Legislative Impact – S.L. 2017-57

HS Students / Non-credit Courses Leading to Industry Credentials

G.S.115D-5(b)(12) reads as rewritten:

"(12) All curriculum courses taken by high school students at community colleges, in accordance with G.S. 115D-20(4) and this section.“

G.S. 115D-20(4)a.2. reads as rewritten:

"2. Academic transition pathways for qualified junior and senior high school students that lead to a career technical education certificate or diploma certificate, diploma, or State or industry-recognized credential and academic transition pathways for qualified freshmen and sophomore high school students that lead to a career technical education certificate or diploma in (i) industrial and engineering technologies, (ii) agriculture and natural resources, or (iii) transportation technology."

G.S.115D-5 is amended by adding a new subsection to read:

"(b2) Beginning February 1, 2018, and annually thereafter, the State Board of Community Colleges shall report to the Joint Legislative Education Oversight Committee on the number and type of waivers granted pursuant to subsection(b) of this section.“

Workforce Continuing Education Career and College Promise – The purpose of Workforce Continuing Education Career and College Promise Pathways are to offer structured opportunities for qualified high school students, as determined by the high school principal or the high school principal’s designee and the college’s senior continuing education administrator, the chief student development administrator or the college’s chief academic officer, to dually enroll in community college courses that provide pathways that lead to a State or industry-recognized credential. Career and College Promise rules applicable to curriculum programs are provided in 1D SBCCC 400.11.

Student Eligibility:

• High school junior or senior (legislation)

• Weighted GPA of 3.0 or recommendation of HS principal or designee (aligned with CU CTE)

• Meet individual pathway requirements

**Colleges are responsible for adhering to external agency guidelines that may restrict CCP students from enrolling in specific WCE pathways

Student Registration and Fees:

All course sections within an approved WCE pathway taken by CCP students at community colleges in accordance with G.S. 115D-20(4) are registration fee waived except any course sections offered on a self-supporting basis.

Student responsibility:

Textbooks

Fees (e.g. technology, supply, and insurance)

Transportation

CC and local school districts can work together on addressing these costs

Pathway Approval:

Workforce Continuing Education pathways must be approved by the NCCCS Workforce Continuing Education division prior to student enrollment.

By submitting and requesting approval for a CCP pathway, a college is verifying its capacity to teach all components of the pathway.

Pathway Approval Process:

• Must lead to a State or industry-recognized credential

• Must be a minimum of 96 hours instructional hours

• Should align, where appropriate, with the NC DPI Standard Course of Study

• Pathway submission required for each WCE pathway it intends to offer

• College must have capacity to fulfill learning requirements for credentials offered within the WCE pathway requested

Per State Board of Education policy, Course for Credit, CCRE-001, Section

2.5, high school credit applies only to college courses in college curriculum

programs. A student will not earn high school credit for a non-

curriculum/continuing education college experience.

NC DPI Update - Impact

1. This does not change a colleges ability to provide CCP WCE pathways but does require transparency with the local high school principal.

2. CCP WCE pathways may be provided during the school day

3. CCP WCE pathways may be accessed through regularly scheduled course sections

4. CCP WCE pathways do transcript to a students community college academic record

5. CCP WCE pathways must lead to a State or industry-recognized credential

6. Colleges have the ability to articulate CE courses to CU credit
