Role Statement

The Senior Ministerial Liaison Officer is responsible for providing support to the Manager Ministerial and Parliamentary Services by preparing briefings, correspondence and advice in response to ministerial correspondence, parliamentary issues, Cabinet matters and all other requests from the Ministers’ Offices affecting their area of speciality and focus.

Duties and Responsibilities

1. Operational Delivery Advice and Support

1.1Provides advice in area of speciality to Assistant Directors General and Senior Managers in preparation of ministerial responses

1.2Consults, liaises, advises and negotiates with members of the Corporate Executive and Senior Management across the Department

1.3Provides support, direction and specialist advice to Ministerial and Parliamentary Services Manager on processes, systems and protocols

1.4Proactively identifies potentially contentious issues and contributes to the development of strategies to address these in consultation the Ministerial Liaison Manager

1.5Undertakes day to day liaison with the Minister’s office and other agencies in relation to any business information needs and coordinates information when required

1.6Maintains an effective and responsive liaison with the Department’s Policy Advisor within the Minister’s Office

1.7Provides a high level conceptual and analytical service, including developing innovative solutions to complex and sensitive problems

1.8Manages highly confidential, sensitive and urgent matters with tact and discretion in a timely manner

2. Compliance

2.1Ensures ministerial correspondence is prepared and written in a strategic government context, is in plain English, is clear and concise, and is consistent with relevant legislation and agreed policy and standards.

2.2Ensures reporting and advice is within the prescribed framework and timeframes; and meets Departmental standards

2.3Ensures that all Parliamentary Questions and Ministerials are completed and meet expectations

2.4Assists senior management and ministerial office staff in negotiating information requirements and protocols

2.5Advises senior staff on and ensures compliance with the communications protocol between the Department, relevant Ministers and other members of Parliament

2.6Oversees a register of Ministerial correspondence and advice

2.7Appropriately handles political information and situations

2.8Maintains an understanding of current parliamentary and government procedures

2.9Coordinates and implements training and education for all users of ministerial protocols, procedures and systems

2.10 Oversees the coordination of formal and informal training in Ministerial services/liaison management and activities

3. Strategic Projects

3.1Develops, coordinates and implements projects to improve Ministerial and Director General’s correspondence systems, processes and performance

3.2Develops and maintains effective office systems and procedures to support the timely preparation of Ministerial advice

3.3Develops and maintains effective systems to support and improve the Ministerial Liaison process

4. Builds Productive Relationships

4.1Provides leadership to the Ministerial Liaison and Support Officers in the processing of all incoming ministerial correspondence

4.2Contributes to positive and productive relationships with stakeholders within the Department and all Ministers’ Offices based on cooperation, trust and respect

4.3Understands stakeholder requirements and maintains customer service standards

Essential Work-Related Requirements (Selection Criteria)1. Demonstrated understanding of Human Services policy across one or more of the

following; Child Protection, Housing, Disability Services, Prevention of Family and Domestic Violence, Women’s Interests, Youth, Veterans Issues, Volunteering, Seniors and/or Community Services

2. Demonstrated understanding of the intention, challenges and risks facing a WA Government Agency and current issues affecting the community services sector and how these relate to operational requirements

3. Considerable experience and knowledge of ministerial liaison across a diverse Agency with demonstrated knowledge of government processes, procedures and protocols relating to ministerial and parliamentary issues

4. Well-developed organisational and planning skills with the ability to coordinate competing tasks and meet critical deadlines in a high pressure, complex, time critical, multi-tasking and demanding work environment with multiple stakeholders

5. High level interpersonal and negotiation skills with the ability to maintain effective working relationships with a wide range of stakeholders

6. Well-developed written communication skills with an ability to draft and review complex documents

7. Good conceptual and analytical skills and the ability to effectively and efficiently solve problems
