Do you want to advance growth planning in Ontario? Do you have an innovative project that needs support?

The Places to Grow Implementation Fund invests in projects that promote the policies and goals of the Places to Grow Act. In 2015-16 priority will be given to research initiatives and projects that build awareness and understanding of growth planning in Ontario with a focus on enhancing implementation of growth planning policies, for example, building complete and resilient communities, integrating cost-effective infrastructure, and curbing urban sprawl.

Am I eligible to apply?

Municipalities, municipal organizations, incorporated academic institution (including universities, colleges, other educational institutions or hospitals), incorporated sector professional and non-governmental/not-for-profit organizations are eligible to apply.

How can I apply?

Applicants must use the Application Form and Application Guide available on the Places to Grow Implementation Fund website.

Projects are eligible for funds from $5,000 to a maximum of $50,000. Funds are limited. Your application must be received by 5:00 p.m. on September 25, 2015.

Le Fonds de mise en œuvre pour appuyer l’initiative Place à la croissance investit dans des projets qui mettent de l’avant les politiques et les buts de la Loi de 2005 sur les zones de croissance. Infrastructure Funding2015 Ontario Community Infrastructure Fund (OCIF) Accepting Applications

The Ministry of Economic Development, Employment and Infrastructure announced today that it would begin accepting Expressions of Interest from eligible municipal governments for the Ontario Community Infrastructure Fund. OCIF Expressions of Interest are due by September 11, 2015.

OCIF provides $100 million annually to support small, rural and northern communities. $50 million of OCIF funding is formula-based and has been allocated previously for this year. The remaining $50 million is for application based projects. OCIF funding supports core road, bridge, water and wastewater infrastructure.

Ontario Cycling Funding

Municipal governments are also reminded that the $10 million Ontario Cycling Infrastructure Fund is accepting Expressions of Interest for projects, due on August 6, 2015 and the Cycling Training Fund is accepting applications until September 4, 2015. Municipalities are encouraged to submit.

Policy Matters It is being proposed that noise criteria should be brought into conformity with other standards, streamlining some types of amendments and sharing of building permits within 60 days. Two EBR postings are available for your comments: EBR 012-4493 and EBR 012-4601 These proposals are being posted for a 45 day public review and comment period starting August 4, 2015. Comments are to be provided by September 18, 2015.

AMO and Infrastructure Canada will not be participating in communications activities related to the Gas Tax Fund until the election is complete.

Hi Tom,

The addition of Whitestone and McKellar will require a duplication of the process that I undertook to preparethe existing report. This will require a request for workload data from the OPP for these two municipalities inat least the same level of detail that we originally requested for the three Townships covered in the Report. Iwould then prepare an analysis and financial estimate in a similar fashion to that already completed to date.This would necessitate the development of at least two more options for policing. Regardless of whatMcDougall Township ultimately decides, it would be beneficial to obtain the workload data for that jurisdictionat the same time.

Timing of the project is impossible to estimate because it is dependent on the promptness of the OPP inproviding the necessary workload information. Once that is received, I can proceed at a more rapid pace thanbefore because the basic format of the report has already been established. My cost estimate would includethe preparation of all of the work to the clients’ satisfaction, meeting with staff whenever required, andmaking presentations to the Steering Committee and Councils after the draft report is ready for final review aswe have recently done. I would work with the municipal representatives to ensure that the revised report is ofthe same clarity, quality and detail as the existing report.

I would also prefer to revise the existing report to integrate all of the new options for the two additionalmunicipalities, and revise sections to include reference to things such as; the analysis you prepared of theactual kilometres of municipal roadways that would need to be policed, and potential cost savings for by lawenforcement. My sense is that the economy of scale for a municipal police service will increase proportionate

to the number of municipalities involved.

The Fees for providing this work would be:

McKellar and Whitestone $24,000.00 plus HST

McDougall $12,000.00 plus HST

I will be pleased to provide any additional information or clarification that is required. If a more formal,

detailed submission is required for this project, I can prepare and submit it within two weeks.

Official Plan The lands are designated Waterfront, but should be treated as InlandDevelopment as the focus will now be non-waterfront.

7.4 In the Inland Development designation no more than two (2) new lots plus the retained may becreated subject to the policies of this Plan including but not limited to section 16.1.3.

16.1.3 Land division for new development in the Inland Development Area policy designation willproceed by consent. In addition to the consent policies of this Plan, severance activity fornew residential dwellings in the Inland Development Area policy designation will besubject to the following policies:

(a) the standard for lots sizes should be established in the implementing zoning by-law andsuch standards shall provide minimum lot frontages that do not contribute to scattereddevelopment that results in the inefficient delivery of municipal services.

(b) there is demonstrated evidence that the number of lots being created in theInlandDevelopment Area policy is in response to a need and not creating anunsatisfactory strain on municipal roads and other services where applicable.

Council should be satisfied that the lot creation is in conformity with sections (a) and (b) above.

Proper sightlines will be a consideration.

Zoning Bylaw

The property is zoned as Rural and requires 60m frontage and 1 ha lot sizes. The lots meet theminimum requirements.

Planning Discussion

There was concern over the sightlines for driveways as there is a grade separation just east of the lotson the first application. The agent has made comments on the sketch with regard to probable entrancelocations and shows the eastern lot having an entrance at the top of the grade. Based on a previousinspection, the driveway locations should not be a concern.

Normal parkland dedication fees would apply.

CORPORATION OF THE TOWNSHIP OF MCKELLAR

BY-LAW NO. 2015-

Being a By-law to Confirm the Proceeding of Council of theTownship of McKellar

WHEREAS Section 5 of the Municipal Act, 2001, S.O. 2001, c.25 as amended, provides that thepowers of a municipality shall be exercised by its Council; and

WHEREAS, Section 9 of the Municipal Act, 2001, S.O. 2001, c.25 as amended, provides that amunicipality has the capacity, rights, powers and privileges of a natural person for the purposes ofexercising its authority under the Municipal Act or any other Act; and

WHEREAS Section 5(3) of the Municipal Act, 2001, S.O. 2001, c.25 as amended, provides that amunicipal power, including a municipality’s capacity rights, powers and privileges under Section 9of the Municipal Act, 2001, S.O. 2001, c 25 as amended, shall be exercised by by-law unless themunicipality is specifically authorized to do otherwise; and

WHEREAS it is deemed expedient that the proceedings of the Council of the Corporation of theTownship of McKellar at this Session be confirmed and adopted by By-law.

NOW THEREFORE the Council of the Corporation of the Township of McKellar hereby enacts asfollows:

1. THAT the actions of the Council of the Corporation of the Township of McKellar at itsmeeting held on August 10, 2015 in respect to each resolution and each action passed andtaken by Council at the meeting, is, except where the prior approval of the Ontario MunicipalBoard is required, hereby adopted, ratified and confirmed as if the same were expresslyembodied in this By-law.

2. THAT the Reeve, or in his/her absence the Acting Reeve, and the proper officials of theCorporation of the Township of McKellar are hereby authorized and directed to do all thingsnecessary to give effect to the said action of the Council of the Corporation of the Townshipof McKellar during the said meeting referred to in Section 1 of this By-law.

3. THAT the Reeve, or in his/her absence the Acting Reeve, and the proper officials of theCorporation of the Township of McKellar are hereby authorized and directed to execute alldocuments necessary to the action taken by this Council as described in Section 1 of this By-law and to affix the Corporate Seal of the Corporation of the Township of McKellar to alldocuments referred to in said Section 1.
