OMAFRA’s new “Draft Guidelines on Permitted Uses in Ontario’s Prime Agricultural Areas” for input

Please note that the Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA) has posted on its website Draft Guidelines on Permitted Uses in Ontario’s Prime Agricultural Areas for review and input.

The Guidelines are intended to help municipalities, decision-makers, farmers and others interpret the policies in the 2014 Provincial Policy Statement on the range of uses permitted in prime agricultural areas.

To submit your thoughts and ideas, you can fill out the questionnaire posted on OMAFRA’s website or send an email or letter. We are inviting comments until May 13, 2015.

Provincial MattersPrivate Member Bill 65, Safe Roundabouts Act, 2015, (would amend the Highway Traffic Act to enable regulations establishing rules of the road for roundabouts) and Government Bill 66, Great Lakes Protection Act, 2015, (see below) were introduced and received First Reading.

The Great Lakes Protection Act would complement several other provincial actions, such as the Climate Change Strategy, to protect and restore the Great Lakes Basin. AMO has provided its input to previous iterations of the Bill as well as the government’s Great Lakes Strategy.

Motion (e) Councillor Thompson; Re: Bill 52, the Protection of Public Participation Act

Please be advised that this matter was considered by Council at its Council meeting held on February 10, 2015 and in this regard Council adopted the following resolution:

WHEREAS the Provincial Government has recently introduced “Bill 52, Protection of Public Participation Act, 2014”; and WHEREAS Bill 52 seeks to amend the Courts of Justice Act, the Libel and Slander Act and the Statutory Powers Procedure Act in order to protect expression on matters of public interest; and WHEREAS Bill 52 is commonly referred to as Anti-SLAPP legislation and is intended to enact many of the recommendations put forward by the Anti-SLAPP Advisory Panel of 2010; and WHEREAS SLAPP litigation, an acronym for Strategic Lawsuits Against Public Participation, is a tactic which is often viewed as a means to silence, intimidate and deter people from participating in discussions on matters of public interest; and WHEREAS the Province has stated that the ability to freely participate in public discussion about matters of public interest, without fear of retribution, is fundamental to a fair and democratic society. NOW THEREFORE BE IT HEREBY RESOLVED THAT the Town of Aurora express its support for Bill 52 which should help protect and encourage freedom of expression on matters of the public interest and discourage the use of the courts in ways that unduly limit that freedom; and BE IT FURTHER RESOLVED THAT the Mayor be requested to write a letter and forward this resolution to the Honourable Kathleen Wynne, Premier of Ontario, Chris Ballard, MPP for Newmarket-Aurora, and to the Association of Municipalities of Ontario (AMO); and

Please share the following information with individuals within your administration.

A new tool kit resource has been prepared that identifies land use and development strategies to enhance the rural built environment and contribute to positive quality of life/health outcomes. The tool kit brings a rural lens to issues that are often viewed from an urban perspective. Numerous examples and innovative practices from across the province are profiled. This tool kit recognizes many characteristics associated with rural communities including a low density population, a declining population in some areas, aging citizens, youth out migration, rural land uses, and an economy that is significantly different from that of urban Ontario. The tool kit includes the following objectives:• To identify existing effective land use planning policies and models of practice for healthy rural built environments.• To recognize the benefits of a coordinated approach to rural planning and development that uses a range of regulatory and non-regulatory tool• To identify innovative land use planning policies and initiatives that can contribute to healthy communities and healthy populations.

MEETING MINUTES Thursday, January 15, 2015 at 7:00 p.m.

1. CALL MEETING TO ORDER: The meeting was called to order by the Board Chair, Rick Zanussi at 7:01 p.m. The Chair proposed a change to the order of the agenda to allow elections to proceed to

which there was unanimous consent.

1.1 Election of Chair The CAO assumed the position of Chair and conducted the election.

The CAO called for nominations from the floor three times for the position of Chair. Rick Zanussi was nominated and willing to stand. Jack Hepworth was nominated but not willing to stand. No other nominations were put forward for the position of Chair.

Resolution 150102 CARRIED Moved by Barbara Marlow Seconded by Jack Hepworth “THAT Rick Zanussi be appointed and approved as the Chair of the District of Parry Sound Social Services Administration Board for the year 2015.”

1.2 Election of Vice-Chair The Chair assumed his role and conducted the election.

The Chair called for nominations from the floor three times for the position of Vice-Chair. Barbara Marlow was nominated and willing to stand. No other nominations were put forward for the position of Vice-Chair.

THAT the recovery of errors in financial assistance poses a significant hardship on vulnerable people who are on social assistance and do not have the ability to repay; and THAT the recovery of those errors from vulnerable people results in additional financial pressure on local and municipal poverty reduction programs such as local food banks, homelessness and emergency shelter programs; THEREFORE BE IT RESOLVED THAT system administrative errors should not be borne by vulnerable people and we urge the Minister to remove the recovery of overpayments that arise from system generated errors where it is not cost effective or where there is an undue hardship on social assistance recipients.”

Issues discussed at the West Parry Sound Health CentreBoard of Directors meeting held February 9, 2015 • A strategic planning session took place. A draft 2015-2020 strategic plan is expected in late winter with final approval scheduled for April.

• On the recommendation of the Quality and Safety Committee, the 2015/16 WPSHC Quality Improvement Plan (QIP) was approved.

• On the recommendation of the Quality and Safety Committee, the Balanced Scorecard Report 2014/15 Q3 was received.

• On the recommendation of the Property/Finance Committee, the WPSHC HAPS (Hospital Accountability Planning Submission) was approved for submission to the NE LHIN.

• On the recommendation of the Property/Finance Committee, Financial reports were received for WPSHC at December 31, 2014, Bay Wash at December 31, 2014, Foundation at November 30, 2014 and LLTC at December 31, 2014.

• On the recommendation of the Property/Finance Committee, the CEO was authorized to work within the approved funding for Late Career Nurse Initiative (MoH), Health System Funding Reform Funding Adjustments (NE LHIN) and Reconciliation to Funding Letter (CFO).

• On the recommendation of the Property/Finance Committee, ratification of the settlement between WPSHC and the Service Employee International Union (SEIU) was approved.

• On the recommendation of the Nominating Committee, the Board of Directors will complete the Governance Centre of Excellence (GCE) Board Self-Assessment Tool in March 2015.

• Foundation report - all equipment on the Foundation’s 2014/15 purchase list is purchased or in progress.Patient monitoring for ICU was an emergency purchase and not on the Foundation’s original list. Proceeds from the holiday mailing and generous major gifts have completed the purchase. It was also reported that 2015 Walk Run Pole registration packages are now being distributed.

• Auxiliary report - work is continuing as our Auxiliary prepares to host the North Central Hospital Auxiliaries Association of Ontario spring conference here in April. As many as 100 delegates are expected to attend. This is an important opportunity for our Auxiliary and the community.

The CEO noted the following in his report:• The Ontario Hospital Association and the Ontario Medical Association have published the recommendations of a joint advisory committee. The report is called ‘Rural Health Hubs Framework for Ontario’ and it primarily advocates for a smaller-scale version of the provincial Health Link model for integrated health care services. WPSHC will advocate with the NE LHIN and work in partnership with the OHA/OMA to allow small and rural communities to share in the benefits of better coordinated health care through a variation of the Health Links model.• The CEO sent a letter to the NE LHIN CEO regarding HSFR (Health System Funding Reform) financial impacts to WPSHC and recommends changes to support equity and sustainable transformation in the hospital sector.

VISITORS – Garnet Vowels Garnet spoke to us regarding the McKellar Agricultural Society. He agreed to have his talk recorded. The Society was started 141 years ago and was officially Founded in 1875. It was held in the square and the roads where used for races etc. Over the years the schools participated in the Parade. This year they will celebrate their 140th Anniversary. Between Leonard Moffatt and Garnett Vowels they have been Secretary-Treasurer for 75 years. 1V. CORRESPONDENCE An e-mail has been received from Donna Haslehurst re our website. Vivian will forward a copy of this to each of the members. V. REPORTS OF MEMBERS Joyce had a phone call from the Bronze plaque people re our plaque. She will follow up with this. Vivian reported that Nadine at the Museum is taking our e-mail to the Board. Vivian has printed off some copies from the Ontario Heritage Trust on plaques and how the wording should be recorded etc. Joyce reported on the workday and thanked everyone for their work. A lot was accomplished. Joyce also had a print off of the Meteorite that was found in Hurdville and is in the Rom in Toronto.

In 1870, the McKellar Methodist Church was completed. The first permanent minister was Rev. Samuel Tucker. The first Trustees of the McKellar Congregation of the Methodist Church of Canada were Samuel Armstrong, John Armstrong, David Patterson and Charles Stewart. When Church Union took place in 1925, the Church became McKellar United Church. The Original Photo of the Church is to go above the wording. We are going to ask Jean to take the proposed plaque to the Church Council.

BY-LAW NO. 2015-

Being a By-law to Set Tax Ratios for Municipal Purposesfor the Year 2015.

WHEREAS it is necessary for the Council of the Corporation of the Township of McKellar,pursuant to the Municipal Act, as amended, to establish the tax ratios for 2015 for the Corporationof the Township of McKellar;

AND WHEREAS the tax ratios determine the relative amount of taxation to be borne by eachproperty class;

AND WHEREAS the property classes have been prescribed by the Minister of Finance under theAssessment Act as amended and Regulations thereto;

NOW THEREFORE the Council of the Corporation of the Township of McKellar hereby enactsas follows:

1. For the taxation year 2015, the tax ratio for property in:a) the residential/farm property class is 1.0000;b) the commercial property class is 1.887741;c) the industrial property class is 1.926887;d) the farmlands property class is 0.2500;e) the managed forest property class is 0.2500;

2. For the purpose of this By-law:

a) the commercial property class includes all commercial office property, shoppingcentre property and parking lot property;

b) the industrial property class includes all large industrial property;

3. This By-law shall come into force and take effect upon passage by Council.

CORPORATION OF THE TOWNSHIP OF MCKELLAR

BY-LAW NO. 2015-

Being a by-law to amend By-law No. 09-24 as amended,the Council Procedural By-law

WHEREAS the Township of McKellar has enacted By-law No. 09-24 to govern and regulate theproceedings of Council and Committees;

AND WHEREAS the Council of the Corporation of the Township of McKellar deems it necessaryand advisable to amend By-law No. 09-24 as amended;

NOW THEREFORE the Council of the Corporation of the Township of McKellar hereby enactsas follows:

1. By-law No. 09-24 as amended is hereby further amended by deleting Section F(b) in itsentirety and replacing it with the following:

“F.(b) The Clerk shall prepare an agenda for all meetings of Council or local board orcommittee of either of them in the following format:

(i) call meeting to order(ii) adoption (including any amendments) of minutes of previous meetings;(iii) notice to members to declare any possible conflicts of interest when and if the

situation should arise;(iv) listing of visitors and/or delegations;(v) move into Committee of the Whole(vi) Public Forum (not exceeding fifteen (15) minutes);(vii) reports from municipal officers, staff and/or committee chairs;(viii) correspondence;(ix) move out of Committee of the Whole(x) by-laws before Council;(xi) resolutions of Council;(xii) list of unfinished business;(xiii) list of new business;(xiv) public notices;(xv) public question/comment period(xvi) by-law to confirm the proceedings of Council(xvii) adjournment.”

2. By-law No. 09-24 as amended is hereby further amended by renumbering Section “V” toSection “W” and adding the following Section after Section “U”:

“Section V. Public Question/Comment Period

(a) The Public Question/Comment Period referred to in Section F(b) will take partduring regular and special Council meetings as determined by Council and belimited to a maximum of 15 minutes and all questions will be relative to listedagenda items with each questioner limited to two minutes.

(b) When called upon by the Chair, the questioner will identify themselves by name andaddress the question to the Chair.

(c) Questions/comments will be responded to with a brief response from the Chair whomay also request a response from Council or staff. The Chair and Council reservesthe right to defer any question if they are not able to answer it at the meeting.

(d) Questions/comments shall only be made in respect of matters within Council’spurview and jurisdiction while maintaining decorum in keeping with the following

CORPORATION OF THE TOWNSHIP OF MCKELLAR

BY-LAW NO. 2015-

Being a By-law to Confirm the Proceeding of Council of theTownship of McKellar

WHEREAS Section 5 of the Municipal Act, 2001, S.O. 2001, c.25 as amended, provides that thepowers of a municipality shall be exercised by its Council; and

WHEREAS, Section 9 of the Municipal Act, 2001, S.O. 2001, c.25 as amended, provides that amunicipality has the capacity, rights, powers and privileges of a natural person for the purposes ofexercising its authority under the Municipal Act or any other Act; and

WHEREAS Section 5(3) of the Municipal Act, 2001, S.O. 2001, c.25 as amended, provides that amunicipal power, including a municipality’s capacity rights, powers and privileges under Section 9of the Municipal Act, 2001, S.O. 2001, c 25 as amended, shall be exercised by by-law unless themunicipality is specifically authorized to do otherwise; and

WHEREAS it is deemed expedient that the proceedings of the Council of the Corporation of theTownship of McKellar at this Session be confirmed and adopted by By-law.

NOW THEREFORE the Council of the Corporation of the Township of McKellar hereby enacts asfollows:

1. THAT the actions of the Council of the Corporation of the Township of McKellar at itsmeeting held on March 2, 2015 in respect to each resolution and each action passed and takenby Council at the meeting, is, except where the prior approval of the Ontario Municipal Boardis required, hereby adopted, ratified and confirmed as if the same were expressly embodied inthis By-law.

2. THAT the Reeve, or in his/her absence the Acting Reeve, and the proper officials of theCorporation of the Township of McKellar are hereby authorized and directed to do all thingsnecessary to give effect to the said action of the Council of the Corporation of the Townshipof McKellar during the said meeting referred to in Section 1 of this By-law.

3. THAT the Reeve, or in his/her absence the Acting Reeve, and the proper officials of theCorporation of the Township of McKellar are hereby authorized and directed to execute alldocuments necessary to the action taken by this Council as described in Section 1 of this By-law and to affix the Corporate Seal of the Corporation of the Township of McKellar to alldocuments referred to in said Section 1.
