3. Site Concepts and Recommended Option
• Two site options were shared, one linear and one concentrated on the western parcel. The linear one has approximately 1/2/ the wetland impacts and is the recommended option for moving forward with into 30% design.
• WSDOT did rough calculation and determined that vehicles would exceed capacity about 10 times per year.
• Standard buffer setbacks from WSDOT ROW may not be required since ROW and remote lot are vehicle/transportation facilities. Confirm with Sean Airs at Kitsap Community Development to understand buffer requirements.
• Michele said that WSDOT will not accept any detention vaults. A vault is shown in the plans to meet the flow control requirement per the Kitsap County Stormwater manual. A pond would increase impacts to the wetlands. Kitsap County is working on a regional conveyance system upgrade and water quality system that the project may be able to contribute to, but depends on the timing of the two projects.
• David said he supports the linear lot layout, but recommended considering adjusting north and/or west to minimize wetland impacts; place lot closer to edge of road
• Curb, gutter, and sidewalk must be completed along Lindvog to fill in gap that development did not build
• David suggested that the entrance into the remote lot should be more of an off-ramp style than a 90-degree intersection

• Community is concerned about proximity to residences on south. Moving lot to the north would help minimize that impact.
• Wetland impact appears to be substantial. This may turn out to be a fatal flaw. However, more investigation is needed.
4. ATM (Active Traffic Management)
• ATM concepts can range from “high technology” to manual, similar to current ferry operations. The high technology approach was reviewed primarily.
• Agreed left-turn lane did not provide much benefit, outside of very low demand times, and that locals would learn to drive up SR 104 or take Barber Cutoff to enter remote lot. Left turn lane will not be provided.
• David said that the remote lot should always be used, in part to ensure that queuing through Kingston is managed
• Lei said that WSF’s plan is to only operate the remote lot as needed
• David noted some additional signing is necessary including at the remote holding lot itself.
• David suggested that no paper ticket was needed that the short distance between the booth and the lane with arrows should be sufficient.
• David suggested that a sign board with wait times and other information would be good.
• David emphasized that the primary goal of the remote lot should be to manage traffic through Kingston. To that end, the analysis and ATM strategies need to figure out how many and how often to release vehicles at the remote lot. This may include multiple signal points within each remote holding lane. Goal is to store a maximum of 5 to 6 vehicles on 1st Ave not to exceed beyond Ohio St.
• To address internal circulation issues such as a stopped vehicle or broken down vehicle, 1 lanes will remain open when discharging to allow a lane for vehicles behind the stopped vehicle to move around the stopped vehicle.
• Question high-technology or low-technology was not answered. General discussion was focused around the high-technology option and details for that operation.
5. Traffic
• See above notes on ATM.
• The most current designs for the SR 104 project are needed for the VISSIM model.
• The group agreed on limiting the queuing in Kingston to be to Ohio at the longest. Will be a problem if the queue ever extends to the roundabout(s) on SR 104.
• Will evaluate two scenarios with VISSIM: 1) full remote lot operations during a peak time and 2) operations during an hour in which part of the hour does not have the remote lot active and another portion does have it active.
6. Other
• Iowa St between Main and 1st will be reclassified as a minor collector
