cast higher prices and stabilizing rawmaterials costs in the second quarter. Thecompany said customer order rates havemoderated recently, but it remained cau-tiously optimistic. It’s similar to outlooks from Nucor

ALLENTOWN, Pa. (AP) Federal transportation officialsare launching a program to repair and replace aging oil andgas pipelines across the nation to prevent potential cata-strophic explosions such as the recent deadly blasts in east-ern Pennsylvania and California. Transportation Secretary Ray LaHood announced the ini-

tiative on April 4 in Allentown, where the Feb. 9 pipelineexplosion leveled homes and businesses and killed five peo-ple, including an elderly couple and a 4-month-old boy. Last September, a 44-year-old gas transmission line rup-

tured in San Bruno, Calif., killing eight people, injuringdozens and leaving 55 homes uninhabitable. Investigatorssaid the pipe had numerous flawed welds. And inPhiladelphia in January, a gas main explosion sent a 50-footfireball into the sky, killing a utility worker, injuring six peo-ple and forcing dozens from their homes. “People deserve to know that they can turn on the lights,

the heat, or the stove without endangering their families andneighbors,” LaHood said in a statement. The government is calling on pipeline owners and opera-

tors to identify areas of high risk and accelerate critical repairand replacement work. The department plans new regula-tions to strengthen reporting and inspection requirementsand making information about pipelines and the safetyrecords of operators easily accessible to the public. LaHood said he also plans to seek legislation to increase

oversight of pipeline safety, including increasing maximumcivil penalties for pipeline violations from $100,000 per dayto $250,000 per day and from $1 million to $2.5 million fora series of violations. Transportation officials say they plan an April 18 Pipeline

Safety Forum at which state and industry officials and otherparties are to discuss the problem. The number of pipeline-related accidents resulting in seri-

ous injury or death has been cut nearly in half over the lasttwo decades, but the recent accidents “have highlighted theneed to address the nation’s aging pipeline infrastructure.” Significant pipeline failures resulting in oil spills or gas

explosion usually come from damage due to digging, corro-sion and failure of the pipe material, welds or equipment,officials said. The latter is due to problems with valves,pumps or poor construction, they said. The Allentown utility has said that at the current pace it

could take four decades to replace the rest of its aging, cast-iron pipelines, some of which are a century old. But UGIVice President Robert Beard told a state Senate panel that theexplosion could accelerate the utility’s efforts. The National Transportation Safety Board has said it

decided not to investigate several additional pipeline acci-dents, including the Allentown blast and one in Philadelphia,because the current workload has strained the agency’s man-power. NTSB Chairman Deborah Hersman said in February that

the board may include the findings of state investigators insafety recommendations. Steve Klejst, who heads the safetyboard’s section that investigates pipeline accidents, said hehas only four pipeline investigators in his office.

1.1 in. (2.8 cm) wire rope and 36,000 lb.(16,329 kg) line pull. For maximum flexibility, though, the

SCC8300 offers six other boom configura-tions in addition to its 59 ft. (18 m) windenergy jib. This crane can do the work on thewindmill farm, then be transported easily to

other jobs. Its width is less than 10 ft. (3 m)and its main body breaks down to less than100,000 lbs. (45,359 kg). The crane’s maxi-mum tip height is more than 515 ft. (157 m).It comes with a 400 hp (298 kW) CumminsQSM11 engine, 1.1 in. (2.8 cm) wire ropeand 33,000 lb. (14,968 kg) line pull. The new EVO concept matches refine-ments for all individual components with anew material flow concept. The new materi-al flow concept of the EVO models elimi-nates all restriction to the flow of the materi-al throughout the entire plant, according tothe manufacturer.

For example, the discharge chute underthe crusher is 4 in. (10 cm) wider than theinner width of the crusher, and the subse-quent discharge belt is another 4 in. widerthan the discharge chute. Material is thustransported quickly and carefully away fromthe critical area under the crusher, with flowrate increased and wear reduced.

Even before the crushing takes place,there is an improvement in the material flow,due to the system widths of the feedertroughs and grizzly that facilitate flow of thematerial through the opening of the crusher.

The independent and effective vibratingdouble-decker pre-screen improves theEVO models’ cost efficiency. In the EVOplants, vibration of the pre-screen and vibrat-ing feeder below the crusher have beenimproved. Together with the newly designedcrusher bypass — which features changes toboth form and geometry — the entire systemhas been relieved of load and a significantcontribution has been made not only toincreased performance, but long-term life ofthe EVO models, according to the manufac-turer.

Optional new and improved screeningunits — now simpler and faster to assembleand disassemble — are available. Thesescreening units now are significantly bigger,by more than 44 percent on the MR 110EVO compared to its predecessor. With its

significantly increased screening area, thisallows EVO models to deliver higher overalltonnages of between 350 or 450 tph (317 or408 t) MR 110 EVO and MR 130 EVO,respectively.

New Inlet GeometryThe new crusher features highlights such

as a new inlet geometry which allows evenbetter penetration of the material into therange of the rotor. Also, the wear behavior ofthe new C-form impact ledges has beenimproved to such an extent that the edgesremain sharper longer, leading to improvedmaterial shape. The rotor ledges are held

securely by a new clamping system, whichmeans that they can be changed even quick-er, and thus contribute to greater plantuptime.

Enhanced performance is made possiblein part by the direct drive with which bothmachines are equipped. A latest-generationdiesel engine transmits its power almostloss-free directly to the flywheel of thecrusher, via a robust fluid coupling and V-belts. This drive concept enables versatility,as the rotor speed can be adjusted in fourstages to suit different processing applica-tions.

Also, the newly developed and fullyhydraulic adjustment capability of the crush-

ing gap permits greater plant uptime, whileimproving quality of end product. Not onlycan the crushing gap be completely adjustedvia the electronic control unit, but the calcu-lation of the zero-point is possible while therotor is running. This ability to accurately setthe crusher aprons from the control panelsaves time, and improves the overall effi-ciency and handling of the crusher, accord-ing to the manufacturer.

Further improvements include the newtouch screen control unit, which allows theoperator to run the crusher and diagnosefaults with a user-friendly control screen.

Improving Demand Spurs U.S. Steel Corp. Optimismfor a loss of 33 cents per share on revenue of $4.89 billion, according toFactSet. “The biggest takeaway from the U.S. Steel report is that things are slowly

improving on a demand basis,” Selesky said. During a conference call with analysts, Chairman and CEO John Surma

said he believes demand will be firm across most markets in the second quar-ter; including containers, appliances, pipes and construction. He said some service and processing centers might cut back on buying

steel because they are trying to moderate inventories. Those centers buy steelin large quantities and hold it in inventories until it is sold to customers. He also said the company is looking at ways to shift its energy resources,

at least in part, from coal and coking coal to natural gas as a way to reducecosts and lower carbon emissions. U.S. Steel has posted consecutive quarterly losses since December 2008 as

demand fell from automakers, construction companies and other customersas the recession ran its course. The company said first-quarter flat-rolled steel shipments rose three per-

cent from the fourth quarter to four million net tons. The average priceincreased $63 per ton to $720 per ton. Flat-rolled steel is used in a range ofproducts, from automobiles to appliances. Shipments of pipe products rose 10 percent from the fourth quarter to

425,000 tons but the average price fell $57 to $1,447 per ton. In Europe, U.S. Steel’s shipments rose 17 percent from the fourth quarter

to 1.4 million tons due to stronger demand. The average price rose $30 perton to $823 per ton. The company is evaluating effects on its business fromthe March 11 earthquake, tsunami and ensuing nuclear plant crisis in Japanthat closed some factories and slowed auto production. Surma noted that some automotive customers have adjusted production

schedules because of parts shortages. “We expect reductions in automotive production during the quarter to be

made up in 2011 as vehicle inventories, presently low compared to historicallevels, will need to be replenished,” he said in a statement.

total market sales in both Europe and North America to reach 230,000 to240,000 vehicles. That was up from an earlier estimate of 220,000 trucks ineach market. “The North American truck market is driven primarily by the need to

replace the increasingly older truck fleet with more modern and fuel-efficienttrucks and by a positive trend in the U.S. economy and corresponding high-er freight volumes,” Johansson said. Volvo also saw higher sales of construction equipment; including dump

trucks, wheel loaders and excavators; while its bus sales were down by 4 per-cent. The company said it expects to invest $100 million over the next few years

in its construction equipment manufacturing plant in Shippensburg, Pa.,where it plans to make wheel loaders, excavators and articulated haulers. Johansson said production at Volvo’s Japanese subsidiary, UD Trucks, was

disturbed by the March 11 earthquake and tsunami. “We have a number of suppliers in Japan that are having difficulties in

restarting their production, which means that we anticipate considerable dis-turbances to the production at UD Trucks during the second quarter,” theCEO said.

Unexpected Complications Increase I-70 Project Costsects. With more than 40 chutes to channel rockstoward the interstate, Fetzer said that GeorgetownHill is “one of the most-looked-at hills in the coun-try” in terms of stabilization methods. The chute that Midwest Rockfall began working

on this January begins 1,500 ft. (457.2 m) above thehighway; much of the work is done with helicop-ters. On the lower slopes, crews are using a cranepurchased last year from Stevenson Crane Serviceof Bolingbrook, Illinois: a Manitou MRT telehan-dler, with a reach capacity of 67.6 ft. (20.6 m)“We also have a man basket we can put on it; we

have forks for it; it will take a bucket and [we can]move a limited amount of dirt with it, though it’s notmade for digging. It’s a real handy machine,” Fetzersaid.Approximately two weeks into the proj-

ect, things got complicated. It came to CDOT’s attention that a rock

nest approximately 350 ft. (106.6 m) upGeorgetown Hill could be more of a riskthan initially estimated, due to the pace atwhich the dirt base under the boulders waseroding. So, a series of engineers re-examined the

site and made recommendations. “It wasn’t like it was discovered, ‘Oh my

God, this is horrible.’ It got more serious astime went on,” said Fetzer.CDOT’s Web site explained: “The boul-

ders have a high potential of coming looseand down to I-70. Engineers will not knowhow long it will take to remove all the boul-ders until the depth of the cluster can befully examined.”“CDOT’s engineers and outside consultants

decided collectively that the rocks needed to comedown immediately,” said Fetzer. “So we droppedeverything we were doing on the rest of the contractand it was all hands on deck to get systems in placeto remove the rocks that were 350 feet up the hill.”Removing the rocks meant closing down I-70 in

an area that serves 30,000 motorists daily.Commerce was affected; local ski resorts, in partic-ular, were far from thrilled with the shutdown. Inaddition, because I-70 is a major trucking route, thestate had to advertise the closure as far away asGeorgia, according to Fetzer.The project’s ramifications continued to escalate:

Midwest Rockfall received calls from the state gov-ernor’s office and from the media; NPR covered therockfall mitigation project, as did Denver-areamedia. Concerned citizens were also following theproject closely. Residents who lived across theinterstate “swore up and down they could see thiswhole pile of stuff [the rock nest] moving,” saidFetzer.Much of the attention was focused on the possi-

bility that the boulders being removed would rollacross the interstate, down another slope, and dam-

age Georgetown homes. So, in addition to the stan-dard netting used in such projects, MidwestRockfall put in place a temporary protection systemthat utilized 30-yd. dumpsters stacked together “likeLegos,” as Fetzer put it, to build a make-shift berm.A row of shipping containers on the far side of theinterstate formed another protective barrier.The day that Midwest Rockfall crews were

scheduled to move the rocks down the hill, hun-dreds of people gathered to watch; Georgetownschoolchildren were freed from their classes for theoccasion.The Georgetown Hill portion of I-70 was closed

for eight hours during rock scaling, as crews inflat-ed special airbags that filled until the rocks brokefree of the slope.

Other equipment used on the project includedCaterpillar 320 and 330 excavators and a Caterpillar966 loader, all rented from Wagner Equipment Co.Because out-of-state projects make up 75 percent ofMidwest Rockfall’s business, renting is more effi-cient than hauling equipment thousands of miles tothe job site. “It doesn’t make a lot of sense for us to buy stuff

like standard loaders, dozers, excavators. Most ofwhat we own is pretty specialized to the rockfallindustry,” said Fetzer.With the high-profile rock scaling and interstate

closure out of the way, Midwest Rockfall can wrapup the rest of the contract by installing rockfallattenuator fences to act as a permanent catchmentsystem.Given the unexpected complications of what has

mushroomed into a $1.5-million project, it wasunreasonable to expect crews to finish by the origi-nal date of May 26. Instead, Midwest Rockfall hasagreed to finish all work requiring traffic control bythat date; other tasks will continue into July. Although Fetzer says that April was the toughest

month Midwest Rockfall has ever had, “We gotthrough fine, everybody’s happy.“And I’m a little older because of it.” CEG

• Enhanced Operator EnvironmentThe new cab design provides a comfortable and quiet

work environment so operators can maximize their produc-tivity. The ROPS/FOPS Level 2 certified cab features a newrounded front dash panel with easy to reach switches. Thedashboard has been redesigned and relocation of the highback, heated air ride seat with point seat belt improves oper-ator visibility. An auxiliary input also has been added to con-

nect an MP3 player or other device along with two 12-voltports that have also been incorporated into the cab.A new high resolution 7 in. LCD monitor features

enhanced capabilities and displays information in 25 lan-guages for global support. Using the monitor, the operatorcan easily modify settings for items such as the auto idleshutdown or the auto-reversing fan; check operationalrecords, such as driving history or fuel consumption; moni-tor the KDPF or check how much time is required before thenext maintenance interval. The monitor also offers the operator the option of using

the ECO guidance function, which will provide operationaltips to reduce fuel consumption. A separate high resolutionback-up camera is standard with every machine and ismounted on the right hand side of the console for operatorconvenience.

• Convenient Maintenance and ServiceabilityThe HM300-3 provides easy service access to reduce

costly downtime. The new model features a newly designedengine hood for easy access, increased cooling capacity, anda standard hydraulically driven auto-reversing fan to helpkeep the radiator and charge air cooler clean. The machine is equipped with the Komatsu EMMS
