• 1990: Established Joint Venture to develop Municipal Reference Model and Engineering Database
• 1992: JV Awards RFP to develop and administer MRM program to Chartwell IRM
• 1995-2000: MRM successfully marketed by Chartwell to other Canadian, US and overseas municipalities

Why MRM Version 2?
MRM Version 1 has outlived its day! Governance has fallen away Tool is outdated and no longer supported Vocabulary needs to be updated and aligned with PSRM
and GSRM Framework can be enhanced with concepts from PSRM and
GSRM Catalogue of standard municipal programs and services
needs to be updated No central repository of instances contributed by previous
participants Opportunities for publishing and sharing information using
current (web) technologies Pan-Canadian Standard emerging. Municipalities need
to be part of it.

Expand and update list of programs, services, etc. to reflect today’s municipal realities; significantly expand components and attributes (e.g. service measures); incorporate “instances” from users for comparison; include documented best practices
Standard Informal recognition among participating municipalities
Need to promote as formal standard for Canadian municipalities – e.g. through FCM, AMO, OMBI, CAOs, etc.
Need to align and work with other standards (e.g. GSRM, PSRM, Human Services Taxonomy) as be part of Pan-Canadian standard.
