Publish: 04/24/19 • OFFICIAL PROCEEDINGS • OFFICIAL SUMMARY PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS, TETON COUNTY, WYOMING The Teton County Board of Commissioners met in regular ses- sion on April 8, 2019 in the Commissioners Chambers located at 200 S. Willow in Jackson. The meeting was called to order at 9:11am. Commission present: Natalia Macker Chair, Greg Epstein Vice-Chair, Mark Barron, Mark Newcomb, and Luther Propst. ADOPT AGENDA A motion was made by Commissioner Epstein and seconded by Commissioner Newcomb to adopt today’s agenda with as presented. Chair Macker called for a vote. The vote showed all in favor and the motion carried. PUBLIC COMMENT Public comment was given by Jared Baecker-Snake River Fund regarding BLM parcels. ACTION ITEMS 1. Consideration of Payment of County Vouchers A motion was made by Commissioner Propst and seconded by Commissioner Barron to approve the April 8, 2019 voucher run in the amount of $1,638,282.59. Chair Macker called for a vote. The vote showed all in favor and the motion carried. 2. Consideration of Administrative Items a. Liquor Permits b. SLIB Drawdowns – There were none. c. Tax Roll Corrections – There were none. d. Human Service/Community Development Contracts for Service – There were none. e. Courage to Run 5K, April 13th, 2019, Stilson Parking Lot to Wilson Elementary (Pathways), 30-40 attendees 3. Consideration of Approval of Scholarship Recipients Shelley Fairbanks, Deputy County Clerk, presented to the Board the recipients to award County scholarship funds to for three separate Teton County scholarships for the 2019- 2020 academic year. The Board selected 3 students to receive the Teton County Continuing Education Award and the Teton County State Funded Scholarship and 3 alternates. The Board selected 1 student, along with 3 alternates, to receive the annual renewal of the Teton County State Funded Scholarship. There was no public comment. A motion was made by Commissioner Barron and seconded by Commissioner Epstein to approve all three scholarship lists as presented. Chair Macker called for a vote. The vote showed all in favor and the motion carried. 4. DISCUSSION ITEMS 1. Known Matters for Discussion A. Identify Consent Agenda The agenda for April 9, 2019 was reviewed and items for the consent agenda were pulled. B. Squaw Creek Road Easements Keith Gingery, Deputy County Attorney, addressed the Board regarding past history of the Squaw Creek Road adoption process and asked the Board for direction. A workshop will be scheduled. C. Summer START Service to Teton Village Larry Pardee, Town of Jackson Administrator and Darren Brugmann, START Director were present to answer questions and discuss the summer START service to Teton Village. D. Jackson Hole Historical Society – 105 Mercill Lease Morgan Jaouen, JH Historical Society and Museum Executive Director and Jim Hunt, JHHSM Board President, discussed with the Board options for moving historic cabins and their collection. JHHSM is requesting a six-month extension of the lease beyond the current termination date of March 31, 2020. April Norton, Housing Director, addressed the Board regard- ing the RFP timeline for the housing project. Keith Gingery, Deputy County Attorney, addressed the Board regarding the JHHSM lease agreement. Larry Pardee, Town of Jackson Manager, addressed the Board regarding possible opportunities within the town parks for placement of the historic cabins. 2. Other Matters for Discussion The meeting was recessed at 10:08am and reconvened at 10:13am. MATTERS FROM COMMISSIONERS Calendar Review. The Board reviewed their weekly calendars. Steve Ashworth, Director of Parks and Recreation, gave updates on the Recreation Center re-model and some issues with the locker rooms and locker room restrooms. County Commissioner Administrator Updates. Alyssa Watkins, Board of County Commissioners Administrator, gave updates on Planning & Building Director interviews. Commission updates There were no commission updates given today. WORKSHOPS Compensation Update (Julianne Fries, 1 hour) Julianne Fries, Director of Human Resources and Matt Weatherly, Public Sector Personnel Consultants, addressed the Board regarding the Survey Update and Proposed FY2019- 2020 Compensation Plan for Teton County. Consideration of Proposed Outgoing Commissioner Correspondence The Board discussed outgoing correspondence regarding START Bus Services May 25-June 30, 2019. A motion was made by Commissioner Barron and seconded by Commissioner Epstein to approve the letter with the dis- cussed changes. The Federal Emergency Management Agency (FEMA) announces its intent to prepare a Programmatic Environmental Assessment (PEA) for wildfire mitigation proj-ects throughout the State of Wyoming.

The purpose of this action is to fund activities that reduce the wildfire hazard in urban interface communities and reduce hazards that may occur in areas that have experienced a wild-fire. Wildfire hazard mitigation activities are funded under FEMA Hazard Mitigation Assistance (HMA) and other pro-grams, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (Stafford Act). Requirements for hazard mitigation activities are found in the FEMA Hazard Mitigation Assistance Guidance.

FEMA hereby publishes this notice of intent to prepare a PEA for these actions, pursuant to the National Environmental Policy Act (PL 91-190) and associated environmental statutes, as implemented in FEMA 108-1.
