Gasoline Supply Chain Responsible for ComplianceProducers .. Refiners .. Blenders .. Suppliers .. Transporters .. Terminals .. Storage
1) ULSG is an acronym for Ultra Low Sulfur in Gasoline.
2) The Tier 3 Ruling reduces allowed sulfur concentrations in gasoline from an average of 30 mg/kg to an average of 10 mg/kg beginning in 2017.
3) Refiners, importers and biofuel blenders of gasoline will be required to perform sulfur analysis at these ultra-low levels to report compliance throughout the supply chain.
4) The Ruling also enacted use of a PBMS (Performance Based Measurement System) approach to allow reporting laboratories new flexibility regarding the sulfur test method they may use.
5) Use of a consensus group (e.g. ASTM) standardized test method (e.g. ASTM D7220) and mandatory quality control practices validate adequate measurement quality.
5 Things to Know About the USA EPA Tier 3 Ruling for ULSG

ASTM D7220 Method Complies with PBMS Requirements
The recently revised ASTM D7220 Sulfur Test Method, initially used for EPA’s 2006 Diesel Ruling which reduced allowed sulfur concentration down to 15PPM, can also be utilized to meet EPA’s Tier 3 Ruling.

5 Things to Know About ASTM D7220-12 for Sulfur Testing
1) It is a standard test method for sulfur in automotive, heating & jet fuels using monochromatic Energy Dispersive X-ray Fluorescence (EDXRF) Spectrometry.
2) A monochromatic X-ray beam improves EDXRF detection limits of sulfur by producing a focused energy excitation for sulfur while reducing interfering signals from the x-ray tube background as well as other elements in the sample.
3) It has a sulfur determination range of 3-942 mg/kg sulfur with a Pooled Limit of Quantification (PLOQ) of 3 mg/kg sulfur, well below the Tier 3 average allowable limit of 10 mg/kg.
4) Its expansive analysis range for sulfur concentration in fuel is applicable to a variety of fuel types: gasoline, oxygen enriched gasoline (RFG), diesel, diesel/biodiesel blends containing up to 50% by volume biodiesel, kerosene, jet fuel, jet fuel/biodiesel blends containing up to 5% by volume biodiesel, and #2 home heating oil.
5) An EDXRF Spectrometer that meets ASTM D7220-12’s is commercially available.
