9.1 MeteorologicalComponent

1. TheCommitteetooknoteoftheMember’sactivitiesandmajorprogressandissuesinMeteorological Component in 2019 as reported byMembers at the 14th IWS.

2. The Committee reviewed the activities of Members in implementing the TCStrategic Plan and its annual operating plan in relation to MeteorologicalComponent during past year, details of which are presented in Appendix II.

3. TheCommitteetooknoteoftheoutcomesoftheWGMParallelSessionatthe14thIWS on 4-7 November 2019 (Appendix III).With the assistances of TCP/WMOand TCS and the strong support from all Members, WGM has successfullycompletedthetasksin2019withsignificantoutcomesasfollows:

a. WGMhasfulfilledalltheactionplans(5POPs,8AOPsand2PPs)in2019,whichwereendorsedatthe51stTCSession.

b. After the 51st TC Session in 2019, WGM has been carrying out manyactivitiesthatinvolvethecooperationamongMembersaswellasotherTCWGsandinternationalorganizations,whichinclude:

i. CoordinatedwiththeJapanMeteorologicalAgency(JMA)toorganize

thesecondWGMAnnualMeetinginTokyo,Japanfrom7to9October

2019.

ii. Coordinated with Korea Meteorological Administration (KMA) for

holdingatechnologytransferofTyphoonOperationSystem(TOS)to

Macao,Chinafrom16to17October2019.

iii. Coordinated with JMA for holding a technical meeting on regionalradarnetworkfrom13to15November2019withparticipantsfrom

Indonesia,Malaysia,Myanmar, the Philippines, Singapore, Thailand

andVietNam.

iv. CoordinatedwithChinaMeteorologicalAdministration(CMA)fortheInternationalTrainingCourseonTyphoonMonitoringandForecast

from11to21November2019.28trainees fromChina,HongKong,

China,Thailand,VietNam,Bangladesh,Myanmar,Maldives, andSri

Lankaattendedthetraining.

v. CoordinatedwithJMAfortheRSMCTokyoAttachmentTrainingfrom

18 to 29 November 2019 with nine forecasters from Bangladesh,

• TheNationalTyphoonCenter(NTC)ofKMAprovidedatraining

and research programmeonTyphoonOperation System (TOS)

andanalysisofsatelliteandradardatafrom20Mayto14June

2019. Two forecasters from the Philippine Atmospheric

Geophysical and Astronomical Services Administration

(PAGASA), National Center for Hydro-Meteorological

Forecasting(NCHMF)ofVietnamparticipatedinthisprogram.

• A scientist from USA, Prof. Kimberly Wood of the Mississippi

StateUniversity,visitedtheShanghaiTyphoonInstitute(STI)of

CMA as the visiting editor of the journal, Tropical Cyclone

ResearchandReview(TCRR),on24-29March2019.

• TheHongKongObservatory (HKO)offered the fellowshipona

topic entitled “Integrated Precipitation Estimator using Radar

andSatellite(IPERS)forTropicalCycloneRainfall(TC)Analysis

andNowcasting”in2019.AforecasterfromthePhilippineswill

participateinthefellowship. Tentatively,thefellowshipwillbe

conductedinthefirstquarterof2020.

ConclusionsofWGMInthebasisoftheinformationprovidedbyMembersandtherespectivecoordinatorof

the actions plan and based on the discussion during the 14th IWS, the following

conclusionswerereached:

a. Members have made important progress in the implementation of the TC

StrategicPlanduringtheyear2019.b. Membersmadesignificantprogressduring2019intropicalcyclonemonitoring

and communication systems, data assimilation and numerical weatherprediction systems, tropical cyclone forecast-aiding systems, and scientificunderstandingoftropicalcycloneactivities.

c. With the help of Tropical Cyclone Programme (TCP) of WMO and TyphoonCommittee Secretariat (TCS), and the absolute sincere cooperation of allMembers and the effective efforts of the WGM focal points, WGM hassuccessfullycompletedthetasksin2019.

d. Experts from other working groups of TC, TCP/WMO, TCS, RSMC-Tokyo, etc.have also provided assistances to accomplish the tasks of WGM over 2019,

namely the two WMO demonstration projects (TLFDP and TCEFP), visitingeditortoTCRReditorialoffice(Shanghai)andresearchfellowships.

e. The 2ndWGMAnnualMeetingwas held in Tokyo, Japan from 7 to 9 October2019(AnnexIIIofAppendixIII).MajorresultsofthemeetingwerereportedduringtheWGMparallelsessioninthe14thIWS.

f. Basedonthediscussionontheactionplansfor2020duringthe14thIWS,itwasconcludedtoadopttheactionplansasfollows:i. ThePOPitem1-5andAOPitem1-3,5-8willbecontinuedin2020.ii. TheAOPitem4willbeclosed.iii.ThePP1itemwillbecontinuedandmovedastheAOP4in2020.iv.ThePP2itemwillbecontinuedandmovedastheAOP9in2020.v. EstablishonenewPPitemrelatedtotheworkshopontyphoonforecastingtechniques andWGMproject progress review, as the cross-cutting projectbetweenWGMandTRCG,in2020.

g. The total budget proposed by WGM, which has been concurred at the AWGmeeting during the 14th IWS, for undertaking the actions plans (AOPs, POPsand PPs) in 2020 is US$44,000. In addition, the budget of US$12,000will beallocatedforanewcross-cuttingproject(PP1)betweenWGMandTRCG.

h. The complete WGM 2020 action plans (AOPs, POPs and PPs) including theactions, thesuccess indicators,coordinatorsandbudgetare listed inAnnexIIofAppendixIII.

RecommendationsofWGM

a. TorequestKMAtocontinueprovideseasonaltyphoonoutlookinformationforTCMemberswithverificationofsummerand falloutlookandperformanceof

thefourstatisticalanddynamicalmodels.

b. TorequestCMAtoencourageTCMemberstojointheCollaborativeDiscussion(CoDi)Forumforreal-timetyphoondiscussionandinformationexchange.

c. TorequestSTItopublishtheTCRRJournalonaquarterlybasisin2020,andtoimprovetheeditorialprocedureandJournal’sinfluence.

d. To request KMA to continue provide technology transfer of the TOS forinterestedMembers,andtopackagethemodulesfortransferinsteps.

e. To request STI to continue the evaluation of performance of tropical cycloneforecast inwesternNorthPacific in2020,andtocontinuethedevelopmentof

thenewTCforecastandverificationwebsite.

f. TorequestJMAtofurtherdeveloptropicalcyclonegenesisguidanceusingearly

DvorakAnalysis(EDA)andglobalensemble.

g. To request CMA to continue improving the TRAMS-V3.0 (Tropical RegionAtmospheric Model System) including model techniques, 4dvar data

rain-gauges.

i. To request JMA to support applicants to join the experimental regional radardata exchange in the future, and to share the progress with RA II/VWIGOS

radarprojectinSoutheastAsia.

j. ����TorequestJMAtocomposeauser’sguideonQPEamongJMA,MMDandTMD.k. To request JMA tohold follow-upmeetingupon receiptofprogress reporton

theproject(AOP3)fromparticipants.

l. To request JMA to add storm surge time series prediction upon request fromMembers.

resolution only around coastal regions will be increased and resources for

calculationarelargelysaved.

p. TorequestJMAtoworkonexpandingthestormsurgemodeldomainaswellasincreasing the number of multi-scenario prediction using whole members of

EnsemblePredictionSystem(EPS).

u. To request CMA to enlargemore Standard Dvorak Technique fixes back to 5yearsandtoincludemoreagenciesintoparallelanalysis.

v. TorequestCMAtoorganizeaseminarwithexperts fromCMA, JMA,KMAandHKO to facilitate better understanding of satellite sources and identify

challengesinnarrowingthegapsbetweenanalysisbydifferentauthorities.

1. Introduction

1.1 Accordingtothetermsofreference,WorkingGrouponMeteorology(WGM)istopromote cooperation among the Members of Typhoon Committee (TC) in the

implementation of activities under the Meteorological Component of the

Committee’s Strategic Plan with the aim to support the socio-economic

development process and enhance cooperation among the Members in all the

threecomponents.(TrainingandResearchareincorporatedaspartofthesethree

components.) Towards this end, the WGM is expected to advise and assist the

Committeein:

(a) Identifying priority issues and areas of cooperation in the MeteorologicalComponent;

(b) Promoting and facilitating the exchange of experiences and knowledge onlatestdevelopmentsandtechniquesrelatedtotheaboveissuesandareas;

(c) Coordinating and implementing priority activities and programmes of theCommitteeaimingatstrengtheningcapacityoftheMembersinmeteorology;

(d) MobilizingresourcestocarryoutpriorityactivitiesoftheCommitteerelatedtothemeteorologicalComponent;

(e) Reporting overall progress in the implementation of the meteorologycomponentoftheStrategicPlan;

(f) Recommending to the Committee priority areas, programmes and activitiesforcooperationinmeteorologicalresearchbyrelatedexpertsoftheMembers.

• The National Typhoon Center (NTC) of KMA provided a training and

researchprogrammeonTyphoonOperationSystem(TOS)andanalysis

of satellite and radar data from 20 May to 14 June 2019. Two

forecasters from the Philippine Atmospheric Geophysical and

Astronomical Services Administration (PAGASA), National Center for

Hydro-MeteorologicalForecasting(NCHMF)ofVietnamparticipatedin

thisprogram.

• A scientist from USA, Prof. Kimberly Wood of the Mississippi State

University,visitedtheShanghaiTyphoonInstitute(STI)ofCMAasthe

• The Hong Kong Observatory (HKO) offered the fellowship on a topic

• KMAcontinuestoprovidetheproductsoftyphoonseasonalpredictionforTC

Members.

• Summer and fall outlooks of typhoon seasonal activities are availablewith 4

differentstatisticalanddynamicalmodels.

2.2 POP2: Collaborative Discussion (CoDi) forum on TC analysis and forecast

• TropicalCycloneCollaborativeDiscussion(CoDi)Platformcanprovideinstant

and efficient onlinediscussions formembers’ users.Users can share analysis

andforecastproductsinformationthatfacilitateassessmentoftropicalcyclone

situations.

• Duringthistyphoonseason,expertsfromCMAandVNMHAhavealreadyused

CoDitobuildupinstantdiscussionforthetyphoonsMUN(1904)WIPHA(1907)

PODUL(1912). The forecast track, possible time of landfalling in Vietnam,

relatedrainfallandgalewindswerefullydiscussed.

• Members’typhoonforecastersareencouragedtousethisplatformforinstant

or real time online discussions or information exchange such as tropical

cycloneupgradeandlandfallinformation.

2.3 POP3: Tropical Cyclone Research and Review

• SinceitslaunchinFebruary2012,31issuesofTropicalCycloneResearchandReview(TCRR)were published, covering the topics of tropical cyclone (TC)intensity and structure,TC climatology, reviewofTC inhistory, operational

TC forecast verification, TC induced storm surge, flood or wave, and risk

management etc. Authors come from 16 different countries and regions,

two-thirdsofthemareinternationalauthors.Weinsistonstrictpeer-review

processtoensurethequalityofourjournal,andtwo-thirdsofthereviewers

arealsooverseasexperts.Allofthepublishedpapersareavailablefreelyfrom

thewebsite. Readers spread over 126 Countries, themost are from theUS,

accounting for 51%. The full-text download capacity from January to

includeshigh-quality,peer-reviewedpublicationsrepresentingbothregional

importance and emerging scientific fields not well-covered in more

establishedjournals.

• InordertohaveallthechairsfromeachWorkingGrouptoattendthemeeting,

the3rdTCRREditorialBoardMeetingwasheldadjointlywithAWGmeeting

on8Novemberduringthe14thIWS.

2.4 POP4: Transfer of the Technology of the Typhoon Operation System (TOS)

• Technologytransferhasbeenconductedsince2014uponMember’srequest.

• ThemainobjectivesaretotrainthetyphoonforecastersontheuseoftheTOS

and to provide follow-on technical assistance to Members on the

implementationofTOS.

• TechnologytransferhasbeenconductedtoMacaoMeteorologicaland

GeophysicalBureauinOctober2019.

2.5 POP5: Verification of tropical cyclone operational forecast

• Forecastsoftropicalcyclonetracksandintensityfromdeterministicguidance

andensemblesystemsin2018wereevaluatedandtheresultswerereported

to the 51st Session of Typhoon Committee (TC). Part of thework has been

submittedtoTropicalCycloneResearchandReview(TCRR).

• EstablishedanewTCforecastandverificationwebsitewithreal-timeforecast

andverification,post-seasonverificationandmodelproducts.

2.6 AOP1: Enhanced use of ensemble forecast

• Developmentwith combination of EDA results and Global EPS of European

CentreforMedium-RangeWeatherForecasts(ECMWF),UnitedKingdomMet

Office (UKMO), National Centers for Environmental Prediction (NCEP) and

JMAhas been in progress. JMA conducted a verification of tropical cyclone

(TC) genesis against the ratio of ensemble members predicting sustained

TC-likevortexwithdatafromTS1701toTY1918.JMAwillcontinueworking

ontuningforhigherhitrate.

• A probability-circle radii for operational TC track forecasts has been

improved.Thenewradiiareanaverageofapproximately20%smaller than

before and express situation-dependent forecast uncertainty more

appropriately.Statisticalverificationofthenewradiihasbeendonewithdata

in2019untilT1918andwillbedoneagainwiththeentireTCevents inthe

seasonbytheendofthisfiscalyear.

2.7 AOP2: Improve the performances and impacts of South China Sea typhoon model

• TRAMS-V3.0 was developed in 2019 with a 9km resolution. Comparison

betweenTRAMS-V3.0andV2.0wasperformedandV3.0performedgenerally

betterthanV2.0.

• Future plans in 2020 include improved model techniques, 4dvar data

assimilationaswellastyphoonensembleforecasting.

2.8 AOP3: Development of regional radar network

• JICA training for VNMHA on radar QC and QPE was conducted in the JMA

headquarterson8-9May,2019.

• FieldsurveyatafailedradarsiteinLaoPDRwasconductedbyWMOandJMA.

• The Guidelines for the Participation in Experimental Regional Radar

CompositeDataExchanges inSoutheastAsiawasdraftedamong Indonesian

AgencyforMeteorology,ClimatologyandGeophysics(BMKG),JMA,MMDand

TMD.

• TechnicalmeetingonaweatherradarnetworkforSoutheastAsiawillbeheld

inNovembertoorganizeknowledgeaboutpreviousactivitiesmainly.

2.9 AOP4: Assessment report on the impact of climate change on tropical cyclone in TC region

• DraftofthereportwasfinishedinSeptember2019.Itwasalreadycirculatedto

allTCMembersforcomments.

• Thereportisscheduledtobepublishedduring52ndTCSession,andthemajor

resultshavebeensubmittedtoTropicalCycloneResearchandReview(TCRR).

• ThisAOPwillbeclosedafter52ndTCSession.

2.10 AOP5: Storm surge watch scheme

• Verification of storm surge prediction (multi-scenario prediction) in 2018 is being done for stations where sea level observations are available in University of Hawaii Sea Level Center (UHSLC) data base. The results will be published in the Annual Report of RSMC Tokyo 2018.

• In February 2019, JMA started providing astronomical tides and storm tides for stations where harmonic constants of astronomical tides are not available. FES2014 (Finite Element Solution) was adopted as global ocean tide solution to calculate astronomical tides and storm tides for such stations.

2.11 AOP6: Contribution for the Experiment on Typhoon Intensity Change in Coastal Area (EXOTICCA-II)

• MorefieldcampaignswereconductedbyCMAandHKOin2019,includingfor

typhoons Wipha and Lekima. The demonstration research using the field

campaign observation data continued and focused on the study of intensity

andstructurechangeincoastalareatyphoons.

• New instrument suchasLIDARanddriftingbuoyswere setupbyCMAand

HKOforfuturefieldexperiments.

• The2ndJointWorkshopwithWWRP/WMOprojectswasheldinNanjingChina

in 2019. Technical presentations about the latest technologies and

experimentshavebeendeliveredaswellastheprogressreportofEXOTICCA

presentedbySTIandHKO.

2.12 AOP7: Enhancing Utilization of Himawari 8/9 Products

• TheprojecthasbeenmovedupfromPPtoAOPin2019.JMAandMMD

continuethejointdevelopmentfortheRDCAglobalcoefficient.

2.13 AOP8: Parallel analysis of satellite data in operational tropical cyclone

monitoring

• ParallelanalysisofHimawari-8andFY-4shownosignificantdifferencein

termsofFTandCIbutdiscrepancyinTCintensityidentificationcasually

happensintheNorthernWestPacific.

• MajordisagreementsbetweenH-8andFY-4basedanalysiscamefromeye

pattern.

• Anchoredlongitudeofsatellitemightimpacttheeffectivecaptureofeye

temperature.

2.14 PP1: Radar nowcasting based on RaINS/SWIRL

• The community version of the SWIRLS nowcasting system, a.k.a.

“Com-SWIRLS”, has been completely revamped. The new version supports

severaloperationalradardataformatsandenablesuserstoconfigureforecast

domainwitharbitrarynumberofgridpoints,horizontalresolutionandmap

projection.

• CollaborationofHKOand theMETMalaysia continued todevelop the radar

nowcasting techniques and blending system. The first training attachment

wasorganizedbytheMETMalaysiaon17-27September2019.

• Forecasters from the Thailand Meteorological Department and the Guangxi

Meteorological Observatory of the China Meteorological Administration

joinedtheworkshoptoreceivein-depthtrainingofRaINS,aswellastoapply

theirradarandNWPmodeldatatoconductvariousforecastexperimentson

rainstormcases.

2.15 PP2: Enhancement of disaster risk reduction against heavy rain in collaboration of AOP7 of WGH

• ICHARMandJMAhadameetinginJMAHQbuildinginAprilanddiscussedthe

necessaryNWPmodeldataforimprovementinsimulationresultsconducted

inIFIplatform.Inaddition,ICHARMsharedascheduleof2019toseekforthe

bestcollaborationinawarenessraisingactivities.

• ICHARMhasbeentestingtheeffectivenessofJMA’sNWPmodeldatatofigure

outwhichdatatousefortheproject.JMAhasbeenprovidingvarioustestdata

toICHARMaccordingtoitsrequestsandpreparingfordataprovision.3.Conclusionsandtheproposedactionplansfor2020

On the basis of the information provided by Members and the respectivecoordinators of the action plans and based on the discussions during the ParallelMeetingof14thIWS,thefollowingconclusionswerereached:

a. Members have made important progress in the implementation of the TCStrategicPlanduringtheyear2019.

b.Membersmadesignificantprogressduring2019intropicalcyclonemonitoringand communication systems, data assimilation and numerical weather

d. The 2nd WGM Annual Meeting was held in Tokyo, Japan on 7-9 October 2019. Theinformation and the major results were reported during the WGM parallelsessionof14thIWS.

e.Basedonthediscussionontheactionplansfor2020duringthe14thIWS,itwasconcludedtoadopttheactionplansasfollows:i. ThePOPitem1-5andAOPitem1-3,5-8willbecontinuedin2020.ii. TheAOPitem4willbeclosed.iii. ThePP1itemwillbecontinuedandmovedastheAOP4in2020.iv. ThePP2itemwillbecontinuedandmovedastheAOP9in2020.v. EstablishonenewPP itemrelated to theworkshopon typhoon forecastingtechniques and WGM project progress review, as the cross-cutting projectbetweenWGMandTRCG,in2020.

f.ThetotalbudgetproposedbyWGM,whichwillbeconcurredattheAWGmeetingduringthe14thIWS,forundertakingtheactionsplans(AOPs,POPsandPPs)in2020isUS$44,000.Inaddition,thebudgetofUS$12,000willbeallocatedforthecross-cuttingprojectbetweenWGMandTRCG.

The second annualmeeting ofWorkingGroup onMeteorology (WGM)of theUnited

Nations Economic and Social Commission for Asia and the Pacific (ESCAP)/World

Meteorological Organization (WMO) Typhoon Committee was successfully held in

Tokyo,Japanbetweenon7-9October,2019.Hereisthesummaryofthemeeting:

1.IntroductionThe Typhoon Committee consists of working groups on meteorology (WGM),

hydrology (WGH), disaster risk and reduction (WGDRR), training and research

coordination(TRCG)andadvisory (AWG). Inorder tostrengthen thecommunication

amongMembers,prepareforcollaborationinannualpriorityplans,thesecondannual

WGM meeting was hosted by Japan Meteorological Agency (JMA), chaired by

chairperson Dr. Lei Xiaotu from China and vice-chairpersons Dr. Landrico Dalida, Jr.

from Philippines and Dr. Mohd Hisham bin Mohd Anip from Malaysia. Around 40

experts from11Members includingChina,HongKongChina, Japan,LaoPDR,Macao

China,Malaysia,Philippines,RepublicofKorea,Thailand,USAandVietNamattended

the meeting. The agenda and participant list can be found in Annex I and II,

respectively.

2.InvestigationofTCeventsAlthough tropical cyclone (TC) forecasts continue to improve in recent years, events

withlargeforecasterrors(trackand/orintensity)stillhappeneveryyear.Inaddition,

importance of social scientific perspectives is becomingmore andmore highlighted.

Therefore, themeeting invitedMembers to discuss TC events of difficult or extreme

cases, i.e., those with large forecast errors or caused significant �amages to the

Members, rare cases and TCs of Members’ interest. 9 TCs were included in the

discussion,namelyJELAWAT(1803),LANE,SOULIK(1819),JEBI(1821),MANGKHUT

(1822),YUTU(1826),PABUK(1901),WIPHA(1907)andLEKIMA(1909).Thecriteria

forTDstatusfordisturbanceswithinmonsoondepressions/gyreswerealsodiscussed.

ThemeetingencouragesforecastersandscientiststopaymoreattentiontoTCevents

analysis and forecasting techniquesdevelopingwith enhancing their cooperation, by

activitiessuchasuploadingdifficultorextremecasesdiscussedinthemeetingtoWMO

website (https://severeweather.wmo.int/TCFW/), and to submit the article to TCRR

journal.

3.Recentimprovementsindata&productsharingandanalysistechniquesAtotalof9technicalpresentationswereheldinthemeetingonrecentprogressinTC

analysismethods, probability circles, best tracks, reconnaissance flights, use of dual

polarization radar in TC analysis, use of artificial intelligence in intensity forecast,

sea-surface AMV from Himawari-8/9, new satellite data or products from

GEO-KOMPSAT-2A and for products of RSMC Tokyo for Nowcasting. Collaborations

betweenMembersondatasharingwerealsodiscussedandencouraged.

Inordertoenhancethecooperationbetweenresearchandoperationalfields,topush

theresearchtooperation(R2O)transfer,thesecondannualWGMmeeting,discussion

onthelinkbetweenthescientistofWMO’sexpertteamoritsrelatedprojectsandthe

operational forecaster of the Typhoon Committee. The meeting agreed that

MeteorologistoftheTCSwillmakeaninquiryviaemailtothemeetingparticipantsand

WGMfocalpointsaimingathearing:

• prioritiesamongkeyresearchareaslistedintheinquirye-mail(tobedistributed);• otherresearchpriorities,ifany;• if theMemberscannominateanyscientists(forecasters/researchers/professors/decision-makers)who can lead and/or participate in the preparatory process of

theproject.

ItwasalsoagreedtoincludethediscussionintheWGMmeetingreporttosharewith

Membersofotherworkinggroups,too,inthe14thIWSwithappreciationforanyinputs

onresearchneedsandprioritiesduring14thIWS.

5.DiscussionandprioritizationforfutureprojectsandmeetingsThisyear,WGMsetup15annualpriorityplans(including5permanentPOPs,8AOPs

and2preparatoryPPs).Representativesfromthe11Membersreviewedtheprogress

of8AOPsand2PPsanddiscussedtheplansfor2020.Basedonthepresentationsof

theMembersinthemeeting,theprogressofWGMpriorityplansthisyearwassmooth.

6.DateandvenueforthethirdannualWGMmeetingThedateandvenueforthethirdannualWGMmeetingwasdiscussed.Thepreliminary
