Western Planning Regions Discussion
Needs/Expectations Relative to TEPPC
TEPPC Review Task Force MeetingJanuary 11, 2016

Western Planning Regions (“WPR”): Legal Obligations• Established and well defined Order 1000 regional processes
• Transparent and comparable• With healthy regional stakeholder input
• Regional processes used to coordinate planning data and information with Planning Regions• Interregional transmission solutions considered through
interregional coordination• Annual interregional stakeholder meetings and provisions
for interregional transmission proposals

Regional Objectives: WPR and TEPPC• Drivers
• WPR: planning to meet Regional and Interregional FERC 890 and 1000 transmission planning requirements
• TEPPC: informs WECC management and WECC stakeholders
• Study area• WPR: WECC region; planning regions• TEPPC: WECC region

4
Regional Objectives: WPR and TEPPC• Basic study data needs determined
• WPR through regional processes• TEPPC through WECC processes
• TEPPC scenario analysis• WPR: planning regions not considered based on TEPPC scenario
need• TEPPC: WECC stakeholder input drives scenario definition

5
Regional Objectives: WPR and TEPPC• TEPPC scenario results
• WPR: may have a broader different view/objectives than WPR needs; generally not used
• TEPPC: information used by other stakeholders
• Models used• WPR and TEPPC: Production Cost Model ("PCM") and Power Flow
("PF")
• Current situational relationship• WPR: TEPPC (and WECC) data user; transmission provider/owner
involvement in TEPPC (and WECC) activities• TEPPC: WECC data user/provider• WPR & TEPPC: a stakeholder in each other’s process

WPR Short-Term Needs: Oriented Around Data• 2026 Common Case completed by March 31, 2016
• The assumptions in the common case are acceptable to WPR or require minimum effort to modify for WPR studies
• Round trip process (PF-PCM-PF) functional and complete by March 31, 2016• Power flow dynamic data complete by WECC and functional no
later than June 30, 2016
• In the long-term a data management system for common PCM and PF data

WPR Long-Term Needs: Oriented Around Data and Shared Value• TEPPC (and WECC) PCM data set (and PF base case)
development process and procedures• WPR will coordinate their base case needs• WECC provide some level of deference to these needs
• TEPPC studies/results must be relevant to WPR before they can be considered in WPR regional processes• TEPPC studies/results must be based on PCM data sets that reflect
WPR ten-year plans• For TEPPC studies/results to be considered TEPPC must submit their
information into the relevant regional planning processes

WPR Long-Term Needs: Oriented Around Data and Shared Value• Improve data coordination so WPR can continue to rely on
PCM data• TEPPC PCM data reflect planning region’s ten-year transmission plans
• TEPPC develops using current method/processes and produces change files
• WPR provide appropriate assumptions• Non-WPR related projects/sensitivities/scenarios should be reflected
by TEPPC in separate PCM data sets• Development justified on the merits of the proposal
• Restructure RPCG under WPR to manage• With WECC support• Migrating WECC to a data management system (e.g., a BCCS like
process) for PCM data set and PF base case development
