He offered an amendment to the first section to '.he effect that their sliutild be ten commissioners, one lrom eacn ward. MAJ. DUBOSE HITS THE NAIL. Maj. DuBose aaid tbat Mr. Boyle missed the entire point of the matter. He wanted the election of school commissioners taken from the hands of tbe ward bummers. He said tbere waa no question that the School Board had come in for its legitimate share of criticism, and that tbe public were entirely aissausiiea with it. CAPT. JACK'S VETO. Mr. Walsh said tbat be did not like this thing of appointing by tbe governor. He thought tbe present board had conducted the financial affjirs of tbe county as well aa any bode of men from Memphis to Philadel- phia.- When he came into the board there was a debt of J 30,000; now it was only about tTOOO or S8000, and he thought in a short time it would be wiped out entirely. THE BILL KILLED. Mr. Boyle's amendment waa adopUd by the following vote: For. J. Walxb, A. Walnh, James Degnan, Boyle, Ferguson, Linkhauer, Balaton and Burke 8. - Against. Bambaut alated that the bill had been carefully prepared. He regarded tbe newspapers as the exponents of public opin ion, and he believed tbat without an excep tion they favored the change in the form of the School BoarJ. He was in favor of pay ing tbe school commissioners. Mr. Lynn aaid that the amendment of Mr. Boyle practically killed tha bill. While he was the youogtst school visitor, he waa an old citixen. He took ao interest in school matters, and he did not think he misappre hended public sentiment. He was confident that Major DuBose voiced that sentiment. He said there were no wards in the Taxing- - District, He wished lo conform to the gen eral progress of government and simplify the operations cf the board. He thought tbat through the public presa of Memphis the Legislature wouia necanea upon to maae the proposed change. He thought it would be more graceful as ccminz from the board than the general public Capt. Jack Walsh said mat he waa opposed to any such government aa the present Taxing-D- istrict. the entire point of the matter. He wantedthe election of school commissioners takenfrom the hands of tbe ward bummers. Hesaid tbere waa no question that the SchoolBoard had come in for its legitimate shareof criticism, and that tbe public were entirelyaissausiiea with it.

CAPT. JACK'S VETO.

Mr. Walsh said tbat be did not like thisthing of appointing by tbe governor. Hethought tbe present board had conductedthe financial affjirs of tbe county as well aaany bode of men from Memphis to Philadel-phia.- When he came into the board therewas a debt of J 30,000; now it was only abouttTOOO or S8000, and he thought in a shorttime it would be wiped out entirely.

Mr. Lynn aaid that the amendment of Mr.Boyle practically killed tha bill. While hewas the youogtst school visitor, he waa anold citixen. He took ao interest in schoolmatters, and he did not think he misapprehended public sentiment. He was confidentthat Major DuBose voiced that sentiment.He said there were no wards in the Taxing- -

District, He wished lo conform to the general progress of government and simplify theoperations cf the board.
