Site specific activity is the complete renovation of the fourth floor of the existing building, which includes: partial demolition and construction of the partition walls, replacement of the floors, replacement of doors, installation of external doors and windows, finishing works of the internal walls and ceilings. The main entrance and the wheelchair ramp will be demolished and reconstructed, the old elevator will be replaced with a new one, and the entrance area of the building will be improved.

Who uses the land (formal/informal)?

Total area of the land plot allocated for the building No. 129 in Armenakyan ave. makes 2,288.2 square meters. The plot is State owned.Cadastral book N 1234334 from 19.04.2005User rights to the 4th floor of the building No. 129 in Armenakyan ave. were granted to RoA MSEA through the ruling of the RoA Ministry of Labor and Social Affairs on November 22, 2004. The total area of the 4th floor is 316.6 square meters.Office аrea - 228.5 square metersAuxiliary area - 81.1 square meters There are other institutions located in the building. Rehabilitation works may interfere with the normal course of work process of those institutions, there will be temporary inconveniences.

Description of physical and natural environment around

the site

Building No. 129, Armenakyan Ave. is located in Nork-Marash district, near the center of Yerevan. It is surrounded by many tall residential houses. There is a school, a kindergarten as well as private businesses – stores, beauty salons, etc. External electricity, natural gas, water supply and wastewater disposal infrastructures of the MSEA are currently in place and will remain unchanged, but the inner communications and infrastructures are worn out, the electricity wires and internal water pipes will be replaced.

The heating system of the building is local. There is a sufficient space for parking construction vehicles and machinery on the territory adjacent to MSEA and to establish a temporary warehouse for the building materials and construction waste. It is also convenient for the population in terms of transportation (bus stop). The civil works will not interfere with transportation and pedestrian activity.During the civil works in Yerevan the construction waste shall be transported and disposed in the landfills nearby Yerevan City which are at least 15 km away from the construction site. The contractor (Construction Company) will be responsible for the construction waste disposal, the expenses of which are envisaged and included in the design-cost estimate documents. The renovation works are expected to take 64 weeks from the start of works. If necessary, there is an alternative space to temporarily relocate the MSEA staff. The MSEA beneficiaries will preliminarily be notified about the temporary location address.

Locations and distance for material sourcing, especially aggregates, water,

stones?

The necessary aggregates and other construction materials will be purchased from vendors in Yerevan city.Water required for construction works is available inside the building, provided through the municipal service.

LEGISLATIONNational & local

legislation & permits that apply to project

activity

The following Armenian legislation defines a legal framework applicable to project activities: - Law on Atmospheric Air Protection of RoA (1994). The purpose of Law on Atmospheric Air Protection is to define main principles of the RoA, directed to provision of purity of atmospheric air and improvement of air quality, prevention and mitigation of the chemical, physical, biological and other impacts on air quality and regulation of public relation.

According to this law contractor shall undertake repairs activities as well as transportation and temporary storage of wastes the way to minimize dust and other emissions to the air.

- Law on Waste of RoA (2004). The law provides the legal and economic basis for collection, transportation, disposal, treatment, re-use of wastes as well as prevention of negative impacts of waste on natural resources, human life and health. The law defines the roles and responsibilities of the state authorized bodies as well as of waste generator organizations in waste management operations.

According to this law, the waste generated during renovation of the building should be recycled as appropriate, or disposed of in designated locations.

- Law on Environmental Impact Assessment of RoA (1995). The law defines types of activities which are subject to environmental impact assessment and ecological expertize.

According to this law, works for the rehabilitation of premises for the MSEA are not subject to the ecological expertize.

- Law on Urban Development of RoA (1998).The law defines types of activities which are subject to construction permitting.According to this law, rehabilitation works (except for construction, reconstruction) planned at institution do not require obtaining of the construction permit.

Land Code of the Republic of Armenia (2001)Taking into account the nature protection, economic and social significance of the land, the Land Code defines the basic directions of State regulatory system concerning land relations, development of various organizational and legal forms of land economy, fertility of land, land use efficiency raise, protection and improvement of an environment – favorable for human vitality and health, the legal framework concerning the protection of the rights on land, as well as regulation of resettlement and evacuation problems. Rehabilitation of MSEA will not cause resettlement neither as defined by this law nor as by OP/BP 4.12 of the World Bank.

Present draft ESMP was disclosed through the webpage of MLSA in Armenian and English languages upon clearance by the World Bank.Public consultation on the draft ESMP will be announced and held within 10 days after disclosure and announcement at a location preliminarily agreed with the stakeholders. Brief information on the planned works, and contact information of contractor for addressing questions and grievance will be placed at the work site and/or in its immediate surroundings.

PART C: MITIGATION MEASURES

ACTIVITY PARAMETER MITIGATION MEASURES CHECKLIST

A. General Conditions

Notification and Worker Safety

(a) The local construction and environment inspectorates and communities have been notified of upcoming activities

(b) The public has been notified of the works through appropriate notification in the media and/or at publicly accessible sites (including the site of the works)

(c) All legally required permits have been acquired for construction and/or rehabilitation(d) The Contractor formally agrees that all work will be carried out in a safe and disciplined

manner designed to minimize impacts on neighboring residents and environment.(e) Workers’ PPE will comply with international good practice (always hardhats, as needed masks

B. General Rehabilitation and /or Construction Activities

Air Quality (a) During interior demolition debris-chutes shall be used above the first floor(b) Demolition debris shall be kept in controlled area and sprayed with water mist to reduce

debris dust(c) During pneumatic drilling/wall destruction dust shall be suppressed by ongoing water spraying

and/or installing dust screen enclosures at site(d) The surrounding environment (sidewalks, roads) shall be kept free of debris to minimize dust(e) There will be no open burning of construction / waste material at the site(f) There will be no excessive idling of construction vehicles at sites

Noise (a) Construction noise will be limited to restricted times agreed to in the permit(b) During operations, the engine covers of generators, air compressors and other powered

mechanical equipment shall be closed, and equipment placed as far away from residential areas as possible

Water Quality (a) The site will establish appropriate erosion and sediment control measures such as e.g. hay bales and / or silt fences to prevent sediment from moving off site and causing excessive turbidity in nearby streams and rivers.

Waste management (a) Waste collection and disposal pathways and sites will be identified for all major waste types expected from demolition and construction activities.

(b) Mineral construction and demolition wastes will be separated from general refuse, organic, liquid and chemical wastes by on-site sorting and stored in appropriate containers.

(c) Construction waste will be collected and disposed properly by licensed collectors(d) The records of waste disposal will be maintained as proof for proper management as

designed.(e) Whenever feasible the contractor will reuse and recycle appropriate and viable materials

ON ATTACHING AREAS TO THE GENERAL PROSECUTORS' OFFICE OF REPUBLIC OF ARMENIA AND TO THE PUBLIC ADMINISTRATION INSTITUTION OF THE STAFF OF THE MINISTRY OF LABOR AND SOCIAL AFFAIRS OF THE REPUBLIC OF ARMENIA In accordance with Article 4 (1) of the Law of the Republic of Armenia on '' Public Administration Institution'' the Government of the Republic of Armenia d e c i d e s:

1. To attach the building’s /address Yerevan, Armenakyan 129/ 191.4 sq /m of the 4th floor under the authority of the State Property Managment Department adjunct to the Government of the Republic of Armenia to the Public Administration Institution of the Staff of the Ministry of Labor and Social Affairs for allocating first to the State Labour Inspectorate of the Republic of Armenia and its territorial body in Yerevan and second, the Agency of medico-social expertise of the Republic of Armenia.

2. To ensure in a month, with established order, jointly with Public Administration Institution of the Staff of the Ministry of Labor and Social Affairs the Head of the Department of State Property Managment the accomplishment of the territories' mentioned in 4th point of this decision transferal-receipt process and the state registration of property rights.

3. To establish, that the Public Administration Institution of the Staff of the Ministry of Labor and Social Affairs is obliged to implement the state registration of property rights on its account.

Summary-Excerpt from the Conclusion on the Technical State of the 4th Floor of the Building

Located at 129 Armenakyan str., Nork-Marash, Yerevan, Republic of Armenia

The conclusion is provided by “H. Aramyan” LTD authorized company (license number 14450).

Visual examination revealed:

There are no impermissible cracks, concavities, sedimentary and other deformations in the bearing constructions of the examined section of the building.

Separate partition walls have been displaced and separated from the adjacent constructions.

Rain waters penetrated into the roof area and adjacent constructions due to the damage of the former roof cover with separate wetted spots and damaged interior design. There is a similar situation in the toilets and adjacent areas as well due to the malfunctioning and leaking of the water pipes.

The doors, windows, floors and interior decor is in a physically worn out state.

Based upon the examination results it is concluded:

The technical state of the examined section of the building according to the criteria of the normative scale of damage of the bearing constructions is evaluated as satisfactory.

Partial reconstruction and renovation works at the examined section are technically possible, the following needs to be done:

For the functional convenience of the operation the fourth floor of the building should be redrafted, and the separate partition walls demolished and reconstructed; other changes on the walls should also be in compliance with the requirements of paragraphs 7.3.6 and 7.9.3 of “Seismic construction; Design norms” of the RoA Construction Norms (II-6.02-2006).

Interior finishing and renovation works should be implemented.

The reconstruction and renovation works with the above-mentioned solutions shall in no way have a negative impact on the actual bearing capacity and seismic resistance of the building. The partial reconstruction and renovation works shall be implemented by an agreed design developed in compliance with the existing construction norms.

MINUTES OF THE PUBLIC CONSULTATION MEETING ON

THE REHABILITATION WORKS AND POSSIBLE ENVIRONMENTAL, SOCIAL AND ADMINISTRATIVE PROBLEMS OF THE ROA MEDICAL-SOCIAL EXPERTISE AGENCY (MSEA)

Date: 28.06.2016Duration: 11:00 - 12:00After the official publication (http://www.mlsa.am, 20.06.2016) of the Armenian and English language announcement about the public consultation of the rehabilitation works, as well as the Environmental and Social management Plan of the MSEA (129/4 Armenakyan str., Nork-Marash, Yerevan) a public consultation meeting was held at the conference hall of the above-mentioned building with the purpose of raising awareness among the employees of the services and the beneficiaries of those services (hereinafter stakeholders) by the Project Coordination Unit (PCU) of the joint Social Protection Administration II Project (SPAP II) of the RoA Ministry of Labor and Social Affairs (MLSA) and the World Bank.About 20 stakeholders (including 10 women) actively took part in the discussion including representatives from the MSEA, interested NGO-s, etc.

4. Questions and answers.

The following was presented during the public consultation meeting:

SPAP II engineer Karen Harutyunyan thoroughly introduced all the Site-specific activity to be implemented at the MSEA building specifying that it is a 5-storied building with public, operational significance located on a flat terrain. He mentioned that the building was constructed in 1970-s by an individual design. The following works will be carried out here: complete renovation of the fourth floor (600 sq. m) of the existing building, which includes: partial demolition and construction of the partition walls, replacement of the floors, replacement of doors, installation of external doors and windows, finishing works of the internal walls and ceilings. The main entrance and the wheelchair ramp will be demolished and reconstructed, the old elevator will be replaced with a new one, entrance area of the building will be improved. Overall the design was drafted in accordance with the RoA acting construction norms and rules.

SPAP II Environmental Specialist Asya Osipova introduced the Environmental Management and Monitoring Plan with the relevant mitigation measures. According to her, all the environmental norms and rules should be followed. There is no abundant greenery around the building, only a few trees which will not be harmed during the civil works. The application of safety tapes, signs and fencing is mandatory on the floors and will be monitored. Technical supervisors shall monitor the implementation of all the mitigation measures in compliance with the ESMP. Osipova stressed the possible negative environmental impacts related with the Project implementation, including air pollution, accumulations of construction waste and waste transportation. It was mentioned that it will be necessary to sprinkle water at the construction site territory, additional construction material and waste/debris shall be arranged in specifically separated corners at the construction area and periodically taken out to avoid excessive accumulations. Additional construction material and waste/debris should be transported by covered trucks; the constructors and other stuff should be provided with masks, clean drinking water and toilets. Osipova explained what measures should be taken to mitigate the possible negative impacts, including the transportation of construction waste. It was also mentioned that the transportation and removal of the waste and debris shall be implemented in accordance with the ESMP.

SPAP II Social Safeguards Specialist Nane Grigoryan mentioned that the rehabilitation and renovation works to be implemented will in no way have a negative impact on the actual carrying capacity and seismic resistance of the building. The only negative impact will be the relocation of the MSEA employees, which will be a temporary inconvenience. The civil works will not interfere with transportation and pedestrian activity. As soon as the rehabilitation works start a public awareness board with the contact information of the Contractor (works executor), Client (MLSA) and the SPAP II PCU will be placed at a visible place of the construction site. the inconveniences caused by the civil works the RoA MLSA hot line phone number “114” is provided.

Answer: K. Harutyunyan - No, not in the hallways, as it will not be necessary, the radiators to be installed in the main offices and rooms will be enough to heat the hallways as well. 3. Question: Head of the Legal Department Edgar Grigoryan - How long will the construction works last?

Answer: K. Harutyunyan - It is envisaged to complete the construction works within 40 weeks, the unfavorable weather conditions will not hinder the civil works.

4. Question: Head of the Information-Analytical Department Nune Mkrtchyan  - Is it envisaged to have sinks in the examination rooms?

Answer: K. Harutyunyan -Yes, there will be sinks in the examination rooms.

5. Question: “Prkutyun” NGO director Arpine Abrahamyan - Is it envisaged to have video surveillance systems in the receptions?

Answer: K. Harutyunyan - Yes it is envisaged to install video cameras in the receptions.

6. Question: Beneficiary Heghine Hovhannisyan - Is it envisaged to dispose off the construction waste out of the building by the Project? Answer: A. Osipova

- Yes, certainly, the construction waste and debris will be removed and disposed off in covered trucks.
