I. INTRODUCTION The status and functions of Public Employment Service (PES) system in member states are not unified. Some are well-experienced in terms of historical background of establishment and components of service functions. Yet, newly established PES in countries across the region and the world might face some challenges in gaining supports from stakeholders and users, while, at the same time, has to incorporate new type of methods and technology into service delivery. New trend of digitalization in service sector has also unexpectedly interrupted PES process, which on one hand imposes greater challenge to adapt fast transformation of technology application, and on the other hand provides opportunity to upgrade the system and better serve the users. It is commonly agreed that application of ICT in PES will help increase performance of service functions and maximize employability of people as well as promptly respond to the changes of labor market. In Asia-Pacific region, countries like Republic of Korea and Japan are considered leading countries in introducing digitalization in PES system. On the contrary, there are more countries trying to upgrade their PES system through integration of digitalization. The conference is providing a platform for all relevant stakeholders, policy makers, experts and practitioners among WAPES member states and affiliations to discuss insights innovative approaches, practical frameworks, components and functions of the digitalization and modernization in enhancing the PES delivery through sharing knowledge and best practices in ICT adaptation in PES system. The conference will include three sessions, such as (1) Public Employment Service IT System, (2) Digitalization for Improvement of PES, and (3) Stakeholders’ Engagement through Innovative Approaches to Support Digitalization of PES, serving to foster discussion on Digitalization in PES. The purpose of this conference is to bring together WAPES member states, key stakeholders, policy makers, and practitioners to share experience, knowledge, innovative ideas, best practices, and strategies in improving PES delivery in the age of digitalization. Specifically, the objectives of conference are as following:

• Highlighting the potential challenges and best practices of ICT adaptation in PES system.

• Identifying suitable framework conditions and capabilities to support the digitalization of PES to respond to the changes in the world of work.

• Presenting best practices, innovative approaches, and case studies to promote Digitalized PES usage through users/stakeholder engagement in enhancing capacity of PES to better link people to employment.

• Promoting mutual cooperation, networking, support, and learning from each other among WAPES members and affiliations in the field of labour and employment.

II. OFFICIAL OPENING OF THE CONFERENCE WAPES Asia-Pacific Conference was officially opened in the morning of 2nd December 2019 at Sofitel Angkor Phokeethra Hotel, Siem Reap, Cambodia. The opening ceremony was presided over by H.E. Dr. Samheng ITH, Minister of the Ministry of Labour and Vocational training (MoLVT) in Cambodia. To congratulate this auspicious opening ceremony, there were subsequently important remarks from WAPES Executive Secretary as well as two other remarks made by Mr. Moo Hyeon JOO, Vice President of Korea Employment Information Service (KEIS), Republic of Korea, and Mr. Atsushi KIJIMA, Senior Coordinator for Employment Policy, Ministry of Health, Labour and Welfare (MHLW), Japan. The opening was participated by more than 400 audiences who were relevant stakeholders including line ministries, policy-makers, WAPES members, international organizations, students, employers’ associations, trade unions and media. Followings are summary of keynote remarks in the opening ceremony: § Opening remarks of the WAPES Asia-Pacific

Conference on Digitalization in Public Employment Services by H.E. Dr. Samheng ITH, Minister of Ministry of Labour and Vocational Training, Cambodia.

In his remarks, H.E Minister highlighted the rapid acceleration of the current Industrial Revolution (IR 4.0) by suggesting that many PES services could be automated in the future. In connection to this new technology changes, Cambodia’s PES needs to provide responsive and accurate labour market information to all relevant stakeholders, in particular, youth and jobseekers so that they could be better matched with job opportunities and provided timely accurate information for better decision making. However, digitalization of PES also faces some major challenges including lack of financial resources, insufficient competency on technology adaptation, establishing digitalized institutions; and some barriers caused by different start-up stages of PES institution in most countries that prevented from achieving the same level of digitalization in PES. To update the Conference about current development of PES service in Cambodia – the National Employment Agency (NEA) – H.E. Minister re-emphasized about a cooperation project between the Ministry of Employment and Labour (MOEL) of the Republic of Korea, the Korea Employment Information Service (KEIS) and the Ministry of labour and Vocational Training (MoLVT) of Cambodia to improve NEA’s online platform. The Minister concluded his remarks by wishing the Conference to be successful, provide fruitful results, strengthen a network of knowledge and experience sharing, as well as to bridge the gaps of improving digitalized PES among member states.

§ A remark by Ms. Erika HOBIRA, Representative of WAPES Executive Secretary.

The remark was read on behalf of Ms. Eve-Marie MOSSERAY, WAPES Executive Secretary. It started with warm greetings to all members and participants of the conference. It also highlighted about activities and tools that WAPES uses to referencing PES worldwide in the field of public employment service. These activities and tools add values in different ways: (1) network and cooperation fostering among WAPES members; (2) the

organization of conferences, meetings, workshops, and training sessions to exchange information and experience; and (3) the studies and survey related to WAPES long-term strategy. The remark concluded with an emphasis on how to challenge the extremely complex issues such as the climate change, the issue of migration and integration, the global connectivity of economies and labour market. Furthermore, PES must work collectively to seek solutions and one of the best solutions is to use technology. § A remark by Mr. Moo Hyeon JOO, Vice President

of Korea Employment Information Service (KEIS), Republic of Korea.

Mr. Vice President inserted that it was very meaningful that this conference set the stage for member countries to share information and experience on “Digitalization in Public Employment Service”. He also took this opportunity to introduce KEIS which is a specialized institute for addressing employment-related issues in Korea. Since 1988, KEIS has been managing and operating 17 networks such as WorkNet, a job portal, Employment Insurance Network or EI, and HRD-Net, a vocational training network. Recently, KEIS has developed a large-scale website in order to integrate and manage employment-related data scattered over the government and the private sector. This website will utilize Big data and AI technology to provide the government, businesses, and service users with customized information they need. Moreover, KEIS is currently conducting a joint project, called Cambodia PES Information System Project, with the Cambodian government since 2018 in order to develop a network to provide better PES to all Cambodian citizens. Mr. JOO concluded that PES is the most important platform for solving job problems. In this regard, he believed that the activities of WAPES would make continued and practical contribution to addressing global employment issues. § A remark by Mr. Atsushi KIJIMA, Board Member

of WAPES; and Senior Coordinator for Employment Policy, Ministry of Health, Labour and Welfare (MHLW), Japan.

Mr. KIJIMA started his remark by addressing how ICT, including smartphones and tablet computers, has transformed the forms of work. Basically, workers now can work from anywhere at any time. Due to these new trends and different skilled required in the labour market, it is now more important than ever for the PES to provide better infrastructure that enhances the matching function. Therefore, in order to improve PES, it is very meaningful to discuss the themes of this conference which is “Digitalization in Public Employment Service”. Mr. KIJIMA then briefly introduced “JAPAN-WAPES Joint Project”, as an example, that aims to support Cambodian PES in strengthening its service quality through the use of technology. He concluded his remark that Japan is delighted to further the good relationship with each WAPES member states through this conference.

III. MAIN CONFERENCE ACTIVITIES

1. SESSION I: “PUBLIC EMPLOYMENT SERVICE IT SYSTEM” This Session focused on “Public Employment Service IT System” and aimed to share information on current PES system based on digital technology, highlight case studies and lessons learnt of PES improvement under the Korean WorkNet supports, and discuss the potential challenges and best practices of ICT adaptation in PES system. Session I was presented by three speakers from the Republic of Korea and Cambodia to share knowledge on the aforementioned topic. The session was facilitated by Mr. Somean KUOCH, Deputy Director General of National Employment Agency (NEA), Cambodia.

- Topic 1: What is WORKNET? - Speaker: Mr. Gyun KIM, Director for Online Youth Center planning of KEIS, Republic of Korea. The presentation commenced with overview of WorkNet which is the public employment portal launched in 1998 by the Ministry of Employment and Labor of the Republic of Korea. WorkNet provides three main services which are (1) Human Resources Seeking Service, (2) Comprehensive Job Information, and (3) Job & Career Service such as Occupation Psychological Test and On-

line career-counseling service. Mr. KIM also shared that WorkNet uses Big Data Analysis to provide customized services for each individual user, and as of July 2020 WorkNet is expected to run job matching engine based on machine running or AI matching algorithm. He stated that developing a job portal system needs time and finance and that every system should be localized in order to best serve the users. In his opinion, to achieve the localization require a three-step process: (1) identify labour market situation, problems and needs; (2) develop policy to address the problems and needs; and (3) build portal system that supports the policy and meets the needs of users. - Topic 2: Cambodia Public Employment Service

Information System Project - Speaker: Mr. Ji Young YOON, Director for International Cooperation Division of KEIS,

Republic of Korea. The Cambodia Public Employment Service Information System Project is a joint project between KEIS and NEA in order to construct an information system that will help to improve the quality and efficiency of the current employment service process in Cambodia. The project will focus on three main components including: (1) develop web portal and mobile service; (2) systematize and computerize the process of Cambodia PES delivery by organizing integrated management system of job fair, job matching, training and consultation, user information, job market information, and employment statistics; and (3) building groupware support such as mail, messenger, schedule management, and bulletin board for internal users.

- Topic 3: Development of WorkNet in Cambodia - Speaker: Mr. Ousa Rachana PHO, Deputy Director General of NEA, Cambodia The presentation aimed to provide further information and on-going activities in building Cambodia PES Information System Project, which is supported under the cooperation between Ministry of Employment and Labour, Republic of Korea and Ministry of Labour and Vocational Training, Cambodia. Mr. PHO started his presentation with an introduction of NEA and mentioned

about NEA’s expectations on improvement of new web-portal system that involves: (1) integrated employment system; (2) upgraded technology infrastructure; (3) standardized database; (4) built-in video interview; and (5) established organization mail server. Mr. PHO added that the new system was expected to enhance public employment service by providing online employment system; reduce unemployment by increasing the employment service users; and provide equal employment opportunity by reducing information gap.

2. SESSION II: “DIGITALIZATION FOR IMPROVEMENT OF PES” Session II featured the topic of “Digitalization of Improvement of PES” by sharing knowledge, innovation ideas, best practices, and strategies in digitalization of PES and exploring positive impacts of digitalization in improving PES delivery. There were five presenters from across the continents to share their views in regard of how to improve digitalization of PES. The session was facilitated by Mr. Channarith KHUN, Advisor to the MoLVT, Cambodia. - Topic 1: Digitalization Transformation of French

Public Employment Service - Speaker: Mrs. Clélia PIENNE, Director of UX and

Digital Services of Pôle Emploi, France. Mrs. PIENNE pointed out three main digital orientations adopted by Pôle Emploi which are: (1) to differentiate service provided to jobseekers according to their ability to find a job on their own using web services; (2) to share data with people who need it to create better services for jobseekers and to use AI technology to provide customized job information for each jobseeker; and (3) to adopt new methodologies to create digital tools. According to her professional experience, there are six challenges that PES currently encounters: (1) Inclusive design: We rethink the way we design user interface; (2) Digital marketing: We use data to understand our users, who are they?; (3) Low tech/green tech: How to make tech more ecological?; (4) Chatbot/virtual assistant: Do we still need a screen and a mouse?; (5) Virtual reality: Can it improve real-world skills training?; and (6) Democratization of data use: Dataviz tools, data champions?

- Topic 2: Australia’s Approach to the Digital Transformation of Employment Services - Speaker: Mrs. Melissa RYAN, First Assistant Secretary of New Employment Services Model Division, Australian Government Department of Employment, Skills, Small and Family Business, Australia.

Unlike in many other countries where employment services are in public sector, Australia’s employment service has been privatized since 1998. Mrs. RYAN shared that the digital transformation program was developed through engagement of relevant stakeholders and research. The digitalization program of Australian PES was designed and was then put into 2 trails: (1) Online Employment Services Trail to test whether jobseekers can self-manage solely through a digital service; and (2) New Employment Services Trail to test the feasibility of the digitally blended employment services. The trails allowed the government to learn and improve the digital employment services, and the lessons

learnt on: significant reform needs buy-in for change; cannot go 100% digital; and careful screening of candidates. - Topic 3: Digitalization Practice in China PES - Speaker: Ms. Junmei HUANG, Director of

Employment Promotion Department, Ministry of Human Resources and Social Security (MOHRSS), The People’s Republic of China.

Ms. HUANG shared that digitalization in China PES is used to improve work efficiency and to be more convenient for users. In addition to traditional desk information, LED screen, self-service machines, mobile application, QR code, and Facial Recognition System are used to serve jobseekers and employers in timely manner. She ended her presentation by sharing the experiences on three main ideas: (1) Tradition Vs Modern: Modern technology cannot fully replace the old tradition as technology cannot solve all problems that jobseekers have; (2) Human Vs Machine: Human is still needed and sometimes it is important to have face-to-face consultation with jobseekers; and (3) Off-line Vs On-line: Technology is important; however, offline and human work is still needed as it is still very important to meet and talk to clearly see problems. - Topic 4: The Digital Transformation of The

Swedish Public Employment Service - Speaker: Mrs. Emma Ardbo JOHNARD, Specialist

and Head of Digital Services Unit, Arbetsförmedlingen, Sweden.

The transformation of the Swedish PES is done through a process of Explore/ understand users’ problems and needs; Analyst the problems and define needs; Create/develop services to address the problems and needs; Testing and refine; and Deliver the service. Mrs.

JOHNARD added that the keys to success is cooperation with users to see what their needs are and what have to be acted on; although there are trends and challenges such as migration, globalization, and overflow of data. Mrs. JOHNARD shared her views that the government has an important role as it is the only neutral actor that can guarantee transparency and unbiased value-creation.

- Topic 5: HRD-Net at a glance - Speaker: Mr. Hak LEE, Manager of KEIS, Republic of Korea. HRD-Net provides support to both jobseekers and employers through website or homepage service, mobile service, and administrative support system that collect, manage, and provide information, manage vocational ability of workers and other services. Mr. LEE shared that since the development of HRD-Net by establishing a customer-oriented service base system (2017-present), there has been significant increase in numbers of vocational trainings, number of website members and visitors, and

number of mobile application downloads. From his experience, he thought that the most challenging work to construct a system like HRD-Net was how to build standardized process.

3. SESSION III: “STAKEHOLDERS’ ENGAGEMENT THROUGH INNOVATION

APPROACHES TO SUPPORT DIGITALIZATION OF PES” Session III focused on “Stakeholders’ Engagement Through Innovation Approaches to Support Digitalization of PES” with aims to present innovative approaches and case studies of stakeholders’ engagement to support and to enhance the capacity of PES in digitalized services and to discuss on practical models to encourage stakeholders’ participation in understanding needs and necessity of PES improvement in response to the changing world or work. There were five presenters in this session and it was facilitated by Mr. Channarith KHUN, Advisor to the MoLVT, Cambodia.

- Topic 1: Digitalization of Public Employment Service – Solving for stakeholder engagement and user experience - Speaker: Ms. Karuna KUMAR, Regional Youth Empowerment, Innovation and Engagement Specialist, United Nations Development Programme (UNDP), Asia-Pacific. Ms. KUMAR thought that effective application of ICT in PES will help increase performance of service functions and maximize employability of people as well as promptly respond to the changes of labour market. She elaborated that digital channels and AI technology will open more possibilities and PES as a primary data collector could work together with training providers, jobseekers and employers in order to bridge the employment gap. Ms. KUMAR concluded that the shift to digital requires a transformation right cross-cutting process to technology to people.

- Topic 2: Engaging With Broader Partners and Expanding Employment Services - Speaker: Mr. Sophorn TUN, National Coordinator, International Labour Organization (ILO). Mr. TUN explained that engagement with stakeholders would benefit PES in many ways including quality improvement of service, broader outreach to jobseekers and employers, more data collection, better insights of the labour market. He went on to talk about the case of NEA by inserted that NEA’s key stakeholders were government, employers and workers. Other stakeholders in PES were training providers, local authorities, civil society organizations, research institutes and PES agencies such as WAPES. He shared his view that the next step should be to

develop and promote Online learning for education and vocational training; Online entrepreneurship support for start-up and business incubation centers; and Digitized PES. - Topic 3: JobStart Philippines (JSP) - Speaker: Mrs. Marie Jessamine MITRA, Project Analyst of

Asian Development Bank (ADB). JobStart Philippines (JSP) is an employment facilitation program of Department of Labor and Employment (DOLE) of the Philippines in partnership with Asian Development Bank (ADB), the Government of Canada, local government and private sector. JSP employment facilitation cycle started from Registration and client assessment; Life skills training and career guidance; Job-matching; Referral for interviews with partner employers or technical training or internship; and Wage employment. With funding supports from ADB, national and local government funds, DOLE’s Peso Employment Information System (PEIS), a web-based application, was built to be the main platform for JobStart monitoring and reports. PEIS system captures and tracks employment facilitation programs, projects, and services provided to clients. The system is also set up to meet reporting requirement of ADB and other development partners, and it is continuously improved to meet various stakeholders’ requirements.

- Topic 4: Stakeholders’ Engagement of PES in Cambodia - Speaker: Ms. Sandra D’AMICO, Managing Director of HRINC, Cambodia. As a presentative of the private employment agency, Ms. Sandra’s intervention is primarily focused on how public and private sectors have worked together towards a better labour market situation in Cambodia. She mentioned about Cambodia Federation of Employers and Business Associations (CAMFEBA) composing of the 10 Private Sector Working Groups in

Cambodia, chaired by a Minister of MoLVT and co-chaired by an elected private representative. The working group conducts meeting regularly to address any challenges related to labour and social affairs and to get inputs from government when required. Furthermore, she also expressed that HRINC was proud to work with Cambodia PES, NEA, and the Swedish National

Ms. D’AMICO concluded that it is very important for the private and public sector to work together to ensure market driven services and to prioritize matters based on the needs of the economic and political environment. - Topic 5: WCC’s Software Solution for PES - Speaker: Mr. Jan JENSEN, CEO of WCC-Group,

The Netherlands. Mr. Jensen demonstrated on how WCC’s software solution can support PES in response to challenges by stakeholders in PES. PES supports every user equally, has more relevant data on jobseekers and employer, and focuses on jobseekers with a distance to the labor market. He shared that WCC’s software solution matches people with jobs based on active labor market policies and other labor market insights. The software distinguishes specific target groups and applies specific paths for these target groups based on personalized jobseekers’ profiles and vacancy description. IV. CLOSING SESSION

§ A remark by Ms. Eve-Marie MOSSERAY, WAPES Executive Secretary In her meaningful closing remark, Ms. Mossaray mentioned that Digitalization is a very broad topic that impacts to every aspect of private and allow a new way of working, diverging strategic and improving public service delivery. She noted that there are two aspects of the presentation. On one hand, digitalization is not the same for all. That means all PES should define their strategy and choose the right implementation for themselves. On the other hand, is the implementation is a way to reduce cost?

The answer is both “Yes” and “No”. Ms. MOSSERAY added that PES should improve its capacity with all stakeholders. Thus “Let’s work together to get a bright future”. She also informed that “WAPES encourages and supports collaboration”. Ms. MOSSERAY finished her remarks by acknowledging that we share a lot of information during these two days and wishing year 2020 as a year of collaboration. § A Remark by H.E. Hunleng HAY, Director General

of National Employment Agency (NEA), Cambodia. H.E. Hay on behalf of the National Employment Agency (NEA) and Co-organizer of the Conference conveyed his thankful remarks to the audiences, participants and all WAPES members at the closing of the conference. Firstly, he congratulated the success of the conference in Siem Reap that provided a good platform for knowledge sharing, improvement, adaptation and application of digital technology in PES. He added that the conference ended with comprehensive and

meaningful results by providing the participants a lot of inputs from real stories of PES practitioners across the continents and from all sectors to improve our respective PES; especially Cambodia’s PES which is relatively young and inexperienced. Secondly, he informed that the upcoming WAPES-Japan joint projects will become another milestone of knowledge sharing among all WAPES members and also include corporation of all members in the region. He finished his remarks with three thoughts for improving PES digitalization: (1) The ICT or Digital infrastructure for PES; (2) the way of how to apply and integrate digital technology into conventional PES; and (3) the need to improve ICT of PES officials and also knowledge of service users. V. CONCLUSION A two-day WAPES Asia-Pacific Conference on Digitalization in Public Employment Services, co-organized by The National Employment Agency (NEA) of Ministry of Labour and Vocational Training (MoLVT) in Cambodia, under the cooperation with KEIS and WAPES Secretariat, was successfully completed with fruitful results as set in the Conference’s Objectives. The speakers offered comprehensive viewpoints and suggestions around the themes of Public Employment Service IT System, Digitalization for Improvement of PES, and Stakeholders’ Engagement through Innovative Approaches to Support Digitalization of PES to foster discussion on Digitalization in PES; especially, through best practices sharing from the WAPES members states such as Republic of Korea, Cambodia, France, Australia, The People’s Republic of China, and Sweden. The Conference also gained significant recognition and supports from PES practitioners, policy-makers, and relevant stakeholders, in particular, the Ministry of Labour and Vocational Training in Cambodia. Furthermore, this Conference helped to strengthen regional cooperation and knowledge transfer among WAPES member in the Asia-Pacific Region and the world under the framework of building digitalized PES in their respective institutions and countries. It also paved a good way for further exploration of opportunity to improve digitalization among new PES members through learning experience from more advanced digital PES members.
