Presidents LetterJuly is here and its hard to believe 2016 is already half way over. There are a number of items going on to update
you all on. Ill discuss them in the list below
The woman focused Strand Theatre Company moves to Harford Road
Im thrilled to announce that the Strand Theatre company has purchased the old provident bank building in the5400 block of Harford Road that formerly housed the Performance Workshop Theatre. I wish them a warm

Banquet Hall proposal at 5501 Harford Road (former Blockbuster building)
Please join us in opposing Baltimore City Council Bill 16-0667 for a conditional use of a banquet hall at the former
blockbuster building at the corner of Harford & Hamilton. This use is opposed by the neighborhood associations of
Glenham-Belhar, Hamilton Hills, and Waltherson. It is also opposed by Harbel, the Hamilton Business Association,
and Hamilton-Lauraville Mainstreet. Both City Council candidates for the 3rd district in the upcoming election,
Ryan Dorsey, democrat candidate, and Spilly Spiliadis, Green party candidate, have expressed opposition for this
use.
The proposal was on the agenda of the planning commission on Thursday, June 23rd. The department of planning
recommended against the use, they pointed out that the Hamilton Urban Renewal plan requires street facing
storefronts be businesses or storefronts with regular business hours focused on walk-in customers. They also
expressed concerns that the limited parking in the area would cause patrons to negatively impact the businesses
and residents in the surrounding neighborhoods, particularly those located northeast of the establishment. The
planning commission expressed concerns over how well local residential streets and walkways could handle 200
people leaving the establishment at a single time and ultimately voted unanimously against the proposal. The
property owner was unable to identify a single resident who supported the plan when asked if he had a list of
names, he lives out of state, and has no experience operating a banquet hall.
Unfortunately, Councilman Curran took the stand and indicated he intended to fight to push this through despitethe unanimous opposition from the neighborhood and planning. I respectfully ask that Mr. Curran respect the
community and not pursue this. Please consider signing the petition below to help us oppose this use.

Popular local rap artist Lor Scootas death at Moravia & Harford on June 25, 2016
Sadly, a popular Baltimore rap artist, Lor Scoota, passed away after being shot in his car at the intersection of Cold
Spring Lane and Harford road on the evening of June 25th, 2016. It appears he was targeted waiting at the traffic
light after leaving a peace in the streets event at Morgan State University. Our condolences to his family,
friends, and fans over their tragic loss. We hope that the police are able to make a quick arrest in this case and that
this can be a turning point in ending the culture of violence that underlies our city. Links to articles are below.

Woman-focused Strand Theatre buys new home in Hamilton-Lauraville
The Baltimore Sun reported this month that The Strand Theatre Company has closed on their purchase of 5426Harford Road, the former home of the Performance Workshop Theatre. They plan to open this fall in the space.

Is Walther Gardens the oldest Snowball stand in US?
Mark Miazga pointed us to a rumor that Hansens Sno-Bliz in New Orleans
(est. 1934) is rumored to be the oldest stand in the country. However,
Walther Gardens opened a year earlier in 1933 potentially making our local
stand the oldest stand in existence.

Hamilton-Lauraville one of eight communities participating in Light City 2017
Hamilton-Lauraville among eight neighborhoods that will each host satellite installations (dubbed Neighborhood
Lights) to complement the main Light City festival at the Inner Harbor and will receive up to $15,000 for an
illuminated public art project to be installed during Light City 2017. Waltherson resident Amy LaPerle was a
member of the group that helped make this happen for us.

Vacant Remediation
Two vacant properties that generated a number of complaints from
neighbors have recently completed renovations and returned to the
market this month. 3502 Echodale Ave is a property weve been trying
to get addressed for about four years now.

Obstructions can be a metaphor for almost anything that creates barriers in our lives or experiences.
Through their art practice artists seek to break through or clear out encountered obstructions. Hamilton
Gallery is pleased to present the exhibition Unobstructed featuring the work of Amy Klainer, Valerie
Smith, Grace Sweeny, Maxine Taylor, Bridget Z. Sullivan and the artist members of Hamilton Gallery.
This exhibition explores the artists unobstructed views or goalsthe artists unique point of reference
coupled with their distinct interpretation.

NECOPNortheast Citizens on Patrol
In Northeast Baltimore we have a district wide Citizens on Patrol program called NECOP. The
reasoning behind the COP program is that regular neighborhood patrols can make criminals feel
uncomfortable and drive them out of our neighborhood. Communities with regular NECOPpatrols, such as the North Harford neighborhood, also see significantly less crime than
communities with inactive patrols.
Participants meet at the Northeast Police station at 1900 Argonne Drive near Morgan State and
an officer will give you a direct number to keep them in contact with the Police. You would then
proceed to patrol the neighborhood in your car. Patrols normally go out each Thursday and
Friday from about 7:30 - 10:30. For anyone interested in the Citizens on Patrol program, please
