There were 50 aggravat-ed assaults in 2018, which dropped to 31 in 2019, for a decrease of 19 assaults.

The next category is crimes against property, with a reported 128 bur-glaries in 2018, compared to 105 in 2019.

Larceny dropped from 166 in 2018 to 137 in 2019.

Vehicle burglaries also decreased, from 75 in 2018 to 46 in 2019. In addition, there was one reported case of arson in 2018 and none reported in 2019.

The statistics show an overall decrease in crime of 132 instances.

The Sheriff’s Department attributes at least part of the success to its ability to uti-lize video cameras attached to homes and businesses for surveillance. Wasco substa-tion Sergeant Peter Martinez has asked all homeowners to register their home surveil-lance cameras with the sub-station so they can assist dep-uties in the event of a crime.

“We are increasing pa-trols and patrol activity,” Ser-geant Peter Martinez said. “Visible law enforcement is a proven crime deterrent.”

Martinez said he will have additional information at the next council meeting on Feb. 4.

The Community Action Partner-ship of Kern reported that approxi-mately 512 records of CAPK Volun-teer Income Tax Assistance program clients’ tax information have been obtained by two former Volunteer Income Tax Assistance employees.

The individuals were able to get tax records by a third-party database on multiple occasions between Oc-tober 2019 and December 2019.

This activity was discovered by CAPK staff on Dec. 23, and both employees were immediately termi-nated.

Their access to the database was immediately halted and an investi-

gation launched, beginning with a report to the IRS, FBI and Bakers-field Police Department.

“The hacking was discovered in the normal course of work,” Out-reach and Advocacy Coordinator James Burger said. “We are still continuing our investigation.”

Burger was asked what safe-guards were being put in place to prevent this from occurring again and his response was that – since he is not a “tech guy” – he can only re-port that CAPK staff is working on how security can be increased.

CAPK believes that the informa-tion that was accessed by the two in-dividuals has not been used for any illegal purposes.

Community Action Partnership of Kern is Kern County’s official anti-poverty agency. Its mission is to provide and advocate for resources that will empower members of the community to become more self-sufficient.

The CAPK Volunteer Income Tax Assistance program provides no-cost tax preparation services to more than 5,000 individuals and families each year with the help of IRS-trained and certified volunteers.

“This investigation is ongoing,” Burger said.

Rotarians received an update on state Sen. Me-lissa Hurtado’s 2020 plans at their meeting this week.

District Representative Ricardo Del Hoyo spoke about Sen. Hurtado’s 2019 accomplishments and what’s in store for 2020.

Hurtado represents the 14th Senate District, which encompasses parts of the southern Central Valley, in-cluding parts of Fresno and Bakersfield. Prior to being elected to the State Senate, she was a Sanger city coun-cil member.

“Senator Hurtado was a surprise win in her first election in 2018,” Del Hoyo said. “She is the youngest of the 40 California sena-tors.”

Del Hoyo mentioned some of Hurtado’s first-term accomplishments, such as procuring $50 million for asthma research. “One of four kids in the valley has asthma,” Del Hoyo said.

She was also able to ob-tain $50 million for Ameri-Corps, a high school men-toring program.

Del Hoyo also men-

tioned that Hurtado au-thored a bill that resulted in $50 million for water proj-ects that will provide relief for families without reliable access to water. The bill extended investment in the Friant-Kern Canal for two years.

“Senator Hurtado will continue to build on what she accomplished during her second year,” he said. “She will focus on traveling more in the southern end of the county.”

In addition, Hurtado’s bill SB436, which would

help prevent child abuse and neglect, is headed to Gov. Gavin Newsom’s desk. The bill would strengthen family resource centers that provide community-based and culturally sensitive services to communities to help with child abuse pre-vention.

Del Hoyo also said Hurtado is also working on a bill regarding future em-ployee displacement due to the agriculture and oil in-dustries being pushed out of California.

He also mentioned that there is $50 million avail-able for housing in the county. Wasco will need to work with the county in order to get some of that money.

Also at the Rotary meet-ing, President Kevin Tallon confirmed that Brad Ma-berry has been elected next year’s Rotary president.

He said Rotary Inter-national the local club was one of only three clubs to receive an award for main-taining their membership. They asked Tallon how Wasco accomplished that and he replied that the club has stabilized – there is

good fellowship and posi-tive community recogni-tion.

Tallon also shared that

the club received a thank you for a $1,000 donation and several hundred dol-lars of canned foods given

to the Salvation Army. Ro-tary volunteer bell ringers collected $3,000 during the holiday season

Another small, family-owned business is prospering in Wasco.

A and H Plumbing, at 16038 Palm Ave., has been in business for over 20 years. Brothers Andres and Hector Delgado share the responsibilities.

Hector Delgado was initially raised in Wasco, but upon entering junior high, his family moved to Montebello, and he is a graduate of Mon-tebello High School. The pull of Hector’s family and hometown were strong, and once he was ready to begin his career, he rejoined the family in Wasco.

Andres Delgado had already been in the plumbing busi-ness for 20 years when Hector joined him, and they formed A and H Plumbing.

A and H Plumbing services the Wasco, Shafter, Lost Hills, McFarland and Button-willow areas. The company’s philosophy is to help the community in which they live and work.

“Most of our calls are for unclogging drains,” owner Delgado said. “We are cur-rently licensed in four areas, C36 – Plumb-ing, C20 – Air Conditioning, C16 – Fire Protection and General Contractors’ Li-

cense.” Aside from repairs, A and H Plumbing

is involved in new construction in the areas they serve.

“We are very professional in our deal-ings with customers,” Hector Delgado said. “We have good employees, enjoy the local people and love the small town of Wasco.”

There are currently 30 employees. Sev-eral work in the office, while the remainder

make service calls.Delgado wants ev-

eryone to know it is a family-owned busi-ness; his wife and other family members help cover the work-load.

The future of the business may be in three potential part-ners: 6-year-old Irvin Daniel Perez, 4-year-old Isaiah Joel Perez

and 2-year-old Elias Manuel Perez, who all hang around the business during the day-time hours and watch the adults do their jobs.

Hector Delgado said that anyone want-ing to learn the trade needs to work as a journeyman in a plumbing company for at least one year.

Their regular weekday hours are Mon-day through Friday, 8 a.m.-5 p.m. The busi-ness is located on Palm Avenue between Jackson and Prescott.

help with a student, Edd was always willing to make time to help.” She added that he had a special interest in history and the arts.

“He created an after-school drama program,” Pewitt said. “Students par-ticipated in various plays as actors, as well as creating

costumes and backdrops.”His son, Ed, wrote on his

father’s Celebration of Life ceremony program that the last words he exchanged with his dad were, “I love

you.”Hammon added, “I ad-

mire my dad’s commit-ment to family, work, self-improvement and those in

need. Reflecting back, I think I most liked participating in volunteer efforts with my dad like helping others as a hospital chaplain.”

“I’d like to add that I’m immensely appreciative that so many of my fa-ther’s colleagues from WUESD at-tended his funeral and also sent cards,” Ed Hammon said. “The considerable number of teachers, administrators and more who attended my father’s funeral speaks volumes to the kind of quality professionals that my father worked with.”

Continuing to re-flect on his father af-ter four months, Ed Hammon said, “My dad was everybody’s advocate, even those he might not have

agreed with. He would help everybody and he was my greatest advocate.”

The second Clemens teacher to pass was Betina

Joy Adams, at at 63. She was born Feb. 2, 1956.

She was a second-grade teacher before becoming a vice principal.

Adams was eager for

summer and the follow-ing school year. When she left school in June 2018, she had plans on returning as the principal of Thomas Jefferson; however, she be-came ill that summer and was encouraged by her hus-band Jeff to focus on her health.

“She had cancer, and chemotherapy affects ev-eryone differently,” Ad-ams said. “Two weeks before she died, she was in a wheelchair, and the week she died, she was paralyzed from the neck down.”

After she died, the doc-tors discovered a tumor on her spine, he said..

Colleague Cristina Wilkerson remembered Adams.

“I first met Tina in 2002. We had a lunch group that included former Wasco teachers Teresa Osuna, Bonnie McCormick and Carolina Grant.”

Wilkerson described Adams as someone who al-ways saw the best in every-one. “Her voice was always sweet, even when she disci-plined.”

There is no question that Adams will be missed by her colleagues and family. “She was a great listener,” Wilkerson added. “Her ad-vice was often solicited and her wisdom was colored with humor.”

Three of Adams’ chil-dren followed in their moth-er’s footsteps by becoming teachers. One works at a prison, another is a special education teacher and a third is an administrator in a school district in Florida.

“Tina had a God-given talent to teach,” husband Jeff Adams said. “She taught Sunday school from the time she was 13 years old.”

Adams continued on to say that teaching was in Ti-na’s blood. “She was a great role model.”

The final teacher Clem-ens lost in 2019 was Rob-ert Parrott, who was born March 11, 1958, and died Dec. 18 at 61 years of age. Parrott was a third-grade teacher at Clemens.

Robert Parrott was a graduate of Fresno State University and received his multicultural credential from CSUB.

“Mr. Parrott started as a bilingual teacher,” col-league Cristina Wilkerson said. “He loved languages and there was not a name he could not pronounce cor-rectly.”

Parrott’s son Brad is a third-generation teacher in the family, a substitute teacher at Clemens, the school where his father taught for 31 years.

His grandfather and Robert’s father, Art Parrott,

was a Spanish teacher at Wasco High School. Brad Parrott said his grandfa-ther traveled throughout the world evaluating schools.

Parrott says his father would get excited about his students’ reading and always looked forward to the beginning of school. “When kids are giving you attention, it’s a gift,” he said.

“On Monday mornings, my dad would stop at the donut shop and bring do-nuts for the kids who met their reading goals,” Parrott said.

Robert Parrott’s love didn’t end with his stu-dents; he also displayed his love for his family. “My dad bought our sister Amanda flowers every Val-entine’s Day so she would know how special she was,” he added. “He also did the same thing for his grand-daughters.”

Parrott shared that his dad loved barbecuing and was always cooking. He was also passionate about fishing, something he in-stilled in his son.

“One of my oldest memories is when my fa-ther took me out fishing and brought a crab net with him. He cut up one of the fish and we ended the day crabbing using the cut-up fish as bait,” Parrott re-flected.

PASTOR FERNANDO SEGURAAnd at the end of 10 days their features

appeared better and fatter in flesh than all the young men who ate the portion of the king’s delicacies. Thus, the steward took away their portion of delicacies and the wine that they were to drink and gave them vegetables.

Some time ago, I was driving in the backroad of Wasco heading toward Delano when all of a sudden I drove into an area covered in fog. It was getting late; the fog was so dense that I had to slow down to at least 20 mph. Being in the backroads of the country, late at night and with altered vi-sion can be somewhat dangerous. I cannot lie — maybe I hesitated a little bit. The fog slowed me down.

Fog can alter our vision to see what is in front of us, what is ahead of us and what is coming our way.

At our church, we start every year with 21 days of fasting and prayer. At Canyon Hills Wasco, children, youth and adults all give up something. Some adopt the Daniel plan, others fast from social media, TV, etc. -- whatever it is, we incline our ears to hear the voice of God.

Daniel, Hananiah, Mishael and Azariah demonstrated their devotion to God by re-jecting the King’s food (delicacies) and only consumed vegetables and water. God intervened in supernatural ways by giving them knowledge and skill in all literature

and wisdom; and Daniel had understand-ing in all visions and dream (Daniel 1:17). It wasn’t their diet, but their devotion to God that made all the difference. They were seeking heavenly things!

Fasting slows us down, because life can sometimes get foggy. This is why every year we get rid of the fog in our lives, so that we can see what is in front of us. God wants us to live in the present, to bask in His goodness today — to embrace our fam-ily and catch every live moment. He also wants us to be aware of the direction in which we are heading.

The future is vital. People are stressed and fearful of what the future will bring. But if know His voice, we will follow His direction. Jesus invites us to rest in him. Al-though everything around us can be chaotic, we can be certain of where we are going. Finally, we need have clear vision, because “when,” not “if,” the winds come and beat on our house (Matthew 7-24-27), we know that our foundation is on the rock. That even in the difficult times of 2020, we have es-tablished good grips on God. You can start fasting today! Speak to the Lord about what you are giving up and for how long, adopt a Bible plan, pray without ceasing (pray with your eyes open), as you are driving, work-ing, etc. -- and see the great things that God has planned for you and your loved ones.

Fernando Segura is pastor of Canyon Hills Church in Wasco.

See what’s in store for you Arnold Dave Kroeker Oct. 18, 1937 – Jan. 22, 2020

Funeral service for Ar-nold Dave Kroeker, age 82 of Wasco, will be Saturday, Feb. 1, 2020, at 2 p.m. at the Mennonite Brethren Church of Shafter. Pastor Pat Coyle will officiate. Burial will be private at Shafter Memorial Park.

Arnold passed away peacefully beside his loving wife, Eunice, and surround-ed by family on Jan 22, 2020, at Bakersfield Memo-rial Hospital. He was born on Oct. 18, 1937, in Shafter to David and Fern Kroeker.

Arnold was an active member of Mennonite Brethren Church of Wasco, and then later the Men-nonite Brethren Church of Shafter. He worked in ag-riculture all his life, raised on a farm west of Wasco. Arnold graduated in 1956 from Wasco Union High School, where he was active in FFA. He worked almost a quarter-century for Bidart Brothers and only retired when he was unable to con-tinue due to an injury.

He faithfully support-

ed North Kern Christian School with many hours of labor. He thoroughly enjoyed helping NKCS’s BBQ fundraiser, where he cooked chili beans in a 60-gallon kettle and would deep-pit meat in 2 large pits he had constructed.
