PRO ARMM ACCOMPLISHMENT REPORT
(September 2010 – July 2011)
I. Executive Summary
Police Regional Office ARMM [PRO-ARMM] presents its
respective accomplishments which cover the Eight (8) Foundations
Initiatives and Operational Imperatives of the C, PNP for the period
September 2010 to July 2011.
Doing and Training in the Basics. On Individual Training Program, Four (4)
career training programs were conducted on Logistic Management, Cyber
Awareness, Interdicting Terrorist Activities and Vital Infrastructure Security to enhance
uniformed personnel. Likewise, a total of 322 uniformed have undergone various
Police Career Courses, such as PSOSEC, PSOAC, PSOBC, CRIDEC, PSSLC and PSJLC;
858 uniformed personnel have undergone different Unit Training Program to enhance
their operational skills.
Procurement Review. For the period, the construction of seven (7) Program
Projects including three Police Stations classified as Model Police Stations were
completed and two (2) projects are still on-going.
On Equipage. Twenty Eight (28) units Mobility Equipment, 1,362 on Firepower,
353 on Communication Equipment, 118 on Intelligence and Investigative Equipment
and 33 IT Equipment were procured to enhance the capability of this PRO.
On Police Community Relation. PRO ARMM conducted three (3) training on
PNP Quality Service Lane to the personnel assigned to frontline service wherein 173
PNP participants have undergone the seminars. A total of 146 pieces of standard
flowcharts in all frontline offices and city/municipal police stations were distributed
and displayed.
On Doctrine Development. The Promotion Program, a total of 36 Police
Commission Officers and 326 Police Non Commission Officers were promoted to the
next higher rank. The Seniority Lineal List of PCOs and PNCOs assigned this PRO has
been updated monthly based on the submitted SLL of the PPOs.
Reduction of Uniformed Personnel at Headquarters. The Actual strength of
PROs was 6,812. Hence, 560 or 8.22% detailed with the RHQs. All PO1’s and Police
Inspectors shall be in the field Assignments. There are 16 PINSPs are still assigned at
RHQ designated as Sections Chiefs which also qualify for promotion for the next
higher ranks and 47 PO1’s were not deploy due to their individual skills as computer
operators and data encoders, utilized by different divisions of this PRO and also
qualify for promotions.
On Reward and Punishment System. Seventy three (73) cases were resolved
for the period and a total 12, 959 appropriate awards and decorations were given
to deserving PNP personnel. The Scholarship Program. Six (6) High School Students of
PNP dependents were granted to scholarship program from “KAAGAPAY SA
PANGARAP FOUNDATION, INC and (2) College Students have also availed of the
PNP-PLDT SMART College Education Assistance Program for PNP dependents.
On Human Rights, the uniformed personnel of this PRO religiously observed the
protection and respect for the human rights of everyone. A total of 480 pieces of
hand book on Human Rights-Based Policing and A Citizen’s Primer on Law
Enforcement, 300 Fosters on Human Rights and 600 Cards on Miranda Doctrine were

distributed to all PPOs and RHQs. Likewise, various activities/seminars were
conducted by this PRO pertaining to Human Right advocacy.
Mentoring Leadership. This PRO continuous to develop and engender the
culture of mentoring leadership and encourage teaching interaction to ensure that
experience will be passed down the ranks. PICE on the topics of Right Manners and
good conduct, Telephone Courtesy, PNP Policies/Issuances were conducted 1,716
participants. Moreover, one (1) PCR Specialist Course was conducted.
On Operational Imperatives, this PRO intensify our operations in the ground for
the safety of the people on the streets and protect communities from crime which
resulted to arrest of Five (5) most wanted persons [MWP], National Level and twelve
(12) in Regional Level with the total of Php 7.2 M bounty. Likewise, Fifty (50) MWP
without reward were arrested. On campaign against loose firearms, a total of 134
high powered firearms were confiscated. 87 persons arrested and 63 cases were
filed in court. On anti-illegal drugs campaign, a total of Php 990,470.00 worth of
illegal drugs were confiscated including the uprooting of 5,180 pieces of fully grown
MJ Plants, 33 persons were arrested and 12 cases were filed in court. Seven (7)
persons were arrested on as a result on anti-carnapping efforts.
Indeed, this PRO humbly presents our C, PNP’s Tour of Duty Accomplishments
Report for CY 2nd Semester 2010 and 1st Semester 2011 with the vision of continuous
support and adhered the Chief, PNP policies and guidelines.

II. The Eight Foundation Initiatives
Doing and Training in the Basics
o Individual Training Program.
• Courses for Logistical Management, Cyber Awareness, Interdicting Terrorist Activities and Vital Infrastructure Security were launched to
enhance uniformed
personnel.
A total of 322 personnel of this PRO presently undergo
schooling and the mandatory training of PSOBC, PSSLC,
and PSJLC.
o Unit Training Program
In-Service and Job Enhancement
Trainings/Seminars both Programmed and
Unprogrammed was conducted by this PRO to
include ISO related course:
• Barangay Tanod Seminar, this
PRO conducted three (3) seminars including training
enhancement program for the utilization of the
Barangay Tanods.
• Job Enhancement Training, a
total 53 PNP personnel were participated in the
conduct of Police Investigators Course (PIC), 105 in
Police Responders Course, 83 in Police Investigators
Refresher Course.
• Six (6) Batches of Basic Police Operations Course were conducted
by PPOs which participated by 175 PNP personnel. On CADET Program, two (2)
classes were conducted for CY 2010 attended by 31 personnel. There were 155 PNP
personnel who undergo Disaster Search and Rescue and Management Training.
• On Internal Security Operations (ISO). A total of 171 PNP Recruits
have successfully completed the PNP Modified Scout II Course, and two (2) classes of
Bomb Identification and Detection Seminar were conducted in the province of
Maguindanao and Basilan wherein a total of 100 PNP personnel participated.
• Firearms Proficiency. This PRO conducted Handgun Familiarization
and Precision Training held at PRO ARMM Headquarters on 01-03 June 2011
participated by three (3) PCOs and 47 PNCOs.

• Fifty (50) personnel participated in the Basic Shotgun Training held at this Headquarters on 15-17 June 2011. Moreover, Proficiency Training for the M16
rifle was also conducted last June 15-17, 2011.
• Moral Recovery Program. Seminar of Values Formation Orientation
were conducted in the province of Basilan PPOs participated by 50 personnel on
May 2-11, 2011.
• Seven (7) Days Municipal Police Stations Unit Training was
conducted by the RSTU participated by the 27 PNP personnel of Barira MPS,
Maguindanao PPO held at RSTU Building, Parang, Maguindanao for the period of
March 15-22, 2011.
• SWAT Training: Eleven (11) personnel participated in the Special
Weapons and Tactics (SWAT) Refresher Training for Mindanao PROS was conducted
for the duration of thirteen (13) days from February 4-17, 2011 held at Tambler,
General Santos City, PRO 12.
• Foreign Training Program
o In-Country Training- This PRO sent PCI ALBERT BAROT
to attend the 2nd National Educator’s Congress on Human Rights Education (HRE)
held at Philippine International Convention Center, Quezon City on April 27-29, 2011
o Foreign Country Training. This PRO sent PSSUPT
SHEPARD R REYES, Acting RID to undergo a five (5) days intensive training workshop
on “ Hostage and Crisis Negotiation at Amara Hotel, Singapore on July 18-22, 2011.
Procurement Review
• Construction of
Model Police Station. For the period, the
construction of Six (6) Model Police Stations
were completed and two (2) were on-going.
o Management of Resources.
• Establishment of PNP Motor pool. Continuous
constructions and rehabilitation of PNP PRO ARMM Motor Pool for its operational
effectiveness.
• Accounting of Mobility Assets. A total 333 issued
mobility assets and 25 sets for Beyond Economic Repair (BER)
.

• Implementation of ENERCON. PRO ARMM adopts and
implements strict measures that will negate the wastage and pilferage of power
resources.
Equipage.
� Mobility Equipment.
A total of 28 units of Toyota Hi-Lux D4D, two
(2) units of Innova, three (3) units 200R
Motorcycle and 10 unit motorized Bangka
were received by this PRO and distributed
down to PPOs.
� Fire power. A total
of 1,362 Assorted High powered firearms
received for the period.
� Communication
Equipment. 353 Assorted radio
communications were received.
� Intelligence and
Investigative Equipment. 118 units of assorted
police equipment were received.
� IT Equipment. 33
units of assorted IT equipment were received
and distributed to PPOs.
o Systems Improvement. Six (6) units of computer machines
have been received by this PRO and were distributed to the PPOS to the designated
provincial SAO
Police Community Partnership.

Recently, PRO ARMM celebrated
the 10th Police Service Anniversary and
Independence Day. This PRO also sent personnel
to participate in clean-up drives along the coast
areas in partnership with LGUs, other Government
Agencies and NGOs.

III. Operational Imperatives
o Police Integrated Patrol System (PIPS). This PRO undertook PIPS
through intensified law enforcement operations, aggressive foot and mobile patrols
in coordination with other law enforcement agencies.
o Likewise, this PRO established six (6) Joint Peace and Security Coordinating Center to maintain 24/7 checkpoint operations to address the peace
and security of the region and province.
o Service of Warrant of Arrest- A total of 104 Warrant of Arrest
received and 85 was served reflected with the 81.73 arrest rate.
o Neutralization of Wanted Person with Warrant of Arrest- PRO ARMM
recorded 118 Wanted Persons covered with Warrant of Arrest and 68 of which were
arrested, reflected a 51.69% arrest rate while 48% or 57, are still subject for manhunt
operations
o Neutralization of Wanted Person without Warrant of Arrest, Forty
eight (48) persons were arrested without Warrant of Arrest
• Police Visibility- this PRO on its intensified efforts
against street crimes were conducted Police Integrated Patrol System to the
identified crime prone areas. No reported incident on street crimes for the period.
- This PRO spent 14,843,116 man hours in conducting day
and night mobile and foot patrol. 40 persons were arrested during the checkpoint
operations for illegal possession of firearms and 9 persons were arrested on
seaborned patrol operations.
• Campaign against Top Most Wanted Persons with
Head Prize - This office arrested five (5) most wanted persons, National Level and
twelve (12) in regional level. A total of Php 7.2 M bounty for their arrest.
• Campaign against Loose Firearms – A total of 134
assorted high powered firearms were confiscated. 87 persons were arrested and 63
cases were filed in court.
