Workforce Education Course Manual (WECM)

Online Maintenance System Introduction and History

The Workforce Education Course Manual (WECM) is a web-based inventory of current workforce education courses available for use by public two-year colleges. After a development period of three years, the Workforce Education Course Manual (WECM) became fully operational in 1998. It provides community and technical colleges with an inventory of pre-approved courses developed in close partnership with Instructional Specialists representing a wide variety of technical fields. It is supported by a mechanism for continually designing and updating courses, and it is complemented by a process for the implementation of courses developed to meet unique local need.

Purposes of the WECM

The purposes of the WECM are to:

• Contribute to the quality and consistency of workforce courses. • Provide Texas colleges increased assistance and flexibility in responding to employer needs.

Enhance the portability of credits and credentials for students. • Provide increased access for students to workforce education degrees and career advancement

for students. • Facilitate articulation with other providers of education at both the secondary and post-

secondary levels. • Incorporate industry-established skill standards into Texas workforce education.

Maintenance Process

Based on CIP codes and technological advances, courses are reviewed based on various triggers. The WECM maintenance process consists of an annual review and evaluation of selected courses by teams of Instructional Specialists. These specialists determine if courses need to be updated, archived, or if new courses are necessary to address the needs of business and industry. By creating a curriculum based on skill standards and maintaining continued relevance through a review process, colleges have a clear understanding of employer expectations resulting in workforce education courses that are relevant to employers and the workplace.

Guidelines for Instructional Programs in Workforce Education (GIPWE)

While the GIPWE and this manual are different in purpose and scope, they must be consistent. When revising WECM protocol, the WECM Leadership Committee (WLC) should consider the effect on the GIPWE and collaborate as appropriate with professional associations and follow Texas Higher Education Coordinating Board (THECB) procedures for GIPWE revisions.

1 Accessing the Workforce Education Manual System

1.1 WECM URL Link To log into the WECM system, enter the following URL in your internet browser:

https://www1.thecb.state.tx.us/apps/wecm

10 Click the Register command button.

Your information will be forwarded to THECB personnel for approval. After your request is approved, you will receive an email confirmation stating you have access to the WECM system. You may now proceed to Section 1.2B.

B. You have a current CB ID account. To enter the Workforce Education Course Manual system, you must login:

3 Click the Sign In command button. If you have forgotten your password, click the “Forgot your password” link. You will be taken to a screen that will allow you to reset your password.

2 Courses

2.1 Viewing Courses

The WECM system provides several filters to search for particular courses within the course inventory. Values can be supplied for a single or multiple filters. If values are supplied for Title, Description, and EOC Outcomes, the system will return values that meet Any or All of these criteria depending on the radio button selected for the “Includes” criteria.

CIP Six-digit codes that represent instructional program codes, titles and descriptions for academic and occupational programs offered at postsecondary levels. The THECB assigns CIP codes and rubrics to courses for the purpose of classifying, recording, and reporting statistics for workforce education courses.

Rubric A common set of unique course designations for each occupational discipline. Each four-letter rubric (e.g. DFTG) identifies a cluster of skills and knowledge to be used in determining both course equivalency and degree applicability for transfer on a statewide basis.

Course # A four-digit number that indicates the course level, the SCH and/or CEU value, the course type and suggested sequence.

Fiscal Year The WECM inventory fiscal year – September 1 – August 31

WS # ALL – Returns all courses in the WECM inventory

Workshop Number – Return courses in the inventory for the selected workshop number.

Courses Regular Courses – Returns regular lecture-lab courses

Special Course – Returns Special Topics and External Learning Experiences

Title Enter all or part of a course title. The results of the search will return records that include the entered text as part of the course title.

Description Enter all or part of a course description. The results of the search will return records that include the entered text as part of the course description.

EOC Outcomes Enter all or part of an End-of-Course Outcome. The results of the search will return records that include the entered text as part of the outcomes.

To search for a particular course or a group of courses:

11 Select a value from one of the selection filters [Status, Archive Pend (All/Yes/No), Fiscal Year, WS #, or Course (Regular/Special) or enter a value in a textbox filter [CIP, Rubric, Course #].

12 Click the Search command button.

If values are supplied for multiple criteria fields, the search will return all records where the supplied criteria are true for each of the filters. For example, entering a rubric value of ACNT will return all courses for this rubric.

The functionality of each command button appearing in the Course Search window is listed below:

Command Button Functionality

Clicking the Search command button will generate a report returning all records meeting the filter criteria.

Clears information from the textbox filters and returns the Status, Archive Pend and WS # fields to a default value of “ALL”. The course field will not change; it will maintain its previously selected value of “Regular Courses” or “Special Courses”.

Prints the currently displayed report, if applicable.

Clicking the Detail command button generates a detailed report for all courses currently displayed.

2.4 Creating a New Course To create a new course:

1 If you are not currently on the Home page, click the Home link located on the top left corner.Select the appropriate Course Type from the Selection List.

Field Description CIP Code Six-digit codes that represent instructional program codes, titles and descriptions

CIP Description A brief description of instructional content associated with a CIP Code. (Automatically filled if CIP Code is selected.)

Rubric A common set of unique course designations for each occupational discipline. Each four-letter rubric (e.g. DFTG) identifies a cluster of skills and knowledge to be used in determining both course equivalency and degree applicability for transfer on a statewide basis.

Course Number A four-digit number that indicates the course level, the SCH and/or CEU value, the course type and suggested sequence.

The first digit identifies course level. For SCH and CEU courses, an introductory course is denoted by a “1” and an advanced course is denoted by a “2”. An intermediate course may be denoted with either a “1” or a “2”. The second digit defines the SCH or CEU value. For example, a “3” indicates a three SCH course and “0” denotes a non-credit course (a CEU course). The third and fourth digits establish the type of course and course sequence.

Title The published WECM title for the course Min Range And Max Range

A suitable range of contact hours necessary to master minimum learning outcomes and to afford each college a choice of instructional strategies via lecture/lab components. SCH courses are assigned contact hour ranges based on the ratios outlined in Table 2 located in the Appendix. Colleges must follow the established ratios for credit and contact hour assignments. A CEU course with fewer than 7 contact hours of instruction will not receive state funding unless the specific type and length of instruction are required by local, state, or national licensing, certifying, regulatory, or accrediting agencies. The requirements for adding a course with fewer than 7 contact hours are discussed in Chapter 4 of the GIPWE. No lecture/lab CEU course can have more than 176 contact hours. CEU external learning courses must follow the same contact hour limits as the SCH external learning courses

Level The course level indicates whether the course is introductory, intermediate, or advanced, as recommended by instructional specialists. The first digit in the course number specifies the course level.

Type Instruction The type of instruction. Select Lecture for lecture only courses or Lecture/Lab for courses with a lab component.

Fiscal Year The fiscal year the course will be added to the course inventory. Lab Recommended

Check this field for courses associated with a recommended lab.

Workshop Number

The number assigned to the WECM workshop at which the course is created.

License/Certification Agency

When applicable, the name of a licensing or certifying agency, board, or association.

Vendor Flag Limited to courses which are written specifically to accommodate instructional requirements of commercial vendors. These courses are developed for use only by colleges that are authorized by a vendor. In most cases, vendor-authorized courses have generic non-vendor course alternatives. These non-vendor course alternatives contain similar outcomes as those in vendor-authorized courses; however, they are

designed generically for colleges that are not vendor-authorized. If needed, select the appropriate value for this course:

If “Vendor Specific” is selected for Vendor Flag, enter the course number of the equivalent Vendor Generic course. If “Vendor Generic” is selected for the Vendor Flag, enter the number of the equivalent Vendor Specific course.

Course Reference If the new course references another course (such as an equivalent course in the THECB Academic Course Guide Manual), enter the course number and title in this field.

Prerequisites Prerequisites suggested by the WECM Course Review Workshop. This is a specific list of prerequisite course(s), skill(s), or knowledge

Description Include overall goals, content, and major topics (based on Outcomes without restating them).

End of Course (EOC) Outcomes

Outcomes are intended for student attainment of specific competencies and are meant to be taught and measured for the award of either SCH or CEU.

2.5 Copying an Existing Course It may save you time to copy an existing course and modifying a few fields rather than creating a new course.

To copy an existing course:

1 From the Home page, select the appropriate course type from the Selection List. (if you are not currently on the Home page, click the Home link located on the top left corner):

2.6 Making an Edit versus a Minor Edit to a Course

There are two types of edits that can be performed. They are:

• Edit – During the course review process, it may be necessary to edit (revise) the course information. If a course has a status of “In Progress” (because it is in the process of being reviewed) or “Pending” (awaiting CB review), information can be modified by clicking the “Edit” link located in the second column. The status of the course can also be changed in the Edit window.

Minor Edit – If a course is in the “Active” status, it may become necessary to perform minor corrections. The purpose of the “Minor Edit” link is to allow the user to make small corrections to the course that do not affect the “Active” status of the course. Examples of minor edits are spelling or grammatical corrections. Some fields are not available for modification in the Minor Edit Window and can only be changed through a full edit of the course.

2.7 Changing the Status of a Course 1 From the Home Page, perform a search to locate the course In Progress.

2 In the Status column, click the “Status” link for the course whose status is changing. In Figure 2-22, the user clicked the “In Progress” link. All valid status changes will appear in a popup window, as demonstrated in Figure 2-22.

3 Click the new status in the popup window. In the example above, click the “Change to Pending” link to change the status from “In Progress” to “Pending”.

The status that a course can be changed to depends on the value of the current status. The table below describes valid changes in status.

Valid Course Status

Current Status Status can be changed to: Note Active Return to In Progress Instructional specialists review each SCH and CEU

course at least every three years for currency, frequency of utilization, and needed modifications. Such elements as learning outcomes, course descriptions, title, contact hour range, SCH and CEU options, CIP code, and rubric are also reviewed. To review and edit an “Active” course, the course will be changed to “Return to In Progress” to allow modifications. To Archive a course, it must first be changed to the “In Progress” status.

Archived Return to In Progress An archived course is no longer available for use nor eligible for state reimbursement. Archived courses will not be reinstated in the WECM course inventory. The intent of the “Return to in Progress” status change is to allow the Administrator of the WECM online system to change a course back to “In Progress” in the event the “Archived” status flag was inadvertently set.

Disapproved Return to In Progress In the case a course is disapproved, the status can be changed to “Return to In Progress” to allow for further review.

In Progress Change to Pending A course that is in the “In Progress” status is currently being reviewed by the WECM committee. Changing the status to “Pending” forwards the course to THECB for review.

Pending Approve Disapprove

Courses that are in the Pending status are being reviewed by THECB staff. THECB staff may change the status to Approve, Disapprove or Return. Clicking Return changes the status to “In Progress” allowing the committee to further review and make modifications, after which the committee can resubmit the course by changing the status to “Pending”. 2.8 Activating an Approved Course To activate an approved course, you must have Administrative privilege. If you do not have Administrative privilege, the Administrative command button will not appear on the screen.

2.9 Setting the Course Status to Archive Pending A list of courses that will be archived at the end of the next annual cycle will be posted on the WECM website before the courses are removed from the WECM course inventory. These are “Archive Pending” courses. Generally, an archive-pending course will remain active for a minimum of one annual cycle beginning September 1 and ending August 31. In some circumstances, a different schedule will apply; but the expiration date for the course will be provided on the WECM inventory. Generally, if an archive-pending course is offered by a college and reported to the THECB prior to the official date of archival; the course will not be archived but will remain in the WECM.

To archive a course, it must be in the “Pending” or “In Progress” status. If the course is not currently in either status, refer to “Changing the Status of a Course” in section 2.7 of this guide.

To flag a course for Archival and change the course status to Archive Pending:

2.10 Archiving a Course Number Archiving is the process of removing an unused, obsolete, or inadequate course from the WECM inventory. A course may be archived through one of two processes: Interim archiving or Course Review Workshop. An archived course is no long available for use and is no longer eligible for state reimbursement. If one component of a course is archived, all components must be archived.

Archived courses will not be reinstated in the WECM. A course that is the same or very similar to an archived course can be developed as a new WECM course and assigned a new number. During the

course review period, Instructional Specialists examine courses and recommend disposition of each course. Standard reasons for archiving courses are: Obsolescence, unused during the past three years as evidenced by the THECB Data Frequency Report, duplicated outcomes, developmental level, and non-conformance with WECM protocol. Courses to be archived are flagged and posted on the WECM web site when workshop results are posted. THECB procedures allow the WECM Leadership Committee to override the recommendations of the Instructional Specialist to archive a course if a compelling reason with justification for doing so is presented. Based on field comments or other information, the WECM Leadership Committee may elect to leave courses in the WECM that would otherwise be archived. If a course is approved for removal from the WECM, that course is flagged in the WECM an archived on August 31 of the following annual cycle.

In addition to archiving conducted through the course review process, courses that have not been used for five or more years are flagged for archiving each year. These courses are archived effective August 31st of the following academic year.

To flag a course for Archive (that is, change the course status to Archive Pending):

3 Workshops

WECM courses are added, reviewed, revised, or archived through workshops conducted through the WECM maintenance process. Several workshop models are available to assure the proper review of the various courses.

The Model I process is defined by a vast number of inventoried discipline-related courses offered by many community and technical colleges. To assure consideration of all courses, a one- to two-day Course Review Workshop is held. At the Workshop, teams of Instructional Specialists are led by workforce education administrators who serve as facilitators. This Model requires a broad representation of Instructional Specialists who are nominated by instructional administrators. Assigned to teams of five to twelve specialists, the team members must rank high on teaching skills and knowledge of subject areas; be involved in program development and course design; remain current in the discipline; and work cooperatively with colleagues.

Additionally, the WECM Project staff selects specialists striving to get equal representation from small, medium, and large colleges and from diverse regions of the state. Gender and ethnicity are important in the selection process. The WECM Project Director makes every effort to utilize expertise from all community and technical colleges throughout each year.

The Model II process involves one lead college among several, generally less than four colleges, that offer a limited number of discipline-related inventoried courses, usually fewer than 100 courses. The low number of colleges and courses can be handled effectively on a local or regional basis under the leadership of a workforce education administrator or can be accommodated at regularly scheduled workshops.

The Model III process is sponsored by a discipline-specific professional association in a workshop that is supported by the WECM Project staff and led by several workforce education administrators. The one- or two-day workshop may be conducted concurrently with an Association meeting.

The Model IV process offers an opportunity for neighboring or regional colleges that offer similar courses to convene instructional specialists at a host college for the purpose of cooperative collaboration, networking, and production of new WECM courses. Generally, a one-day workshop gives ample time for the development of WECM courses as many times faculty have previously collaborated on curriculum development by way of consortiums.

The Model V process best serves new and emerging high technology occupations encouraging the participation of a panel of industry professionals and/or employers and faculty in nominating new competencies for new courses. Following protocol set by Model I, a workshop is held near the employing community that most utilizes the new technology.

1 Filter Values CIP Six-digit codes that represent instructional program codes, titles and descriptions

for academic and occupational programs offered at postsecondary levels. The THECB assigns CIP codes and rubrics to courses for the purpose of classifying, recording, and reporting statistics for workforce education courses.

Rubric ALL – Returns all courses in the WECM inventory that match the other selected criteria

Year – Returns a list of course with Workshop begin and end dates within the academic Fiscal Year.

To create a new Workshop:

1 On the menu bar, select Workshops.
