    Next Meeting:

Our next meeting will be held at Harbel at 7:45 PM on Wednesday, October 2 nd .

    Presidents Letter

Well, fall is here now. It's time to close up the pools, get the plants in, cover the furniture & enjoy thecooler morning & nights. This is good walking & bicycling weather. Before you know it, it will be winter. How many days until the holidays? Don't even mention it!

We are still working with our neighbors up on Holder & Walther Avenues concerning the Zion Schooladdition. We've had another planning meeting & heard the structural updates and intentions. We haveheard from the community & shared that with others. This is still in the planning stages, so your opinioncan still be heard. The board of the Waltherson Improvement Association (WIA) has voted to approvethis addition. If you have any suggestions or concerns, you are welcome to contact me directly at PO Box3622, Baltimore MD 21214 or [email protected] or go to the Planning Hearing on October 3rdat 417 E. Fayette St (8 th floor). The meeting starts at 1:30pm but there are other things on the agenda.

We are always busy doing work for WIA: building our block captain project, planning traffic calmingdevices, attending Live Baltimore seminars to drum up new neighbors, crime resolutions, watchingvacant houses, staying abreast of our neighboring communities & their activities, & building betterbusiness partners in the area. Whew, it's a lot to do & remember... we're volunteers! It's all worth it inthe end. Each person does their part, so let us know what motivates you so we can get you involved.

Our presentation concerning human trafficking was fantastic, although we had little response from theWaltherson community. Those that came found it very educational. Here is the HOT LINE number that

was given in the event you see anything that resembles human trafficking & need to report it: 1-888-373-7888 . We hope you will share more ideas of topics that spark your interest so we can have specialmeetings like this one.

Our 70th anniversary of WIA will be celebrated with a block party! Come on out on Saturday, October19th between 1:30 - 4:30 at the parking lot of Faith Community Church for food, kid games & meet yourneighbors. WIA has been walking door-to-door to hand out our flyers, chat with people, & invite folks tobe a part of this event. I walked around on Sunday (yes, while the Ravens game was on) & met severalpeople, one of which was a former President of Waltherson back in the 1980's ! What a pleasure it wasto chat with her & share ideas.

Please reach out to your neighbors & help us build support. Don't wait until there is a reason to comeout with a concern. Being a part of our community helps to build stronger ties that hold a solidcommunity together. Meet & greet your new neighbors who just moved in. Give them an old WIAnewsletter or the websites from our areas. Invite them to the Tues market on Harford Rd or offersomeone a ride to the WIA meeting.

Take care & enjoy the fall,Helene Quinn

    Gym/Classroom Development proposal @ 4915 Holder Ave

Zion School addition: There was a presentation of the changes made to the plan of the schoolon Monday, September 16 th . The details of the presentation are summarized below:

Plans The school will include a gym, Science lab and technology lab They are focused on the STEM program An established youth outreach program via the church would run on Saturday mornings. No traffic/parking impact due to participants arriving by buses Property would not be in use after 8:30 PM There may be other Church programs & events for adults and youths. 6 - 8 feet from ground will be brick at base of building, with steel facade above the 8ft

    mark

Building will be available to the community for meetings & events Repairs would be done to the stone wall along Holder and fence along the Southernborder of their property

Landscaping plans (both required by law) include and increase in tree canopy includes Water management and water filtration

Traffic Signage will be place to encourage minimal impact to community Construction traffic would be limited to Walther Ave and would not enter Holder. Legally bound to enter by Walther and leave by Holder Per Katie-Rose Imbriano from Planning, this should have minimal impact and is already

the traffic flow Zion would support the community 100% if they wish to pursue traffic calming on

Holder Ave Residents seemed supportive of traffic calming between Echodale and Southern on

Holder It was noted that there will be an additional 7-12 parking spaces on the property (for a

total of approximately 21) and parking on Walther could be used

Planning Commission has deferred a decision on 4915 Holder Avenue until an October 3 rd Planning Commission Hearing. The Commission has requested additional renderings of theproposed designs, which the architect will provide. We have been in contact with planning andare requesting these renderings. The Waltherson board has voted to support of the addition tothe school.

    Block Captains

Weve mentioned this in past newsletters & will continue to develop this concept. Since we area small group, we need your help. If we utilize block captains as resources, we build a stronger

team in all segments of the area. People would go directly to the block captains for theirconcerns. These would be filtered out, utilizing the resources & contact we have. Each blockcaptain would have a list of contacts & then report back to the entire group & to the executiveboard. If everyone pitches in, we can all do our part. Please, find something that is yourpassion. Maybe gardening is your thing, maybe vacant houses really annoys you, maybe youwant to help a neighbor whose house needs some repairs. Whatever be the case, if we all doour part, we can help each other.

    Involvement Opportunities

We have identified a list of areas for neighborhood improvement and have established a seriesof committees to focus on these particular areas. If you would like more information or areinterested in getting involved in any of the committees below please contact us [email protected] . If you are interested in participating on our board, Walthersonsannual elections will be held at our November meeting.

    i. Housing & Code Enforcement-Housing Committee-Community Review Panel

ii. Schools & Child Advocacy-Schools & Child Advocacy Committee

iii. Safety-Block Captain Committee-Police Liason / NECOP Chair

    iv. Transit-Traffic Committee

    v. Social & City Life-Digital Outreach & Communications-Block Party Committee-Garden Sign & Projects Committee

    Future Meetings

Projection: We are still considering moving our meeting days to Tuesday& only having abusiness meeting quarterly. However, we will set up dates in between our business meetings

to gather. We are asking that you help come up with ideas that youd like to do together: gomeet at the snowball stand at Walther Gardens, go for appetizers at one of the many localrestaurants, go for a walk whatever. This would keep us connected but not just for a businessmeeting. The executive board would still meet monthly. Our desks are always working, asmost communications come via the internet. We have lots going on behind the scenes whichwe try to keep you abreast on as well.

    Tuesday Market

Please remember to come out to the Tues Farmers Market across from Safeway is EVERY Tuesfrom 4-8 pm (through the end of October). Many folks walk up, get dinner, buy some freshveggies or crafts, or just chat with your neighbors. Its a nice thing to have in our community,so lets support it.

    NECOP Northeast Citizens on Patrol

In Northeast Baltimore we have a district wide Citizens on Patrol program called NECOP. Thereasoning behind the COP program is that regular neighborhood patrols can make criminals feeluncomfortable and drive them out of our neighborhood. Participants meet at the NortheastPolice station at 1900 Argonne Drive near Morgan State and get a walkie talkie to keep them in

contact with the Police and then proceed to patrol their neighborhoods in their cars. Patrolsnormally go out each Thursday and Friday from about 7:30 - 10:30. For anyone interested inthe Citizens on Patrol program, please contact Rob at [email protected] .
