JEFFERSON CITY, Mo. (AP) For nearly acentury, the gasoline tax has provided the finan-cial foundation for the nation’s roads. For eachgallon they pump, motorists have paid severaladditional cents in taxes to their state and feder-al governments.
That is still the case in most places. But asvehicles have become more fuel-efficient, gastax revenue has plateaued. And the federal gastax has lost more than one-third of its value toinflation since it was last raised to 18.4 cents agallon in 1993.As a result, state and federal officials are

The Wild West may soon find itself inanother gold rush frenzy: Golden Queen isbuilding the first fully-permitted gold mineto open in California in 50 years. Golden Queen Mining Company Ltd., a
Canadian publically-held company, isdeveloping the Soledad Mountain Project, afully permitted, open pit, heap leach goldand silver project located just outside thetown of Mojave in Kern County, Calif.,about 90 mi. northeast of the Los AngelesInternational Airport. The project will useconventional open pit mining methods andthe cyanide heap leach and Merrill-Croweprocesses to recover gold and silver fromcrushed, agglomerated ore. Constructionhas started on site and commissioning isplanned for 2015.“We expect to produce 1 million ounces
of gold and 10 million ounces of silver overthe next decade or so,” said LutzKlingmann, director and president ofGolden Queen, who added that he predicts a12-year mine life. Klingmann has been involved with
Golden Queen Mining Co. Ltd. since 2001and has been instrumental in the develop-ment and permitting process of the SoledadMountain Project. A seasoned mine devel-oper, Klingmann has developed six mines,four of which were in the southwesternUnited States, since mid-1981. His operat-ing experience spans the globe and includesAfrica, Venezuela, Canada and the UnitedStates.

The Work Truck Show 2015, held March 4to 6, attracted more than 10,000 attendeesto the Indiana Convention Center in
Indianapolis, Ind. The event also featured the 51stAnnual National Truck Equipment Association(NTEA) Convention in conjunction with the tradeshow. Spread out over 500,000-sq. ft. of exhibithall space, the trade show featured the newestvocational trucks, vans and equipment.To provide a comprehensive overview of newproducts available in the rapidly changing industry,the 2015 show included a New ExhibitorShowcase and New Product Spotlight. These twoprograms highlighted new products and exhibitorsin pre-show coverage and with special signage on-site. Also, during the show, 15 of the world’s lead-ing vocational chassis manufacturers presentedChassis Update sessions on what’s new andupcoming with its product lines.
The NTEA added “Fleet Management 101:Fundamentals of Truck Fleet Management” to TheWork Truck Show’s slate of educational sessionsthis year. The fundamentals program highlightsoutsourcing and supplier management, analytics,benchmarking, vehicle cost and replacement, andsafety. Senior representatives from Gaithersburg,Md.-based Mercury Associates, a fleet manage-ment-consulting firm, led the fundamentals ses-sion.
In addition, the Green Truck Summit, an alter-native fuel and technology conference, was held.Clean vehicle technology trends, shared imple-mentation insights, funding opportunities for greeninitiatives and changes in upcoming fuel efficiencyregulations were addressed. Fifty years just wasn’t enough forTom Hawthorne. After handing over the reigns of the
San Diego area Cat dealership over tohis son-in-law in 2007, Hawthornewasn’t quite ready to call it quits.At the age of 79, Hawthorne saw an
opportunity on the site of a bankruptequipment rental business on MissionAve in Escondido. Rebel Rents, a longstanding rental service had vacated itsproperty, and despite the looming greatrecession, Tool Shed Rentals waslaunched there in 2008.“I saw a business opportunity, but
more than that I saw an opportunity tokeep the family together,” Hawthorne
said. The ‘family’ Hawthorne refers toare his three brothers, all of whom had,at various times, been key personnel atHawthorne Machinery, the Cat dealer-ship Tom formed with his father, JB, in1956. Today Tom, at 86, operates Tool
Shed along with brothers Paul, 74,Jack, 71 and Gary, 68. The four broth-ers bring more than 180 years of com-bined construction equipment experi-ence to the company. Each started in thebusiness in their twenties and have
remained throughouttheir respectivecareers.To say that heavy
equipment is in theHawthorne brothers’sblood would be anunderstatement. Theirfather, JB Hawthorne,founded L.A. Tractor& Equipment Co.Sales in the LosAngeles area in 1947.Nine years later, sens-
ing the growth the industry would seeas a result of the Federal Highway Actof 1956, he and his eldest son acquiredthe Caterpillar dealership for the SanDiego area.Tom was 27 at the time. He would
serve 10 years as president ofHawthorne and take over as CEO in1966. Hawthorne CAT’s first year inbusiness saw about $5 million in sales.The company’s sales would grow sig-nificantly under Tom’s leadership.Also during that time, the company
would add Hawaii, Guam and thePacific Islands to its territory.Meanwhile, the other three brothers
were all involved in the industry, and attimes with Tom’s dealership. Paulhelped his brother launch the firstCaterpillar Rental service in 1974, andlater became VP of Hawthorne CAT’srental division. Gary served initially asmarketing director of Hawthorne andlater in the sales department. Jack wascritical to the growth of the company’sservice department. Gary and Jack laterleft the business and started HawthorneContracting.In 2008 the four were reunited and
began the process of building a newHawthorne dynasty. Nine employees ofRebel Rents were retained, and allremain with Tool Shed today. Afterseven years, the number of employeeshas risen to 35. Later, the neighboringproperty of a plumbing business waspurchased, and Tool Shed grew to itscurrent size.Tool Shed rents equipment small

PRS Rises to Forefront of Asphalt Recycling TechnologyRecycling isn’t just part of
Pavement Recycling Systems,Inc.’s name, it is its mantra.While environmental mandates
at state and local levels initiallydrove the push toward green roadbuilding, PRS, an employee-owned company based in Jurupa,Valley, Calif., now sees itself at theforefront of asphalt recycling tech-nology and application.“We believe that existing pave-
ment structure is the best source ofraw materials for the constructionof a new and stronger pavement,”said Marco Estrada, director ofbusiness development of PRS.Cost and time savings, as well as
a reduction in community impact,are among the benefits touted byPRS as it continues to research newand better ways to improve and re-use in-situ materials. Its end goal:superior pavement at a lower cost.While PRS works to improve
existing sustainable technologiessuch as cold in-place recycling, fulldepth reclamation and soil stabi-lization, it also looks to developnew technologies. Among them:RAP (reclaimed asphalt pavement)slurries for road preservation.Estrada said cost savings using
recycled materials are in the 30 to40 percent range. Time savings areeven greater, averaging 50 percent,as compared to processes thatremove the existing pavementmaterials and replaces them withnew raw materials. Disruption of the surrounding
neighborhood is also minimized,particularly in truck traffic in andout of the area. For example, onetruckload of cement used in thesubgrade stabilization processreplaces 20 to 30 truckloads wheretraditional methods are utilized, he
said. From a green perspective,these strategies result in as much as60 to 70 percent reduction in ener-gy consumption and greenhousegas emissions.Working as a subcontractor to
Hardy & Harper of Santa Ana,Calif., PRS recently completed therehabilitation of 124th Street in theCompton area of Los AngelesCounty, putting many of these sus-tainable recycling best practices towork.The job called for reconstruction
of approximately 6 mi. (9.76 km)or 1 million sq. ft. of residentialroadway pavement which consist-ed of 2 to 5 in. (5 to 12.7 cm) ofasphalt on 4 to 6 in. (10 to 15 cm)of aggregate base. To alleviate the distress such as
alligator, map, longitudinal andtransverse cracking that was preva-
lent in the existing pavement, theCounty of Los Angeles designedthe new pavement to consist of 1.5in. (3.8 cm) of ARHM on 3 in. (7.6cm) of cold central plant recycledasphalt and 8 to 10 in. (20 to 25cm) of cement stabilized subgrade.The asphalt recycling and soil sta-bilization processes resulted in acost savings of $2.2 million. Theproject was started on March 3,2014, and successfully completedon November 17, 2014, on timeand under budget.PRS utilized the Wirtgen 240i
for the asphalt pulverization andcement stabilization processes andvarious milling machines, includ-ing the Wirgten 210i millingmachine to perform milling opera-tions. The 240i road reclamationand soil stabilization machine, pur-chased from Nixon-Egli
Equipment Company, was chosenfor a variety of reasons, accordingto Kurt Eddy, operations managerof PRS.“The machine is very advanced
technologically,” he said. “The flyby wire feature gives the operatorthe ability to easily steer the frontand back wheels independently.We also like the enclosed cab fea-ture for operator comfort, and thefact that all operations are integrat-ed for ease of use.”Eddy also noted that in
California they encounter wet andunstable soil conditions on numer-ous roadway and building con-struction projects, and, because ofits independent elevation leg con-trols, the 240is easily navigatesthose conditions.“Mike Burns at Nixon-Egli is

According to the project developer,Hines, the building achieves carbonneutrality through a combination ofhigh-performance building design,directed biogas, and onsite fuel cellsthat annually generate more electricity

SACRAMENTO, Calif. (AP)As state legislatures across thenation grapple with declining fund-ing to maintain roads, bridges andother transportation infrastructure,California lawmakers are con-fronting the unintended conse-quences of policies aimed atachieving ambitious environmen-tal goals.
Gov. Jerry Brown, a Democrat,has called on the state to expand itslandmark global warming law byslashing gasoline consumption inhalf and adding 1.5 million zero-emission vehicles by 2030.
But California depends on taxespaid at the pump to fix roads. Formore than 20 years, the state andfederal government have chargedseparate 18-cent per gallon taxesfor road maintenance, a rate thathas not kept pace with inflation orbeen adjusted to address fallingfuel use as Californians drive more
fuel-efficient vehicles. State rev-enues slid from $2.87 billion in2003 to $2.62 billion in 2013, evenas the state’s population hasincreased and vehicles are drivingmore miles.
“Each year, we fall further andfurther behind, and we must dosomething about it,’’ Brown said inhis January inaugural address.
Federal gas tax money also isdrying up.
Figures compiled by TheAssociated Press show the totalamount of road money available tostates from the Federal HighwayTrust Fund has declined 3.5 per-cent during the five-year periodending in 2013, the latest year forwhich numbers were available.During that span, the amount ofinflation-adjusted federal highwaymoney dropped in all states exceptAlaska and New York.
California saw federal fundingplunge 13.5 percent to $3.8 billionin 2013.
Brown has called on lawmakers
to address a $59 billion backlog instate infrastructure repairs over thenext decade.
In response, Assembly SpeakerToni Atkins proposed an annual$52-a-year fee for drivers in addi-tion to gas taxes.
Atkins’ plan is in its early stagesand her office has provided scantdetails, but the San DiegoDemocrat said motorists could becharged along with their annualregistration fees or through theirinsurance at different rates depend-ing on what vehicles they drive.She said potholes and cracked
roads already take a toll onCalifornians’ wallets throughrepairs to damaged tires andshocks.
Lawmakers in other states fac-ing similar quandaries are propos-ing gas tax increases or flat fees forelectric car drivers. In California,raising such fees would requiretwo-thirds support from theLegislature, including from tax-averse Republicans.
GOP leaders in the Legislaturesay the state should look for infra-structure repair money elsewherein the budget before asking
Californians to pay more. Theyhave suggested redirecting $1 bil-lion in truck weight fees beingused to pay off state debt. Theyalso have blasted the CaliforniaDepartment of Transportation foroverstaffing, citing a legislativeanalyst’s report last year showing$500 million in unnecessary per-sonnel costs.
Lawmakers last year authorizeda study on whether to tax driversby miles driven instead of gas guz-zled, but such a proposal couldtake more than five years to imple-ment.
A so-called road user chargealso is being studied in Minnesotaand Nevada and will debut thissummer in Oregon with 5,000 vol-unteers paying 1.5 cents per miledriven in exchange for potentialgas tax rebates.

Environmental Compliance WebSite to Get Major Upgrade
Construction contractors will have an eas-ier time learning how to comply with feder-al and state environmental guidelines due toa new partnership with the U.S.Environmental Protection Agency and theprivate sector. The partnership between theAssociated General Contractors of America,EPA and the National Center forManufacturing Sciences (NCMS) will allowfor a significant upgrade to the ConstructionIndustry Compliance Assistance website, orCICA Center for short, association officialsnoted.
“Getting a construction project under wayis challenging enough without having to fig-ure out which environmental rules apply andhow to comply with them,” said Stephen E.Sandherr, the chief executive officer of theAssociated General Contractors of America.“This newly revamped site will make it a loteasier for contractors to take the necessarysteps to comply with all environmental reg-ulations for their projects.”
“EPA is pleased that AGC recognizes thevalue of the CICA Center and is assumingthe oversight role and funding source for theWeb site,” said Lisa Lund, director of the
office of compliance in EPA’s office ofenforcement and compliance assurance.
As part of the partnership, the construc-tion association will help finance upgrades tothe Web site, originally launched in the mid-2000s with AGC’s assistance, designed tomake it easier for contractors to comply withenvironmental regulations governing con-struction projects. As a result of the upgrade,contractors will now have comprehensivetools and the latest information on state andfederal environmental requirements as wellas green construction and environmentalmanagement programs.
NCMS will continue as a managing part-ner for the new Web site, which can be foundat http://www.cicacenter.org. EPA programoffice staff also will continue to review andcontribute to the site. The construction asso-ciation will provide relevant updates as well,and secure advertising revenue that willfinance the continuous upgrades to the siteand content.

Once the clock starts ticking thisspring, crews on an Oregon Coast high-way project will have just 75 days toget the job done. The U.S. 101-Fraser Creek Fish
Passage Culvert Project, located atmilepost 104 on the central coast, callsfor workers to dig out a section of thehighway and install a 105-ft. (32 m)long, 12 by 10 ft. (3.7 by 3 m) doublebarrel box culvert beneath it. “When the highway was built in the
1950s, the raised elevation of the road-way created, in essence, a dam thatblocked the historic tidal flow of FraserCreek,” said Richard Little, spokesmanof the Oregon Department ofTransportation. “This project willrestore the tidal flow and the naturalestuary wetlands, benefitting endan-gered Coho salmon and other speciesin the important coastal river system.” The original plan called for a single
diversion lane with 24/7 flagging,which was expected to be a challengein the area that sees an average of about3,000 daily trips. Just a mile south, thetraffic volume jumps to 13,500 to15,000. But contractor LaDukeConstruction LLC, of Talent, Ore., wasinstead able to devise a plan that willdivert both lanes of traffic and elimi-nate the need for lane closures or flag-ging. Work on the diversion lane is already
under way, with trees removed and thesite graded. The U.S. Forest Service,the lead agency on the project, hasstockpiled the trees to use as habitat.Construction on the culvert is set tobegin May 1 and finish by mid July. “There’s very strict construction
time requirements,” said Ken Kohl,
ODOT project manager. “We havesomewhat conflicting requirementsdepending on which side of the high-way we are working on. In-water workperiods are more tidal influenced. Theeast side of the highway is more of ariver system. We have slightly differentwork periods. In-water work periodsare typically early summer. We’retelling them when they can get in thereand work in the water and they stillhave to isolate it. Out of water work wecan do anytime. However, you stillhave the challenges of the weather onthe coast and the particular soils.”Ideally, crews would do the work
during the summer at low tide, Kohlsaid. But environmental restrictionswon’t allow that. “Environmental permits regulate
when you can work on streams basedon what the fish are doing. So we’retrying to mitigate those conditions asbest we can.” The $1.37 million project calls for
crews to dig at least 8 ft. (2.4 m) belowthe bottom of the stream channel, thenfill in the culvert with 3 ft. (.9 m) ofrock and bedding to be more fishfriendly. “The soils are not ideal,” said Kohl.
“Historically, the soils are not very suit-able for building much of anything.The mud flats you deal with are verysoft. A lot of times you have to go verydeep to find competent soil. We have tocast in place the box to make sure wecan adequately deal with the subgradeand provide for a stable foundation toput the road back on top of the box. “We’re having to spread the load of
the highway onto the soils. We can’tjust build steep side slopes. We’reremoving excess material below theculvert and putting back base material,rock material that will better hold upand distribute the load.”Crews will excavate the stream bed
using a standard excavator and othersmall equipment. The challenge is topour the concrete in place and then goback and put them stream material inthe culvert itself, Kohn said. The small-er Bobcat equipment will be movingmaterial around, then they’ll cast thetop of the culvert and put it in place, hesaid.“When all is said and done, you
shouldn’t see anything but brand newpavement and the shoulder slightlywider to accommodate the guardrail.When we are done the diversion goesaway, and after being blocked for morethan 50 years, the natural tidal flow ofFraser Creek will be restored.”

Golden Queen Pours Millions Into Soledad Mountain ProjectThe primary ore types that will
be mined are rhyolite porphyry andflow-banded rhyolite, pyroclasticsand quartz latite porphyry repre-senting approximately 70, 10 and20 percent of the ore tonnagerespectively. Minor quantities ofsiliceous vein material (0.1 per-cent) will also be mined. The rocktypes will be found in differentareas and at various stages of themine life. The primary rock typesare of extrusive volcanic origin andare quite similar in chemical com-position and are high in silica withlittle or no clay.The crushing-screening plant
includes a primary and secondarycrusher and screen in closed circuitwith the secondary crusher. TheHPGR will be used as part of thecrushing-screening circuit to pre-pare the ore particles for stackingon the two leach pads.The HPGR consists basically of
two counter-rotating rolls — one afixed roll and the other a “floating”roll. The “floating” roll is mountedon — and can move freely on —two slides, and the grinding forcesare applied by four hydraulic rams.Ore is choke-fed to the gapbetween the rolls.Assessments carried out by two
HPGR manufacturers, third partytechnical consultants and companymanagement have indicated thatbenefits of using the HPGR couldinclude:• Higher gold and silver recover-
ies due to the formation of micro-cracks in ore particles;• Faster gold and silver extrac-
tion rates;• Stronger agglomerates due to a
more favorable overall particle sizedistribution. This also will impact
the flow rate of solutions throughthe heap;• Lower capital costs than a
four-stage, conventional crushing-screening plant;• Manageable dust control with
fewer transfer points;• Lower energy consumption
and thus lower operating costs• Circuit flexibility that will
readily permit future upgradessuch as a finer HPGR feed size orthe recycle of edge productThe Soledad Mountain Project
has been in the works for nearly 30years due to careful exploration,sampling and studying before pre-planning and construction couldtake place. In the mid 1980s, Golden Queen
was looking for property when itstumbled across SoledadMountain, which had been minedback in the 1930s and 1940s. Between 1985 and 2001, the
company explored and sampledthe site, raising capital. Between2001 and 2008, feasibility, com-munity impact and environmentalimpact studies were conducted.
All of this had to preceedthe actual permitting process,which began in 2009 and con-cluded three years later.“We spent 67 million before
even starting construction,which began in 2013,” saidKlingmann.“In 2014 we secured 110
million for construction. Wesold 50 percent of the project
to two American entities,” headded.Once the site was cleared, the
contract for the site prep work wasawarded to Guinn ConstructionCompany of Bakersfield, Calif.,who began site infrastructure andearth moving in 2014.Guinn utilized equipment from
Road Machinery, a Komatsu deal-ership headquartered in Phoenix,Ariz., including an HM400-3 artic-ulated truck, PC800 backhoe andPC490 excavator.The mine itself will be owner
operated by Golden Queen and
will utilize Komatsu equipment aswell. Golden Queen initially took adelivery of approximately $17 mil-lion worth of Komatsu equipment,but Steve Morico, director of min-ing sales, who facilitated the salefor Road Machinery, expects thatnumber to double over the nextfive years. Morico had been working with
Klingmann for more than years onthe deal.Equipment to be utilized
includes: two WA800-3E0 wheelloaders, four 785-7 rigid frametrucks, two HM400-5 articulatedtrucks, one HM400-3 articulatedtruck, one D275AX-5E0 bulldoz-er, one D375A-6 bulldozer, onePC800-8 backhoe, one PC240LC-11 excavator, one WD600-6 wheeldozer, one D65PX-17 bulldozerand one GD655 motorgrader.Past positive experiences drove
Klingmann to go with Komatsuequipment.“I had worked with another
manufacturer on previous mineprojects, but found Komatsu wasthe best fit at the right price for theproject,” said Klingmann.Klingman was attracted to Road
Machinery because the two com-panies each share a strong connec-tion to their community. “Community commitment is a
huge part of what we are doing atSoledad Mountain, and we felt thatRoad Machinery felt that samecommitment.” In addition to other benefits
Road Machinery also agreed toopen a service/maintenance facili-ty in Mohave, the location of theproject.“He saw us putting a branch in
Mohave as tangible evidence ofour commitment to the communityof Mohave,” said Morico.Morico said a $17 million credit
line for Golden Queen fromKomatsu also contributed to thedeal closing.Construction is approximately
30 percent complete and GoldenQueen is on track to commissionthe facilities in late 2015.The site currently has 10 full-
time employees and the companyexpects that number to increase to50 employees for the start of pre-production mining.The Hilfiker wall, which is a
critical first step in the constructionof the crushing-screening plant,was completed in February andconstruction of the site-wide powerdistribution and water supply infra-structure is advancing rapidly.

The AR90G is a gasolineversion and features vibration on the front drum, with driveon both the front and rear drums. The diesel-driven AR100comes with vibration and drive standard on both front andrear drums.
AR120Designed for quiet operation in sensitive environments,
the AR120 is most utilized on roadways in urban areas wherea compact size and noise-reduction technology is mostimportant. Equipped with a Kubota water-cooled dieselengine, the AR120 is powerful enough for medium-duty toheavy-duty applications, yet versatile and compact enough tobe used on lighter-duty applications as well.

ously available only in Hamm’s larger tan-dem asphalt rollers — now is available inHamm’s compact line as well.Hamm's non-aggressive oscillation tech-
nology has changed the way contractorswork in North America, according to themanufacturer. Oscillation technology com-pacts with a gentle rocking motion, not avertical pounding, and can be a powerfulnew tool for boosting asphalt paving pro-ductivity and profits.Instead of vibrating straight up and
down, the Hamm oscillatory design givesthe drum a horizontal or “rocking” forcewhich keeps the drum in contact with themat. Hamm oscillation technology attainsvery high compaction numbers with mini-mal passes and no shattering of aggregate.Some contractors have found it permitscontractors to remove one or more rollersfrom a job.Models of the new compact line — with
drum sizes from 31 to 54-in. (78 to 137 cm)wide — are functional yet user-friendly, andquiet yet powerful. These articulated tan-dem rollers offer big-time compactive effortin a small package equally at home forpatching, commercial or roadbuilding appli-cations, according to the manufacturer.
The compact line includes the HD 8 VV,with a drum width of 31.5 in. (80 cm); the39-in. (99 cm) HD 10 VV and the slightlysmaller HD 10 C VV; the 47-in. (119 cm)HD 12 VV; the 51-in. (129 cm) HD 13 VV;and the 54-in. (137 cm) HD 14 VV. Eachoffers an offset capability to enable com-paction right up against a curb without risk-ing damage from the trailing drum. The compact line also offers combination
rollers. The HD 10 VT, HD 12 VT, HD 13VT and HD 14 VT are combination modelswith smooth drum in front, and four smoothpneumatic tires in rear.VV stands for “vibration front, vibration
rear”, in which both drums offer vibration,with the capability of vibration running inthe front drum only, in the rear drum only, inboth drums, or no vibration. The compactline offers hydrostatic dual drum drive,automatic/manual vibration system, hydro-static articulated steering and increasedmaneuverability.Key features of the compact line include
its visibility to the drum edges, as the engineis mounted lengthwise and not sideways inthe frame, low profile, and ease of handling.Its driving characteristics are due to itsthree-point articulation that maintains evenweight distribution across the drum width,
even in tight turns, thus reducing cutting onthe asphalt surface, and its high compactionforce and low center of mass.The operator platform is fully insulated
against vibration, thus improving comfortlevels. The operator’s seat, steering columnand tread plate are mechanically isolated

series of rammers is its 2-cycle, oil-injected models. The newest BS-2i models will sport a new oil tankthat increases the amount of runtime up to 100 hours per tank ofoil. This no-mix system withextremely lean fuel to oil ratio andthe low oil shutdown means fewerrefills and more uptime. The oiltank has a new design with a lowerprofile cap that is further protectedfrom damage. Wacker Neuson’soil-injected series and standard 2-cycle models are powered byWacker Neuson’s own WM 80engine that was specificallydesigned to withstand rugged ram-mer applications. This engine con-tinues to meet EnvironmentalProtection Agency (EPA) andEuropean Community (EU) emis-sion regulations.Wacker Neuson also offers 4-
cycle rammers and diesel rammersfor the most complete line offeredin the industry.Additional improvements to all
2-cycle and 4-cycle rammersinclude an air filter that is designed
for long life and less downtime.The four-stage air filtration sys-
tem includes a main element with20 percent more capacity than the
previous design and still uses therammer’s motion to self-clean, an
improved cyclonic pre-filterdesigned for more efficient dirtremoval and a fourth stage “lastchance” filter that prevents dustingestion during filter changes.Dust is an inherent enemy ofengines, so this new filtration sys-tem will provide for a virtuallydust free engine for longer life andimproved durability, according tothe manufacturer.These upgraded rammers also
include a longer lifting cable for bet-ter access when attaching liftingstraps and a new throttle controldesign that enhances ergonomicsand durability. The throttle is nowshaped so it is easier to operate whenthe rammer is moving and it is coat-ed with a softer gray material forincreased grip. Both the fuel valveand ignition switch (made of adurable stainless steel) are still inte-grated in the throttle but they are nowtucked into a lower profile position tolimit their exposure to damage.

Soledad Mountain Historyand Geology
Gold mining on SoledadMountain dates back to the late19th century. The largest producerin the area was Gold FieldsAmerican Development Co., asubsidiary of Consolidated GoldFields of South Africa. This syndi-cate operated an underground mineand mill on the property from 1935to 1942, when the mine was forcedto close by War Production BoardOrder L-208. Production after thewar was minimal, as costs hadincreased while the price of goldremained fixed at $35 per ounce
until 1973.The Soledad Mountain deposit
is a large, epithermal, multi-episodic, fault/fissure vein system.Gold and silver mineralizationoccurs in low sulfidation, quartzadularia veins and stockworks thatstrike northwest. At least 14 sepa-rate veins and related vein splitshave been identified. Core veinsrange from less than 3.2 to 19.7 ft.(1 to 6 m) wide with gold gradestypically greater than 3.5 grams pertonne, surrounded by lower grademineralization with widths rangingfrom 3.3 ft. (1 m) to greater than164 ft. (50 m). The level of oxida-tion extends to depth and thedeposit is well-suited for heapleaching.

Private Construction SegmentsRecord Spending Growth
States Look for Alternative Means to Fund Road Projectsfor repairs and improvements tohighways. Here’s a look at some ofthose ideas:
Fuel Sales TaxesRather than taxing each gallon
of gas pumped, some states havebegun levying a tax on the whole-sale price. Virginia in 2013repealed its 17.5-cents-a-gallongas tax and replaced it with a 3.5percent wholesale tax on gasoline.Minnesota Gov. Mark Daytonrecently proposed a wholesale taxthat would be in addition to thestate’s current per-gallon tax.Because of price swings, whole-sale tax revenue can vary fromyear to year. But over the longterm, supporters believe it couldprovide more revenue growth thana flat, per-gallon tax.
Retail Sales TaxesSome states have begun funding
highway projects by taxing allretail sales. Arkansas voters in2012 approved a half cent sales tax
hike for highways. Michigan vot-ers will decide in May whether toimpose a 1-cent sales tax for trans-portation. Because they are broad-based, retail sales taxes can gener-ate large sums for highways. Butopponents note that sales taxestend to have a larger proportionaleffect on lower-income residents.Missouri voters last August defeat-ed a proposed sales tax increase fortransportation.
Mileage TaxesA tax on the number of miles
traveled is one of the most com-monly discussed alternatives tofuel taxes but has not been widelyimplemented. Oregon plans to testthe concept this July with 5,000volunteers, who will be charged1.5 cents for each mile they drivewhile getting a refund on their gastaxes. The vehicle mileage tax alsohas been studied in California,Minnesota and Nevada. Its mainobstacle has been privacy concernsfrom people reluctant to have theirvehicles tracked with GPS devices.
TollsToll roads have been around for
decades but are receiving renewedinterest in some places. Delawareraised toll prices last year after law-makers rejected the governor’sproposed gasoline tax increase.Governors in Connecticut andMissouri also recently cited thepotential for tolls. But to pay formajor projects, tolls might have tobe expensive. One study found thatcovering the cost of rebuilding a200-mile stretch of Interstate 70 inMissouri could mean tolls as highas $30 per car and $90 for heavytrucks.
Private InvestorsSome states are turning to pri-
vate investors to help finance bigprojects that otherwise would beout of reach. In December, Virginiaopened a 29-mile stretch of expresstoll lanes on Interstate 95 outsideWashington, D.C. The state pro-vided less than 10 percent of themoney for the $925 million proj-
ect. Private entities invested theirown money, secured a federal loanand made use of tax-exemptbonds. In exchange, Virginia gavethem the right to manage the roadand collect tolls for the next 73years.
Fees and DiversionsRather than raising taxes, some
states are redirecting existing rev-enue to roads. Idaho last year shift-ed part of its cigarette tax revenueto highways. Texas voters inNovember approved the transfer ofa portion of oil and gas severancetaxes from the state’s rainy dayfund to roads. Some states haveincreased vehicle registration fees.Washington has imposed fees onowners of electric vehicles, andGov. Jay Inslee recently proposeda carbon-emissions tax on thestate’s largest polluters that wouldhelp finance transportation proj-ects. He describes it as “transporta-tion pollution paying for trans-portation solutions.’’
Federal FundsVarious proposals from
President Barack Obama and U.S.Senate and House members wouldhelp finance the federal HighwayTrust Fund with taxes on the for-eign-earned profits of U.S. corpo-rations. Some proposals alsowould create a $50 billion infra-structure fund, to be financed byselling bonds to private companiesor by taxes on foreign profits. Sucha fund could be used to make equi-ty investments and loans for stateand local infrastructure projects.Separately, the nonprofit Eno
Center for Transportation suggest-ed in December that the federalgovernment stop relying on dedi-cated fuel taxes, abolish its currentHighway Trust Fund and insteadpay for roads with general tax rev-enue.

residential spending in January climbed 0.6percent from December but slipped 3.4 per-cent from a year earlier, while private non-residential spending slid 1.6 percent for themonth but rose 4.8 percent year-over-year.Public construction spending decreased 2.6percent from December and increased 5.1percent from January 2014.“The picture would look much better if
not for an estimated 30 percent plunge in res-idential improvements over the past year,”Simonson added. “Unfortunately, the gov-ernment has had to derive this estimate fromvery indirect sources since funding was cutseveral years ago for a survey of residentialadditions and replacements. The supposeddecline is not credible at a time when newand existing home sales are rising, as aresales by home-improvement chains.”Several major private construction seg-
ments recorded double-digit spendinggrowth from January 2014 to January 2015,
including multifamily construction (mainlyapartments), 30 percent; manufacturing con-struction, 23 percent; lodging, 18 percent;office, 15 percent; and commercial (retail,warehouse and farm), 14 percent. The twobiggest public segments also increased:highways and streets, 8.4 percent; and edu-cation, 0.6 percent.Association officials said the increase in
highway spending was in jeopardy of revers-ing unless Congress and the administrationcan quickly agree on a long-term funding billto replace the law that will expire on May 31. “If Congress and the White House can’t
figure out a way to finance needed invest-ments in infrastructure, our winter-ravagedroads and bridges will only deteriorate fur-ther,” said Stephen E. Sandherr, the associa-tion's chief executive officer.
