Wicked Issues

• Wicked issues have incomplete, contradictory, and changing requirements; and solutions to them are often difficult to recognize as such because of complex interdependencies. H. J. Rittel and M. M. Webber (1973)

• Issues whose solution require large groups of individuals to change their mindsets and behaviours are likely to be a wicked issue.

Examples:– Deprivation – Alcohol misuse– Site provision for Gypsies– Affordable housing– Transport in a largely rural county
