Tour of Duty: Full time. The position may be filled non-competitively, through temporary promotion NTE 120, detail, lateral reassignment or other hiring authority. Duty Station: This position has a flexible duty station location preferably within 1 ½ hours of a major airport, and within commuting distance of a Forest Service office location. About the Enterprise Program: The Enterprise Program operates in a fee-for- service business model as an agile branch of the Forest Service delivering highly skilled on-demand services supporting land and resource management activities. Enterprise is a national program organized under Washington Office, Business Operations. The Program was created to support increased productivity and effectiveness through applying business practices within the Forest Service infrastructure. Enterprise employees are nimble and able to supply rapid response services across all levels of the Forest Service. This is particularly advantageous to the agency when specialized skills are not otherwise available or when workload exceeds capacity, which also greatly benefits the taxpaying public. The program is currently comprised of over 250 employees stationed nationwide, and is growing. Enterprise strives to deliver a ‘best value’ by consistently monitoring national and regional strategic objectives and the evolution of the Forest Service workforce composition to offer targeted, timely and cost effective services in alignment with what is emerging on the agency’s horizon. The program provides:

· Agency managers with a highly-skilled workforce that is flexible in supplying on-demand services. 

· A wide variety of services in the areas of Cultural Resources and Heritage, Recreation, Timber, Engineering, Technology, Communications, Biology, Range, Timber, Watershed, Forest Planning, Special Uses, and Fire, Fuels and Aviation Safety.

· Services to all levels of the agency from the field to the Washington Office, in addition to external partners.

About this Position:

As an Executive Officer, the incumbent is responsible for coordination and integration of a number of important and complex unit segments of professional, scientific, technical, managerial, and/or administrative work. Formulates, plans, and provides managerial expertise regarding all aspects of staff operations within the unit, and supports its major programs.

Establishes long-range plans and schedules and is responsible for having the knowledge and “sense of place” as a major provider of products and services in the ever-changing Forest Service. Additionally, the incumbent collaborates, coordinates, and enters into agreements to provide products and services to Forest Service, as well as other Federal agencies, state governments or similar entities.

Monitors budget trends, program fluctuations, and changes in physical and political landscapes relative to the creation of long-range strategic planning and goal setting for the organization. Maintains and monitors financial status of the unit by analyzing reports for profitability, activity, liquidity, and debt coverage. Balances annual and cumulative budgets, including adequate reserves to sustain the organization in lean times. Ensures that unit goals are in alignment, and units are moving forward in harmony with Forest Service goals and objectives.

Interested applicants should be energetic, responsible, self-directed, and be able to work independently without much supervision. Applicants should also be proficient in communication and human relations to maintain good working relationships with partners, team members and peers in person and virtually. Strong writing skills are important for the various documents that need to be created. In addition, knowledge of Forest Service policies and procedures is preferred.

The Enterprise Program is funded totally from project work, which can cause priorities to change rapidly, depending on customer needs. While “enterprising” is demanding, it is also exciting.
