    Section 1- Introduction on the project

    1. Target of the project and project location - Rehabilitating, upgrading and expanding the rural distribution power networks, meeting

    the electrical demand for socio-economic development in the rural areas.

    - Improving the reliability and quality of the power networks, reducing the distribution

    losses and rural electric cost, improving the business efficiency

    - The project is constructed in 35 communes of Thai Binh province. Including district of

    Dong Hung, Hung Ha, Thai Thuy, Kien Xuong, Quynh Phu, Tien Hai and Vu Thu.

    2. Capital sources of project

    - WB loan: WB loan is used to buy equipments, materials and construction works

    - National counter-part loan is used to pay the cost of project management and other cost

    for following works: preparing investment stage, implementing investment stage,

    finishing construction stage and exploring project, paying tax, ensurance, compensation

    cost and cost for clearance site.

    - Investor is Thai Binh PPC will sign to borrow loan ofWB, implement invesment and

    manage assets after investing and explore construction.

    3. Scope of Project

    - New construction of 0.4 KV Low Voltage TIL: 54.780 km

    - Rehabilitation of 0.4 KV Low Voltage TIL: 559.778 km

    - New construction of electricity meter: 69,204 set

    2. Detailed implementations schedule

    The construction process start in second quarter of2012 and completion in forth quarter of2012. There are some activities carrying out in construction process such as:

    - Investigation in proposed location of poles, LV line, verifying preliminary impacts, selecting location where possible to minimize negative impacts

    - Making list of potential project affected households, community consultation to disclose information about the project, agreement on compensation alternative

    - Compensation and site clearance

    - Organizing bidding for construction, equipment procurement, contract award to contractor

    - The awarded contract shall implement construction in following steps:

    - Excavating the overburden layer, location of foundation poles ...

    - Constructing temporary worker camp, office camp, warehouse for material

    - Constructing access road for transporting material of construction

    - Dig foundation holes, pour concrete, pull up tower, and install insu lated porcelain string .....

    - Spread and pull wire to pole.

    - Depending on proposed schedule, requirement of construction the contractor shall furnish vehicle to excavate the overburden layer and prepare the construction site. 10 ton cranes serving the installation of centrifugal co ncrete poles. Some of truck transport material and other manual transportation means, portable compactor, etc ...

    - It is proposed that is about 50 workers shall be needed during construction period.

    -At the same time there are 7 construction camps built in the pulic land area of seven CPCs in project area.

    4. Natural condition and socio-economic situation of project area.

    4.1 Geography and social characteristic

    Thai Binh is a coastal eastern province in the Red River Delta region of northern

    Vietnam. It is about 18 km from Nam Dinh, 70 km from Haiphong, and 110 km from Hanoi. Thai Binh has the natural area of 1,567.4 km2 with total population is 1,786,300 people. The average population density 1,140 personlk.m2

    Thai Binh is divided into one city (Thai Binh city) and seven districts:

    Dong Hung, Hung Ha, KiBn Xuang, QuYnh Ph\l, Thtd Th\lY, Ti~n Hm, Vii Thu.

    4.1.1 District Dong Htmg Dong Hung district locate in center of Thai Binh province. The east borders Thai

    Th\lY district, the North borders Quynh Ph\l district, the west and Northeastern borders

    Hung Ha district, the Southwestern borders Vii Thu district, center of the south border

    Thai Binh city, the southeastern borders Ki6n Xuang district. Tra Ly river is run along

    south boundary of Vii Thu and KiBn Xuang districts. Natural area of Dong Hung district

    is 198 km2, all area is plain. There are a dense network of small rivers rising from two biger rivers of LUQc river and Tcl Ly river and supply water for Diem HQ river. The

    biggest river is Tien Hung river which run through Dong Hung town.

    Population of Dong Hung district is 257,144 people.

    Dong Hung is the homeland of hat cheo, a traditional Vietnamese music genre and

    water puppet. The district is also well known for Cay cake.

    1. Dong Xa commune Dong Xa is located in the northeastern of Dong Hung district, next to northern bank

    ofTien Hung river.

    The South borders Dong Kinh, Dong Giang and Dong Ha communes.

    The West borders Dong La and Dong San communes;

    The North borders Dong Phuang communes.

    2. Dong Vinh commune

    Dong Vinh commune is located in southeastern of Dong Hung district, right bank

    of Tien Hung river.

    The East border Dong Tan and Dong Phong communes.

    The south borders Dong A and Dong Hoang communes. The west borders Dong Xuan and Dong DQng communes.

    The North borders Dong Ha, Dong Giang and Dong Kinh communes.

    Hgp Ti~n commune is located in Dong Hung district, next to southern bank ofTien

    Hung river.

    4. Dong La commune

    Dong La commune locate in northern of Dong Hung district, northern bank ofTien

    Hung river.

    5. Dong Kinh commune

    Dong Kinh commune locate in eastern of Dong Hung district.

    The west borders Dong Giang commune, Dong Hung district;

    6. Commune Dong Phuong

    Commune Dong Phuang locate in northern of Dong Hung district.

    Commune Dong Huy locate in Southeastern of Dong Hung district.

    4.1.2 pistrict HU'llg Ha Hung Ha district is a plain district locating in Northwestern of Thai Binh province

    with the natural area of 200.2 lan2• Hung Ha borders with Dong Hung district (the

    southeastern), Vii Thu district (the south), Qu)rnh Ph\l district (theNortheastern) and Tien

    Lfr, Phil Cir districts of Hung Yen province( the Southwestern), Ly Nhan district ofHa

    Nam province (the southwestern).Hung Ha district has 3 directions bordering Hong river

    (the west) and two branches of Hong river are LUQc river (the north) and Tra Ly river (the

    south). Tien Hlffig river, supplied water from LUQc river, run through this district as

    direction of northwestern - southeastern. In addition, there is a dense network of small

    rivers, small canals connecting with HAng, LUQc and Tra Ly river.

    4.1.7. Vii ThO' District

    Vii Thu district locate in the west of Thai Binh province. The north and southeastern borders Hung Ha and Dong Hung districts. The west and south borders Nam

    Dinh province. The east borders Thai Hinh city and Kien Xucrng district. The national

    road NolO run through district.

    Vii Thu district has natural area of 195.1618 km2 and population of224,832 people. 35. Tan Hoil commune

    The south borders Quang Minh and Phil Xuan communes

    4.2 Climate Communes under this project are in area of tropical monsoon climate. - Annual average temperature is 22.8°C. Average temperature in winter is 19.8°C, and average temperature in summer is 27.9°C. - Annual average rain full is 2.128mm. The rain season is from April to October. - Annual average humidity is 85%.

    4.3 Traffic

    Traffic in communes under project is easy. Communes have asphalted road or provincial road gone through centre of commune. The National road of 10th goes through Thai Binh province.

    5. Nature reserve area, sensitive area, cultural asset, historical statue, temple and pagoda in project area.

    There are two protected areas in Birdlife international protection zoning of Thai Binh

    province. The area is the mangrove areas, which abuts the Thai Thuy district, Tien Hai

    district to the sea (see map of protected areas existing and proposed Thai Binh province).

    The project sites is located away from these areas. So there are no impact to protected

    area in project area.

    Section 3 - Legal Framework

    1. Vietnamese Regulations and Laws

    The Environment Law of The Socialist Republic of Vietnam issued at decision N° S21200S/QHll issued on December 29th, 200S and come into effect on July 1st, 2006.

    Decree N° 80/2006/ND-CP dated August 9th, 2006 of Vietnamese Government on detail regulations and guidance on the implementation of some Articles of The Environment Law.

    Impact description - Several roads in some communes are built from long time ago, so the

    works of transporting materials (such as equipment, poles, concrete, sand,

    stone ... ) with big density will make thes~ road degrade.

    There are some storehouses and grounds need to be built temporary in order to contain materials and equipment. Construction camp will be built for workers. Construction camp and materials storehouses can affect the health and safety of local inhabitants and workers by the unsafe keeping of

    construction materials and equipments.
