Roots for Pan-Canadian Standard

• MRM adapted by Province of Ontario as Public Service Reference Model (PSRM)

Province of Ontario version managed by MGS Incorporated into a comprehensive enterprise architecture (EA) program Used for developing business architecture, business process models, business

designs, etc.

MRM adapted by Government of Canada as Governments of Canada Strategic Reference Model (GSRM)

Federal government version managed by TBS Incorporated into Business Transformation Enablement Program (BTEP) Applied GSRM/BTEP to multi-jurisdictional service delivery initiatives

BizPaL, Seniors Portal, Services for Youth Invited to propose the standard to UN/CEFACT

xRMs can become component of “common business language” for governments in Canada

Why MRM Version 2?

MRM Version 1 has outlived its day! Governance has fallen away Tool is outdated and no longer supported Vocabulary needs to be updated and aligned with PSRM

and GSRM Framework can be enhanced with concepts from PSRM and

GSRM Catalogue of standard municipal programs and services

needs to be updated No central repository of instances contributed by previous

participants Opportunities for publishing and sharing information using

current (web) technologies Pan-Canadian Standard emerging. Municipalities need

to be part of it.

MRMv2 Enhancements

MRMv1 MRMv2

Governance Dormant – MISA Ontario, Joint Venture dissolved

Re-instate under lead of MISA/ASIM Canada,

Consider ICCS to host repository

Eventual pan-Canadian governance

Vocabulary Limited number of terms (program, service, etc.)

Significant expansion of terms, update and align definitions with PSRM, GSRM

Framework Limited components and linkages

Expand and incorporate enhancements from PSRM, GSRM – e.g. service types, PSAM, SIAM, etc.

Tool Simple database (ZIM), no longer supported

Robust, web-based, current technology

Methodology Limited guidance on how to use the tool; focus on IT Strategic Planning, software specifications

Major expansion - focus on business uses; adapt (with permission) from manuals developed for PSRM, GSRM and BTEP; include inter-jurisdictional collaboration

Page 20: December 17, 2007

- 20 -

MRMv2 Enhancements

MRMv1 MRMv2

Repository Sample/generic catalogue of programs, services, etc.; limited attributes provided for each. No centralized repository of “instances” from each municipality using MRM. No best practices.

Expand and update list of programs, services, etc. to reflect today’s municipal realities; significantly expand components and attributes (e.g. service measures); incorporate “instances” from users for comparison; include documented best practices

Standard Informal recognition among participating municipalities

Need to promote as formal standard for Canadian municipalities – e.g. through FCM, AMO, OMBI, CAOs, etc.

Need to align and work with other standards (e.g. GSRM, PSRM, Human Services Taxonomy) as be part of Pan-Canadian standard.

MRM V2 – Best Practice Model(s)

Best Practice Model(s) Features:

Contains selected, approved content that may typically originate in an established source, such as ISO, American Water Works Association, OMBI, etc.)

Best practice material is adjusted to conform to the MRM Meta-Model standards (e.g. OMBI performance metric is linked to a Program or Service or a Process) and loaded into a Best Practice Model
