Subject: EXPRESSIONS OF INTEREST FOR JOINT VENTUREPROJECTS WITH FEDERAL GOVERNMENT EMPLOYEESHOUSING FOUNDATION, ISLAMABAD.
In pursuance to decision taken in 110lh meeti":lg of Executive
Committee held on 25.02.2010, the Expression of Interest for Joint Venture were. . -- . ".. . . .'
invited through press on ih & 8th March, 2010 as well as 6n\~PRA website for - ..
Joint Venture in Islamabad, Provincial Capitals and"other maJor cities / towns.. ,
The last date for submission of proposals of joint venture was' 15.04.2010 (copy
of the advertisement is enclosed at Annex-I). In response thereof 38 proposals'..
were received out of which 03 proposals were submitted after due date.
Summary of the proposals received is attached at (Annex-II).
2. Chief Executive of Federal Government Employees Housing
Foundation"1 Secretary, Ministry of Housing & Works constituted an evaluation
committee (EC) comprising of the following for evaluation of the proposals: -
i) Director General, Housing Foundation (Chairman)ii) Joint Engineering Advisor, Mlo Housing and Worksiii) Director (Finance), Housing Foundationiv) Director (Technical), Housing Foundationv) Project Director (JVPs), Housing Foundationvi) Deputy Director (Imp!. & Sector of HF), COA
3. First meeting of the evaluation committee (EC) was held on
30.04.2010 to decide & formulate criteria for evaluation of the proposals. The
Committee after due deliberation finalized separate evaluation criteria for

proposals submitted on or before due date will only be considered for evaluation .
the missing details and deficient documents by 07.05.2010 in the light of theadvertisement for Expression of Interest.
4. The EC in its subsequent meetings held on 10.05.2010 and
12.05.2010 examined and evaluated the proposals submitted by the firms in the
light of criteria finalized in its first meeting. The committee was of considerate
opinion that final evaluation can only be done if complete informations asked for
in Expression of Interest are furnished by the participants especiallY.the structure
of the Joint Venture alongwith terms and conditions of the' part'1ership, owners.hip
details etc. It was, therefore, decided that all firms be requested to provide the
deficient informations by 17.05.2010. However, the proposals w.ereevaluated on
the basis of the information provided. The information providecf by 22 firms was
incorporated in the evaluation as per the decided criteria. The comparative chart "
I evaluation report on the basis of further information re~eived by 19-05-2010 is ..enclosed at (Annex-V).
5. It is stated that three proposals (Annex-VI) have not been evaluated
due to late submission. The first advertisement of Expression of Interest
contaioed. no deadline for submission of proposals. However, as per advice of
Public Procurement Regulatory Authority (Annex-VII) closing date of 15th April,
2010 was published in the press. Executive Committee may like to decide aboutthe consideration of these proposals or otherwise.
6. In view of above, and the current financial resources of Housing
Foundation as well as the instant deman~ it is proposed that the proposals for
Joint Venture in r around Islamabad may be considered as first phase while the
proposal for other cities may be kept as datalresource base and considered infuture (Phase-II) on the basis of demand.

As per decision of the Executive Committee in its 110ttl meeting held on25.02.2010, the Expression of Interest for Joint Venture were invited through press andelectronic media. The last date of submission of proposals was 15.04.2010. In total 38proposals were received in which three proposals were received after due date. ChiefExecutive, Federal Government Employees Housing Foundation I Secretary, Ministry ofHousing and Works constituted an evaluation committee comprising of the followingmembers for preliminary evaluation of the proposals submitted: -

The committee deliberated upon the proposals and evaluated them as perthe available information. However, the committee was of considerate opinion thatcomplete evaluation can only be done once all information asked for in the Expression ofInterest are provided especially structure of Joint Venture with terms and conditions ofpartnership, ownership details etc. It was, therefore, decided that all firms will berequested to provide the deficient information by 17-05-2010 to proceed further. Theinformation received by 19-05-2010 was incorporated in the evaluation as per the criteriadevised in its first meeting. The synopses of the evaluated proposals are enclosed(Annex-III).

The 110th meeting of the Executive Committee I Board of Directors
of FGE Housing was held on 25-02-2010 at 11.00 a.m in the Committee Room of
Federal Government Employees Housing Foundation, Islamabad. The meeting
was chaired by Raja Muhammad Abbas, Secretary I Chi~f .Executive FGE
Housing Foundation, Islamabad. The list of participants is annexed.

5. The minutes of 109th meeting of the Board of Director held on
10-12-2009, were placed before the Executive Committee. The Executive
Committee unanimously approved I confirmed the minutes of the 109th Executive
meeting.
Item NO.2: EXPRESSIONS OF INTEREST FOR JOINT VENTUREPROJECTS
6. D.G (HF) presented before the Executive Committee the

Foundation. DG presented the salient features of each of the
proposals. The Chief Executive and Financial Advisor (Works) inquired whether

not as required under PPRA rules for calling such proposals. DG explained that

received, were evaluated on various parameters and were placed before the
Executive Committee. As such these were not called through advertisement in
press. The Chief Executive advised that in such an instance, the procedure
adopted by the PHA can serve as guidance. The Joint Secretary,. Cabinet also
pointed out that the National Assembly Standing Committee has als!Jgiven clear
directions regarding observance of PPRA rules and advertisement, for open
Competition in all such matters. The Executive Committee therefore, decided to
proceed as per the PPRA rules and call for expressions ci inferes~ fo~,Joint

Item NO.3 WAIVER OF OUTSTANDING DUES IN RIO FLAT ALLOTTED TOSHAHEED SHAFIQ AHMED KHAN, MPA, BALUCHISTAN,(MINISTER FOR EDUCATION}
7. .Director General, HF presented the case of waiver of outstanding
dues in respect of Shafiq Ahmed Khan, (Shaheed) regarding his allotment C.Type apartment. The request which was received through an application from his
brother handed over by the Prime Minister personally to the Minister for Housing

8. DG (HF) presented before the Executive Committee the minutes of
two hardship quota Suf)-Committee meetings held on 16-12-2009 and 04-02-
2010, respectively. Financial Advisor (Works) expressed his reservations on the
absence of adoption for criteria in the recommendations of meeting of the
Hardship Sub-Committee. He also pointed out that the explicit hardship criteria
has already been laid down in the brochure of Phase-IV which needs review for
consideration of the current requests. The Chief Executive agreed. that if a criteria
is given for a scheme, then it should be observed and if certain micro-parameters.
are to be set within the given criteria, refined criteria should be established .... ..
9. The Chief Executive enquired about the 'cases. of the widows
recommended by the Hardship Sub-Committee. Tlie C'lief Executive was
apprised that the Hardship Sub-Committee has recommerjcedaround 18 cases
of widows for allotment in respective categories subject to' availability of plot.

Hardship Sub-Committee in these two meetings stand approved while other
cases should be re-evaluated and prioritized before submission to Executive
Committee in next meeting.
11. '. "';". JEA, M/o Housing & Works referred to his own case and offered
that 4 marlas of land may be deducted from the plot offered to him as Member,
Executive Committee. He further apprised that a small plot was allotted to him a
long time ago under Prime Minister's Special Package. All the members opined
that there is no need to reduce the size of present plot in lieu of the earlier
benefit. It was, therefore, decided that JEA should deposit the dues/cost of the
plot offered to him in the capacity of Member, Executive Committee within the
allowed time period.

Northern Areas were not eligible in either of the categories. It was therefore,
decided by the Executive Committee to consider the members of the Court of

Item NO.6: ALLOTMENT OF PLOTS TO WIDOWS
13. DG (HF) presented the case of Ms. Shamim Akhter Wlo Masood ul
Hassan (late) being allottee of the cat-III Phase-IV. As the Wi~ow had already
been issued the allotment of plot, the Executive Committee .ag'te~d that once the
benefIt has been given to the widow, it should not be taken back. Therefore, the
allotment may not be can<;.elled.
Item NO.7: CASE OF EMPLOYEES OF PAKISTAN RAILWAYS
14. DG (HF) apprised the Executive Committee about the decision of
the Supreme Court dated 01-01-2010 regarding the appeals of the employees of
Pakistan Railways for consideration of their status at par with other Federal
Government Servants in the Phase-IV of the Housing Foundation Scheme. The
Chief Ex.ecutive sought the clarification regarding the date of declaration of the
status. of Railways employees being that of Sub-ordinate office. The Director
(Estate) explained about the notification by the Establishment Division on 15-09-
2009 declaring the Railways employees establishment as the Sub-ordinate office
since their Establishment. The Executive Committee decided to refer the matter
to the Law Division for advice and clarification.
Item NO.8: GIFT TRANSFER OF PLOTS I APARTMENT
15. DG (HF) explained that under the current provisions, the Gift title
transfer of plots can only be made to Parents, Real children and Spouse. Now
the current proposal seeks that real brothers and sisters should also to be
considered for gift title transfer through gift deed I declaration .Financial Advisor

Schemes to be launched by the Housing Foundation under the Membership
Drive Scheme, 10% quota has been reserved for the emp'loyees of the
Autonomous bodies as approved by the Prime Minister of Pakistan. As specific

and 2% for retired employees of autonomous bodies.

while for the balance 4 plots, the Masajid committee had made
recommendations. The Chief Executive inquired about the past practice as well

Item NO.13: CASE OF MR. HAFEEZ UR REHMAN
20. DG(HF) explained the case of Mr. Hafeez ur Rehman who had
appli~dfor a Cat-II plot in Phase-IV but his case did not mature based on his..
date of birth. Later on the Establishment Division promoted the officer in 8S-20
with retrospective effect/date i.e June 2002 which placed the officer in eligible
category for Cat-I plot before the Phase-IV scheme cut off date. Therefore, the
Executive Committee approved the allotment of Cat-I plot to Mr. Hafeez ur
Rehman in Phase-IV subject to availability of plot.

Committee Audited Accounts of the Federal Government Employees Housing
Foundation for the period from 2002-03 to 2005-06 (Four Years)'. He explained
that owing to some procedural and attitude problems the progress and interest.
towards preparation and Audit of Accounts was lacking. HOweWerthe present
team took the initiative and challenge and has successfully completed the task till
financial year ending june 2006. The annual report in this year presented by the" .MIs S.M Sohail & Co, was, therefore, presented before the Executive Committee
for approval for presentation in the AGM for approval, for which at least 21 days
notice is mam;tatory as per Companies Ordinance 1984. The Executive
Committee I Board of Directors approved the presented proposal as per Item for
placement of Audited Accounts from 2002-03 to 2005-06 before the AGM after
issuance of 21 days mandatory notice.

25. Director (Estate), Housing Foundation presented before the
Executive Committee the case of defaulters of Regi Lalma Township, Peshawar.
He explained that Housing Foundation has paid the full dues of the plots allotted
to the Federal Government servants in the PDA Regi Lalma Township while
Housing Foundation is not receiving the due amount from the allottees. He was
of the opinion to cancel the allotments of defaulters. In response to the query by
the Chief Executive, he told that plots in the subject scheme are yet to be
developed and handed over. The Chief Executive directed the Director (Finance)
