Santa Fe to be setting for a unique "listening room"Brett La Berge, Jordy Sharp and Paul Toyne,owners of the trendy downtown Toronto eatery,Santa Fe, have targeted the first week of Junefor the launch of The Mesa, Canada's first"listening room."

The project is similar to a weekly singer/songwriter showcasing atNashville's BluebirdCafe, hosted by BMI.

The top floor of Santa Fe will be usedexclusively for this unique industry -orientedoperation. Presentations will be purelyexperimental in the initial stages. La Bergesays shows will have an open forum concept,with artists answering questions "in aprofessional, informal, and relaxedatmosphere. The premise will be to showcasesongwriters."

Key to success at MCAis teamwork: BanhamMCA Records Canada's new manager ofnational promotion, Bill Banham, sees hisnew position as a great challenge, but it's onethat he's ready to take on.

Banham has taken just four years in theindustry to rise to the senior level position,having started at Warner Music Canada. Hehas worked in promotion, sales and marketing,and he hopes that background will help him toget all the MCA marketing and promotionrepresentatives across the country to worktogether. He wants to spend more time withindividual reps and bring everybody togetheras a team, something which he thinks has beenlacking.

Banham wants his team to not only ensureradio airplay, but to sell records and developacts on both a regional and national basis.

Banham credits his rapid rise to hardwork, some lucky breaks, and a lot of peoplebelieving in him. One of the people he creditsmost is his predecessor, Kevin Shea, who hasmoved on to become the Attic Music Group'sdirector of national promotion and publicity.

"People have really helped me out andgiven me some really good direction andtaught me the ropes of the music industry,"Banham says. "I've asked a lot of questionsand learned quite a bit in a short period oftime."

Celine Dion with Sony platinum for her secondEnglish-langage album, titled Celine Dlon. (Itor) Sony vice-president artist and repertoireRichard Zuckerman; president Paul Burger;Dion; and Sony Muslque's director artist andrepertoire, Vito Luprano.

Theproject isbeing coordinated by well-known songwriter B.J. Cook, who will drawsongwriting/performing talent from Canadathe U.S. and the U.K. The anchor for theweekly sessions will be a singer/songwriterwho has had at least one million -seller thatthey or someone else had recorded. They willperform all their hits of thepast and also debutnew material.

Five other artists will also perform onThursday, the main show night. They willcomprise three other writers who are signedand two winners from the Monday night

P.A.M. and Bullseyelaunch PR divisionP.A.M. and Bullseye Records of Canada haveannounced the opening of its new promotionand publicity division for Canadianindependent artists. Bullseye has moved intothe P.A.M./Sound Dynamix complex inMarkham, Ont.

It was revealed by Bullseye's presidentJamie Vernon that both companies had workedclosely together in the past. This associationled to the establishment of a local retaildistribution network as a vehicle to getproductfrom independent artists into the stores. Mostnotably was the Unsigned, Sealed & DeliveredCD compilation series which was launched byboth companies in 1991.

The expanded operation offers a varietyof services to the Canadian "unsigned"community.

Fashion Cares preparingsixth AIDS fundraiserAn impressive lineup is scheduled to performat Rags To Riches, presented by Fashion Caresin support of The AIDS Committee of Toronto(ACT). The setting will be the Showline Studioson Lakeshore Blvd. East on April 29.

Non-stop entertainment will beprovidedby The Nylons, Infidels, and Big Sugar, aswell as an exclusive appearance by the Josephand the Amazing Technicolor DreamcoatChildren's Choir. The children are fromAgincourt's J.B. Tyrell Chorus. More acts areexpected to join the roster by the show date.

There will also be a fashion showrevealing the original Rags to Riches creationsof 65 Toronto designers. The Care Bazaar,offering deals on everything from one -of -a -kind fashions to a pair ofLouis XV candelabrasand a queen -size sofa bed, will be openthroughout the night.

Gala tickets are pegged at $150 for thecocktail reception, dinner, fashion show andparty. Tickets for the fashion show and partyonly are $40.

Since its inception in 1986, Fashion Careshas raised more than $250,000 towards thefight against HIV and AIDS. A chillingreminder of the need of support for this worthycause is the fact that out of the 5,679 Canadianswho had developed AIDS by the end of 1991,3,432 are now dead.

Directing his remarks to recordcompanies and publishers, La Berge stressesthat it will be a policy of the club to make surethat tapes end up in the hands of those theywere directed to. The tapes will be placed inbaskets, clearly marked with the name of therecord label or publisher. "It will be ourguarantee that someone will listen, just like itwill be our guarantee to you that if you attendany or all of these showcases you will bebothered all night with people trying to gettapes to you."

Cook was encouraged by the supportoffered by record company and musicpublishing executives who attended a pressluncheon to announce the new project. "Thiswill be a fantastic opportunity for newsongwriters," says Cook, "something thisindustry has needed for years. And what anopportunity for A&R people to see unknownand unsigned acts in a club setting."

The room will provide lights and soundas well as large screens for video and albumpresentations.

Gillespie leaves Atticfor manufacturing groupLindsay Gillespie has been named presidentof Music Manufacturing Services, Canada'sfastest growing custom manufacturingcompany.

Gillespie will be responsible fordeveloping new products and implementingnew sales programs. He says he wants todevelop the company to its fullest potential.

Gillespie's move coincided with hissudden termination from Attic, where he wasmost recently senior vice-president of salesand marketing. He has no bitterness towardAttic and says the termination took placebecause of personal reasons.

"I spent 13 great years at Attic and it'stime to move on to new things," says Gillespie,who has 18 years of production, radio andlabel experience.

Progressive instrumental isYou don't see much "progressive instrumentalmusic" in record stores, nor do you hear muchof it on the radio. But 24 -year -old RobbinWakefield hopes to change all that.

Wakefield started fooling around with aguitar when he was seven, but he didn't studyformally until he was 13. By age 16 he wasstudying under Eli Kassner, the man who

CBSC executive boardtargets offensive languageThe national executive of the CanadianBroadcast Standards Council (CBSC) isrecommending that the Canadian Associationof Broadcasters (CAB) codes include a clauserelating to offensive language. The CBSCadministers the three CAB codes: the Code ofEthics, the Voluntary Code regarding Violenceon Television, and the Sex -Role PortrayalCode for Television and Radio Programming.

Mimi Fullerton, national chair of theCBSC, says the action was taken in view of anumber of complaints received relating tooffensive language "which it could notadjudicate because the CAB codes do notcover such questions." The CBSC is mandatedto recommend changes to the codes.

The recommendation has apparently beensent to CAB president Michael McCabe, to beforwarded to the joint societal issues andtrends committe of the CAB.

Fullerton points out that the CBSC wasestablished by the CAB "to provide privatebroadcasters with a mechanism to promotehigh broadcasting standards, deal fairly withcomplaints, and improve broadcast standardsover time through recommendations to theCAB."

Besides Fullerton, the national executiveof the CBSC comprises: Paul H. Schurman(chair, Atlantic regional council); RichardVan Snick; Claude Blain (chair, Quebecregional council); Helene Montigny; JohnRadford (chair, Ontario regional council);Marianne Barrie; Carol Armit (chair westernregional council); Rory MacLennan; AldenDiehl (chair, British Columbia regionalcouncil); and Monica Becott.

Wakefield's specialtytaught Liona Boyd. And at 19 he was a teacherhimself at the Scarborough Conservatory ofMusic.

After mastering his playing, Wakefieldturned to composing in March, 1986. Hecontinued writing for a couple of more yearsbefore releasing a single called Island Song inearly 1989. The song was well received andled to the recording of Wakefield's allinstrumental debut album, Midnight at Dawn.

Many easy listening, MOR and adult popradio stations responded positively to thealbum, but none more so than Paul Richards at93.1 CHAY-FM in Barrie, Ont. Richards, abig supporter of Canadian music, persuadedWakefield to record a number of GordonLightfoot songs. A Lightfoot Collection,containing 14 Lightfoot covers, becameWakefield's second album. On the album,Wakefield stays pretty faithful to the originalswhile still showcasing his instrumental style.

K-tel manufactured and distributed theLightfoot album and it's also consideringreleasing Wakefield's third instrumentalalbum, Aftershock, later this year on their EraInternational label. The album will feature alloriginal material except for one Richard Marxsong. "It's fresher, it's a bit brighter, a bitcleaner, a bit warmer sounding," Wakefieldsays of the album.

He's hoping to get the album releasedinternationally and says that once he gets theproper backing he hopes to play some livedates and make his first video.

Wakefield's sound is based on a bed ofacoustic guitar, synthesizers and percussionwith classical guitarplaying overtop. He playsalmost all the instruments himself.

"My style is a mix of everything I'veheard and I'm just regurgitating it my way,"Wakefield says. "I think the music's prettyunique."

The Lowest Of The Lowreach higher and higherToronto's favourite "sarcastic power folk"quartet, The Lowest Of The Low, has beengaining a lot of attention through radio,television and live appearances.

Just as Eternal Fatalist ends its residencyin heavy rotation at Toronto's CFNY-FM, thesong Salesmen, Cheats And Liars has taken itsplace. The video for Eternal Fatalist has alsoreceived airplay on MuchMusic.

The band has sold almost 2,000 copies ofits independently released album, ShakespeareMy Butt ..., and they're ready to press another1,000. The album is now getting noticed acrossthe country, currently sitting at No. 12 andrising on the College Music Journal chart.

The group has a strong live following inToronto, but that's also bound to expand.They have landed the opening spot for TheJazz Butcher on his cross -Canada tour whichbegins at Montreal's Club Soda on May 6 andends in Victoria, B.C. on May 28. They thenhope to play some dates on their own as theywork their way back east.

October. It was his first attempt at writinglyrics, though he says he has a few more lyrics"stashed away under my bed." He would liketo include lyrics on future projects, but he'snot sure whether he'll sing them.

Now he only sings in the shower andsays, "My wife doesn't even like that. Shekeeps telling me to eat the soap."

It's been a struggle for Wakefield tosupport himself and his wife through his music,but he's optimistic about things getting better."The royalties are getting bigger with everycheque," he says.

"I'm managing to stay in music full timeright now. I always seem to get a cheque fromSOCAN just in time."

Wakefield has also involved himself withaproject called Intersound 2000. The project,which he hopes should be fully under waywithin a few months, will involve Canadianmusicians creating diversified and versatilemusic in a variety of styles for radio.

"It's a great opportunity to provideCanadians with covers of international stars,according to what radio stations want. We'retrying to meet the need that radio has forinstrumental Cancon material."

Frozen Ghost & Wild 'T'hit the road togetherWarner Music Canada artists Frozen Ghostand Wild 'T' and The Spirit began their tour ofcentral and western Canada in Thunder Bayon April 25.

The 'Shake Your Spirit' tour continuesuntil May 11 and will include stops in Brandon,Winnipeg, Saskatoon, Regina, Calgary, RedDeer, Edmonton, Penticton, Chilliwack,Vancouver and Victoria.

Distribution deal signedby A&M and Raw EnergyA&M Records Canada recently signed adistribution deal with the Toronto -basedindependent label, Raw Energy Records.

The first release will be the self -titleddebut album from CASBY award -winning skastylists King Apparatus. The album has alreadydone well at Toronto's CFNY-FM and campusstations across the country.

King Apparatus continues to tour and,with a push from A&M, will be re-releasingtheir first single and video, Made For TV.

The Party . . . ! It was like the party inBreakfast At Tiffany s. High above the Torontoskyline in the luxurious digs of star publicistGino Empty, a group of Canada's intelligentsiagathered to honour Rebecca Kaine who hasdeparted from the cast of Phantom of theOpera. The list of guests reads like the Who'sWho of Canada's seven lively arts: writer BobMirvish (EC: I never knew Ed had a brother !),Fashion Television's Jeanne Beker, jazzpianist Joe Sealy, the Star's Rita Zekas,playwright Leo Orenstein, father of theInfidels' Norman (EC: Norman wasn'tthere?); the Book Cellar's Lori Bruner,Cinespace's Nick Mirkopoulos, singer CathyYoung, and a gaggle of skaters from the iceshow. But by that time the ambience and sheertalent of those who were there had overcomeme. (EC: You mean, you were smashed . . . ?)

What I liked about the Oscars!! 1) The setwas forever changing during the show tomaintain interest; 2) the lighting was glitzyand glamorous, not dark and sinister; 3) theshots of the audience and the winnersapproaching the stage were calm, relaxed andwell -lit; 4) it was an award show withentertainment as opposed to a variety showcluttered with awards; 5) the presenters werenominees and not outsider "suits" with clout;6) viewers got to see the stars on stage and inthe audience; 7) it was a show that made itclear who was there as well as who was onstage. (EC: Very important!!!); 8) the stageand the production numbers gave the show"size," making it look big and impressive; 9)the emcee carried the show, kept it movingand maintained the pace; 10) the producer anddirector started the show and stayed to keep itgoing. (EC: So did the emcee . . !

programmer moves on to the big time andremembers the treatment he received when hewasn't. (EC: Do they really care? Have youever tried calling them . . . ?)

100 per cent Cancon ruling!!! How wouldyou react to the idea of the Cancon rulingbeing four-part MAPL and 30 per cent??? Iguess that would really upset a lot ofbroadcasters, but then how about four-partMAPL 25 per cent??? That wouldupset just asmany. So, with this in mind, would you believethat we already HAVE four -parts MAPL 25per cent of the time. When the CRTC adds theextra five per cent to make it 30per cent it willreally change things very little, but it will enda lot of confusion and give the ruling newmeaning. The alternatives might not be soattractive. So get ready to see a ruling thatisn't going to change things that much, butwill make it easier for programmers. Part One of a series - Videos are an important part of the music industry

John Martin's success pattern for MuchMusicby Steve McLeanThe home video industry now far outpaces all other forms of entertainment, doubling revenuesgenerated by either the theatrical or recording industries. Domestic revenues in excess of $1billion are now generated annually. And though precise figures are hard to come by, it'sgenerally acknowledged that music videos account for three to five per cent of that figure.Whilethat percentage may seem low, it translates into $50 million. Thus, the importance of the mediumcan't be denied. With this article, RPM begins a series of interviews with people connected withboth the video and music industries, revealing their views on the past, present and future ofmusic videos.

John Martin is probably more responsible forthe success of music videos in Canada thananyone else in the country.

The former CBC current affairs producerstarted CITY -TV's Gemini award -winningmusic documentary show, The New Music, in1979. And when the licence for MuchMusicbecame available, Martin grabbed it. Thestation first started broadcasting on Aug. 31,1984 with Martin as director of musicprogramming, the position he still holds today.

The station started as a specialty channelbut moved to basic cable in 1989-90, doublingthe number of Canadian homes it could beseen in. MuchMusic now reaches 5.3 millionhouseholds, while its French -languagecounterpart, MusiquePLUS, reaches another1.6 million.

MuchMusic broadcasts live from noonuntil 8 p.m. EST and the eight hour segmentsare then repeated twice to round out a 24 hourday. In addition to its library of more than17,000 videos, Much produces specialty showson rap, soul, heavy metal, country andalternative music. The station plans on doingmore of their own feature programs, specialsand concerts in the future, while some of theshows are already being sold to other countries.

"I suppose it was a bit of a gimmick whenit first appeared, but I think it's settled into arespectable business," Martin says from hisunofficial office, a pub across the street fromMuchMusic's Queen Street headquarters.

"It's a first rate marketing tool for therecord industry and I think it's still beingenjoyed by the public as entertainment."

Though Martin believes it's still possibleto be successful without videos, he says actswithout them are at a distinct disadvantage.Videos are especially crucial for young actswho are trying to break out and establish aname and an image for themselves. Thatexposure through videos often translates intoalbum sales.

"The money men at record companiestend to be amongst the hardest bottom linepeople in the world, and they're making a lotof videos, so they're obviously selling themrecords," Martin says.

Because formats are so tight at mostradio stations, there isn't a lot of new musicbeing played on the radio these days. Thissituation has led Much, which welcomes newmaterial, to the point where it now oftenbreaks more records than radio stations. Andit can do it on a nationwide basis to boot.

"We have nothing to do with radioformats," Martin says. "We just play the bestof whatever there is."

Canadian acts benefit from the 30 percent Cancon regulations which Much mustadhere to. Martin credits the station withenabling many successful Canadian acts toreach their current popularity more quicklythan they would have without Much exposure.He has no quarrels with the regulations andsays he doesn't mind giving breaks toCanadians.

"We meet our quota and more," he saysas he reaches for his beer glass. "We don't seeour quota as a maximum, we see it as aminimum. If there's good Canadian productwe're more than happy to play it."

The problem facing many Canadian actsand record companies is having to competewith American videos and their often largerbudgets. A first class Canadian video nowruns in the $60,000-$80,000 range, but mostvideos have much smaller budgets than that.During the station's weekly programmingmeetings, Martin says he tries not to considerthe cost of the video when deciding whether ornot it will run on Much.

"We're playing videos that cost $10,000and we're playing Michael Jackson piecesthat cost millions. Obviously you get whatyou pay for, but you can actually do musicvideos for very little money if you've gotenough wit and creativity. You're not going toget Michael Jackson for $10,000, but youmight make a piece that is appropriate to themusic and image that you're trying to portray."

Still, Martin is disappointed that videoshaven't evolved as art forms as much as hethought they would. He does, however, seechanges on the horizon.

"I think we're just at the beginning ofsomething. It's a young industry that's createddaily by the advances of technology. As peopleget used to being able to use the technology,the nature of the beast will change.

"Because video is a short form, you canuse new technology in a cost-effective way.You might not want to spend that much moneyon a feature film yet, so you'll always see theleading edge stuff in music videos first."

While on the topic of leading edge stuff,Martin adds that the station's open studioconcept has also been trendsetting. "It'sworked well for us. I think our audience sortof gets involved with the excitement of whatwe do on a daily basis.

"It looks like what it is: the hub ofpopularmusic in Canada. There's more informationthrough that place in a day than anywhere elsein the world, I think, in terms of rockand roll music."

It's this focus on information as well as

entertainment that sets Much apart from half-hour or hour-long video shows like DanGallagher's Video Hits and Good Rockin'Tonight. It's also one of the reasons whyMartin doesn't feel any competitive pressurefrom the two CBC shows.

"I like to think of them as promos forMuchMusic. If Video Hits gets real big, it'sonly going to be good for us because peopleare going to want to see their favourite videosagain and again and (Much Music) is the onlyplace they can. I'm happiest when they'redoing real well because that means the musicvideo audience is up."

The audience numbers for Much are upand Martin is happy with the state of theunion. Despite the fact that the amount ofvideos being produced has slowed from theblistering pace of the past, Martin says thevideo industry, and especially Much, are bothin good shape.

It's not without measures of pride andconfidence that he says, "To my mind, we'vegot the best music video station in the world."

A soundtrack comeback. The Wayne'sWorld soundtrack inches its way up the chartagain. It left the No. 1 position just threeweeks ago and is now at No. 4. Before Wayne'sWorld, what was the last soundtrack to reachNo. 1. Hint: it was from one of the biggestmovies of 1989.

Red Hot Lennox! The first release from theAnnie Lennox debut is off to a great start. Itclimbs 40 spots to No. 37. It isn't the biggestjump of the week however. Red Hot ChiliPeppers' Under The Bridge jumps 45 places toNo. 44.

Mediocre? Costly? Redundant? Stupid?

Should the 30 per cent Cancon ruling be eliminated?Broadcasters, for the most part, haven't entered the fray over Bryan Adams' skeweringof the Cancon regulations, although radio stations in Canada are the key to success forrecording artists. But there has long been a consensus of opinion among broadcastersthat the ruling was unfair, which inadvertently created a barrier between the broadcastand recording industries.

The CRTC was adamant, however, that the ruling was there to preserve theCanadian identity in the recording field and to offer an opportunity for new Canadianrecording artists and songwriters to be recognized in their own country.

The first chairman of the CRTC, Pierre Juneau, coined it best when he said, "Theprophets of doom, the messengers of mediocrity, will be overwhelmed by the newgeneration of competent, creative, confident artisans, and by all those precedinggenerations who have already demonstrated their freshness of mind, their talent, andtheir capacity for inspired leadership."

Broadcasters are still waging a war of sorts against the ruling, but tone is nowsomewhat reserved.

Several leaders in the broadcast community were asked if they believed the 30 percent Canadian content ruling was redundant and should be removed.

NEVIN GRANTCKOC HamiltonI think there are redundancies andinconsistencies that have been built into thesystem. But anytime you have a regulationthat is built on ABCD or E's, there are goingto be exceptions. And maybe at times thecommission should be a little faster to makerulings or not be afraid to make a ruling thatseems to vary a slight hair form the ABCD orE. But to be honest, I don't think the idea ofregulations for Canadian content is a bad idea.In fact, I think in some ways there have beensome very positive results.

But at the same time, would I like to seechange? Yes, just as they have seen fit to makechanges with the FM regs. I think it should bea constantly re-evaluated system. I do think itwould make more sense on a reducedpercentage, say on a four of four. There shouldbe a flexibility built in, where it's constantlybeing assessed. Is it doing the job? Are theresome ways to make it more effective? Shouldthere be some variations on that?

I do think it's very unusual for any systemto last as long as this has without change.JOHN (JJ) JOHNSONMoffat Communications - VancouverCancon, I'm certain, has had a lot to do withthe current state of affairs we have in theCanadian music industry; good and bad.

Good in the sense that we now have hadfor a while, state of the art performers,producers, managers et cetera. I'm reallyexcited about a number of Canadian acts,these being properly coached and managed bythe best in the business.

Bad in the sense that it has created aninsular industry. In other words, because it ispossible to make a living out of this industryin Canada, it has eliminated the need in a lotof cases to be aggressive and competitiveinternationally speaking. I see so much talentin this country that does not get the shot thatthey need in the States and other places in theworld. We see, in many cases, records that arenot good enough to be played in other countriesgetting the airplay in Canada. In this case, thescenario hurts the artist in the listeners eyes asthey don't sell records. The best, on the other

hand, do sell records.I feel that Cancon is a security blanket at

this time that has at times attracted and beenmanipulated by mediocre members of thisindustry. Cancon should be used as more of atool, or springboard to bigger better things.I don't know if it should be eliminated at thistime, but it's something that we shouldcontinue to discuss in the hope that weencourage better talent and shoot for the world,not just airplay on Canadian radio stations.

I'm genuinely interested in thedevelopment of our artists at home. I'm notinterested in keeping some people, whoshouldn't be there, on the gravy train.

KEITH JAMESCHAM - HamiltonThere is an indication that industry hasbenefitted from Canadian content regulations.It may be getting to the point however that itmay be hamstringing itself a little bit.

I believe a lot of what Bryan Adams hadto say is true, although he got a little carriedaway. The basis of his argument is a fact. Insome cases the ruling is a detriment. As actsfrom Canada attain some internationalrecognition or opportunity for nationalrecognition, there is a bit of a stigma there thatonly adds to the confusion of being able to wina Juno with a record that's not accepted asCanadian content in its own country. Thatcauses a lot of weird reaction among recordcompanies and producers who are interestedin our talent and anxious to see some of itexploited on a world class level.

I still feel that it's time that somebodybesides the broadcasters was responsible forfeeding that Canadian opportunity funnel,like record companies and publishers who arebenefitting and have benefitted from the radioplay. And the revenue from the radiobroadcasters has benefitted a lot of people,but it hasn't stimulated any real impabt fromother facets in the industry to show theirsupport of Canadian talent.

So maybe it's time for a review, areworking or rethinking of the way Canadiancontent is regulated. Maybe the '90s require adifferent approach. Not to say it should be

wiped out or it's totally redundant, but thereare certain parts of it that may be redundant inthe '90s. They ought to stay ahead of the gamea little bit and make sure that they'recontributing and they're not throwing out thebaby with the bath water.

The ruling penalizes the artists who don'twrite their own material. If they write theirown material they can record wherever theywant to. If they don't, they're forced to recordin Canada, which is not necessarily bad, it'sjust the idea ofbeing forced to limit themselves.

GARY SLAIGHTStandard Broadcasting - TorontoThere should be a quota, otherwise youwouldn't hear as much Cancon. But I think 30per cent is too high. 25 per cent would be morerealistic.

Rather than have a blanket number, Iwould suggest they give us extra credit if weare playing new Cancon versus gold.

The MAPL system needs to be reviewed.The concept of two points if the artist isCanadian (and lives in Canada) makes sense.But I don't think you can forget the songwriterand the other elements of our industry whoalso need some support to make sure that theysurvive.

My first reaction is that I really don't care. Ithink that we have too many rules andregulations to begin with. However, on theother hand, I think that there should beCanadian content and that we should have asystem in place that tries to establish andcreate our own stars. I just don't think itshould be too bureaucratic and it shouldn't betoo complicated to follow.

If there wasn't Canadian content andthere weren't regulations that mandated us tosupport Canadian content, and if we weren'tobliged to submit huge quantities of money toCanadian talent initiatives, I think you'd stillsee Q107 do Homegrown or do local initiatives.That's the heritage of the radio station andthat's the heritage of the format, which is to goout and find out what's happening in the barsand clubs. That's our job. I think regardless ofwhat happens with Canadian content or whathappens with Canadian talent initiatives, aradio station that's worth its salt is alwaysgoing to serve its community. Q107 is alwaysgoing to be active in the music community.

Bryan Adams' suggestion that they bedropped is strange coming from someonewhose early works would not have receivedairplay were it not for the regulations, (Iknow, I was there). It was the exposure and thewindow of opportunity provided by theregulations that enabled him to grow anddevelop into a world class artist.

cut it after 8 or 9 albums should no longerreceive support, who's to say they won'tbecome tomorrow's "overnight success?"

Regarding concerns that there are fewerhits now than before the regulations, this ishardly unusual given that the control of theindustry is now more than ever in the hands offoreign -owned record companies whosepriorities and objectives are developed froman American, European or Japaneseperspective. The regulations were neverintended to create hits anyway, but withoutthem the ratio of Canadian hits -- particularlygiven the reality of foreign control -- wouldsurely be less.

The criticism from the broadcasters thatthe regulations have not prevented a declinein the output of Canadian content recordingsdoesn't wash either. Given the decline in theoutput of recordings from non -Canadiansources, the decline isn't surprising and hasmuch more to do with the economy,consolidation within the record industry (fewercompanies -- fewer releases), recordingbudgets being swallowed up the cost ofproducing videos, and changing recordcompany policies brought on by the MBAattitude that now pervades the industry.

What has been overlooked in all of thecontroversy is the impact the regulations havehad on the quality of Canadian music. Todaythe quality of Canadian music is light yearsahead of what it was 10, 15, 20 years ago andthis applies to all releases -- not just those thatreach the top of the charts. This has resulted ina significant increase in the output ofplayable,

program -acceptable product for broadcas ters.As for the question, "Are the regulations

redundant and should they be dropped?" Idoubt that anyone who cares about Canadaand Canadian unity would seriously considerthis. After all, if Canadian artists can't findtheir way on to Canadian airwaves, what'sleft?

PAUL FISHERCHFI-FM - TorontoI think when the Canadian content rulingcame about they were very well intentionedand I think they have helped some peoplealong the way. I question though, looking atourpopulation base and the number of recordsthat are released, if 30 per cent is a realisticquota. I think it may be putting too much of astrain on the industry and I certainly think thatany Cancon quotas have to take into accountthe style of radio.

For example, for soft AC radio, there justfrankly isn't enough material coming out.There isn't enough new material and thereisn't enough of the older material that we canrely on to fulfil this quota. So, I wonder if 30per cent is too high. I wonder if it helps theartists or if it helps people who simply have aninterest in publishing and other fees.

The Cancon ruling could be abolished. Ithink there are enough good Canadian acts tostand on their own. I think, though, you haveto be aware of the fact that many of these actsthat are doing good are not in the soft AC vein.And by simply putting a blanket across of 30per cent, you're hurting everybody to a degree.

I think broadcasters too are aware ofmarket needs and responses and I think, forexample, if Canadian broadcasters stoppedplaying Canadian music they would hear aboutit from their listeners.

I think there are a lot of people who liketo hide behind the flag when the idea ofCancon comes up. And really, all they'reasking us to do is pay them a salary.

There are a lot of great performers andsongwriters, but I think some of them get lostin the shuffle over Cancon because to somepeople it has a stigma attached to it. In ourcase, we beg for more Cancon all the timebecause we're hoping for that quality productthat we find every once in awhile.

Procol Harum reunitedwith Edmonton SymphonyMay 29 has been set for the re -uniting ofProcol Harum and the Edmonton SymphonyOrchestra. The announcement was jointlymade by ESO president Bob Binnendyk andgeneral manager Bob McPhee. The settingwill once again be the Jubilee Auditorium.

The two groups came together for thehighly -publicized concert 20 years ago. Theconcert was recorded live and released byA&M Records. Because the EdmontonSymphony Orchestra was considered a featuredprincipal and the album wholly produced inCanada, the CRTC allowed for the album toqualify as two -parts Cancon (AP), and itremains as such to this day.

The album sold in excess of 100,000copies (platinum) in Canada and made the Top20 of the RPM 100 (August 5, 1972).

Rehearsals for Kissopen to the mediaThe media has been invited to sit in on the firstday of rehearsals for Kiss of the Spider Woman(April 27). The musical is set to begin previewperformances at Toronto's St. LawrenceCentre on June 8 with an official openingscheduled for June 14.

Director Harold Prince will address theKiss company, describe the production, andtake the company through the set designs andmodels. Prince will then field questions fromthe media representatives.

Capitol cleverly released a CD single ofMurray's live tracking of the song fromSeltech's Command Performance, giving ittwo -parts Cancon (AP). Also included on theCD single is the studio version which does notqualify as Cancon. The album is now sellingwell at retail and should join her last album,Yes I Do, on the albums chart.

Wynonna Judd holds onto No. 1 thisweek with her MCA track, She Is His Only

Need. Not surprising, Wynonna's self -titledalbum made an impressive entry on RPM'snew Country Albums chart at No. 16 lastweek, and moves into the top slot this week.The single has also crossed over and is gainingplaylists and charts at AC radio.

BEI is now the new label for Jeff Burns,replacing Justin Entertainment. Now chartingand sporting the new label are ClintonGregory's Play Ruby Play (No. 28) and JoelFeeney's One Good Reason (55). Can Pro nod to Anita Perras. That CountryFeelin' Mid Canada Television Network'scountry variety series, has won a Gold Awardfor Best Variety Music Series at the 1992 CanPro Festival. Savannah recording artist, AnitaPerras hosts the show. The awards, recognizingthe achievements of private broadcasters forcreative programming and communityinvolvement, was held recently in London,Ont. The 1992 series is now in its pre-production stages. Perras is busy in therecording studio with producer Mike Francis,working on their next album project. Perrasand her band are also pencilling in a cross -Canada summer tour which will kick off inPerth Ont, on May 8 with Ricky Skaggs.

Tineta's new Royalty single, Slippin'Away, is scoring good playlist action and sheis keeping a high profile as opening act fortravelling name country acts and withtelevision appearances. She recently openedfor Steve Wariner and John Conlee and guestedon ITV' s Edmonton Live where sheperformedtwo songs and chatted candidly with hostessLorraine Mansbridge. Coming up are severalclub dates including the grand opening ofBarracuda's, a new club in Red Deer. A weeklong engagement at the Texas Bull in Edmontonand a tentative appearance at Edmonton'sLongriders are also planned. Tineta's Slippin'Away video has also been going the rounds,having already been shown on MuchMusic'sOutlaws and Heroes, and CBC's Country Beat.It has also been scheduled for play by TNNand CMT.

Bobby Wiseman exits Blue Rodeo. BlueRodeo keyboardist Bobby Wiseman has leftthe band to pursue his solo career. "Bobby isirreplaceable," says the band's singer/guitarist,Jim Cuddy, "We will really miss him, bothmusically and personally, but we know thatthis is best for Bobby and we're behind him100 per cent." The band is now in the processof mixing Lost Together, their fourth albumfor Warner Music Canada. The album includesfull contributions from Wiseman and isscheduled for a mid -June release. A tour isnow being set up for Canada, the U.S. andEurope. They will continue as a five -pieceband with the additions of Kim Deschamps(formerly with Cowboy Junkies) on pedal -steel, and drummer Glen Milchem, bothcontributors to the album. A new keyboardistis expected to be added in the not too distantfuture.

Mascioli Entertainment has moved itscorporate headquarters to new offices inNashville. The firm represents severalCanadian country acts, including GaryFjellgaard, Gordie Tapp, Ian Tyson, LisaBrokop, The Moffatts, and American GlennYarborough. Formerly Prestige Entertainment,Mascioli Entertainment moved its offices fromBurnaby, B.C. in August of 1991.

Norm and Robert Brunet dropped by theoffice while they were in Toronto pluggingNorm's latest single, Three Room Mansion.The number of stations playlisting the singleis quite impressive.
