1.5 Autism Awareness

The National Autistic Society has seen the package and are very complimentary of it. Other Police Forces have requested it. This training package has been delivered to the OPCC Custody Volunteers and 250 Police Specials. It is also due to be delivered to the new recruits over the next few years. Roll out to front line staff is under consideration. GMP are also in talks with the National Autistic Society to be a Pilot Force along with two other Forces to work to specific autism standards. As of January 2017, these plans are still under discussion.

There was a GM launch event for the National guidance with all GM Boroughs held 4th Nov 2016 to share the recommendations as they produce their local plans. This scheme is a collaborative initiative funded by the Rochdale CCG - supported by Pennine Care - GM Ambulance Service and the PoliceEvaluation parameters have been agreed, providing the success is replicated, the intention is to transform this into core serviceRochdale MH Crisis Care Concordat Group is in place and action plan includes adoption of a 'single door referral pathway'.

1.17 Safe Sobering Units

Initial engagement has taken place in all 3 acute trusts to scope out model and location of safe and sober units.

Units attached to A&E to support better crisis response. This action forms part of the CQUIN schedule for 2015-16. A dedicated project manager, senior nurse, is leading on this project with quarters 1 and 2.A large scale engagement and scoping exercise has been undertaken as per the CQUIN across the Pennine footprint with a range of partners to gain a detailed insight into the views of a wide range of stakeholders with regards to issues, pressures, gaps in services and to discuss potential solutions specifically relating to pressures placed on urgent services including the police, ambulance and A&E by people who are intoxicated with minimal or no other identified health need.

In each borough stakeholder group/s were convened with key individuals invited from the relevant organisations  including; Acute Trusts, GMP, NWAS, street pastors/ angels, PCFT, commissioners, local alcohol service providers and public health colleagues. The aim of gaining an insight into each organisations priorities with regards to alcohol related demand, existing service provision and plans for short term development, needs across the boroughs and pressures/ demand on services. It is acknowledged that further engagement work would be required with service users and patients if commissioners wanted to proceed with developing new service models.

It was evident in all boroughs that the development of a specific clinical Safe and Sober model/ service as outlined in the initial CQUIN schedule would not deliver the required outcomes to meet the presenting issues, nor would it be feasible within the current configuration of the hospital estate nor would it be financially viable for the levels of need and unpredictable demand. Therefore the scoping focussed on what services/ interventions could be developed to meet the local needs and compliment existing service provision/ local strategy. An end

of year report was presented to commissioners which recommended considering expanding schemes such as the street angels/ pastors and also consider the approach taken in Tameside and Glossop with regards to licensing etc.

Wigan CCG, GMF&RS and GMP are supporting the Good Deeds Charity with raising awareness of Guardian Angel Dementia Buddy devices. GMF&RS have covered funding costs for each person in the Borough with a dementia diagnosis to be given two devices of their choice, as part of the Dementia Friendly Communities programme. Devices (badges, bracelets, bag tag or key rings) are chipped and readable from most mobile phones when the NFC setting is open, providing a name and an emergency carer contact number once scanned.

The devices will assist Police, NW Ambulance Service, Fire Service and members of the public to contact family members promptly for people with dementia who may be found confused and alone rather than take to an A/E department.

6.3 Pennine Service User/Carer Advice Line

An advice and support line is now available for all patients open to Pennine Care mental health services (over 16). This commenced 1st December 2015. It is important to stress that whilst the phone line is open to all Pennine care mental health patients over 16 there is a target group that it is designed to support as below:

Those patients who frequently place demands on mental health and urgent care services often requesting more routine advice that could be more appropriately managed elsewhere and also those patients who would benefit from an additional support mechanism built into their care/ crisis/ relapse prevention plans. A briefing note has been produced for all staff for discussion with

Through a CQUIN proposal the idea to develop a service user helpline for the population of Pennine Care NHS Trust is to support this group before a crisis arises. This line will be marketed to replace existing services such as the Samaritans but will offer help and advice to service users and carers- known or unknown, who may need some help to prevent a crisis occurring. This will sit separately from the 24/7 police triage process but should aid in the reduction of numbers of crisis in each Borough if prevention tools are made available.

A review of the advice and support line was completed and submitted to commissioners at the end of Q1 for their consideration.  The line is still operational and is staffed by exiting staff or with bank and agency workers.

6.4 Partnership Agreements between GMFRS 90 (Fire & Rescue Service) and the four Mental Health Trusts across GM

GMFRS have active partnership agreements with the four mental health Trusts across GM. This includes reciprocal referral pathways and reciprocal training with front line staff from all organisations so that people with mental health needs have access to fire safety advice as part of safe and well visits and GMFRS can share relevant information with mental health services.

Partnership agreements have been signed with all four MH trusts and these are in delivery. Data on numbers of safe and well visits booked are produced monthly and steering groups meet regularly.

6.5 GMFRS Safe and Well visits

GMFRS include questions about mental health within safe and well visits. GMFRS staff offer brief advice, signposting and referrals where appropriate to partner agencies. GMFRS staff are using the 24/7 triage telephone numbers and signposting the public to The Sanctuary, Self-Help and the Samaritans.

All GMFRS personnel now deliver Safe and Well visits which have replaced the previous Home Safety Checks. Safe and Well training is being rolled out to staff across GMFRS. GMFRS have Community Resource packs available for staff involved in Safe & Well Visits.

Band 7 and 3 workers placed in NH team looking at the top 15 individuals with MH issues who generated 546 police incidents in one year and how they could be better supported to reduce demand. Good practice to be rolled out across GM.

Evaluation completed. Agreement made to extend contract in Trafford due to success. (The SMHP Board has agreed for similar models to be rolled out across GM). An Alcohol & Drug worker is also now commissioned and in place working alongside the MH Worker.

1.3 Dementia Alliance Action Plan

The pilot will be evaluated using the recognised evaluation tool in the Oldham Pilot and will be monitored and further commissioning discussions will be held through local partnership meetings that include the CCG. and work with CAHMS and 42nd Street, in a reciprocal referral arrangement. Also, working jointly with 6 Degrees and the Early Detection and Intervention Team (EDIT). Our main focus with these groups is to take young people who are just starting to experience emotional well-being and mental health issues and try to deal with them early in the process to prevent their symptoms worsening and hence reduce the call on these partners and the wider economy. Consideration is being given at introducing mindfulness training for SIPH staff so that they can deliver this to those in need.

A 24/7 helpline is available is all 5 boroughs allowing police officers and GMFRS access to mental health professionals when dealing with persons with a mental illness. This information is shared at all training sessions delivered to GMP.

Response and neighbourhood officers trained with MH professionals. This is now happening in a number of areas across GM and the intention to ensure consistency in each area.

Training delivered in Salford, Bolton and Trafford alongside GMW staff.  

Paula Solomon at GMW has the lead for "joint training" on her CQUIN.  Their intention is to ensure that the training is rolled out across the GM footprint. GMW has employed a senior practitioner on a 12 month fixed term contract to enable.

4.7 Training for GMP and GMW staff to improve engagement with service users with MH problems/ criminal justice involvement

end of cycle or April 2016 (when funding ends).

Work to develop the GMP Wellbeing Coach role is now complete (launch date 12/10/15) and we will support the role by facilitating group supervision sessions for Well Being coaches and Peer Network users.

We will meet with GMP MH single points of contacts (SPOC) and continue to meet GMW CMHT staff in the coming months to develop top up training to supplement the mental health awareness training already delivered by this team and other local MH teams. Top up training will be aimed at GMP and GMW staff at local level (area/division level) and will focus on decision making, enabling quicker access to MH care and enabling quicker exit from CJS custody for MH patients.

We have developed bespoke training for community based mental health teams around decision making and criminal justice. Training will begin in November and will be ongoing.

• No Wrong Door Compact in development to support individuals with multiple and complex needs. The No Wrong Door Compact is a set of principles for services working with people with multiple and complex needs in Manchester. With a focus on the areas of Expertise, Practice, Information and Access, the No Wrong Door Compact aims to encourage services to reflect on their delivery and ensure that barriers are removed for people with multiple and complex needs. The No Wrong Door Compact’s goal is to improve the outcomes for any individual with multiple and complex needs accessing services in Manchester.

• Shared data-system for Inspiring Change Manchester delivery partnership (M-Think) in development with initial launch date of 11 May 2015 to improve communication and safety planning across agencies.

• Flexible Fund launched that will enable service users on the project to overcome individual barriers to engaging with the Inspiring Change Manchester Programme and/or to progress towards their positive outcomes or goals.
