf the board. He thought tbatthrough the public presa of Memphis theLegislature wouia necanea upon to maaethe proposed change. He thought it wouldbe more graceful as ccminz from the boardthan the general public
