ASA 2013 FALL MEETING TO BE HELD
SEPTEMBER 9
The ASA 2013 Fall Meeting will be held on September 9
at the Key Bridge Marriott in Arlington, Virginia. The
meeting will be held from 8:30 a.m. to 5:00 p.m., with a
cocktail reception at 5:30 p.m. An agenda will be sent
to members closer to the meeting. The meeting will be
followed on Tuesday, September 10 by the opening of
the National Salvage Conference in the same location.

Salvage Conference & Expo, jointly produced by ASA
and Marine Log, which will be held September 10‐12 at
the Key Bridge Marriott located at 1401 Lee Highway,
Arlington, Virginia. The Marriott has set aside a block of
rooms for conference attendees at the rate of

MESSAGE FROM 2013 NATIONAL
MARITIME SALVAGE CONFERENCE &
EXPO CO‐CHAIRMAN
Dear Colleagues,
Our National Maritime Salvage Conference is just
around the corner and we need your help. This event
gives us a unique opportunity to showcase all of the
great things our people and our companies do for the
maritime industry, so we need to make the most of it.
This is our “party” and while we have an A‐Team fully
committed to the planning effort, your support is
required to make this event a total success. All of us
need to promote attendance by spreading the word to
all sectors of the market, including colleagues, vendors,
but most importantly clients. Take advantage of the
opportunities to sponsor and be a tabletop exhibitor,
for these will afford you substantial return on your
investment. Beyond serving as a great business
interaction forum, a successful National Maritime
Salvage Conference & Expo will generate much needed
revenue to help the ASA reach its financial goals faster
and minimize the need for increased member dues.

ASA COMMITTEE NEWS
ASA Training Committee
The Training Committee just completed a successful
ASA Marine Salvage course with the Panama Canal
Authority on June 26 and 27, 2013. The ASA instructors
were Jim Elliott with T&T Marine Salvage, Andy
Lawrence with Global Diving and Salvage, and Peter
Robinson with Resolve Marine Group. The course was
attended by 23 senior leaders from the Panama Canal
Authority.

In May, the Committee also conducted a course with
Coast Guard Sector Key West and a training session with
Sector St. Petersburg.
ASA Education Committee
The ASA Education Committee is busy with Science
Fair press releases and solicitation for technical
papers. We have begun receiving papers from High
School and Undergraduates for consideration.
The ASA Education Committee together with the North
American Marine Environmental Protection Association
(NAMEPA) is again conducting a special awards
competition for marine science projects conducted at
the high school and undergraduate college levels. This
initiative is intended to highlight the importance of
preserving the marine environment through the use of
sound environmental practices, to raise awareness of
the art and science of marine salvage, and to promote
careers in the salvage and maritime industries.
Experimental science or engineering projects involving
marine sciences that were conducted in 2013 at the
high school or undergraduate college level are eligible.
Projects should focus on one of the following broad
marine science areas: Marine environmental care,
marine engineering, ocean engineering, meteorology,
underwater robotics, air emissions from ships,
alternative fuel supplies for ships, oil and chemical spill
remediation, offshore well control, diving systems,
marine biology, marine ecosystems, marine
microorganisms, ship design, ship breaking, recovery of
sunken ships, cargo, fuel or pollutants, other marine
salvage related or marine environmental projects.
Project abstracts of 300 words or less and a technical
paper describing the project will be accepted until
September 15, 2013. Winners will be notified on or

before October 15, 2013. 1st, 2nd and 3rd place winners
will be recognized. Additional “special recognition”
awards may be presented dependent upon
submissions. First prize winners will be invited to
receive their awards at an industry event of the ASA and
NAMEPA in the fall of 2013. For additional information

ASA Technical Committee
The Technical Committee is planning to assist with the
September National Marine Salvage Conference. You
will or should have received information on the
conference. Your participation is important to fill out
the sessions and to assist with raising the level of
technical discourse. We will also be asking Corporate
Associate and Individual Associate members to help
sponsor various events surrounding the conference.

ASA Legal Committee
The ASA Legal Committee reports that the U.S. Office of
Management and Budget (OMB) review of the non‐tank
vessel response plans requirements rulemaking has
been extended. You can follow its status at
www.reginfo.gov (DHS final rules). (Click on the green
pie chart slice (final rules), and then click on the purple
DHS bar on the next page, and read the list below.
When it does become final, you will be able to find it in
the Federal Register under Coast Guard at
www.gpo.gov/fdsys.
RESPONDER IMMUNITY UPDATE
The Responder Immunity Coalition continues to push
for legislation. The coalition has been working with the
House Coast Guard and Maritime Transportation
Subcommittee and the Committee on Transportation
and Infrastructure to achieve this. Congress is back in
session as of July 8 and will be in session continuously
until August 2 so the coalition will be working to get the
bill introduced ASAP.
In addition, TITAN Salvage has committed to make a
financial contribution of $5,000 to the Responder
Immunity Coalition via the ASA to support the
continuing effort to secure enhanced responder
immunity.
International Oil Spill Conference
2014 Set for May in Savannah
The 2014 International Oil Spill Conference (IOSC) will
be held May 5‐8, 2014 in Savannah, GA. The
conference, which is held every three years, provides a
vital forum for professionals from the international
response community, private sector, government, and
non‐governmental organizations to come together to
tackle the greatest challenges facing us with sound
science, practical innovation, social engineering and
imagination.

There are 38 fields for technical papers and poster
board presentations. ASA encourages experienced,
knowledgeable people to volunteer as technical paper
reviewers. At least three reviewers are needed for
each category.
The IOSC Planning Committee will gather in
Washington, DC in July or August 2013 to build the
program. Any member who would like to volunteer as
