World Bank’s Mission on Innovation Support in Kyiv
April, 25, the IT Committee met the World Bank team, which supports the
Ukrainian government with innovation policy reform to inform the World Banks’swider diagnostics exercise of the Ukrainian innovation and entrepreneurship (I&E)ecosystem.
What for?
By performing the I&E ecosystem diagnostics the team seeks to assess the statusof R&D, innovation and entrepreneurship policies, the research governancesystem, market and business environment, availability of risk and traditionalfinance, access to qualified human capital and reliable infrastructure in thecountry as well as the potential for Ukrainian firms to innovate and grow. The goalis to identify constraints and pain points in the above areas. The team will use thediagnostics to determine specific areas of support and interventions that couldalleviate some of the growth constraints and improve the entrepreneurial andinnovation ecosystem.
IT is High on the Agenda at the Ministry of Finance
April, 26. Export IT continues the dialogue with the Ministry of Finance in search ofsolutions that will allow preserving the competitive advantages of IT companies,developing and retaining human capital in Ukraine and ensuring a steady increasein tax revenues to the budget. A series of working meetings was organized by theIT Committee of the European Business Association.
On Wednesday, April 26, during the meeting of representatives of the export ITindustry and the Ministry of Finance's team on tax reform, led by the advisor tothe Minister of Finance Jana Bugrimova. The proposals of the IT industryconcerning the approaches and criteria for the administration of the third group ofthe simplified taxation system were discussed.

"Sharp changes in tax rates and fiscal rules in the PE system are unacceptable,since they will lead to irreversible consequences for IT companies and stop thegrowth of this segment of the Ukrainian economy," explained the IT committeerepresentatives. The Ministry of Finance representatives recognized theimportance of the IT industry for the Ukrainian economy, primarily in terms ofgrowth in foreign exchange earnings. Proposals of the meeting participants arefixed. The search and development of a compromise solution continues.
