Technical Specifications of Fire Alarm System for Indus Complex

Part-A

1. Scope of Work

The existing fire alarm system (FAS) in Indus Complex is to be replaced with a new, redundant

intelligent addressable system. The scope covers supply, installation, testing, commissioning and

guarantee period maintenance of this system for Indus Accelerator Complex, Raja Ramanna Centre for

Advanced Technology (RRCAT), Indore.

1.1. Supply of FAS components

The supply of the items shall be as per the Bill of Quotation (BOQ) given in part-C

1.2. Installation:

1.2.1. After placement of the purchase order, the supplier’s representative shall visit the site

within 15 days and give final recommendation on the installation of detectors to be placed

in various locations and shall supply a loop drawing indicating the details. Replacement of

existing system with the new system shall be done in phases. The loop cabling is not in

the scope of the supplier.

1.2.2. Finalization of piping layout for aspiration smoke detector (ASD), installation of the same

and its integration with the FAS. 20 NB SS pipes used for this purpose is a free issue

material. All accessories required for the installation shall be in the scope of the supplier.

1.3. Commissioning:

The supplier shall prepare a commissioning procedure to be approved by the purchaser. Testing

and commissioning of the system shall be carried out as per this approved procedure.

The cost of installation, commissioning & testing shall be quoted separately and lack of the

same shall be deemed as incomplete quotation and shall be liable for rejection

1.4. Documentation and Handing Over:

Documentation for the handing over shall be as follows:

1.4.1. All documentation shall be written in good, simple and concise English and shall be

bound with hard covers.

1.4.2. The document shall be updated regularly as the installation progresses. All changes in the

installation layout, wiring, cabling and design shall be incorporated in its final edition.

Three copies of every updated edition shall be handed over to RRCAT, Indore.

1.4.3. The final edition of the hand-over documents (3 copies) shall include installation,

commissioning ,operation and maintenance aspects, technical details of components, as

built drawings & device charts of the system and tests carried out during commissioning.

1.4.4. An operation & maintenance (O & M) training program shall be arranged by the supplier

with commissioning of system on O&M aspects of fire alarm system

2. Codes and standards

The FAS components and devices shall meet the standards and approvals as given below.

Standards: NFPA 72/IS2189, EN54.

Approvals: VdS, LPCB

3. Quality Assurance

3.1. Eligibility Criteria

The original manufacturers (OEM) or their authorised dealers / representatives or suppliers,

regularly engaged in manufacture/supply of fire alarm system components and devices, are

eligible to bid if following conditions are met:

3.1.1. The product manufacturer meets ISO 9001: 2000 or ISO 9001: 2008 and the product

meets the necessary standards and approvals as mentioned above. The bidder shall attach

a certificate / catalogue to this effect with their bid.

3.1.2. The letter of appointment as authorized dealer and system integrator from the OEM shall

be attached in the bid.

3.1.3. The authorized dealers / representatives shall also attach a tender specific authorization

from the OEM to participate in this particular bid.

3.1.4. The bidder shall have engineers / technicians trained and certified by the OEM. The

OEM’s certificates shall be submitted with the bid.

3.1.5. The offered FAS (with same make and model number of redundant fire alarm control

panel) shall be working successfully at least at one place in India. A list of installations

and their contact details shall be submitted in the bid. The purchaser reserves the right to

communicate with them for getting information on system’s performance. The negative

feedback may become a basis of rejection of the offer.

3.1.6. The bidder shall have supplied, installed and commissioned similar systems in India in the

last two years (counted backwards from the date of opening of techno-commercial bid)

and the installed systems shall be operational.The bidder shall submit a list of customers

with their address and contact details along with the names of the contact persons. The

purchaser reserves the right to communicate with them for getting information on the

bidder’s as well as system’s performance which may become basis for rejection of the

offer, if the performance feedback is negative.

3.1.7. The value of at least one tender installed in the last two years shall be approx. 50 lakhs.

3.1.8. OEM shall give an undertaking that they will support the bidder and the purchaser for this

project for the next seven years from the date of purchase order by providing all spare

parts, components and devices as well as software up-gradations.

3.2. Single Source

All components and devices of FAS shall be either products of a single manufacturer or their

compatibility shall guaranteed by the OEM.

3.3. Certificates

Wherever applicable, compliance/conformance certificates shall be supplied with all the

components and devices.

4. Tender submission requirement

4.1. The tender submission shall show compliance to the specification and shall include a full set of

descriptive and technical literature on the equipment and system proposed. Necessary catalogues

shall be enclosed. In case Xerox copy of catalogue is submitted, the supplier shall be required to

submit original copy whenever asked by the purchaser.

4.2. Essential spares list shall be quoted by the supplier with unit rate.

4.3. Incomplete offer shall be liable for rejection.

5. Packing and Transport

Equipments shall be packed and protected so as not to suffer deterioration, damage or breakage during

shipment. All lifting points shall be clearly marked. Each package shall be properly labeled to indicate

the type and quantity of material it contains along with the Purchase Order number, dimensions and

weights and any other necessary data to identify the equipment and relate it to the contract.

The supplier shall not ship the equipment without prior approval of the Purchaser's representative and

subsequent written instructions to do so. If, the supplier needs any storage space within the site, he

shall indicate the same along with quotation.

6. Guarantee

The guarantee for the fire alarm system shall be for a period of 12 months after acceptance test at site

or 18 months from the date of supply whichever is earlier. During the guarantee period, the supplier

shall arrange quarterly visits and all the recommended tests and services in the manufacturer's manual

shall be completed during this period with no extra charge. The replacements of faulty components

during the guarantee period shall be in the scope of the supplier.

7. AMC

The supplier shall quote for the annual maintenance contract (AMC) charges along with terms &

conditions. The offer of AMC shall be for quarterly visits and all the service and tests as recommended

by the manufacturer of the FAS. The AMC may not be awarded in the present purchase order and

AMC charges will not be added in the cost comparison of offers.

8. Pre-bid Meeting including site visit:

Indus Complex houses accelerators which work in round the clock shifts. The terminations of the

detectors and their interlocking with various systems will require shut down. The detectors will have to

be mounted with large manpower in minimum time whenever shutdown is available for installation of

the detectors. The vendor’s manpower will have to produce recent police verification certificate along

with proper identity and address proof to work inside the purchaser’s complex.

Pre-bid meeting will be organized so that the bidders can seek clarifications in the Technical

Specification. Bidders who want to see the building layout , installation difficulties etc may visit the

site of installation and acquaint themselves with the site condition before tendering.

Part – B

9. System Description

FAS consists of 03 numbers of fire alarm control panels (FACP) each having 04 loops and

expandable up to 10 loops. It is comprised of various detectors and devices, viz. intelligent

addressable multi-criteria detector, intelligent addressable ventilation duct detector, intelligent

addressable monitor cum control module, intelligent addressable manual call points, ASD, response

indicators, sealed maintenance free (SMF) batteries, intelligent addressable loop powered sounders,

auto diallers and detector test kit. Some modification of the locations of the detectors may be

required.

Air Change : 1 Air changes per hour

11. Power Supplies

11.1. The mains power supply available to the electrical loads of the system is 230V±10%, 1- phase

AC.

11.2. The system shall be equipped with necessary DC power supplies and batteries for 72 hours

back up in no alarm condition. The AH rating and make of the battery shall be specified for 72

hrs back up. The battery manufacturer shall be reputed and Indian. The FACP shall have

inbuilt chargers and batteries.

12. Corrosion resistant coating

The electronic circuits used in the system shall have proper coating to have resistance to humidity

and corrosion which prevents the operation from being impaired by dust and dirt.

13. General Features of FAS

13.1. Intelligent addressable

All types of detectors mentioned shall be intelligent individually addressable type

(microprocessor controlled) and each device shall have built- in isolator.

13.2. Universality

The detectors shall be of universal type for all kinds of smoke and shall be equipped with

suitable bayonet type of locking facility for locking with its base.

13.3. Exchanging detectors

It shall be possible to exchange the detectors with or without change in address.

13.4. User Friendly Software

The software shall be user friendly and menu driven with self-checking.

13.5. Location information

Address of the detector is displayed along with information of

Fire/fault/service alarm

Details of the location like zone no. loop no., device no. and building no.

13.6. Wiring

The wiring is class-A. On fault like short circuit, open circuit, or earth fault in the loop, the

faulty portion is isolated by the in- built isolator provided with each device.

Proper protection shall be provided in the panel for overvoltage and short circuit so that the

loop and the panel are protected on such faults.

13.7. Diagnostic Checks

Diagnostic checks shall be done by the system periodically for proper functioning of the

detectors.

13.8. Real Time Clock

The system shall have its own crystal controlled real time clock and shall provide information

on year, month, day, hour, minutes and seconds with drift of the order of 2 sec. per day.

13.9. Colour graphics software with HMI and reporting on PC

The fire alarm management system shall be a multi-user graphical management system and

shall be used to centrally monitor and operate fire alarm systems. All messages and status of

the connected fire alarm system shall display on an easy to understand graphical user

interface. The colour graphic software running on PC shall be capable of producing alarm

reports, diagnostic check reports, fault occurrence reports, layout graphics of the individual

detectors, routing and location, especially when there is any alarm or occurrence of fault.

There shall be a provision to connect a printer to the PC which shall log all the events with

date and time on manual command from the operator. Printer and PC shall be free issue

material.

13.9.1. Ethernet connectivity: The software for the fire alarm control system shall

provide the configuration and monitoring of the FAS using Ethernet connected PC

with authentication.

13.9.2. License: The supplier shall install the FAS application software ( HMI) on any

other IBM compatible PC if required. The license of the application software shall

be portable and the required code/ lock to run it on a different PC shall be provided

by the supplier.

13.9.3. The procedure of HMI software installation on any other machine shall be clearly

stated and documented.

13.9.4. The HMI software shall support Windows 7 or Windows 8 operating system.

13.9.5. It shall be possible to run this HMI software application along with other

application software running on the host PC/ server PC.

13.10. Event Logging

The FACP shall contain a history buffer that will be capable of storing large no. of events

(minimum 5000). Each of this activation will be stored and time and date stamped with the

actual time of the activation. The contents of the history buffer may be manually reviewed,

one event at a time, or printed in its entirety. A status report will be generated and printed on

command from operator.

13.11. Status Monitoring of devices

Every device constantly checks its own status and sends status information to the FACP.

13.12. Redundancy

The fire alarm panel shall have built in redundancy for each and every module or card inside

the panel with dual electronics. In the event of a single fault in all or any of these even

simultaneously, all functions shall remain fully available. These modules are CPU card,

network card, loop card, relay card and the display electronics. The dual circuits shall remain

connected to the loop all the time with independent fault monitoring circuits. There shall be

automatic switchover in case of fault within 02 minutes.

13.13. Potential Free Relay Output Contacts

Four nos. of relay cards, each having 16 NO and 16 NC contacts shall be available in the

panel with rating of 30 VDC or AC, 3A AC. These contacts shall be independent, potential

free and individually addressable.

13.14. Supply failure information

There shall be relay contact information from the control panel regarding the failure of mains

supply and battery supply. Battery low indication at 85% of the nominal voltage shall be

provided on the panel enclosure. Also the battery shall cut off automatically at low voltage.

Status of power supply to the FACP shall be available to find out whether the panel is on

normal power or battery power.

14. Fire Alarm Control Panel (FACP)

14.1. The Fire Alarm Control Panel (FACP) shall be have module level redundancy as defined in

para 13.12.

14.2. The FACP shall have minimum of IP 30 protection.

14.3. The CPU shall communicate and control all the devices connected to the loop.

14.4. Each loop shall be capable of handling at least 100 devices.

14.5. The FACP display shall be minimum of 4 line x 20 character alpha numeric LCD type (at least

80 characters). All alarm, fault and status monitoring of all the devices shall be possible from

the fire alarm panel display. Address of the detector is displayed along with information of

Fire/fault/service alarm

Details of the location like zone no. loop no., device no. and building no.

14.6. Following information /incidences shall be available/reported on the display and can also have

LEDs to indicate preferably all of the following information:

AC Power

Fire Alarm

Fault

FAS on battery

Battery low

Wiring fault

14.7. The fire alarm control panel shall include a PC interface for full programming of the fire

alarm system, for copying the data from the cards and transferring it to the new cards while

replacing these and for other purposes. These operations shall be Password protected.

14.8. FACP shall have printer connectivity.

14.9. The main power supply shall operate on 230 VAC, 50 Hz, and shall provide all necessary

power to the FACP. It should meet EN 54 part-4 standard for power supply. The PSU should

give the rated output at both the maximum and minimum supply voltages with a flat battery

connected. The voltage variation is kept 230 ± 10 %. It shall have SMF Battery for 72 hours.

14.10. Detector sensitivity shall be adjustable from the panel. Also, day/night automatic adjustment

of detector sensitivity shall be possible.

14.11. Maintenance alert shall be provided to warn of detector dirt or dust accumulation.

14.12. Any addressable device in the system may be enabled or disabled through the system keypad

as well as through PC.

14.13. The FACP shall be modular in structure for ease of installation, maintenance & future

expansion.

14.14. When a fire alarm condition is detected and reported by one of the system initiating devices,

the following functions shall immediately occur:

The "Fire" LED on the FACP shall flash.

A local signal in the control panel shall sound.

The fire alarm shall be annunciated in that area, security and control room

The zoned indication of fire alarm shall flash in the synoptic of that area.

The colour graphic signal shall be available in control room from all the FACPs through

RS485 data transmission.

14.15. The following operator controls on the FACP shall be provided:

14.15.1. Silence Switch:

Activation of the control panel acknowledge switch in response to a single new

alarm and/or trouble condition shall silence the local panel signal and change the

system alarm or trouble LED from flashing mode to steady-ON mode. If additional

alarm or trouble conditions exist or are detected and reported in the system,

depression of this switch shall acknowledge and/or advance the 80 character LCD

display to the test alarm or trouble condition.

14.15.2. Reset Switch:

Activation of the reset switch shall cause all electronically-latched initiating

devices, appliances or software zone, as well as all associated output devices and

circuits, to return to their normal condition. If the alarm conditions still exist, or if

they reoccur in the system after system reset switch activation, the system shall then

respond to the alarm condition.

14.15.3. Lamp Test:

Activation of the lamp test switch shall sequentially turn on all LED indicators.

14.16. Networking :

The GUI software shall be PC based and the fire alarm panel shall have networking capability

with other panels of the same make. Networking length of 1 km between two FACPs shall be

possible and network interface at both ends shall have:

Number of ports: Minimum 2 numbers

Interface type: RJ45

On board TCP/IP port for networking capability: ipv4/ipv6

Speed: 100/1000 Mbps.

The bidder shall demonstrate the working of the active Ethernet network components in the

same building by using an OFC cable roll of equivalent length. The OFC cable shall be

supplied by RRCAT.

15. Intelligent Addressable Detectors

15.1. Technical features

15.1.1. The detectors shall be intelligent addressable which shall be connected with class-A

wiring.

15.1.2. The detectors shall have in- built short circuit isolators.

15.1.3. The detectors shall have single LED, which will light up continuously in alarm

condition.

15.1.4. Detectors shall have proper terminals for ease of installation and serviceability.

15.1.5. The detectors shall have a test feature such that on testing with smoke or heat the LED

glows.

15.1.6. All the detectors shall preferably be addressed using software. However rotary switch

or dip switch can also be used in case the address is there in the base unit.

15.1.7. The detectors shall automatically adjust their own sensitivity during day/night and

during changing environment. These shall also compensate for the drift automatically.

15.2. Intelligent Addressable Multi- criteria Detectors

The multi criteria detector shall be intelligent addressable and shall use photo- electric (light

scattering) principles as well as thermal sensing by combination of rate of rise and fixed

temperature. It shall be possible to program the detector through software to work only on one

principle i.e. only heat or only smoke or in combination. The protection class of detectors shall

be IP 44.

15.3. Intelligent addressable Ventilation duct detector

Duct probe unit shall be provided to reduce velocity of duct air passing through the detector.

The detector shall be intelligent addressable optical smoke detector with in-built isolator.

It shall have EN 54, VdS approvals.

The Protection class of detector shall be IP54.

15.4. Intelligent addressable Monitor cum Control module

The intelligent addressable Monitor cum Control module shall be able to take at least two input

points and have at least one relay output. The output potential free contacts shall be rated for

minimum of 230V/2A.

The module shall be suitable for connecting ASD, access control system, actuation of fire

dampers, tripping of power supplies and air handling units (AHU), starting of exhaust fan

etc. These shall contain an integrated short circuit isolator, which shall ensure that the fault

is localized and that the loop continues to function fully in the event of a wire break or a

short circuit.

The modules would be with IP66 enclosures.

15.5. Intelligent addressable Manual Call Points (MCP)

Intelligent addressable MCP shall be used to trigger a fire alarm manually on breaking or hard

pressing of the glass. It shall be suitable for wall mounting with protection category IP 66. It

shall contain an integrated short circuit isolator to isolate the MCP on wire break or a short

circuit with the remaining loop fully functional.

15.6. Response Indicator

The response indicator shall provide a remote indication for any addressable detector

installed above/below the false ceiling or in the trenches.

Make of the Response indicators shall be same as that of FAS.

15.7. SMF Batteries

The FACPs and ASD shall have inbuilt chargers and SMF batteries for 72 hours back up. The

vendor shall furnish the following details for each of the battery set.

15.8. Intelligent addressable Loop powered Sounders

The intelligent addressable loop powered sounders shall give audible sound in the range of 78

to 95 dB which is adjustable, discontinuous/continuous and discrete. It shall be possible to

adjust it for continuous as well as varying sounds. All sounders shall produce a similar sound

and shall maintain the same during their operation. Provision of loop powered flasher on the

sounder is required so that it can be installed, if needed at a later stage. The protection class

shall be IP21 or above.

15.9. Aspiration Smoke Detector(ASD)

It shall work on the principle of air suction from the area through holes and it is passed through

a coherent light beam to achieve high sensitivity by measurement of either obscuration or light

scattering.

The ASD shall include a valve mechanism in the inlet manifold and software to control the

airflow from the four sectors (pipes). This configuration enables a single zone to be divided

into four separate sectors. ASD shall be Class-C as per EN-54-20 standard. The filters shall be

modular and replaceable.

The ASD display shall have a bar graph and digital indication to indicate the overall smoke

level, alarm threshold and fault indication for each area with alarm Alert, Action, Fire-1 and

Fire-2 for each.

Protection category: IP54

Approvals: CE/VdS.

15.10. Auto Dialler

It shall operate on alarm signals generated from FACP. Auto dialler should support at least

one SIM. Control panel of the dialler should have interface to enter mobile/telephone

numbers, voice message recording, pre-typed text message.

It shall support automatic dialling to 10 (ten) mobile/telephone numbers with pre-recorded

voice message and SMS to the same numbers.

16. Detector Test Units

The smoke detector test units shall be designed to functionally test smoke detectors. Extension poles

shall enable the reach to be extended up to 6.5m. Removal, replacement as well as testing shall be

possible from the ground floor. It shall be of the same make as FAS.

17. Aerosol Test Can

The 300gm aerosol can is used as an accessory to the detector test unit. Aerosol spray for smoke

testing shall be comprised of a range of particles comparable to those found in various types of

smoke. The aerosol shall not contain ozone damaging CFCs.

18. Synoptic panel

Supply, installation and testing of 5 nos. of synoptic panels of 1250 mm x 855 mm x 60 mm size

provided in Indus-2 security, Indus-1 security, Indus-2 MPS, Indus-1 MPS and the new user building.

These shall prominently display the status of zoned fire alarm. For fire, it shall be red colour, and for

healthy it shall be green colour. There shall be powder coated MS sheet of 20 SWG with front cover

of transparent acrylic sheet. The LEDs used for status monitoring shall be in duplicate. Testing

provision shall be incorporated in the synoptic for finding status of LEDs. Sounders shall be

provided on the top of the synoptic panel for alarm. Necessary connections shall be done by the

supplier.

Part-D Inspection, Testing & Commissioning

21. Pre-dispatch Inspection

A document from the original supplier shall be submitted for verification to ensure that the

components are new and are not older than 6 months.

The FAS components and devices shall be carefully examined to determine their

conformance with reference to material, workmanship, finish, markings and dimensions to

check satisfactory compliance.

22. Installation & Commissioning

Installation:

All the equipment supplied shall be installed at site as per the engineering drawings duly

approved by the purchaser. The supplier shall obtain specific clearance in writing wherever a

part of the work is sub-contracted. However he shall be responsible for the activities carried

out by the sub-contractor. The supplier shall inform day-to-day progress of the work to the

purchaser. All the connected components, detectors and cables shall be tested for their

continuity and working at different phases of completion of the installation process. The

purchaser shall accept the Fire Alarm System as installed when the installation is completed

successfully and it starts working as intended.

Commissioning:

Burn in Test at site

All the electronic sub-units of the FAS shall be subjected to Burn-in test under rated load

conditions. The burn-in period shall be for a continuous period of 100 hrs. During this time

the FAS shall be kept switched ‘ON’ under prevalent ambient conditions; the performance

of the FAS shall be checked before, during and after the test and there shall not be any

deviation from the specifications. A very extensive testing of the system under real plant

conditions shall be carried out to remove the remaining hardware/software bugs for a

period of min. 2 months.

Endurance and acceptance Test

The service check of the system shall be done for 15 days after successful burn in test. The

FAS shall be considered as commissioned after 15 days, if it doesn't develop any snags

during endurance test.
