The first issue of Turkish Electronic and White Goods magazine, which we’ve been working on for a long time now, is finally out. Our magazine is the platform for the Turkish Electro Technology (TET) sector, and will be published biannually. Our goal is to become the voice of the Turkish electronic and durable goods sector, to add value to the Turkish electronic consumer goods sector, and to facilitate easy access of foreign customers to Turkish electronic and white good brands. Turkish Electronic and White Goods features a number of very interesting sections. The “In Demands” section features the latest news from the sector. That’s followed by the “Enterprise” section which includes information on all the major companies in the sector, listed from A to Z. In the “Design” section we have an interview with Dr. Hakan Gürsu, the owner of Designnobis, which has won 69 international awards in six years. Meanwhile, in the “Vision” section, we’ll introduce you to the giant names in the Turkish consumer electronics sector. Perhaps the most interesting part of the magazine is the “Most Wanted” section where we have a detailed breakdown of 20 of the most energy-efficient products by 20 different brands. As for the “Expert Opinion” and “Zoom” sections, you’ll come across informative articles and reviews of some of the newest products in the sector. “In Vogue”, on the other hand, features a topic titled “Turkish Laptops” which outlines just how competitive Turkey has become in the computer sector. Last but not least, the “Contact” section offers all the detailed contact info you need on nearly 350 firms making it an ideal guide to those looking to extend their business abroad. In short, Turkish Electronic and White Goods aims to secure Turkey’s place in the international electronics sector with its content and innovative vision. Simfer in Northern Iraq

Simfer produces and sells goods for the Balkans, Eastern Europe, the CIS states, Central Asia, Africa and the Middle East, the Gulf countries and South America, and they now continue their upward trajectory with investments in Northern Iraq. Toshiba celebrates 20 years in Turkey Toshiba‘s 20 year contribution to the Turkish information technologies sector and recent introduction of new technologies was evaluated in a meeting that included the Minister and Chief Negotiator of EU Affairs, Egemen Bağış, who thanked Toshiba European President Alan Thompson and TNB A.Ş. General Manager Aytaç Biter for Toshiba‘s contribution to spread technology in Turkey. TNB A.Ş. General Manager Biter stated they have successfully represented Toshiba in Turkey, and that they plan to close out 2012 with solid growth.

Turkey’s first professional race simulator

Sitron Bilişim and its US and German partners have completed a two-year R&D project that has given rise

to Turkey‘s first race simulator, Simtech. It comes in two separate models, STP3000 and STP3100, and also contributes to the Castrol Ford Team Project in Turkey

with pilot Yağız Avcı. Following painstaking R&D work to create the most realistic simulator possible, the

Simtech simulators are already considered among the world‘s top simulators.

Vestel aims to expand in the BalkansVestel participated in the IP&TV World Forum 2012 technology platform with its new line of television and multimedia systems. The Vestel OTT set-top box was first introduced to the market here, and among the Vestel products on display were the Beesmart IPTV set-top box, Smart TV, Android based LCD monitor and digital box, IP based Interactive TV and digital LED information screens. Vestel Executive Board Chairman Turan Erdoğan stated that Vestel‘s objective was to increase exports to $3.5 billion in 2012. Erdoğan went on to state that 72% of Vestel exports are comprised of electronic goods, and that they plan to expand their IPTV services in Eastern Europe and the Balkans.

Piranha has invented a traffic navigator which can be used on iPhone and Android, enabling drivers to find the quickest and easiest route through traffic. The new solution saves both fuel and time, and is the result of a two year R&D process. The Piranha Traffic Navigation system also doesn‘t have a monthly membership fee. It covers all 81 provinces, and uses an up-to-date Navteq Turkey map, with which all you have to do is to type the address you need to go to, and to press the “Escape Traffic“ button.

Tea machine from Fakir

Fakir Harvest Tea Çay Makinesi (Tea Maker) amplifies your tea making pleasure with its water

heater and one liter infuser. The new tea maker has an automatic turn-off and keep-warm function

using 1650 Watts for boiling and 185 Watts for warm-keeping. The Harvest Tea has a lime

filter with which it cleanses the water, and also a red light to indicate boiling and a green light to

indicate warm-keeping. It features an ergonomic handle and an infuser that can be washed in the

dishwasher, as well as a cable storing hub.

It automatically decides on the correct time, water temperature and water quantity, and also features special functions like Time Delay, Half-Load and Tablet Detergent.

High performance tablet

Mobee has created Turkey‘s first multi-core processor tablet, the

Mobee Nett 7 S1200. It‘s defined as a high performance tablet

featuring a power consumption management unit, graphics card

with 3D image management function, and a balance and

gravity sensor, as well as a slim and lightweight design which makes it highly practical and

easy to carry around. The tablet uses the 2.3.4 version of Android and comes with a whole range of

apps already uploaded. The tablet has a use time of six hours, and supports Flash 10.3 and html5, thus offering problem-free web

browsing.

THY picks HPTurkish Airlines is using HP Software Group solutions for their IT infrastructure and service needs. With HP Professional Services group‘s program management and consulting services, the operational performance of Turkish Airlines‘ IT team reaches new heights. HP Turkey Software Country Manager Nil Bağdan states that “With the HP Configuration Management Database software (UCMDB), we can run our Turkish Airlines operations and services grid completely problem-free. Providing automated tracking and auditing systems for companies like Turkish Airlines where critical business processes carry great importance, is crucial in terms of increasing service quality and operational performance.“

We keep in mind global trends. In design we don’t just follow trends in our own sector but also trends in the automotive, furniture and interior architecture sectors. We can call these “parallel universes” in terms of trends, they affect each other. We focus on color, materials, production technology, esthetics and practical needs.

WHAT IS IT THAT MAKES VESTEL STAND OUT AGAINST ITS RIVALS? We realized early that design gives a much needed added value to a product, and our having invested in Turkish designers before other brands has been our forte. We added esthetic design to our original goal of providing homes around the world with creative and competitive consumer solutions by trusting Turkish designers and provided the highest motivation necessary to realize these goals. We created unrivaled design teams developing unique fields of expertise in every field of design and design management. This way we’ve not just approached design as if it were just a superficial thing, something to do with fashion and trendiness. We integrated design into our whole system. We’ve realized that we exist through design and we continue to receive awards for our efforts in this field, year by year. Vestel’s investment in R&D must be a major fact in its success... We spend around 2% of our total revenue on R&D. But it must be said that Vestel actually

works with an unlimited budget in R&D. We’ve never curtailed R&D investment due to budgetary considerations. Our R&D department has 1100 employees. We’re one of the few companies in the world that has developed its own unique and independent approach to bettering TV resolution and imaging. Our R&D work in the field of visual processing has won international awards. We’ve patented these innovations, some of which are very important technologies. The algorithm we developed for 3-D technology is accepted as being one of the two best in the world. In a study conducted by Middlebury University, our algorithm for revealing depth in 3-D images came 12th from among 110 algorthms. This algorithm for depth perception improves the picture quality and, enables users to make 3-D adjustments and rids the TV of aspects which tire or bother the eye. Besides this, our Pixellence LCD TVs contain nearly 40 patented algorithms, and one of our refrigerators has been deemed worthy of the Turkish Patent Institute’s Gold Patent Award for its electronically controlled door that can be opened from both sides.

IN WHICH SECTORS IS VESTEL THE LEADER IN EUROPE AND IN THE WORLD? Vestel City is Europe’s biggest and the world’s second biggest single production plant. We’re third in the European LCD TV market and we’re the leader in the European digital set-top boxes market.

WHICH INTERNATIONAL COMPANIES HAS VESTEL INCORPORATED INTO ITS BRAND? Scandinavia’s popular and respected Finlux was incorporated in 2006. With this new brand we increased the number of countries we’re active in to 32 in 2011. With Finlux, we have 13% of the Swedish and Finnish market. In 2008, we bought one of Europe and Russia’s most prestigious white goods brands Vestfrost, with which we doubled our market share in Denmark. In 2011 we bought the European brands Servis, Electra, New Pol and Atlantic, each of which is a leading white goods brand in its own region. Servis has 6% of the U.K. market, the Italian brand Atlantic and the Spanish New Pol are well-known European refrigerator brands, while Electra is known for its air conditioners. Our aim is to place Electra above OEM brands. With Servis we aim to expand our distribution network in the U.K. market and to place it among the top level brands there. In Spain, New Pol will be placed an average brand and we’ll seek to sell refrigerators, washing machines and dishwashers

to hypermarkets and retailers. In the Italian market we aim to sell both full-sized and built-in washing machines, refrigerators and cooking apparatuses. As Vestel, we aim to shift our OEM production to these brands.

WHAT DOES VESTEL FORESEE IN TERMS OF TECHNOLOGICAL INNOVATIONS IN THE NEAR FUTURE? We, at Vestel, continue to place our emphasis on innovation and technology and to share these with our customers through our products and services as we have since day one. Vestel’s ability to transform its R&D and technological strength into its products has always been our fundamental strength. In the near future we’ll produce such innovative products as 3D TVs which don’t require glasses, a new generation Smart TV and smart wood thereby ensuring that innovation and development remains at the heart of Vestel’s core vision. Vestel’s R&D institution VESTEK has been producing goods and products for the Turkish consumer for many years. Thanks to VESTEK, we continue to introduce new, green and environmental friendly value-added products to the international market. We guarantee our creative work and ideas through approximately 70-80 patent applications we undertake annually, thus contributing to our country’s overall economy. The products we’re now working on are designed to interact smartly with the user, to understand the user and intuit their needs by undertaking tasks automatically. But it’s still too early to go into more detail on this.

IN WHICH SECTORS AND FIELDS DO YOU EXPECT VESTEL TO MAKE ITS PRESENCE MORE FELT IN THE COMING YEARS? We aim to grow faster than the average growth in the Russian Ukrainian, Baltic, Middle East, African, East European and Balkan markets. We’re in close touch with the Japanese in terms of finding new clients and starting new projects. We’ve been doing extensive research and making preparations for entering the American and Asian markets. We’re expecting a major growth in IP based and OTT product sales in Eastern Europe, the Balkans, Russia and Scandinavia, which have a new and developed IPTV market and infrastructure.

WHAT ARE VESTEL’S GOALS FOR 2012? WHERE DO YOU SEE YOURSELVES IN FIVE YEARS TIME? In 2012 we’re planning to invest $100 millions. We aim to increase our TV production to 12 million units and our white goods production to 7 million units per year. Right now 20-25% of all durable goods sold in Europe are produced in Turkey. In the next five years we aim to increase that figure to 70%. In line with this vision, Vestel will also increase its market share and sales accordingly.

r. Hakan Gürsu is one of the first names that come to mind when one mentions the word “design” in Turkey. As the head designer of Designnobis, Gürsu has won many awards. His interest in design began when he was a child designing wooden toys and making models out of tin. He graduated top of his class at the METU Industrial Product Design Department

before going on the get a masters and a PhD. His project for the Japanese metro won the Pioneer of Design award in 1991. In 2006 Designnobis created its product development center as they kept up their heavy workload on national and international scale projects. Gürsu also teaches at METU and works as a patent expert.

practical and able to address industrial needs it’s designed for while also being environmental friendly and capable of using technology wisely. The Designnobis team is mainly comprised of designers, with architects, graphic designers and animation experts along with mechanical and electrical engineers. With the Chinese producers’ help, they provide production support and control to companies lacking production capabilities. Dr. Hakan Gürsu has recently been working on a new boat called the Volitan, which is the third sea vessel he designed following the Foscat32 and SurfSail42. He also has in his portfolio taximeters and tachometers like Testaş and Mebi, an RGB lighting apparatus for LSP, a Ledmax External Filling Unit he designed for Benlioğlu, a water counter and validator for

İnovasis, and an electronic hand terminal for Logicode, and all these have garnered electronic awards from the E.U. One of his most outstanding designs is an electronic voting box designed for Havelsan. Gürsu states, this year they designed a telephone switchboard for a local firm, and although it’s yet to go out on the market, he says “the product includes many innovations”. Among the designer’s latest products are the “Sustainable Innovation Center” (SIM) he’s designing for the State Planning Authority and the Ankara Development Agency, and which will be something beyond a technology city. This center is expected to offer SMEs and big companies; design and product development services to contribute in overall national development. With this model enabling small companies

ne of the first brands in Turkey to be remembered for vacuum cleaners Conti has been manufacturing both for domestic and international markets since 1989. Apart from their own brands their portfolio holds many other including several big electronics brands such as Bosch-Siemens, Beko, Philips, Vestel... Conti has been “leading the way ” by

its R&D department with products such as “water filtration vacuum cleaner”, and it stands out among its competitors with an error margin of 1,5 in production. We had a chat about the current situation of Conti with its CEO, T. Bülent Durlanık, who is also an expert in the sector.

CAN YOU TELL US THE STORY OF CONTI’S BIRTH?We make productions both as an OEM and an ODM. Apart from products we design for our own brands, we also manufacture for various brands. Between 1975 and 1980, we manufactured small household appliances under the brand name of Esem. In 1980s, we started producing as Rowenta. In 1989, the brand name Conti, was born. Since 1994 we have established our own R&D and started to manufacture only

small household appliances. Today we still manufacture as Esem, Conti and Rowenta. While aiming the international market with Conti, we manufacture for the domestic market with Esem. We manage Rowenta in both domestic and international markets. Those three brands make up the 50% of our production. The rest is for the other 60-70 large and small world brands we manufacture including Bosch-Siemens, Hoover, Singer, Philips, Karcher Kress, Arçelik, Beko, Vestel, Arzum, Homend, Profilo. Currently we are one of the biggest producers of vacuum cleaners in the world.

WHAT KIND OF PROCESSES DO YOU FOLLOW DURING THE PRODUCTION PHASE?At the moment we manufacture vacuum cleaners mainly.We produce almost all the parts of vacuum cleaners in our factory. From the vacuum motor to the hose, a lot of different parts are manufactured here. This provides us serious flexibility. This means we can switch to another product easily. When we are requested to develop a product for a brand, firstly the producer specifies the technical features of that product. Then our designer draws its outlook. In case of an agreement with the marketing and production group CAD design process starts. All the parts are drawn one by one. If there is no problem there, we immediately produce a prototype. This prototype is presented to the customer after various tests are conducted on

it. When they like it, we move on to the molding stage. In short, if a company asks us to design a product for them, we make this product ready for sale within 6 months.

WHAT IS YOUR ANNUAL PRODUCTION CAPACITY?We have 315 employees in our factory. Currently we produce approximately 750-800 thousand vacuum cleaners. However, in case there is demand, we have a capacity to manufacture 1,5 million vacuum cleaners a year. We produce 300-400 steam irons a year. For steam irons, we have a capacity to produce 2 million pieces. Yet, soon we will start working in our new factory built on 17 thousand square meters in Çekmeköy.

HOW MUCH DO FASHION TRENDS AFFECT YOUR PRODUCT DESIGNS?Lifespan of small household appliances is not as long as of white or brown household appliances. Also, the customer reaches the satisfaction point really fast with these products. Therefore you have to renovate the designs of the products soon afterwards. Colors and details are also very important for

small household appliances. This is why we closely follow the designs, colors and innovations in fashion. Of course we don’t only renovate the design, but also technical features as well – because soon after changing the design solely is not enough. Therefore our R&D department is always in serious innovative work.

ARE THERE ANY DESIGNERS YOU WORK WITH WHILE RENOVATING A PRODUCT?We are working with three Italian designers abroad. After sending them the aesthetical design examples, we receive some alternatives. Our employees implement these alternatives in our factory; then these become our industrial designs.

ARE THERE ANY “FIRSTS” YOU’VE BROUGHT TO THE SECTOR?Following these innovative works, we developed the first water filtration vacuum cleaner in Europe. This was not easy. This success belongs completely to our R&D department and our Turkish engineers. Water filtration vacuum cleaner means keeping the dust in water instead of paper. With our innovative works, we increased the dust suppression rate of water up to 98%. This percentage was tested in Bosch-Siemens laboratories. We have obtained 20 patents in the last 5 years by our investments to the R&D department.

WHAT ARE THE FEATURES THAT MAKE YOU DIFFERENT THAN YOUR COMPETITORS?The product quality is set by the company quality. We have strict rules here in our laboratories starting especially from our motors. The parts obtained externally go through a strict control as well. In case there is a flaw in the parts we have bought, we immediately stop working with that company. Internally, we implement different controls on every machine line. In case the failure rate is more than 0,5, we immediately cease production. We also choose 20 products randomly from every 3500 products we have manufactured and test whether they work well or not. Currently the failure rate is 1,5% in total of our products. In this sense, we can say that we are in a good position within European standards. On the other hand product lifespan of motors imported from China do not exceed 500 hours and they are the main part of vacuum cleaners, and Chinese made motors are used in 70% of the products on sale now. However, the motors we manufacture have a lifespan of 800 hours which means it is 60-70% above the market average.

WHICH COUNTRIES DO YOU EXPORT TO?We used to export to European Union countries before, yet now this has changed depending on the economic conjuncture. At the moment we export mainly to Northern African, Middle Eastern and Balkan countries. We also export to Malaysia and Indonesia, two countries of Asia-Pacific. Our exportation is worth a total of 15 billion dollars.

WHAT ARE YOUR TARGETS FOR THE END OF 2012? WHERE DO YOU WANT TO SEE YOURSELF WITHIN 5 YEARS’ TIME?Last year was a good one for household electric appliances. We aimed a growth of 10-15% and we ended with 20%. However this year we might not be able to reach our last year’s goal. If you check the macro data you can see that the economic growth of Turkey has been slowed down. They have to do this due to the current deficit. Even so, at worst we will stay 1-1,5% behind of what we aimed for last year. Our primary aim for the next 5 years is to preserve our market share of 30% within domestic manufacturers. If we reach the economic factors we presume we plan to increase our export rate from 30-40% to 60-70%.

MILESTONES ON ENERGY EFFICIENT PRODUCTS POWER OF R&D AND PATENT CHAMPIONSHIPThe legal regulation on energy labeling of the energy efficient products was published in 1995, in Europe. After seven years it was regulated in Turkey. Arçelik implemented the energy labeling into its products earlier than the Turkish regulation (in 1999). Since the passing years, the energy efficiency in the product range was the first goal of the Arçelik’s innovative approach. While achieving this, R&D activities were on the heart of the progress; and which resulted in patent championship in Turkey. Arçelik A.Ş. became the 101 st among the top 500 companies with the highest rate of applications around the globe. Arçelik A.Ş. is the one and only Turkish company in international World Intellectual Property Organization (WIPO) list, leaving behind many global firms. HOW TO MAKE SAVINGS WHILE USING YOUR ELECTRICAL APPLIANCESRefrigerator: Regular maintenance is key to retain the efficiency of refrigerators. Additionally, the area around the refrigerator must be cleansed of dust and any other material which may prevent air circulation, and should be away from any heat sources.

Air conditioners: Using a larger air conditioner than needed causes energy loss. Passive cooling methods such as creating shade with trees, window tinting, and canopies reduce load on the air conditioner and help save energy.

Stoves and ovens: If multiple ovens are owned, the smallest one should always be preferred when possible. Pre-heating should not be done unless necessary, and when necessary should not exceed 10

minutes. Cooking in microwave ovens can be done in 2-10 minutes, and heating can be done in 10-30, seconds. As a result, microwave ovens use 66% less electricity than traditional ovens.

Washing machines: Washing with warm instead of hot water, and rinsing with cold water is the most efficient. Also, it is important to not have the machine working at full settings. If possible, using driers should be avoided and clothes should be dried outside with help from the wind and sun for further energy saving. On a side note, washing machines front loaders use less energy than top loaders.

Dishwashers: When placing the dishwasher, leave at least 5 cm of open area around it to help

the dissipation of hot air which will be produced during washing. In summer, using the machine in the evening reduces heat and humidity, protecting the dishwasher from unnecessary wear and reducing energy usage. Unless high temperatures are required for the sanitation of the dishes being washed, 55 °C is enough. Using the dishwasher before it is completely loaded results in wasted energy and detergent.

Vacuum cleaner: The simplest precaution is to frequently empty your vacuum cleaners dust bag. This increases the suction power and results in faster, more efficient cleaning. Also, cleaning the dust and lint out of the motor section of the vacuum cleaner at least once a year is important.

Among the factors which determine a country’s place in the world is its level of technology and innovation. These days, a country’s science and technology infrastructure and its ability to use this infrastructure effectively for the manufacturing of products, thereby contributing to the country’s overall wealth is considered an important national asset from both a political and strategic standpoint. Global technology production is undertaken in 15-20 countries which account for 95% of the world’s R&D activity, with the remaining 5% shared between the rest 70% of the world population.Before assessing Turkey’s place in the science, technology and innovation fields, it’s best to take a closer look at its industrial structure and development. In the 1980s, Turkish

industry started off as an assembly industry, and was heavily import driven. The period between 1980 and 1990 saw an economy of scale, low technology and export-driven strategy of growth. The concept “Technology Policy” was first included in the IV. Five-Year Development Plan (1979-1983). Due to increased foreign investments from the end of 80s until the 90s, industry slowly advanced to mid-technology levels. The first serious step to creating a national innovation system was taken in the 1990s, thanks to an R&D program that was instigated and developed by the Technological Development Fund of Turkey (TTGV) and TUBITAK. Due to important investments in the telecommunications infrastructure and various support programs, there has been a significant increase in R&D

investments in the 2000s. While the R&D/GNP ratio was 0.37% in 1998, that figure had risen to 0.84 by 2010.

INCREASED INVESTMENT IN INFRASTRUCTUREWhen we look at which technology groups dominate in fixed capital investments, we get a better idea of the “technological structure” of the manufacturing industry. While in the 1990s 20% of fixed capital investments were achieved through high and medium level technology, in 1995 this figure was 21%, in 2000 28.2%, in 2005 29.8%, and in 2010 32% (1997 – 2010 figures MMO MİS Research, 2010). High-tech fields like aerospace and aviation, computing, electronics-communications and medical investments comprised 3.4% of these investments. Of the manufacturing industry’s fixed investments, 67.99% was in

medium and low technology groups like rubber and plastic manufacturing, shipbuilding, iron & steel, metal goods, textiles confectionary and leather, food, forestry and furniture. The Turkish Statistics Institute’s “2010 Research and Development Activities Research” and “Innovation Research 2008-2010” reports which were published in November 2011 gives us a good idea of the state of development of technology and innovation in Turkey. In 2010, R&D investment per overall GNP increased 14.6% compared to the previous year, reaching a figure of 9,268 million TL (0.84%). Although R&D spending as a percentage of GNP has risen steadily since 2000, it’s still under 1% today. The share of private sector R&D was at 33.4% in 2000 and although that figure had risen to 42.5% by 2010, it failed to reach the 50% objective that had been set. Another important determinant of technological advancement is that of qualified human resources in the field of science and technology, which in Turkey is 36.2 Full-Time Equivalent personnel per 10,000 people. According to the results of the “Innovation Research, 2008-2010” report, 35.2% of companies engaged in technological innovation activities in that three-year period. As part of their technological innovation activities, 33.2% of companies engaged in product and systems innovation, while 14.6% carried out technological innovation activities in the same period.

WE’RE RANKED 59TH IN COMPETITIVENESSThe most important statistic indicating where Turkey stands globally in terms of technology is the “Global Competitiveness Index”. According to the World Economic Forum’s 2011 Global Competitiveness Index, Turkey is ranked 59th among 142 countries. The WEF report classifies countries according to their stages of development, looking at production factors with particular emphasis on efficiency and innovation. According to this report, Turkey is classified as being among those countries that have progressed from being a production center to one becoming an innovation center. In the categories of “infrastructure”, “health”, “product market sophistication” “financial market sophistication”, “technological infrastructure” “market size” and “business sector sophistication” Turkey is above the average among 142 countries, while in the categories of “corporate structure”, “higher education and workplace education”, “labor market sophistication” and “innovation” Turkey remains below average. When compared to EU countries, Turkey is behind in all fields except “market size” according to 2009-2011 figures. It’s well known that innovation is an important factor in achieving a high level of competitiveness. This “innovation” factor is comprised of innovation capacity, the sophistication level of scientific research institutes, companies’ R&D expenditures, university-industry cooperation in R&D, public purchasing policies for advanced technologies, the quality and

number of scientists and engineers, patents, and protection of intellectual rights. In the innovation category, Turkey scored the same points it had in 2011 (3.15), although it dropped two rungs in the ranking to 69th. In the “technological infrastructure” category which includes such as factors the extent of use of the latest technologies, the use of the latest technologies by firms, foreign investment, technology transfer and information-communication technologies, Turkey shows an upward trajectory. A good indicator of Turkey’s rise in the information-communication technologies category is that it was ranked 41st in the Economist Intelligence Unit’s 2011 Information Technologies Sector Competitiveness Index report, up five spots from before.

QUICK ADAPTATION TO MARKETS While Turkey has moved up the competitiveness rankings what has effected its export performance? According to the International Trade Center’s (ITC) Trade Performance Index, Turkey dropped from 8th to 18th in competitiveness between the 2000-2005 period and the 2005-2009 period, but has

jumped from 14th to 4th in terms of its capacity to adapt to new and emerging markets. In short, we can say that in the last ten years, Turkey has become less competitive but quicker to adapt. When we look at the adaptation figures, we find that growth was due mainly to an increase of “low and medium level technology” product exports to the Middle East, North Africa and Asian markets. (Turkey’s Export Performance TEPAV, March & May 2011) .

WE HAVE TO BE EFFECTIVE IN R&D In order for us to be able to talk about the technological strength of a country, it’s more important to look at whether and to what degree and extent technological development is domestically generated and produced, rather than the extent to which it is utilized. It’s no longer possible to have command of technology, to develop technology, and to convert that technology into products if you don’t have a sufficient degree of scientific research to back it up. Although scientific research is very important for “technological strength”, it’s not enough on its own. Beyond scientific research, you have to be effective in all branches of R&D (A. Göker, CBT 22 April 2011). A series of strategic programs, action plans and public incentives have been introduced in Turkey since the 1990s in order to advance and strengthen our scientific and

technological base. While before 2009 all public incentive programs were carried out without emphasis on

particular sectoral or technological fields, the situation changed in 2010. The Advanced Technology Project Support program which was instigated by TTGV was the first to apply

a directed strategy with specific goals. The “TÜBİTAK 1511 Priority Fields Research Technology, Development and Innovation Projects Support Program” published in April 2012, and additional new support systems that are to be implemented in 2012, show that sectoral and regional priorities will continue. But it would be a mistake to expect us to become a technological power with just one incentive package. Only through long-term, integrated, inclusive policies and actions that coordinate and bring together

all actors from all sectors and fields, and which further incorporate the right

measuring-analysis-evaluation procedures can a country become a competitive and sustainable

technological power. This also applies for Turkey.
