Lawmakers Look to CapitalProjects to Help EconomyBy Barry MasseyASSOCIATED PRESS

SANTA FE, N.M. (AP) With NewMexico’s economy continuing to sputter, theLegislature and Republican Gov. SusanaMartinez face tough decisions next year onwhether to spend every dime of availablebond financing for capital projects to helpcreate construction jobs but potentially risk abacklash from voters who could be hit withproperty tax increases. Despite a slide in revenues for state gov-

ernment operations, there’s a large pool ofmoney that can be used for constructionprojects next year to possibly stimulate theeconomy. Nearly $430 million in bond capacity is

available for capital projects — twice asmuch as the revenues expected next year forpossible budget increases for governmentprograms and services. About $300 million of the capital financ-

ing could come from general obligationbonds, which are backed by property taxlevies but require the approval of voters. Sen. John Arthur Smith, a Deming

Democrat and chairman of the LegislativeFinance Committee, said lawmakers maywant to consider limiting the general obliga-tion bond issue next year to try to minimizea property tax increase. “It is going to be easier to pass a skinny

budget than it is to ... get that GO bond pastthe public,” said Smith, who also is chairmanof a Senate committee responsible forpreparing the state’s operating budget. He said it’s possible the state could issue

$150 million to $180 million in general obli-gation bonds without a change in propertytax rates. That’s because new bonds wouldreplace older ones being paid off with cur-rent tax revenues. In 2010, voters narrowly rejected a $155

million bond question that would havefinanced building projects for universities,the state School for the Deaf and the NewMexico School for the Blind and VisuallyImpaired. Had the higher education bondissue been approved, yearly taxes wouldhave increased an estimated $10 on propertyvalued at $100,000. That unused bondcapacity is carried forward and is part of the$300 million available in 2012. The governor hasn’t decided on her capi-

tal projects recommendations to next year’sLegislature, “but she is very sensitive aboutthe impact on property taxes,” said ScottDarnell, a spokesman of Martinez. “We are still very early in the process of

tion bonds, the state can authorize $130 mil-lion in bonds backed by severance tax rev-enues and those don’t require voter approval. Rep. Brian Egolf, a Santa Fe Democrat,

said the Legislature should use the bondfinancing on construction projects to stimu-late the economy. “I think it’s our responsibility to do every-

thing humanly possible to get New Mexicoback to work,” Egolf said in an interview.“The need for jobs and work is real, and it’sright now and it is incredibly serious. Weshouldn’t ignore that by some fears of theo-retical changes in taxes.” In the past, the state has typically author-

ized the full amount of available generalobligation bonds for capital projects. During a special session in September, the

Legislature approved $81 million worth ofcapital improvements to be paid for withseverance tax bond proceeds. Egolf wasamong Democratic and GOP lawmakerswho supported a larger package. The gover-nor had proposed $212 million for capitalprojects, but Smith and other Democratscontended it was prudent to approve a small-er amount in the special session because ofuncertainty over the state’s finances. A similar debate over capital projects is

likely next year when the Legislature con-venes in January for a 30-day session.Universities have a big stake in the outcomebecause they depend heavily on general obli-gation bonds for capital improvements. Thestate earmarks other bond financing for pub-lic school capital projects. “The backlog of infrastructure is enor-

mous,” David Lepre, executive director ofthe Council of University Presidents, said inan email statement. “I believe the last timethe state measured higher education’sdeferred maintenance it totaled well over $1billion.”

“It looks a little different [now],” he saidwith a laugh. “They’ve been pretty busy.”

Crews broke ground earlier this year at thewaterfront site to build a large graving dockfor constructing the concrete pontoons need-ed to support the Highway 520 floatingbridge in Seattle. Transportation officialsplan to have dozens of pontoons, somemeasuring 360 ft. (110 m) long, finished by2014 when the floating bridge is rebuilt.

Irwin said the local effort continues toramp up with new workers added each weekas the basin project gets clos-er to completion. He said theproject now employs nearly300 people at the site with124 of those workers resid-ing in Grays Harbor County.

“We’re still building up,”he said.

Many workers focusedNov. 3 on installing the firsttwo of three sections of gateto close off the mouth of thebasin, which is about threestories deep. Each gate sec-tion measures 110 ft. (33.5m) long and 10 ft. (3 m)high. The third section wasscheduled to arrive Nov. 7.

While crews will con-struct the pontoons in the drybasin, the gate and a systemof pumps will allow them toflood the basin when the pontoons are fin-ished and float them out into the Harbor.

Irwin said a crane can lift the gates straightup and out to open or close the entrance tothe basin. When crews want to flood thebasin they can open water mains on the sideof the gate.

A filtering system keeps out fish anddebris.

As the water level equalizes between theHarbor and the basin, each gate can bepulled out until the Harbor runs into thebasin. Irwin said crews will have to time theflooding and draining with appropriate tidecycles.

“The tide plays a huge role,” he said,adding, “The whole process takes severalhours to complete. ... Seeing is believing. It’simpressive.”

When the basin is flooded, crews will usetugboats to tow the pontoons out into the

Harbor where they will be stored in a groupon the south side of the Harbor channel nearJohns River. Tugboats will then tow theapproximately 32 pontoons up to Seattle asneeded for the bridge project.

While some crews fit the gates into place,several workers poured concrete into wood-en and rebar panels to be used as forms forthe pontoons. Nick Taylor, an oversightinspector on the project, said building thepontoons requires hundreds of form panels.Carpenters were busy building the woodenframes for the panels.

“Look at all those wood forms,” he said.“We’ve got an army of carpenters.”

An excavation barge also floated nearbyas it dug away at the shoreline. Irwin saidapproximately 80,000 cu. yds. (61,164 cu m)of dirt will be removed to create the channelfrom the Harbor to the mouth of the castingbasin.

Irwin said crews have already removed280,000 cu. yds. (214,075 cu m) of dirt tocreate the casting basin.

“That’s just an astounding amount ofmaterial,” he said.

Irwin, who worked with the Hood Canalbridge project, said the local pontoon efforthas benefited from the lessons of previousprojects. He said the latest project utilizes themost advanced concrete techniques, but thescale is also much larger than any previous-ly attempted in Washington state. As hewalked among the soaring cranes and enor-mous forms, he marveled a bit.

“I haven’t been in any this big,” he said.

While crews will construct thepontoons in the dry basin, thegate and a system of pumps willallow them to flood the basinwhen the pontoons are finishedand float them out into theHarbor.

Concerns About Caltrans Tests Extends to More Projectsa busy Los Angeles highway bridge, anOakland freeway sign and other projects isnow being probed by federal and state offi-cials. At a projected cost of $6.3 billion, the new

eastern span of the Bay Bridge is the largestpublic works project in California history,and it is poised to open for public use in2013. Engineers have repeatedly stressed theneed to ensure the bridge can withstand thestrongest anticipated earthquake. The road-way of the existing span partially collapsedin the 1989 Loma Prieta earthquake duringthe World Series between the San FranciscoGiants and the Oakland Athetics.. In 2006 and 2007, Caltrans technician

Duane Wiles performed tests to ensure thestructural integrity of seven of the 13 deeplyburied concrete and steel pilings that hold upthe new bridge’s tower. In six of the cases, the Bee said, Wiles’

tests showed no significant problems,although his colleagues found numeroussections of questionable concrete densitythat needed more scrutiny or repair. Wiles did not follow a Caltrans require-

ment to check that his testing gauge wasworking correctly to ensure its accuracybefore testing portions of the bridge’s towerfoundation, according to the report. He alsohas been disciplined for falsifying test resultsfor other projects, the newspaper found. Even after other testing employees and an

anonymous whistleblower told agency offi-cials about Wiles’ earlier work, Caltrans didnot look into Wiles’ work on the Bay Bridgetower until the newspaper requested com-ment, the Bee said. According to the report on Nov. 13,

Wiles’ work on the bridge raises serious con-cerns about the foundation of the span’s sig-nature spire as well as its structural integrity. Caltrans said the bridge tower foundation

is safe. Chief engineer Robert Pieplow said areview ordered by Wiles’ supervisor, BrianLiebich, was “thorough” and confirmed “thesafety of all structures.” “As for the Bay Bridge,” Pieplow said in

a written statement, “the [tower foundations]are safe and it would be highly misleadingand irresponsible to suggest otherwise.” Independent experts told the Bee that

although the structure is probably reliable, itbears more scrutiny. Bernard Hertlein, a principal scientist at

the global engineering and construction firmAecom Technology Corp., said the adequa-cy of Caltrans tests raised significant ques-tions with no clear answers, since defectsunder the main tower would be nearlyimpossible to detect now. “Fixing the foundation in any significant

way is pretty much impossible,” saidHertlein. The Bee said concerns about Caltrans test-

ing extended to other projects. After examin-ing 50,000 test documents, bridge founda-tions, overpasses and other freeway features,the newspaper found some structures wereapproved after questionable work by Wiles.In three cases confirmed by Caltrans docu-ments, he fabricated results, the report said. Caltrans memos reveal that Wiles’ falsifi-

cation of test data first came to light inSeptember 2008. Foundation Testing Branchengineer Michael Morgan expressed hisconcern to branch chief Liebich aboutinstructions to distribute test assignmentsevenly among the technicians, includingWiles. “We are putting the reputation and integri-

ty of the [testing branch] at stake,” Morganwrote. “Our work also can be linked to thesafety of the traveling public.” A few months later, a branch engineer

found that Wiles had falsified data on a free-way sign in Oakland and an I-405 freewaybridge over Braddock Drive in Los Angeles.Caltrans told the Bee both were later foundto be safe, but declined to release its analy-ses. Chief engineer Pieplow said the Federal

Highway Administration investigators hadlaunched a detailed investigation of previoustests. He also said the U.S. Department ofTransportation had finished a separate inves-tigation of fraud, waste and abuse in theCaltrans Foundation Testing Branch.Caltrans was conducting a similar probe. Federal investigators had not found falsi-

fied test data for the Bay Bridge in its ongo-ing investigation, Pieplow noted. TheFederal Highway Administration declined tocomment. A Caltrans spokeswoman later confirmed

Wiles and Liebich were placed on adminis-trative leave. Wiles declined to comment.Liebich did not return calls from the Bee.

LOS ANGELES (AP) It’s as hard to travel under theground in Southern California as it is on top of it. Here in the city the car

built, the latest attempt tobore a subway linebeneath some of the mostcongested roads inAmerica is recalling civicbrawls of a generationago, when fear over wheretunnels could be con-structed safely left theregion with a subway sys-tem so stunted it gets asmuch ridicule as ridership. This time, transit plan-

ners hoping to run a 9-mi.(14.5 km) subterraneanline into the city’s denselypacked Westside have hitresistance within a cluster of stately, red-roofed buildingssurrounded by manicured hedges and lush, rolling lawn —Beverly Hills High School. Tentative plans call for drilling atunnel 70 ft. (21 m) beneath the campus, where AngelinaJolie and Nicholas Cage once roamed the hallways. Local officials say ambitious plans for new classrooms

and parking would be threatened, and they worry the FrenchNormandy-style buildings could be damaged by construc-tion or train vibration. They want the line to run on an alter-nate route a few blocks north, along busy Santa MonicaBoulevard, though regional transit consultants say thatwould take the train into the path of unstable earthquakefaults. The consultants are confident tunneling would not endan-

ger the 2,200-student school, but some envision the worst: atunnel collapse directly below campus, with students insidethe buildings. “It’s terrible, I dislike it intensely,” Theresa Pinassi said

with a grimace, as she waited outside the school for her 16-year-old grandson. “It would be dangerous to have it underthe school — God forbid, if we had an earthquake.” It’s all deja vu to Mark Fabiani, who served as deputy

mayor and chief of staff to former Mayor Tom Bradley, whoin his era envisioned a subway that would link downtownLos Angeles with the Pacific coast, a line befitting one of theworld’s great metropolitan areas.

It never happened. A local congressman pushed through a tunneling ban in

1986 because of fears that construction could cause anexplosion of naturally occurring methane gas, a move someviewed as a thinly disguised maneuver to safeguard tony

Westside neighborhoods from out-siders. The city ended up with a subwaythat’s invisible to many of its 4 millionresidents — it’s about 20 mi. (32 km)overall in a city covering 468 sq. mi.(1,212 sq km), petering out just west ofdowntown’s skyscrapers. To Fabiani, Bradley’s dream would

have helped avert Los Angeles’ trafficnightmare. “When you have no culture of mass

transit in your area, it’s harder to visual-ize what the benefits might be down theroad,” he said. The Los Angeles County

Metropolitan Transportation Authority,chaired by Mayor Antonio Villaraigosa,isn’t expected to

endorse a route until early next year,and it’s not clear how much of the$5.4 billion line will be built, orwhen. The most optimistic schedulecalls for construction to begin nextyear, with trains rolling in 2022. Local voters boosted sales taxes to

bankroll transit projects, but moneyis scarce in gridlocked Washington.The ban on using federal funds fortunneling was lifted in 2007, but cur-rent plans stop well short of reachingthe beaches in Santa Monica.Meanwhile, Beverly Hills has enlist-ed its own consultants for a fight thatmight end in the courtroom. The transit agency long envisioned the line running along

Santa Monica Boulevard through that area, but in 2010 itfloated a plan that would move the route slightly south,under the school. The MTA’s experts recently concluded theroute under the school would be safer than along SantaMonica Boulevard, where faults could pose a threat. But district officials suspect that developers with ties to

City Hall are influencing the decision-making. The disputed route would take the line under the school

and to a station in the nearby Century City neighborhood

that’s virtually at the doorstep of a planned 37-story towerproposed by JMB Realty Corp., a major landlord that ownsother buildings in the area. JMB executives have investedheavily in Villaraigosa’s political ventures, governmentrecords show. One company affiliate gave a committeelinked to the mayor $100,000 in 2006. “We do believe politics has driven this alignment, not

transit rules or standards,” said Lisa Korbatov, who heads thelocal school board. She calls the MTA’s data “very heavy inassumption.” A statement from Villaraigosa’s office said only that he is

confident in the MTA’s experts and the conclusions of itstechnical studies. A local coalition supporting the route thatwould cut under the high school asserts the plan is safer,given the MTA’s findings, and would place a station withineasy walking distance for nearly 30,000 workers in CenturyCity. JMB senior vice president Patrick Meara disputed that

there was any connection between donations to the mayorand decisions on the subway. When asked who drafted theroute that would build a station near his company’s proper-ties, which would almost certainly boost their value, he said,

“I honestly don’t know.” Among students, there

appears to be little anxietyabout a train line thatwouldn’t begin movingpeople until years afterthey graduate. Justin Blaylock, a 17-

year-old senior, said hesupports expanding pub-lic transit and would wel-come the chance to avoidthe city’s dirty, crowdedbuses. “It makes me justwant to walk,” he said. In a way, the MTA is

trying to rebuild the past. Los Angeles once boasted one of the finest public transit

systems in the nation, the Pacific Electric Red Cars, whichtrundled along 1,000 mi. (1,609 km) of track that criss-crossed the region. The last one was gone by 1961, dismantled with no small

push from auto and oil interests as the car culture took holdin Southern California. Freeways replaced trolley tracks, and huffing buses took

over for electric rail. In time, a booming population led tosclerotic traffic and the blankets of smog that came with it.

Terex Bid-Well 4800 paver from Terex Roadbuilding drawsfrom 50 years of concrete paving experience. The 4800 fea-tures a 48 in. (91.4 cm) truss and all-welded steel construc-tion to maximize frame strength and minimize weight. Theautomatic roller paver is capable of paving widths of morethan 170 ft. (51.8 m), optimizing machine flexibility to pavea wide variety of bridges. Powered by a 23 hp (17 kW) gas engine, the 4800’s

paving carriage performs four concrete deck finishing func-tions. Dual, double-flighted augers meter the concrete tomaintain a consistent head of material in front of the carriage.The 11.5 in. (29.2 cm) Rota-Vibe system uniformly consoli-dates the top 2.5 in. (6.3 cm) of concrete to facilitate sealingof difficult-to-finish designs. Dual, 5 ft. available paving carriage/drag pan fogging system atomizesthe water to produce a true, light fog. This keeps the concretefrom drying too quickly to reduce cracking and produce astronger surface. When operating the paver in confined construction zones,

the optional swing leg design offers zero-clearance paving.These variable-position, offset legs attach to the paver’smain frame and provide an additional length of 2 ft. (0.61 m)for variable-width paving. The available pivoting leg option for the 4800 saves con-

tractors time and money when paving bridges with crossslopes of more than 8 percent. This optional feature pivotsthe leg to a true vertical position when paving supereleva-tions, decreasing the side forces on the rail system and reduc-ing the need for additional shoring. 3800 CR Offers Wider Option for Recycling, Cold MillingThe 3800 CR from Wirtgen America Inc.

offers the ability to cold-in-place recycle afull-lane of pavement in one pass, stabilizingwith either foamed asphalt “green mix”, orany other stabilizing medium such as asphaltemulsion or lime or cement slurry, but witha twist: with a conveyor mounted, it also willserve as a full-lane cold mill.

The 3800 CR utilizes the same platformas the existing Wirtgen 2200 CR, but is sup-plied with a full-lane, 12-ft. 6-in. (3.8 m)-wide drum and uses a screed width to match.

In its recycle mode, the 3800 CR’s full-lane working width is complemented by arecycling depth of up to 6 in. (15 cm). In thecold milling mode, it will mill to 13.75 in.(35 cm) deep in the upcut mode, although itcan operate in either upcut or downcut modeafter alteration. This involves that the drumbe removed and turned 180 deg, and fit witheither upcut or downcut planetary drives.

At the heart of the 3800 CR, the cutter, anintegral gradation beam is positioned in frontof the cutter. This beam is held underhydraulic pressure on the pavement surfaceto avoid “chunking” of asphalt into recycledmix. The 3800 CR’s drum takes RhinoHT11 cutting tools, which are mounted at.63 in. (1.6 cm) spacing, and holds a total of294 tools or bits.

The Wirtgen 3800 CR is capable of pul-verizing existing bituminous material withautomatic depth controls to maintain the cut-ting depth to within plus/minus .25 in. (.6cm) of specification. It features a positivemeans for controlling cross slope elevations.

In the recycle mode using emulsion stabi-lization, the 3800 CR has a liquid meteringdevice capable of adjusting the flow ofasphalt emulsion to compensate for any vari-ation in the speed of the machine, and deliv-ers the needed amount of asphalt emulsion towithin plus/minus 0.2 percent of the requireddesign amount by weight of pulverized bitu-minous material. It utilizes an asphalt emul-sion pump of sufficient capacity to allowemulsion contents up to 3.5 percent byweight of pulverized bituminous material,and contains automatic digital displays forboth the flow rate and total amount of pul-verized bituminous material and asphaltemulsion in appropriate units of weight andtime.

In the recycle mode, because recycled,reclaimed pavement is placed immediatelybehind the 3800 CR, no windrow elevator orpickup machine — or additional paver — isrequired, saving labor, fuel and equipmentcosts, in addition to reducing the carbonfootprint of the project.

The 3800 CR utilizes the same platform as the existing Wirtgen 2200 CR but is sup-plied with a full-lane, 12-ft. 6-in.-wide (3.8 m) drum and uses a screed width tomatch.

Power Pavers Unveils SF-1700 Compact Slip-Form Paver

Power Pavers has a new compact slip-form paver — thePower Paver SF-1700.

“With the ability to pave up to 7.5 meters wide, the SF-1700 was developed to react to the contractor demand fortwo-pass paving in many highway applications. Theresponse to the SF-1700 has been excellent and we are get-ting great reports from our customers who have put them towork,” said Fred Hite, general manager of Power Pavers Inc.

“In fact, we placed machines in three countries within a

month of the machine’s introduction.” The frame of the SF-1700 is based on Power Paver’s cur-

rent leading machine, the SF-2700. By reducing the enginesize and main frame width Power Pavers was able to makethe SF-1700 a more compact, economical alternative to con-tractors desiring to pave highways in two passes.

“In many developing countries, concrete supply is anissue, so paving in two passes is more practical than onepass,” explained Hite. Standard equipment on the SF-1700

includes a 160 hp (119 kW) Cummins engine, spread augerand tamper bar, and 12 Wyco vibrators.

New Cutter Offers Enhanced,Safe Micro-Milling Results

With new DOT specs for thinner frictioncourses, proper surface preparation is moreimportant than ever. Delaminating of thincourses is likely when surfaces are preparedwith conventional milling. What’s more,water can get trapped in the valleys of a con-ventionally milled surface, leading to prema-ture pavement failure. In thin overlay appli-cations micro-milling is required for goodresults.

Roadtec now offers a cutter that producesa fine, straight-line pattern, which neitherdeviates with changes in travel speed normachine stops for truck changes. DOT tests

of the surface have been passed consistentlywith this cutter. Moreover, the milled sur-face’s texture is extremely safe for cars andmotorcycles alike when opened to trafficbefore paving begins, according to the man-ufacturer.

Tooth consumption is extremely low withthis product. On a recent job consisting of 5mi. (8 km) of roadway (10 lanes mi. [16km]), 1 in. (2.5 cm) removal with a microfinish, and an average travel speed of 48.5fpm (14.7 mpm) and as high as 70 fpm (21.3mpm), zero teeth were changed during the 5-day project.

High-Lift Steering Axle Suspension Improves Trailer LifeThe high lift ParaMax Suspension System, now available

on all Titan trailers, offers a more comfortable ride and alonger tire and trailer life for haulers who operate on roughroads and off-road sites, according to the manufacturer.The ParaMax high-lift steering axle system, designed by

Titan Trailers Inc., is rated to 25,000 lbs. (11,340 kg) withsteer angles at 30 degrees. The suspension was designed toprovide extreme travel and high-lift capabilities of up to 10.5and 13.5 in. (26 and 34 cm) of the total axle travel capabili-ty for the most demanding on-road and off-road conditions. As Mike Kloepfer, president of Titan Trailers, announced

the ParaMax suspension, he credited Titan’sexperience for the development of the newsystem. “We work closely with our customers in the

field and we see what they go through.Conventional steering axles with trailing armsuspensions having limited up-travel andwere not capable of handling the extreme con-ditions of many logging roads, quarries andlandfill sites. So we tasked our engineeringgroup to find a better, more durable solutionthat would also reduce the cost of operationdue to extended tire life and reduced tire dam-age.”The ParaMax suspension is designed

around high-travel parallel linkage with theking pin set to 90 degrees to the ground. Theparallel mount configuration allows the sus-pension to lift the axle higher than other steer

axles. It also ensures that the lift plates stay parallel forincreased airbag life and significantly reduced tire wear,according to the manufacturer. This configuration provides the axle with more freedom to

displace different heights vertically as well as from side toside. The trailers also may be fitted with super single lowprofile tires to allow even more clearance. Furthermore,according to Kloepfer, the tracking capability of theParaMax suspension system means that even in the roughconditions, the tracking of the tires is constant and completeand minimizes the potential for uneven tire wear and dam-

age. With a greater freedom of movement, the system main-

tains a comfortable ride on deeply rutted roads and in roughoff-road conditions. The design of the suspension allows theleft side to vertically adjust to a different height than the rightside, thereby relieving potential stress on the axle and thesuspension as well as on the trailer itself. With its higherground clearance in the lifted position, the ParaMax suspen-sion reduces stresses and impacts on the axle, as well as min-imizing wear on its tires. By avoiding damage to the system,the trailer will consistently track better in the long run, pro-

vide a better ride resulting in decreased driv-er fatigue, increased trailer availability andlonger life for the entire body structure andrunning gear, according to the manufacturer. Single-axle ParaMax Suspensions are now

XL Specialized Trailers Introduces 13-Axle Light Weight TrailerXL Specialized Trailers’s 13-axle trailer

boasts a light weight configuration. At57,440 lbs. (26,054 kg), the new XL MG170 West Coast trailer hauls loads up to170,000 lbs. (77,110 kg) distributed, includ-ing 2.5mW wind turbines, heavy construc-tion equipment such as large dozers, excava-tors and wheel loaders, as well as off-roadtrucks for mining applications. The new XL170 MG also can be configured to weigh55,000 lbs. (24,947 kg) to accommodateweight specific loads with some specchanges.“As equipment continues to get bigger

and heavier,” said Scott Wall, CEO of XLSpecialized Trailers, “the cost and logisticsassociated with hauling these items getsmore involved. Our new trailer is able tomove equipment and materials on 13 axlesthat would take other trailers 19 axles toaccomplish, completely redefining this cate-gory of trailers. Our number one priority atXL is being the most customer focused trail-er manufacturer centered on developingunique solutions for each customer’s needsand we are excited about working on thisunit with our customers.”The main trailer is engineered with a 118

in. (300 cm) flip neck that extends a 14 ft. 3in. (4.3 m) main neck. From the neck, the 30

ft. (9 m) main deck boasts a 15 ft. (4.5 m) T-deck design to accommodate wind turbinecomponents. The T-Deck can be switchedout to other available deck configurations. The main deck has a 26 in. (66 cm) loaded

deck height and a 6 in. (15 cm) ground clear-ance, allowing the trailer to traverse on low-maintenance surfaces to reach off-road des-tinations. The 21 ft. (6.4 m) rear deck has a44 in. (118 cm) loaded deck height and isequipped with disc brakes, with springbrakes on all axles.

The main trailer has a 12V sealed groteelectrical system with three LED tail-lightassembly. A reinforced frame for a 3-axlebooster, manual override height control, araise/lower valve and shut offs on air bagsare some of the options available for themain trailer.The Jeep is a skelton frame with hatbox

used for weight savings. This additioncomes equipped with 2-speed jost landinggear and handle on road side, a 13-hp (9.7kW) Honda unit mounted on the inside

beams, the ability to raise the 5th wheel from54 to 72 in. (137 to 183 cm), a hydraulic hatbox with 18 in. (45 cm) of travel, raise/lowervalve, a two tail-light assembly and discbrakes with spring brakes on each axle.The 18 ft. 5 in. (5.6 m) booster is

equipped with disc brake axles, a three tail-light assembly, a raise/lower valve, manualride height control, as well as shut offs oneach air bag.For more information, visit www.xlspe-

Construction Equipment line of pipelayers. With its excavator-based configuration,

the machine offers a 360-degree swing withfull lifting performance and functionality atall radius positions — a solution unattainablewith conventional sideboom pipelayers. To increase productivity, the Volvo

PL3005D allows for smooth, precise andefficient load positioning anywhere aroundthe machine, just like an excavator. Thesepipelayers also feature a mechanical, upper-structure swing lock for use when workingon severe grades.

The undercarriage system allows forcounter-rotation of the tracks for easy posi-tioning and directional change of themachine. High ground clearance ensures theability to work in rugged conditions. Toensure a solid footing in most conditions, the23.6-in. (60 cm) single grouser track padscan be upgraded to 29.5 in. (75 cm) optionalsingle grouser and 31.5 in. (80 cm) optionaltriple grouser shoes.

Volvo PL3005D can be converted into ahigh-production excavator for standardexcavation by swapping the boom. A high-pull planetary winch ensures pre-

cise control and smooth lifting. An anti-two-block device automatically prevents thehook and load block from making harsh con-tact.

Stronger Machine, Heavier Load The Volvo PL3005D is fitted with a mod-

ern onboard load management system

(LMS) that uses wireless communication toenable the operator to know what can besafely lifted depending on the angle of theboom, the position of the upper frame rela-tive to the slope, and the incline on which themachine is operating. Load charts are updat-ed constantly for 360-degree rotation andinfinite machine positions up to a 35-degreegrade slope. Based on these inputs, the LMSdetermines the unique load chart necessaryand displays the safe working load via agraphic display on a monitor in the cab,according to the manufacturer.Load-indicating light bars, located on

both sides at the end of theboom, provide visiblewarning to the operatorsof other machines on thejob site and ground per-sonnel to optimize safetyand increase operator effi-ciency.

Holt CAT Prepares for New,Green Laredo Facility

Holt CAT, the Caterpillar equipment andengine dealer for south, central, north andnortheast Texas, has purchased property fora new store location in Laredo, Texas.

The 24,000 sq. ft. facility for heavy equip-ment parts, service and sales will be built inthe Los Lomas Industrial Park on StateHighway 359, east of Loop 20. As it hasdone with other recent building projects,Holt will incorporate green building prac-tices into the Laredo facility, which willimprove energy efficiency and overall natu-ral resource sustainability, according to thecompany.

The new facility is projected to breakground in the first quarter of 2012. SanAntonio-based Holt CAT, established its firststore in Laredo in 1978 and currently has 20sales, service and parts employees at its loca-tion on FM 1472.

“Holt is demonstrating our commitmentto machine and engine customers in Webband surrounding counties with an investment

in new and expanded facilities to improveour services,” said Allyn L. Archer, presidentand chief operating officer.
