…“By digital literacy we mean those capabilities which fit an individual for living, learning and working in a digital society”. (Jisc, 2011)

“Digital literacy is a languange. The more digital literacy you have the better you can speak it”. Phillip Burton, Founder of Filecats.

Digital literacy has multiple definitions, as it is a social concept open to dynamic revisions of meaning. However, practically speaking, digital literacy can be defined as the basic skills to find, understand, analyse, produce and share knowledge using digital tools in the digital age.

Capacity Building for PES System

Major challenge in enhancing the

technical skills of its current and

future workforce is to overcome the

Disconnectsbetweenemployers,

education providers, learners and

employment service providers.

These disconnections are driven

by: i) gaps in information; ii) poor

incentives; and iii) week capacity.

Better information, incentives and

capacity are mutually reinforcing .

The role of the Government in skills

development in a modern market

economy is changing. Training

actors must offer programs and

produce graduates with skills that

fully reflect the needs of the labor

market.
