Jobs Initiative Rep. Joe Crowley (D-Queens,

Relief For Over 318,000 NYStudent Loan Borrowers

Congresswoman Carolyn B.Maloney (NY-12) released the fol-lowing statement applauding Presi-dent Obama’s executive order,which allows an additional 318,874New Yorkers to cap their federalstudent loan repayments at 10 per-cent of their income.

“The President’s expansion ofpay-as-you-earn for more gradu-ates will help over 318,000 NewYorkers afford their loan pay-ments each month. This execu-tive order extends a new lifelineto New Yorkers, who acquired

debt before October 2007. Manyof these students are drowning instudent loan debt and have norefinancing options. I’m pleasedthat these students will be able toaccess the same manageable loanrepayment options available formore recent graduates.”

Background:The executive actions taken

by President Obama will allowmillions more borrowers aroundthe country to better manage theirstudent loan debt by expandingthe Department of Education’s

Pay As You Earn (PAYE) pro-gram, which enables student loanborrowers to cap their loan pay-ments at 10 percent of theirmonthly income. The new ruleswill open the PAYE program toborrowers who are currently in-eligible because they have loansthat originated before October2007. The administration esti-mates that these new rules willmean that an additional five mil-lion borrowers can cap theirmonthly student loan paymentsin relation to their income.

On June 21st, New York City Council Majority Leader Jimmy Van Bramer hosted hisFourth Annual LGBT Pride Brunch at Riverview Restaurant in Long Island City. New FMLA Same-Sex Couple Rule

New ruler mirror Maloney’s Family andMedical Leave Inclusion Act to ensureFMLA protections for same-sex couples

Congresswoman Carolyn B. Maloney(D-NY) applauded the proposed Depart-ment of Labor rule to extend Family andMedical Leave Act protections to marriedsame-sex couples. The move achieves mostof the goals contained within theCongresswoman’s Family and MedicalLeave Inclusion Act (H.R 1751), which shehas been working to pass since 2003. Sen.Dick Durbin (D-IL) introduced companionlegislation in the Senate. The FMLA al-lows qualified workers to take up to 12weeks of unpaid leave to care for new-borns, seek emergency medical care forhimself/herself, parents, children under 18,or a legal spouse. The new rules proposedtoday would extend those protections tomarried same-sex couples.

“This is monumental,” said Maloney.“As someone who has been fighting for overa decade to ensure that same-sex couplesenjoy the same FMLA leave rights as any-one else, I am thrilled that the Obama Ad-ministration is taking action. Finally, allmarried couples, regardless of whether theirhome state recognizes same-sex marriages,will have access to family and medical leave.This is another win in the battle for equalityand a win for hard-working Americans whohave suffered a personal or a loved one’shealth-related setback but haven’t been en-titled to take time off, until now.”

First introduced in 2003, the Familyand Medical Leave Inclusion Act (HR 1751in the 113th Congress) authored by Con-gresswoman Maloney and Senator DickDurbin (D-IL) amends the FMLA to per-mit leave to care for a domestic partner,same-sex spouse, parent-in-law, adult child,

sibling, or grandparent if that person has aserious health condition.

The U.S. Department of Labor todayannounced a proposed rule extending theprotections of the Family and MedicalLeave Act to all eligible employees in legalsame-sex marriages regardless of wherethey live. The proposal would help ensurethat all families will have the flexibility todeal with serious medical and family situ-ations without fearing the threat of job loss.The Department is proposing this rule fol-lowing the Supreme Court’s decision inUnited States v. Windsor to strike downthe Defense of Marriage Act provision thatinterpreted “marriage” and “spouse” to belimited to opposite-sex marriage for thepurposes of federal law. Following theWindsor decision, President Obama di-rected the Attorney General to work withthe Cabinet to review federal statutes toensure the decision, including its implica-tions for federal benefits and obligations,is implemented.

The proposed rule would change theFMLA regulatory definition of “spouse”so that an eligible employee in a legalsame-sex marriage will be able to takeFMLA leave for his or her spouse or familymember regardless of the state in which theemployee resides. Currently, the regula-tory definition of “spouse” only applies tosame-sex spouses who reside in a state thatrecognizes same-sex marriage. Under theproposed rule, eligibility for FMLA pro-tections would be based on the law of theplace where the marriage was entered into,allowing all legally married couples,whether opposite-sex or same-sex, to haveconsistent federal family leave rights re-gardless whether the state in which theycurrently reside recognizes such marriages.

Crowley’s On-the-Job Train-ing Act creates a separate competi-

tive grant program administeredby the U.S. Department of Laborthat encourages the developmentof new on-the-job training (or OJT)programs, as well as provide stateand local agencies and others withsupport to recruit employers toparticipate in their programs. Thelegislation also expands the pro-gram to include a broader range ofparticipants, including cities,school districts, colleges and in-dustry associations. Applicants areable to tailor their programs toachieve specific goals, such as serv-ing long-termed unemployed ortraining workers in targeted fields,like green technology.

The legislation has been en-dorsed by a wide array of organi-zations dedicated to promoting ef-fective employment policy, includ-ing the National Skills Coalition,the Center for Law and SocialPolicy (CLASP), the National As-sociation of State Workforce Agen-cies (NASWA) and the U.S. Con-ference of Mayors.

Pack 390 Around Town...SummerKickoff

On Sunday, June 22nd, Pack390 Woodside crossed Ed KochQueensboro Bridge on foot,boarded the Tram to RooseveltIsland and enjoyed a beautiful dayat the grassy plaza in front ofNonno’s pizzeria. Mapped,planned and budgeted by all thedens of Pack 390 earlier in June,the Scouts arrived at their destina-tion ahead of time, giving themmore play time.

The QBRI Hike kicked offthe beginning of Pack 390Woodside outings planned forthe Summer of 2014.
